CLIMDEV-AFRICA SPECIAL FUND

ROUNDTABLE MEETING, 25 APRIL 2012

CONCEPT NOTE

1. SUMMARY

1.1. The ClimDev-Africa Special Fund (CDSF) was established through an Instrument of the African Development Bank (AfDB) to support activities of the Climate for Development in Africa Programme (ClimDev-Africa).

The Bank has completed the prerequisites and other start-up activities to allow donors to contribute to the Fund, including the opening of a bank account and the preparation of operational procedures. 1.4. With the aim of raising awareness and securing the required Funding to declare the Fund effective and to implement the CDSF work programme, a donor roundtable meeting is being organised by the ClimDev-Africa partners AfDB, the African Union Commission (AUC) and the United Nations Economic Commission for Africa (UNECA), as well as the Swedish International Development Cooperation Agency (Sida) who will host the meeting:

2. BACKGROUND

2.1. The lack of appropriate climate information is a major and fundamental obstacle to addressing the challenges of climate change in Africa, and has led to calls by African leaders and development partners to improve the provision and use of appropriate climate information to promote sustainable development planning in Africa.

2.2. ClimDev-Africa is a joint initiative of AfDB, AUC and UNECA. The Program has been endorsed at regional meetings of African Heads of State and Government and by Africa’s

Ministers of Finance, Planning, Economic Development, and the Environment to seek ways of overcoming the lack of necessary climate information, analysis and options required by policy and decision-makers at all levels.

2.3. AfDB accepted the request from the AUC and UNECA to establish the ClimDev-Africa Special Fund (CDSF) and to administer its resources for demand-led interventions. The ClimDev-Africa Special Fund was established by the Bank’s Board of Governors in May 2010. The CDSF forms one of the three elements of ClimDev-Africa, the others being the African Climate Policy Center at UNECA, and the Climate Change and Desertification Control Unit at the AUC.

3. RESOURCES MOBILISATION

3.1. Resource Requirements: CDSF resource requirements for the three-year period 2012-2014 amount to €144 million to finance and manage 72 projects as described in Table 1. 20 million Units of Account (approximately €22.4 million) is required immediately for the Fund to become effective, and to implement the 2012 work programme. Fund raising efforts will continue throughout the year with the aim of also securing the additional €55 million planned for the 2013 programme.

3.2. Resource Mobilisation Strategy: In order to acquire adequate and stable funding for CDSF, a high level resource mobilization strategy has been prepared for CDSF which will be carried out in collaboration with the Programme partners over the coming years. The donor roundtable meeting is being organised as an initial and critical step to implement this resource mobilisation strategy. The following action areas form the basis of the strategy and provide the context for the meeting:

Position CDSF strategically: Demonstrating the niche of CDSF by concentrating efforts on what CDSF can do best, both in relation to the key programme partners as well as complementarity with other development players. Project identification and selection is key in this strategic positioning, and the CDSF work plan for 2012-2014 includes an initial list of projects that have been identified for potential funding by the Fund.

Develop appropriate mechanisms for awareness creation: Global promotion and transparent reporting of CDSF activities and its achievements. Increase the visibility and prominence of CDSF and stimulate global interest in and support for CDSF activities through development of communications and advocacy material and active

participation at key sector events. The first annual Climate Change and Development in Africa (CCDA-I) conference which was held in October 2011 and organised by the ClimDev partners, as well as a special ClimDev side event held at COP17 in Durban contributed to raising awareness of the Programme. The establishment of a dedicated ClimDev Africa website to be launched in the first half of 2012 will provide another channel for information sharing. A CDSF side event is being planned for the second CCDA conference scheduled for September 2012.

Establish and expand the donor base though proactive fund mobilization initiatives: Ensure the initial donors that have shown interest come on board to start operations, as this will facilitate attracting other donors. Proactive outreach to identify and approach additional potential donors and to address any concerns they may have in joining is an on-going effort that will continue beyond the roundtable. These efforts will ensure engagement on political level to maximise the impact of the fund raising efforts and the size of potential contributions.

Build donor confidence through efficient delivery of commitments with definite and identifiable outputs and risks; through efficient use of available funds; and through regular dialogue with major donors and the ClimDev Steering Committee so that problems can be anticipated and solved. Recognition of donors and visibility of their contribution will be facilitated to the extent possible.

3.3. Roles and Responsibilities: Efforts to mobilise funding for the 2012-2014 CDSF programme will be carried out by the programme partners under the general leadership of the AUC. However, AfDB and ACPC will also support and take an active part in resource mobilisation efforts for the CDSF and AfDB will lead the practical arrangements for the roundtable meeting. Coordination across these organisations will be supported by the AUC/UNECA/AfDB Joint Secretariat based in Addis. It expected that all ClimDev Steering Committee members will support fund raising efforts as appropriate. For example, donors on the Steering Committee may be strategically positioned to approach additional donors.

