POHAKULOA TRAIN- ING AREA, Hawaii - More than 1,500 Marines and sailors from all corners of the 1ST MEB together during PTA 1-89 to form an exercise that tested their ability to conduct most types of operations required of them as an air/ground task force.

Pohakuloa Training Area (PTA) is the most expansive training area available to Ma- rines in the Mid-Pacific. There are 57,000 acres of live- fire impact area for the gunners of 1st Rn., 12th Marines, and an additional 52,000 acres of maneuver area for the 3rd Marine Regiment grunts.

An expeditionary airfield is available to handle logistic requirements of the helicopter squadrons that come out of MAG-24, rounding out the needs of the Corps' only standing air/ground fighting team.

The exercise began with a helo assault by the entire 1st Bn., 3rd Marines. 'Phis formed the base of the exercise that required everyone from the general's staff down to the fire-team leader in the bush to come together.

DoD budget calls for two percent growth; USMC forces unchanged Military pay raises set at 3.6% for 1990, 3.2% for 1991

The Defense Department two-year budget request for fiscal year 1990 and 1991 calls for a two percent real increase in funding and no changes in the Marine Corps force struc- ture.

The budget calls for $305.6 billion in fiscal year 1990, of which the Marine Corps will get $1.2 billion. The Corps will get $1.4 billion of the 1991 budget of $3249 billion.

However, the budget request - the last to be submitted by the Reagan administration- may change, both in funding amounts and in programs affected when the new president and secretary of the defense take office tomorrow.

As it stands now, the biennial budget calls for modest pay raises for the military and civilian workers. Military pay raises are pegged at 3.6 percent in fiscal year 1990 and 3.2 percent in 1991. The corresponding pay raises requested for civilians are two percent and three percent.

A major hit was in force sustainability. The budget calls for the Marine Corps to curb munitions buys. All services had programs proposed for cancellation. Pro- grams affected include the 1349111,n, the 105mm and the eight-inch projectiles.

New starts are funded at $216.1 million in fiscal year 1990 and $347.3 million in fiscal year 1991.

The two-percent growth over the next two years "is an attempt to steer a sustainable and fiscally re sponsible course that allows the United States to maintain its current force struc- ture and to acquire the weapon systems necessary to ensure our national security," said Defense officials.

LtCol. Loomis takes command of HMM-364 Friday LtCol. Dunstan to become MAG-24 logistics officer

LtCol. Clarence T. Dunstan will relinquish command of HMM-364 to LtCol. Gary Loomis here Friday at 2 p.m., between hangars 102 and 103.

Lt Col. Loomis joined the Platoon Lenders Class program in January 1963, and was commissioned a second lieutenant in January 1967. He was designated a Naval Aviator in May 1967, after completing the Marine Corps Aviation Cadet Program, After Flight School, he was transferred to MCAS Tustin, Calif., where he served as '364'a CMCC officer. For the next year, LtCol. Loomis served in Vietnam as a pilot.

After Vietnam, he was ordered to MCAS New River, N.C.. where he served a six- year term as a legal and NATOPS officer.

In January 1973, he returned overseas and reported

MCAS Futenma, Okinawa, Japan, where he served as a group motor transport officer. Upon completing this assignment, he served as a U11-1 Flight Instructor at NAS Pensacola, Fla,

Upon graduating from the University of Montana in 1967, LtCol. Dunstan joined the Marine Corps. After being commissioned, he reported to U.S. Army Flight

School at Fort Walters, Texas, and then to Hunter Army Airfield, Ga., where he completed flight training in February, 1969.

LtCol. Dunstan continued his flight training with HMI, 267 at Camp Pendleton, Calif. lie received his Naval Aviator wings in June of 1969.

After serving in Vietnam for a year as an aviation supply officer and an aegis. tant logistics officer, LtCol. Dunstan joined IIMM-163 at MCAS Twain.

During his tour at Tustin, he served as a legal officer, basic training officer, logistics officer, and as an instructor at the low-altitude instrument school.

