Dear Member,

This may be our last issue of Service Bulletin for the year but we have decided to go out on a big note with a new look to this important industry publication. This month’s cover features Ministers’ Waldron and Nahan officially launching the new look Willetton Bowling Club, which has maintained its operation and services since the closure of the Willetton Sports Club in 2011. Having been a director of the Willetton Sports Club for a brief time and understanding the hardships it faced, I congratulate the management committee and members of Willetton Bowls for their efforts in securing the long term success of their club.

The long term success of our Club Movement is also being challenged with new legislation soon to be introduced for the two main Acts governing our industry. The Associations Incorporations Bill is currently being debated in Parliament and Clubs WA has met with government officials to ensure

that our clubs are not significantly impacted by the significant proposed fines for non-compliance. A summary of the main changes to the Bill in regards to our clubs is included in this issue for your reference.

Minister Waldron’s response to the review of the Liquor Control Act has also been tabled in Parliament, with the drafting of the Bill for harm minimisation and secondary sales expected in the New Year. We have had a win for clubs with the Minister agreeing to reduce the red tape around the 12 extended trading permits (ETPs) that your club is permitted each year. It is anticipated the new process will involve a notification system rather than having to apply for ETPs each time you wish to hold an event. Disappointingly however, our proposed definitions for Tourists and Club Functions have not been supported - and Clubs WA will continue advocating for our clubs to be able to meet the changing needs of our communities. In the meantime, if your club is holding events without an ETP during this busy season, please contact us on 1300 640 616 for a simple checklist to ensure that you are complying with the Liquor Control Act.

ASSOCIATIONS INCORPORATIONS ACTThe Associations Incorporations Bill 2014 is currently being considered in the Legislative Assembly. It is likely to pass through the lower house and will then proceed, at a date to be determined, to the Legislative Council.

Clubs WA has been working with the Department of Commerce - Associations Division (DOCAD) - to develop a model set of rules for clubs, as well as providing feedback to the Department on the current Bill and its likely implication on the industry.

Wins for the Industry• No requirement for a Public Officer.• Ability to hold an AGM six-months from the end

of the financial year.• Changes to member register to allow email

address of members as an alternative to street or postal address.

Areas of further developmentClubs WA is working with DOCAD and local MPs to:• Redefine the current proposed three (3) Tiers

with different financial reporting requirements: o Tier 1 – Revenue less than $100,000 o Tier 2 – Revenue $100,000 - $1,000,000 o Tier 3 – Revenue more than $1,000,000.• Develop the process for clubs involving the State

Administrative Tribunal (SAT) for grievances and member suspensions.

• Ensure the implications of fines are only for those where all other processes have been exhausted (the DOCAD has already provided support to Clubs WA, that compliance will be through education rather than enforcement).

• Develop the process of member access to the member’s register.

• Develop the process for changing auditor for applicable Tiers.

LIQUOR CONTROL ACTRetiring Minister Waldron tabled his response to the Review of the Liquor Control Act to the Legislative Council on Tuesday November 18.

The Government now intends to progress a Bill to amend legislation in two stages, with the first stage including: harm minimisation; offences relating to false IDs; offences for attempting to take/facilitate liquor in restricted areas; secondary supply of alcohol; and incident registers.

Wins for the industry• Instead of having to apply for 12 Extended Trading

Permits per year to the Department of Racing, Gaming and Liquor, a notification only system will be developed (second stage legislation).

• Changes to the Act to allow clubs to sell and supply liquor to persons assisting a guest/competing club (second stage legislation).

• Incident registers can be contained in electronic format.

Areas of further developmentThe drafting of the Bill for stage one legislation has commenced and Clubs WA will continue to advocate for the future of our community controlled clubs to hold community functions and cater to genuine tourists, through working with clubs and MPs at the local level.

A new era for the Fremantle Workers Social and Leisure ClubThe Fremantle Workers Social & Leisure Club Inc. is a significant Fremantle institution and has played a long role in the development of Fremantle’s strong community culture and social history. The club was established in February 1914, to respond to a need for a meeting place for the workers of Fremantle, many of whom were ‘lumpers’. On May 26, 2011 the club stopped operations for 11-months and if not for the hard work and passion of President Don Whittington, the Management Committee and other members, the club might have closed

its doors permanently. The club reopened in January 2012, and was awarded the club industry’s Member’s Choice Club of the Year, at the Clubs WA Awards for Excellence in April 2013, at Crown Perth. Club premises on Henry St closed the doors on Sunday November 16, 2015 after 100 years of servicing the local community. Member activities are temporarily operating out of the South Fremantle Football Club, until a new facility - the Fremantle Park Sport and Community Centre - will be built at Fremantle Park.

