New Equipment Lessens Chance 2^* i^3 Of Trouble At Chemical Corp. IEGALS 14 lOOCPOtT. N.T.. UNION-SUN AND JOURNAL, Friday, January 14, 1972 POUGHKEEPSIE, NY. (AP) ? By CHRIS FARRINGTON BURT Modifications for increasing safety and automation at the Noury Chemical Corp.. Lockport - Olcott Road, are part of a "never ending" cycle according to John C. Jadel, company president. "We're never complacent about safety,' Mr. Jadel said, adding that changes in operations do not necessarily mean that previous sytems were hazardous. A procedure which has operated safely for years can suddenly and unexplainably result in fire or an explosion. Such was the case last November when an explosion in one of four buildings operating for 15 years as a warm air temperature dryer killed one man and injured another. There was no electricity in the builidng and automatic safety valves would have prevented overheating, Mr. Jadel explained. The structure was demolished, thwarting efforts to determine the cause of the explosion. However, it was not this in- c i d e n t which prompted replacement of the drying system with an automated procedure, Mr. Jadel notes. The new dryer had been in- stalled previous to the explosion and was scheduled for operation the next day. The old dryers are now gone from the 400 - acre site and the remaining buildings are used for storage, Mr. Jadel observes. Meanwhile, Mr. Jadel says the company has ceased production on a half - dozen specialty powder compounds which cannot be produced in the new dryer rather than re- vert, even on a limited basis, to the old system. Noury Chemical Corp. as it now exists is a U.S. corporation under U.S. management owned by Akzo, a Netherlands based operation which is the world's eighth largest chemical cor- poration. The Burt facility opened in 1955 under the management of the Cadet Chemical Co. which was founded in 1946 and originally located in Buffalo. Ten years after the Burt operations began, the Chemetron Corp. and Noury & van der Lande Corp. of the Netherlands, then a recognized leader in the manufacture of or g a n i c peroxides, formed Chemetron - Noury Corp. as a joint venture and bought out Cadet. The joint venture ended when the Noury company, a 128 - year - old firm and wholly - owned subsidiary of a Netherlands chemical company, bought out Chemetron in June, 1970. The parent company operations, comprising over 160 industrial companies in 40 countries with sales over $2 billion, include other U.S. companies such as International Salt, Armour Industrial Chieffer Foods. The Burt plant, a multimillion dollar operation, ranks second of eight chemical companies in the U.S. which manufacture organic peroxides. Mr. Jadel explains mat the company manufactures 17 organic perioxide chemical compounds, "a family of products which have an excess of oxygen and find their widest use in making plastics." The different compounds release oxidizing materal at differing and specific tem- peratures, which in turn in materials, causes resins to become hard plastics. Thus, the particular man- ufacturer selects a chemi- cal "which meeets his particular need," and which relates to the type of plastic desired — from a film used in plastic bags to a child's toy to a heavy plastic garbage can Noursy sells its product to TAXPAYERS NOTICE TOW* OF NEWFANE - Representative* of two su- T ae» • * cou-» nam *••»•** pei markets and a grocery store ana P W M M the T««M HOI., o—« here and m the T o w of Rough- " i : £T3 L ^ i 4 £ t n m keepsie will face hearings m n TO snomd ac POM Albany beginning Tuesday oni 0 **** *'* t .* ct * charges they violated the state's new law banning the.""' sale of high-phosphate deter-' cuada gents. it* l- MWOa I tor—•una. COSTELLO Lockport City Treasurer wire coating In he first case, the peroxide compound is used to "set" the resins for production of such goods as fiberglass boats, truck bodies or auto parts. "In this case, we're selling to the fabricator," Mr. Jadel explained, or the man who makes the product. The second industry serviced by the Burt company involves sales to "major chemical companies who make plastics in their plants and in turn sell the plastics to fabricators." Unlike the other two in- dustries, these companies act as ''middle men," producing plastics which can be remolded by manufacturers into toys, plastic wrap and garden hose. wirecoating give the wires "longer life" and have 'better insulating properties" than other forms of plastic coatings. The chemicals produced in the Burt plant are made in four forms —"wet" granules, dry granules, paste and liquid. The purchaser selects a peroxide compound based, among other criteria, on the form he desires, the cost, and the temperature at which the particular chemical reacts. "Generally speaking, organic peroxides, like gasoline, are flammable but not explosive unless combined," Mr. Jadel comments. For example, dry granules are more "friction sensative" than "wet" granules con- taining a percentage of water but to the naked eye, appearing the same as the dry chemical. Continuing in the same peroxide family, the paste form is less friction sensative than the wet granules. Because the products can be flammable, "We can't say there will never be another fire," Mr. Jadel says, although 'We're doing everything humanly possible" to prevent these. , "Nearly all production steps involving chemical reactions are carried out by remote control behind fire and ex- plosion proof walls," he con- tinued. Arthur Fischer, director of safety at the plant with over 20 years experience with peroxides, "is continually in search of improved methods." BURT — Modifications for i n c r e a s i n g safety and automation at the Noury Chemical Corp.. Lockport -Olcott Road, are part of a "never ending" cycle according to John C. Jadel, company president.

