1. Metro Rail (Amendment) Act 2009 is applicable to

Chennai Metropolitan area.

2. Clause 7 of Chapter IV of the Act specifies appointment

of Commissioners of Metro Railway Safety (CMRS).

3. Clause 14 of Chapter V ‘opening of Metro railway’

requires sanction of the Central Government beforerequires sanction of the Central Government before

opening of a Metro Railway for public carriage. Vide

Clause 21 these powers can be delegated to CMRS.

4. Clause 15 of the Chapter V specifies formalities to be

complied before giving sanction:

“I. The Central Government obtain a report from CMRS

that

a. CMRS has made careful inspection of the Metro

Railway and Rolling Stock

b. The Moving and Fixed dimension has not

infringed.

c. The track structure, strength of bridges,c. The track structure, strength of bridges,standard of signalling system, tractionsystem, general structural character of civilworks and the size of, maximum gross loadupon ,the axles of any rolling stock, complywith the requirements .

d. In his opinion, Metro Railway can be opened for

the public carriage of passengers without any

danger to the public using it.”

Considering these legal aspects certain approvals are

obtained by CMRL from the Central Government.

Central Government in terms of Section 2, Clause 1(a) of

Metro Act in relation to technical planning and safety of

Metro Railway means the Ministry of Government of IndiaMetro Railway means the Ministry of Government of India

dealing with railways.

CMRL vide letter no. 161/CMR/2011 dated 11-02-2011 haveasked for procedures and documentations required forobtaining statutory clearances from Ministry of Railways andCMRS in respect of :

1. Rolling Stock.

2. Track Structure

3. Signalling and Telecommunication.

4. OHE Traction System.

5. Civil Structures.5. Civil Structures.

6. Safety and Man Power Planning

7. Opening of the section by CMRS.

In addition to above fire clearance from Fire Officer forArchitectural plans and compartmentation etc of sations isrequired at planning stage. Subsequently at operationalstage occupancy certificate from Fire Department would berequired. This is a prerequisite to CMRS inspection.

2. Submission of request to the Carriage Directorate of the

RDSO for issue of provisional Speed Certificate for

conducting Oscillation and EBD trial.

3. Application to CMRS for conducting Oscillation and EBDtrials.

c. Bridge Engineers Certificate by Chief Bridge

d. Copy of RDSO’s Speed Certificate along with

compliance of Conditions stipulated in the

certificate.

� CMRS insists on trial section length of 10 KMs (minimum).

� Condonation of infringement to SOD (if any) by Ministry ofRailways required before submission of application toCMRS.

4. Final Speed Certificate is issued by RDSO based on results ofOscillation and EBD trials.

5. Application (in3 sets) for sanctioning of Rolling Stock to besubmitted to the Secretary (Civil Engineering)/ MOR throughCMRS/CCRS for MOR’s approval.

� Railway Board has circulated a performance criteria offastening system for ballastless track vide letter no.2009/proj./MAS/9/2 dated 21-05-2010.

� The proposal of Track structure chosen by a Metroadministration is submitted to the Railway board (in 2sets) along with the following:sets) along with the following:

� Details of Rails

� Plinth / slab design

� Fastening system

� Details of performance (minimum 5 years)

� Test Reports (Item 4.4 and beyond in the performancecriteria)

� Technical calculation and Drawings (Anchor Bolt,plinth reinforcement etc.)

� One set of proposal is submitted to RDSO by the Railway

Board for appraisal.

� If necessary, further details are submitted to RDSO/Railway

Board and clarification provided.

� Compliance of Performance Criteria submitted by DMRC to

MOR is given under Annexure-3

� Signal and Telecom System submitted to Ministry of

Railways for approval of:

1. Type of Signalling

signalling)

Telecommunication System

� Proposed Telecommunication System shall comprise of the

following five subsystem

1. Fibre Optic Transmission system

2. Telephone System

3. Train Mobile radio system

4. Public Address system and4. Public Address system and

5. Closed Circuit Television (CCTV) system.

� Approval For Flexible OHE

As Delhi Metro’s Flexible OHE design is similar to that

Indian Railways and Standard follows are as per Indian

Railways Traction manual and hence no separate

clearance was required.

Same approach can be adopted by CMRL. They may

advice to the MOR.

� Approval For Rigid OCS

• Design is submitted to Ministry of Railways for

technical approval. (Annexure-A)

� The Electrical Inspector General (EIG) is to be approached

for giving clearances for

� Energisation of the 25 kV OHE and sectioning and

paralleling posts.

� Receiving Sub Stations

� 33 kV Sub –Stations

� DG sets etc.

� The application is sent along with the format 10-03 & 10-

15 for Flexible OHE and 10-03 to 10-12 for Rigid OHE duly15 for Flexible OHE and 10-03 to 10-12 for Rigid OHE duly

signed by concerned officers involved in construction and

O&M wing.

� Any accident due to electrocution to be reported to EIG.

� Nomination of EIG is done by the Ministry of Power

� The Min. of Power is to be approached for authorization

to EIG of Railways or EIG of State Government (Annexure

D & Annexure E).

� Lifts

Lift Inspector of concerned state Government will need

to be approached at two stages i.e. Pre erection

permission and subsequently for lift license at

commissioning stage.commissioning stage.

� Escalators

For escalators, a nominated Escalator Inspector of

State Govt. is approached for approval.

We understand that there is no inspector of

escalator in Tamil Nadu. However, it may be checked.

These are also prerequisite to CMRS inspection.

� Loading standards for Viaduct and Bridges is submitted to

the Railway Board for approval.

� These would include:

� Dead Load

� Live Load

Forces due to curvature and eccentricity of Track� Forces due to curvature and eccentricity of Track

� Temperature effect

� Friction resistance of expansion bearing

� No safety related clearance from outside agency

except statutory clearance by CMRS is required.

� Manpower Planning� Manpower Planning

� No clearance from any outside agency except CMRS

who will have to satisfy that adequate maintenance

facilities and trained manpower is available before

commissioning .

2. Application to CMRS for statuary inspection of section

following prerequisites need to be firmed up–

b) Approval of Track Structure by MOR.

c) Approval of Signal and Train Control Supply System

by MOR

d) Approval of Electrical Traction system by MOR

e) Approval of Schedule of Dimension by MOR

� CMRS inspects the section by Motor Trolley accompanied by the Directors/officers nominated by CEO and other SAG/JAG level officers.

� Following aspects are examined:� Station to be manned with trained staff, having knowledge of relevant rules and procedures.

� Adequacy of all works pertaining to station exit/entry, firemen’s staircase, platform, staircases, lighting and ventilation etc.firemen’s staircase, platform, staircases, lighting and ventilation etc.

� Passenger facilities such as toilets, ticket office functioning, AFC system, Escalators, lifts etc.

� Fire protection, detection, suppression and disaster management measures.

� Adequate public announcement and display system.� proper signage and boards at prominent locations and technical rooms are properly manned.

� Railings on viaduct in elevated section, at platform and

staircases etc.

� Walkway in tunnels.

� Measurement of curves, turnouts, track features, track

spacing, clearances of parapets, tunnels and other

features.

� Measurement of OHE clearance, signals etc.

� All electrical and signaling systems with the assistance of

Dy.CRS S&T and Electrical.

� After trolleying down both UP and DN lines, the

confirmatory speed test by train is done on both the lines

including emergency evacuation system from train, ATP

functions etc.

� Following the inspection, CMRS accords sanction for

opening of corridor for introduction of commercial

services.