Spring is here and summer is coming.

With the increasing number of events happening around Perth and the weather starting to warm up, this is the busiest time of year for St John Ambulance Event Health Services.

Some helpful tips to ensure you stay safe this summer include: • Make sure you drink plenty of water • Wear appropriate clothing such as a hat if you are

are unwell take them to a First Aid location or call for help

Stay alert for health risks this summer

If you haven’t already asked your staff to update their Responsible Service of Alcohol skills, it might be beneficial for them to participate in an RSA ‘Refresher’ course.

The refresher course is great for reinforcing knowledge regarding best practice for serving alcohol during the busy Christmas period. The course can also serve as a guide for testing how compentent new staff are.

Or perhaps, why not challenge current and new bar staff to particpate in the RSA Knowledge Quiz, offered through Clubs WA’s website (see link below), and see where their knowledge shines?

The start of November proved to be monstrous for several south west golf clubs, as each club took a turn hosting one of Australia’s largest golfing tournaments, the 2014 Australian Veteran Golfers’ Union National Championship (AVGU).

Played from November 9 – 14, the event attracted male amateur golfers aged over 55 years of age to a number of events hosted at the Bunbury Golf Club, Busselton Golf Club, Capel Golf Club and the Sanctuary Golf Resort. More than 380 golfers and 90 non-playing partners from across Australia played at four of the region’s premier courses, to claim the coveted title of National Veteran Champion. The AVGU National Championship rotates around the states and territories each year, allowing veteran

golfers to explore the unique golf courses, and to battle it out for the title.

This year’s National Veteran Champion was awarded to John Ciezki, making it the third year in a row that he took out top spot. It was an event for firsts, with John being the first competitor to win three years straight, and the first time for the event to be held in the south west of WA. The week-long event was played across the four courses, in three grades. John was awarded the top honour at a gala presentation dinner at the Sanctuary Golf Resort with about 500 participants and guests enjoying the region’s local produce.

Three long years of tireless work by Tournament Director Mike Elliott and the WA Country Veteran Golfers Association committee saw an almost perfect event that stacked up to the past year rivals.

From looking after the interests of golfing couples, to getting the best local clubs on board, liaising with local tourist authorities and luring sponsors, Mike and other volunteers worked countless hours to ensure the championship went off without a hitch. As always, every Western Australian club event wouldn’t exist without the visionary commitment of staff and members.

Clubs WA’s Chief Executive Officer Karen Giles said this industry’s staff and volunteers make WA’s club environment one of the most unique and unforgettable communities to be a part of.

“It would be biased for me to say that Western Australia’s club volunteers and staff are more dedicated, passionate and committed than other states – but it doesn’t mean it’s not true,” she said.

“Every day, events like the AVGU National Championship are made possible because of visionary staff, such as Mike Elliott and the other members of the Veteran Golfers Association and there is not a doubt in my mind that volunteers and members of each of the participating clubs would have used their spare-time to help out. This is just the nature of WA’s club industry and one of the reasons it’s such an amazing community to work in. I congratulate every single volunteer, employee, club member, committee member, manager and association member who made sacrifices to ensure this event went off without a hitch.”

Ken McNamara from the National Golf Club (Victoria) achieved second place, whilst Brendan Curtin from the Joondalup Country Club (WA) took the third spot.

A Heritage Grant awarded by the State Government of $57,828 has given new opportunity to the Western Australia Rowing Club.

In its 146th year of operation, the sporting club has avoided closure by becoming one of 43 recipients of the WA Heritage Grant. Club Vice President Jessica Donnelly stated the organisation was facing termination as the club’s launch deck had deteriorated into an unsafe state, and that the grant will be put towards its refurbishment.

The boatshed that has housed the club since its inception in 1905 will also be undergoing transformation with the help of the Grant. Previously the building was deemed unfit for use in both the 1960s and 1990s, with only volunteers and members of the rowing club willing to renovate it.