In July 1975, LtCol. Dunstan was assigned to the Naval Air Training Com- mand at Meridian, Miss., where he received fixed-wing training. In June 1976, he returned to Tustin and joined

HMT-301 as the pilot training officer and the assistant maintenance officer. In September 1980, LtCol. Dunstan joined Headquarters & Headquarters Squadron (11&I1S) at Tustin as the admin/personnel officer and aviation safety officer until he assumed command of 11&11S in June 1982.

LtCol. Dunstan reported to Commander -in -chief Pacific in March 1983, where he worked in the Southeast Asia Policy Branch, Plans, and

'Policy Directorate. In July 1986, he joined MAG-24 as the IG coordinator until his present assignment as com- manding officer of IIMM.364 commenced in January of 1987.

He will be reassigned as the logistics officer for MAG- 24 .

His personal awards include the Distinguished Flying Cross, the Air Medal with the numeral 50, and the Joint Service Commendation Medal.

A third Marine, IstIA. Allen V, Larson, who was the officer in charge of placing 1,Cpl. Realer and the other guides Alit night, has hero charged with dereliction of duty and disobedience of orders. Ile is currently the subject of a pretrial investigation under Article :12 of the Uniform Code of Military Juatice.

This was the second investigation of the Bother case. The first, conducted in the two weeks after Bother's dis- appearance, was returned Nov. 21 with directions that a more comprehensive review of all the circumstances surrounding I,Cpl, Bother's dis- appearance be undertaken.

.Cpl. Bother's remains were discovered Dec. 4 by a search team organized by Capt. Bryan N. Lavender, who was acting in his role as a reserve deputy in the San Bernar- dino County Sheriffs department. Capt. Lavender, who had participated in earlier search efforts, sought and received the county's approval to conduct the county's December search and rescue training as a con- tinuation of the search for LCpl. Bother.

Gen. Gray stated that, "When a Marine is killed or injured while training, more than the immediate environment of the occurrence must be examined: The quality of leadership at every echelon of the organization, its overall level of training, the degree of supervision over those directly involved, and

organizational SON (standing operating procedures) are among the matters which must be closely and carefully investigated."

While recognizing that death or injury of Marines can be reluctantly accepted as a price we might have to pay for dealing in a tough, demanding, and dangerous profeleiieu Gray stated that he would not accept "welding lives in socalled training accidenta"

His death didn't just happen, rather it was the culminating event in a series of seta, each consciously committed by human beings-intelligent, experienced and highly trained Marine Corps officers and non-commissioned officers. it was the certain and foreseeable result of an atti- tude which I intend to see erased from our Corps."

The Commandant. stressed a basic principle in training for maneuver-style warfare: the need to ensure all Ma- rines, two echelons up and two echelons down, be thor- oughly indoctrinated in the commander's intent, the mission and tasks, the scheme of the maneuver, safety restriction, and overall conduct of the exercise. If that principle had been scru- pulously applied in this in- stance, a tragedy might have been averted. lie directed that copies of the investigation be sent to all generals in command of Marine Corps units or installations, for appropriate incorporation of its findings and conclusions into all their operations and training.

Gen. Gray's message to his commanders is clear: "Your Commandant has repeatedly emphasized the requirement for continuous communications up and down the chain of command. If such an omission occurs again, be as- sured," he wrote, "commanders at each echelon of command will be relieved and subject to disciplinary action."

At the direction of the Commandant of the Marine Corps, copies of the completed investigation were provided to Leal. Bother's parents.

At the staging area on Kaho'olawe, last minute preparations for the rifle companies were made. As the sun came up Jan. 11, the Marines hoarded the birds and took off toward their assigned objectives. A 45- minute flight brought them over the coast of the Big Island, where the helicopters dispersed and headed to the landing . Heading up the highlands to an area called KeeKee, they sat down and discharged their cargo of assaulting infantry men.