3.4. Funding prospect for the roundtable: CDSF will target four initial donors to raise the required threshold of UA 20 million (€22.4 million): Sweden, UK, the EC and Norway, as these donors have indicated their interest to support the Fund when the ClimDev Programme was established. It is expected that other donors that will be approached will take longer to come on board. The following amounts are targeted for the operationalization of the Fund:

Sweden has indicated a potential contribution in the range of €3 million.

The UK has indicated a potential total contribution of £10 million to the ClimDev

Programme, of which £3.8 has been disbursed to ACPC. Some of the remaining

balance could be allocated to the CDSF. But DFID has said that it will not commit any

resources to the CDSF unless the CDSF can demonstrate that it will deliver clear

results quickly.

EU has pledged €8 million for the Programme. The status of commitment is to be

clarified, as well as what funds are still available. The EU had informally raised an

issue about not being able to contribute to basket funds hosted by AfDB for

procurement reasons, and AfDB provided clarification that this issue was resolved in

2007 and confirmed that the European Commission is already contributing to other

special funds at the Bank, such as the African Water Facility.

Norway had intended to contribute to the Fund initially. A potential contribution

from Norway could be instrumental in reaching the Fund’s effectiveness threshold.

The targeted amounts from the initial three donors total approximately €18.5

million. The balance to reach the threshold of €4 million would be solicited from

Norway and/or through higher contributions from one of the other donors.

4. OBJECTIVE AND EXPECTED OUTCOME OF THE ROUNDTABLE

4.1. The goal of the ClimDev Special Fund roundtable meeting is to:

(i) secure the UA 20 million required for the 2012 work plan to declare the Fund effective; and

(ii) generate interest and initiate the fund raising process amongst a broader range of donors who may come on board later in the year in order to secure the additional funding to support the 2013 operations.

5. TIMING AND LOCATION

5.1. Location: The Swedish government has been an instrumental supporter of the ClimDev-Africa Program since its inception, and is one of two donor representatives on the Program’s Steering Committee. Accordingly, the Swedish International Development Cooperation Agency (Sida) was contacted and confirmed hosting the roundtable meeting at their headquarters in Stockholm.

5.2. Timeframe: Through consultations amongst the organising parties, the meeting has been set for the afternoon of April 25th, 2012. The meeting will take place back-to-back with the “Stockholm+40 – Partnership Forum for Sustainable Development” event that is being organised by the Swedish Government.

5.3. Logistics and Facilities: As host of the meeting, Sida is providing the conference venue at its headquarters in Stockholm, Sweden. However, AfDB will be responsible for the organisational arrangements, including the logistics and direct costs such as travel arrangements for sponsored participants, interpretation and reporting. Within the Bank, the Agriculture and Agro-Industry Department (OSAN) in collaboration with various departments (Communications, Language Services, Partnerships, etc.) is coordinating the organisation of the roundtable, with support provided by the Joint Secretariat Support Office in Addis.

6. PARTICIPATION

6.1. Approximately 40 participants are expected for the roundtable. The target audience of the meeting is primarily the donor community from which funding is being sought. Furthermore, key African players will participate to make active contributions to the meeting and to ensure information about ClimDev-Africa is well disseminated on the African continent.

6.2. Invitations: As this timeframe is tight the key to the success of the meeting is to ensure invitations supported by key documentation are issued in a timely manner to ensure optimal participation. The three programme partners have all committed to take an active role in this process: Invitations will be processed by ACPC, signed by the AUC and sent out early March 2012 by the Bank.

6.3. Donors invited to the meeting may be differentiated between those that have already expressed interest and intention to fund the initiative, such as Sweden and the UK, and those that have not been involved in the Programme to date, including non-traditional potential donors that such as China and Brazil and countries such as Australia and New Zealand. It is expected that the meeting will help the former make firm commitments. For the latter, the meeting is a first step of engagement with the ClimDev Special Fund which will generate opportunities to be followed up after the meeting. Key individuals will be identified using the AfDB, AUC, UNECA and Sida networks to ensure targeted invitations. Invitees will primarily be Heads of development agencies and officials responsible for Climate Change. After issuance of invitations, follow up will be undertaken to ensure appropriate participation. Annex 3 lists the target donors that will be invited.

6.4. African participation will mainly be represented by the the President of the African Ministerial Conference on the Environment (AMCEN), currently held by Mali's Minister for

Environment and Sanitation. African climate institutions and Regional Economic Communities will be invited to share experiences in terms of successes and challenges in enhancing availability and mainstreaming of climate information for development and economic growth. The following climate institutions will be invited: ACMAD, AGRHYMET, ICPAC and DMC/SADC.