It is believed the funds are being allocated to replace the piling underneath the building and the refurbishment of the deck, allowing the club to continue operating in the future. Built in 1905, the ageing deck has been repaired many times due to the impact of high tides and rough storms.

Standing on the Perth foreshore for almost 150 years, the iconic boatshed has provided for not only the annual Lord Mayors Cup Regatta, but numerous

weddings and functions for the people of Perth. As a landmark icon it has been an important part of Perth since it was built, and is one of the only surviving buildings from the early 1900s on the foreshore.

The rowing deck is also used as the starting point for the BHP Billiton Aquatic Super Series open water swim each year, which highlights that ensuring the safety of the deck has also been of great importance for not only the WA Rowing Club, but other private associations. With the funding awarded by the program, the club has also gained a wealth of support and awareness from the wider community. The Heritage Grant program has been proven to be an instrumental part of preserving and refurbishing many of Western Australia’s landmark icons and buildings.

Managed by the State Heritage Office, the Heritage Grant program aims to provide assistance through funding towards the maintenance and construction of State Registered places in Western Australia. The 2014-2015 period saw the Heritage Grants Program provide almost $1.3 million in grants of up to $100,000 to 43 heritage projects, comprising of 11 metropolitan and 32 regional projects. Since its commencement in 1996, over $15.8 million has been granted to 690 projects across the state.

As outlined by the State Heritage Council, all corporations and persons are eligible for the program aside from State Government instrumentalities, local governments, former heritage grant recipients (who are still in the process of completing their grant funded projects from previous years) and not-for-profit organisations that have already qualify for Lotterywest funding instead.

Each application is assessed individually and must meet specific criteria that demonstrate the significance of the project and planning for the future. Projects are also considered on condition that the organisation must be able to contribute at least 50 per cent of the total value of the project.

The Laverton Sports Club, which has played a central role in developing a strong community spirit in its region, celebrated its 40th anniversary in October 2014.

Held over the course of another beautifully sunny weekend, from October 31 – November 2, the small regional town welcomed members old and new to the club for a weekend of sports, live entertainment, and plenty of reminiscing.

More than 140 past and present members attended the birthday celebrations, which included a sundowner, open golf tournament, games for the kins, and fast-paced darts and pool competitions. Western Australia’s 2013 Country Female Vocalist of the Year, Kate Linke performed for the packed out club, as well as Michelle Meehan and Jenny and the Loose Change.

The club’s first Honorary Life Member and first President, John Willis addressed attendees and recounted emotional stories of how the Laverton Sports Club came to be; its struggles with financial hurdles; much needed funds from the Western Mining Corporation; and the countless hours put in by dedicated volunteers.

The club’s rich history was acknowledged through a pop up display showcasing more than 140 photos supplied by the community, trophies and the original

members register. Past member Jim Watson, who was heavily involved in the club’s bowls activities shared plenty of stories and photographs of the club’s struggles and achievements.

The event concluded with an award ceremony that recognised the dedicated contributions made by volunteers over the past years. A time capsule was also buried to ensure the club’s 40 year legacy lived on and included photos from the anniversary celebrations, images from the club’s history, athe original members register as well as Laverton newspapers and memorabilia.

While the event was first and foremost an anniversary celebration it also aimed to celebrate the resilience of the club as a community-orientated organisation that had supported the community during possibly the hardest economic times Laverton has seen in the past 30-years. The closures of various mines, campsites and businesses around Laverton during 2012, and a spout of break-ins had an immense effect on the finances and spirit of the club.

The 40th anniversary signifies a new era in the club’s long history with changes made to club management, the constitution and liquor licensing policies.

Happy 40th to the Laverton Sports Club

Clubs WA thanks outgoing Minister Tuck Waldron, who announced his retirement from Cabinet on November 25, 2014.

Clubs WA Chief Executive Officer, Karen Giles, said Minister Waldron was a strong supporter of the club industry, both as a talented sportsman and through his work with country and metropolitan clubs.

“On behalf of Western Australia’s club industry, I would like to thank Tuck for his efforts as a Minister in supporting the role of clubs and their services to the WA community,” Ms Giles said.

“Whilst our industry is currently faced with many challenges such as legislative impact and changing societal attitudes towards sport and recreation, it is important to us that those in Government understand the unique environment we operate in – something that Minister Waldron has recognised from the beginning.