"We're never complacent about safety,' Mr. Jadel said, a d d i n g that changes in operations do not necessarily mean that previous sytems were hazardous.

The s t r u c t u r e was demolished, thwarting efforts to determine the cause of the explosion.

However, it was not this in-c i d e n t which prompted replacement of the drying system with an automated procedure, Mr. Jadel notes.

The new dryer had been installed previous to the explosion and was scheduled for operation the next day.

The old dryers are now gone from the 400 - acre site and the remaining buildings are used for storage, Mr. Jadel observes.

Meanwhile, Mr. Jadel says the company has ceased production on a half - dozen specialty powder compounds which cannot be produced in the new dryer rather than revert, even on a limited basis, to the old system.

Noury Chemical Corp. as it now exists is a U.S. corporation under U.S. management owned by Akzo, a Netherlands based operation which is the world's eighth largest chemical corporation.

The Burt facility opened in 1955 under the management of the Cadet Chemical Co. which was founded in 1946 and originally located in Buffalo.

Ten years after the Burt o p e r a t i o n s began, the Chemetron Corp. and Noury & van der Lande Corp. of the Netherlands, then a recognized leader in the manufacture of or g a n i c peroxides, formed Chemetron - Noury Corp. as a joint venture and bought out Cadet.

The joint venture ended when the Noury company, a 128 -year - old firm and wholly -o w n e d subsidiary of a Netherlands chemical company, bought out Chemetron in June, 1970.

The p a r e n t company operations, comprising over 160 industrial companies in 40 countries with sales over $2 billion, include other U.S. companies such as International Salt, Armour Industrial Chieffer Foods.

The Burt plant, a multimillion dollar operation, ranks second of eight chemical companies in the U.S. which manufacture organic peroxides.

Mr. Jadel explains mat the c o m p a n y manufactures 17 organic perioxide chemical compounds, "a family of products which have an excess of oxygen and find their widest use in making plastics."

The different compounds release oxidizing materal at differing and specific temperatures, which in turn in materials, causes resins to become hard plastics.

Thus, the particular manufacturer selects a chemical "which meeets his particular need," and w h i c h relates to the type of plastic desired — from a film used in plastic bags to a child's toy to a heavy plastic garbage can

wire coating In he first case, the peroxide

compound is used to "set" the resins for production of such goods as fiberglass boats, truck bodies or auto parts.

"In this case, we're selling to the fabricator," Mr. Jadel explained, or the man who makes the product.

The second industry serviced by the Burt company involves sales to "major chemical companies who make plastics in their plants and in turn sell the plastics to fabricators."

Unlike the other two industries, these companies act as ' ' m i d d l e men," producing plastics which can be remolded by manufacturers into toys, plastic wrap and garden hose.

wirecoating give the wires "longer life" and have 'better insulating properties" than other forms of plastic coatings.

The chemicals produced in the Burt plant are made in four forms —"wet" granules, dry granules, paste and liquid.

The purchaser selects a p e r o x i d e compound based, among other criteria, on the form he desires, the cost, and the temperature at which the particular chemical reacts.

"Generally speaking, organic peroxides, like gasoline, are flammable but not explosive unless combined," Mr. Jadel comments.

For example, dry granules are more "friction sensative" than "wet" granules — containing a percentage of water but to the naked eye, appearing the same as the dry chemical.

Continuing in the same peroxide family, the paste form is less friction sensative than the wet granules.

Because the products can be flammable, "We can't say there will never be another fire," Mr. Jadel says, although 'We're d o i n g everything humanly possible" to prevent these. ,

"Nearly all production steps involving chemical reactions are carried out by remote control behind fire and explosion proof walls," he continued.

Arthur Fischer, director of safety at the plant with over 20 years experience with peroxides, "is continually in search of improved methods."