6.5. ClimDev-Africa Steering Committee members are expected to participate in the meeting.

AfDB: The President of the Bank has indicated he will attend the Stockholm+40

meeting as well as the Roundtable. The OSAN Director will participate and the CDSF

team will handle organisational matters.

AUC will be represented by ... senior management

UNECA will be represented by … senior management, as well as ACPC which will

provide technical input to the meeting.

Donor representatives Sweden and UK are primarily attending as donor and host.

The other ClimDev-Africa Steering Committee members are AMCEN, GCOS, UNDP,

UNEP and WMO.

7. AGENDA

7.1. The meeting will take place on the afternoon of April 25th and is structured around three main parts, as indicated in the meeting Agenda presented in Annex 1:

Panel Discussion with a broad range of stakeholders on “Sustainable development

and financing of climate services in Africa.”

Presentation of the ClimDev-Africa Progarmme and its Special Fund.

Donor expression of interest and pledging in support of the Fund.

A press conference will conclude the event.

7.2. Moderator: A subject matter specialist with conference management experience will moderate the meeting. A suitable person will be sought amongst stakeholders, and if needed a professional moderator will be considered. SEI may be considered for this role.

7.3. AfDB will host a cocktail reception at the end of the meeting to allow for informal discussion amongst participants and build contacts for follow up after the meeting.

8.2. For the meeting day, an information pack on CD ROM will be distributed including the above mentioned material and presentations that will be made during the day. Press releases will be prepared ahead of the meeting and updated during the day.

9. COMMUNICATION

9.1. To generate awareness for the meeting as well as the ClimDev-Africa Programme, AfDB, AUC, UNECA and Sida will leverage the communications channels of their respective institutions’ networks.

9.2. Lobbying for participation ahead of the meeting is required considering the short time frames involved in the organisation of the meeting.

Sida, WRI and ACPC held a seminar at the Swedish Embassy in Addis on February 22

on “Climate Change in Africa – Policy and Practice” where representatives from

Denmark, Finland, Switzerland, UAE and the Arab League participated and where

ClimDev and the roundtable were highlighted.

AfDB will engage with each of the four initially targeted donors Sweden, UK, EU and

Norway to have a clear expectation as to what may be achieved in terms of funding

commitments during the meeting, and to provide any information or support

needed by the donors to be able to contribute. This will include the involvement of

the Bank’s senior management and AfDB will also brief the Board of Directors about

the meeting and engage with individual Executive Directors, requesting them to

support their respective countries’ participation at the meeting.

AfDB will highlight the Programme and the roundtable at relevant events. This

includes (i) the AfDB annual Partnership Forum on March 22-23, 2012, at which most

bilateral and multilateral donors attend. One of the focus themes of the meeting is

Green Growth and at which a presentation will be made about ClimDev-Africa and

the Special Fund to raise awareness for the Programme and the roundtable meeting;

and (ii) the ICA annual platform meeting in Germany in March, which has a theme on

water resources and climate change.

Through the JSSO in Addis, the UNECA Partnership Unit has been engaged to lobby

for the meeting. ACPC and the AUC will also ensure information about the meeting is

disseminated to their contacts and at relevant events.

9.3. Additional communications activities that will be undertaken include:

Preparing communications material including posters, banners, videos.

Identifying communications channels to disseminate information about the

Programme and the roundtable.

Ensuring press coverage and facilitating interviews, in the host country, Africa and

international media. This will focus on the press conference scheduled for the end of

the meeting, which will require collaboration between the organising partners to set

up the conference, including speakers, developing messages to convey, preparing

interviews, and ensuring appropriate coverage.

Update the ClimDev webpages of the partner institutions to inform about the

meeting.

10. WORK PLAN AND BUDGET

10.1. The work plan for the organisation of the meeting is presented in Annex 2.

10.2. The cost of organising the meeting is estimated at €43,000 as presented in Table 2 and is based on the following assumptions:

Meeting organisation: The meeting venue will be provided by Sida. AfDB will assume

the other direct costs associated with meeting logistics and organisation, as well as

the cocktail. UNECA/ACPC and AUC have not indicated any financial contribution to

the direct meeting costs.

Participation:

o Participation of AfDB personnel is funded from participants’ respective

administrative budgets. Only the cost of the organising team is included in

the budget.

o Representatives of regional climate institutions and RECs will be requested to

fund their own participation; some may be able to charge it to their AfDB

project funds. These costs are not included in the meeting budget.

o AMCEN Minister and assistant will be sponsored by AfDB.

o Other partners and participants are expected to fund their representation

(costs not included in the budget).