“Clubs WA wishes Minister Waldron and his wife Noelene all the best for his retirement from Cabinet and our clubbies look forward to meeting them down at their local club in due course.”

A HISTORICAL TIMELINE:1897: Muir and Wright Builders built the Sports Club as the first post and telegraph office in the district, at Mt Margaret, 30km from Laverton.

1899: The building was relocated to Laverton.1974: During the re-construction of the Laverton

town site, the building was purchased by the Western Mining Corporation and physically moved to its current home, as the recently formed Laverton Sports Club.

October 31 1974: Laverton Sports Club incorporated. After operating for 75 years as a Post Office, the Laverton Sports Club was approved as an Association. 1969-1974: As the changeover from gold to nickel mining occurred at Mt Windarra, the dynamics of Laverton changed dramatically. Over a three year period, the town was redesigned, grew from a small, almost ghost town to a flourishing community.

Late 1970’s: The Laverton Sports Club applied for a full liquor license with the help of a local publican and was successful.

1980’s: The Sports Club continued to develop its sporting facilities, with multipurpose courts built to cater for tennis, netball and basketball, a bowling black, golf course and squash courts.

1995: Until Windarra closed down in 1995, the Laverton Sports Club had various affiliated Clubs, including the Laverton Racquets club, Laverton Golf Club and the Laverton Tennis Club. The Laverton Bowls Club has always been operated by the Sports Club. All of these clubs now operate under the umbrella of the Laverton Sports Club.

2014: In the past 12 months, taking into account grants received, contractors wages, volunteer hours and materials purchased, the Laverton Sports Club has carried out restoration work equivalent to just over $84,000.

Working in partnership with Clubs WA, the club has begun to implement a streamlined Constitution, and have supported recommendations to change the Liquor Control Act.

The focus of the 2014 Training, AGM & Networking Event was on educating and informing Club Managers and Directors. The event held on October 22, began with two break-out training workshops, Good Governance hosted by Clubs WA’s own Bob Shanks and Michelle Hall, and the Workplace Relations workshop, hosted by Workplace Relations Advisor Mikhail Ushakoff. The workshops were a great success, with more than 100 people attending. The Good Governance course has now gone online with clubs already jumping at the chance to enrol.

The outdoor canape reception which followed the workshops, allowed attendees to soak up the glorious sun and take in the view of the Royal Australian Air Force Association Club’s (RAAFA) magnificent bowling greens. Patrons were treated to the latest wines and beers from our Corporate Partners: Liquid Mix; Lion; Carlton & United Breweries; Pernod Ricard Australia; and the McWilliam’s Wines Group.

Despite a suburb-wide power outage which unfortunately affected some of the audio visual equipment, and caused a short-lasted panic about how lunch was going to be prepared for 165 hungry club patrons, Graham and the amazing team at RAAFA managed to put on a delicious lunch. Fortunately the power outage didn’t last long, and the AGM portion of the event began only 15 minutes late. Thanks also to Brad Wallis for jumping in to assist with the preparation of a ‘back-up’ lunch in case the power didn’t come back on - the gesture was a great testimonial for the comradery of WA’s Club Community. The AGM saw presenters from Clubs WA informing attendees on the financial standing and strategic planning for the organisation, as well as addressing the anticipated changes to the Associations Incorporations Act, and the Liquor Control Act.

The Clubs WA Club Leadership Panel was presented by ex-AFl player and Co-Founder one PickStar, James Begley, who facilited a discussion wit high-profile athletes from the West Coast Eagles, Western Force Rugby and the Hockeyrooson their individual experiences within the unique club industry.

Attendees provided Clubs WA with great feedback, which will help make next year’s event even better. Full AGM Minutes are now available on the Clubs WA website.

Study Group Australia is the newest training associate of Clubs WA: Study Group currently enrols some 50,000 students across its operations in ANZ, UK, US, Canada and Europe every year and its university partners include Sydney University, University of Western Australia and Australian National University.

Both the Diploma of Events, and the Diploma of Management are funded by the WA State Government, meaning staff, volunteers and members of Clubs WA’s member clubs will save at least $13,00 on each course. As well as being funded, both courses qualify for VET FEE HELP which means there is no upfront cost or fee, and fees will only need to be paid if you earn above $53,000 per year.