The thought of waging war without timely communiCA- firm is unthinkable. That's why-when the 1ST MEll headed for PTA 1-89 Jan. 8, it brought along 143 Marines from Co. B, 7th Communice- hone Fin., so they could hone their communications skills under realistic tactical circumstances.

When the company set up its antennas atop Puu KeeKee overlooking 1ST MER headquarters, it was to be a busy training evolution steeped in the "Oorah grunt -stuff."

And they were ready for it. according to Maj. Judith Shaw, 7th Comm'a con, mending officer. She sent the entire company through the brigade's Defense Tactics Course last year.

The acquired skills (-sine in handy at PTA. The 7th Comm Marines were tasked with manning half the right- ing holes on the defensive perimeter encircling the MEB headquarters.

When the Marines got the word that a 10-man enemy force planned to infiltrate the camp and attack the com- manding general. they had to he on constant alert.

If displacements, enemy raids, and setting up comm by moonlight was not enough to make their jobs difficult, the Big Island's winter chill tipped the scales in stacking up the negatives weighing against 7th Comm. The cold, wind, and rain made themselves at home throughout the entire exer rise.

"It doesn't lake much to motivate these Marines," said latSgt. George Hohnberger of 7th Comm. "Set them down. get them some chow and in a few minutes they'll tr, hack up and ready to work, had weather and all."

The major part of that

work, getting antennas, wires and radio comm set up for the headquarters, is usually a four- to five-hour job.

"If all the tents were set up- end we knew ahead of time exactly where we're gonna he, we can wire it up in two hours, no problem," said wire- man 1,Cpl. David Muth.

Bravo Company in one of four companies which make up the 7th Comm lin., home- based in Okinawa. Japan. The Marine Corps has two other comm battalions: the Rth at Camp Lejeune, N.C., and the 9th at ('amp Pendle- ton, Calif.

BraVo Company is unique in that it is the nnly comm company in the Marine Corps based with a MEB. "We have all the capabilities of a

battalion in one company," said Maj. Shaw.

"The little battalion," as it is called, is comprised of four different platoons: the Head- quarters and Service platoon, which has motor transport, engineers. supply, admin, armory. operations, a three- corpsmen medical section, electronic maintenance and s career planner. the Radio

platoon. ;;- up single and mull, . . radio links and handles satellite communications; the wire platoon, which lays wires, puts to- rather radio circuits, switch- hoards and meets the MEB headquarter's telephone and Teletype needs; and the Comm Center platoon, whose Marines determine the comm needs and sets up Teletype circuits.

The following statistics are indicative of the company's size and work volume.

It took six M-023s and 28 HMMVs to transport its personnel and radio gear while at PTA;

There were 22 single- channel radio nets, six multi- channel links lone radio sends eight different telephone lines to talk between the major subordinate com- mands) and a Teletype and a facsimile machine.

The company also got e chance to work with the Tac- tical Satellite Communication ITSC)-96, which was operated by 10 Marines from Cm. A, 7th Comm out of Okinawa

The TS('-96 is a two-van mobile communications system operating on what is called the Auto Digitalized Index Network, which gives it the capability of sending message traffic around the world.

Alcohol Incidents Four Marines were appre-

hended by MI's for consuming alcohol in an unauthor- ized area. The Marines were observed drinking beer in the parking lot of barracks 2311.

During processing, MI's learned that one of the Ma- rines was under the legal age for Consuming alcohol and Was subsequently charged with that offense.

A Marine was apprehended for drunk and disorderly conduct. MI's received an anonymous report of a possible fight in progress at one of the beach cottages. The caller stated that the Marine had been involved in a light and had to be re-

strained. The caller said the fight had been broken up prior to the call. MI's arrived at the beach cottage and found the Marine in an in- toxicated state with minor swelling around his right eye. The Marine refused medical attention and was allowed to leave with an NC() present at the beach cottage.

A Marine was apprehended by the Military Police Department at Fort Deltuaaey for failure to obey an order, disorderly conduct, resisting arrest, escape, and underage drinking. The Marine was initially apprehended after MI's observed him acting in a disorderly manner at the liberty bus atop. During processing. MPs learned that the Marine was under the legal age to consume alcohol.

