1.0 INTRODUCTION

The City of North Vancouver is requesting responses to this Request for Qualifications for a consultant(s) to assist in the development of a Central Waterfront Area Vision and Branding. The City of North Vancouver Waterfront is undergoing a transformation from a derelict shipyard to a unique public waterfront destination.

The consultant team must have specific professional experience in developing community visions and branding for an urban downtown area with a focus on creating a unique mixed use destination of retail, restaurant and public uses for local residents and visitors. Proponents who consider themselves qualified and experienced to undertake a project of the type and magnitude described in the following sections are invited to submit qualifications to the City of North Vancouver.

2.0 TERMS AND CONDITIONS

2.1 Three copies of the qualifications in a package clearly marked “Central

waterfront Vision and Branding” should be submitted by 4:00 PM LOCAL TIME, WEDNESDAY, MAY 29, 2013, to the office of:

Submission by email will be accepted. Proponents may choose to respond electronically to: [email protected]. Bidders are responsible for ensuring the receipt of their submission by the City. All responses received shall become the property of the City of North Vancouver and will not be returned.

2.2 The City will not accept any responsibility for costs incurred in responding to this Request for Qualifications and, if short-listed, for the preparation of a detailed proposal.

2.3 Submitting a response, and its receipt by the City, does not represent a

commitment on the part of the City to proceed further in this process or plan with any respondent.

2.4 The City may at its discretion, enter into discussions or negotiations with any

respondent, request further information from the marketplace, or pursue other options.

2.6 All amendments or changes will be published at the City of North Vancouver

website and the BC Bid website. It is the responsibility of the proponent to monitor the City of North Vancouver website to check for updates or changes.

3.0 BACKGROUND

The Central Waterfront area of the City (see attached Map) is undergoing a transformation from a derelict shipyard site to a unique public waterfront destination offering a range of retail, restaurant and public space uses. Planning for this overall site and specific sites within the area has been underway for a number of years and while some decisions have been made about specific and potential uses, the City would like further planning work to be guided by a vision and branding for the area. The current development status of the various sites within the area are highlighted below:

Foot of Lonsdale

The feasibility of relocating the Media Arts Gallery to the Foot of Lonsdale is being investigated including the potential to include some retail and food and beverage services. A plan will need to be developed for the future public space including the use of the Cates deck (former Cates tugboat shed will be removed) and outdoor seating for a future restaurant on Lot 3. The City has entered into a long term lease with Seaspan to allow the moorage of private yachts on City water lots at the Foot of Lonsdale. Lot 3 There is a potential for a destination restaurant on south end of the building with smaller CRUs on North end. Lot 4 A feasibility study is currently underway to develop a new North Vancouver museum on Lot 4. If this doesn’t prove feasible alternative uses for this building will be considered including retail. Lot 5 There is a potential for mixed use retail, public space and private development (hotel room expansion) on this lot. Further planning work is on hold pending completion of the vision and branding. Future development Lot North of Lonsdale Quay Potential for mixed use development. Options are currently being discussed with the developer.

4.0 DESCRIPTION OF REQUIRED SERVICES / PROJECT

In order to guide further planning work in the Central Waterfront area, the City of North Vancouver requires the services of a consultant team with experience in developing a community vision and branding for a mixed use urban downtown. Of particular interest will be experience in developing a vision and branding for areas with unique retail; arts and culture; and public space opportunities that have the potential attract local residents and visitors. The outcome of this work is to provide a specific and unique focus for future planning and marketing of the area.

5.0 SUBMISSION OF QUALIFICATIONS Proponents who consider themselves qualified and experienced to undertake a project of the type and magnitude described in this document are invited to submit qualifications to the City of North Vancouver. Qualifications should include the following:

Section A - Staffing

List each professional / senior staff member, including title and charge out rates, who will be engaged on the project team, and their qualifications, experience and proposed function within the team. Staff changes during the project will not be allowed without the written agreement of the City.

Section B – Previous Work

Provide illustrative examples of similar past projects in which the listed staff has played a significant role, and which are relevant to the proposed project. Section C – Estimated Schedule and Budget The City is requesting an estimated schedule and budget to gauge how long it will take to complete this work and the potential costs. The City acknowledges that a more accurate schedule and cost will need to be agreed to once the successful proponent is chosen.

Section D - Reference Checks

Provide a client reference list for past projects of a similar nature for which the designated professional staff (as listed in A or B) has assumed responsibility. References will be asked to comment on the proponent’s adherence to the original Terms of Reference, their ability to stay within budget and on schedule, and the quality and thoroughness of the proponent’s work.

6.0 SELECTION PROCESS

Proponents will be evaluated and short-listed on the basis of the qualifications submitted, using the following criteria:

1. Assessment of capabilities of personnel to be assigned to the project; 2. Examples of previous work; 3. Demonstrated ability to complete assignments on time, and within

budget; 4. Estimated schedule 5. Reference checks.

Short-listed proponents may be interviewed to clarify material submitted in the credential documents. Following a review of responses to this Request for Qualifications, preferably not more than three, proponents may be invited to participate in a Request for Proposal process. Should a single candidate emerge that exceeds the qualifications of the other proponents, the City will consider a short-list of one. A Request for Proposal will be presented to the short-listed proponent(s). The response to the RFP will constitute the proponent’s Proposal. A proposal is not being requested as part of this Request for Qualifications.

The City reserves the right to form an agreement with the proponent of its choice, or not to proceed.