At one point the Marine kicked open the door of the holding area and fled, but MPs quickly recaptured him.

A Marine was arrested by the Honolulu Police Depart- ment for DWI, lack of auto insurance, and fleeing the scene. The Marine was stopped for an unspecified earlier incident on the Kamehameha Highway in !Minima and the 111,1) officer detected an odor of alcohol on hie breath, The Marine submitted an Intoxilyzer test which resulted in a reading of .20 percent blood alcohol content. During praceaaing, officers discovered that the Marine had no current insurance for his vehicle.

Three Marines are under investigation for travel fraud. All three of the Marines have

submitted suspected fraudu- lent travel claims for travel in conjunction with perma- nent changes of station.

Other Events on the Blotter

A Marine and bin wife were involved in an aggra- vated ittomult and spottede abuse in Pearl Harbor housing. While the two were involved in an moment, the Marine allegedly pushed his wife to the ground. Investi- gation revealed that during the course of the argument, the wife obtained a kitchen knife and cut the Marine on his arm and back. The Marine refused medical atten tion.

Super Bowl '89 has the potential to overcome hype

For whatever reason, Super Bowls have been anything but super. In the past five yearn, victors have posted margins of at leant 19 points. But this may be the year when the game actually lives up to its hype.

Oddsmakers have tabbed the San Francisco 49ers as six-point favorites over the Cincinnati Bengal° in Super Bowl XXIII Sunday atJoe Robbie Stadium in Miami. tin. (Inc touchdown in a wide margain for a big game, but the Bengt' Is are a lot better than they are being given credit for.

The six-point differential in probably due to the 49ers' impres- sive playoff perform wires against the Minnesota Vikings (34.9 in the semifinals) and the Chicago Beare (2841 in the NFL Championship). Both wins were considered upsets.

But the Bowels have been a model of consistency over the season. The Cats finished the regular season with a 124 record - compared to the 49ers' 10-6 mark - despite playing a

After a six-week holiday delay, the Kaneohe Bay Marine softhallers went back to work Monday night in Honolulu Businessman's Softball League action at Moilili Park.

As they casually trampled a team from the Honolulu Police Department, they found it was easier coming back than they had expected.

The Marines are in third place in the 14-team league,

which includes one other military team - an Army team from Schofield Barracks.

Batting second under misty skies was Jeff Stafford, who made it to second on a fielder's choice while John Roberts and Lonnie Dillard were thrown down at first. HPD then went down 1-2-3.

The action heated up in the top of the second as Richard i) ones, Tyron e Stokes and Ron Easley took back-to-back sin- gles at first.

Is coming! The fifth annual Great

Aloha Run starts at 6:45 11.111.

Feb. 20, President's Day, at Aloha Tower in Honolulu. At least 6,000-8,000 active duty military runners are expected to join more than 20,000 civilian runners as they cover 8.2 miles of Honolulu pave- ment.

Trophies will be awarded in the following categories: Elite, military, racewalker, wheelchair, celebrity, and "Sounds of Freedom" (military teams competing while chanting cadence). Medals will be mailed to the first three finishers (male and females separate) in 13 age categories (if not in elite). Additionally, more than $75,000 in prizes will be given away.

The Great Aloha Run is the fourth largest in the world. The race administra- tors make donations every year to 13 major charities who provide services in Hawaii for thousands of people, military and civilian.

Military runners in the "Sounds of Freedom" cate- gory can form teams of 10 or more runners. The teams must start and finish together and are encouraged to chant

the whole distance. Team members need only pay $6.25 each (includes T- shirt) for entry, instead of the regular $13.75 registration fee.

Other Great Aloha Run events

The Great Aloha Run/walk Health and Fitness Expo will be held Friday from 5-10 p.m., Saturday from noon to 10:30 p.m. and Sunday from noon to fi p.m.
