    University College London's team members Melanie Smallman and TruptiPatel have examined how co-creation has been understood andoperationalised in EU funded projects and policies. The many lessons learntare summarised in the RRI research landscape report and have helpedus inform the next stages of the SISCODE project and we thought thatthey will be of great use for the rest of the community.

    In a nutshell, what have they found?

    Projects working on conceptions of RRI aspire towards citizen-ledpractices, in which citizens become the decision-makers and exhibithigher levels of control. In practice, however, the level of participation adopted by projectsrange from co-creation to consultation, with many tending to falltowards the consultation end of the spectrum.Throughout policy, theory and practice, there were calls toinstitutionalise co-creation processes such that participants aresufficiently rewarded for implementing co-creation methods and thatit becomes embedded in the innovation process.Methods and objectives of co-creation need to be explicit andcarefully selected to be appropriate to the subject, context andpeople. Also, we need to be clear about the objectives of co-creationand participation exercises. Participants from all stakeholder groups will need to take part in theseco-creation processes and sessions will need to be well facilitated.

    Co-Creation in ResponsibleResearch and Innovation (RRI)practices and in Science,Technology and Innovationpolicies at a glance The governance of science and innovation is a growing concern for ourdemocracies. One of the key questions is who should be the legitimateactor making decisions around which innovation should be developed androlled out. And as a response, two major policy-making trends areemerging. The first is the growing influence of RRI, which puts emphasison broad public engagement in policymaking, moving from "traditional"forms of consultation towards co-creation as a way of more deeplyinvolving society in contributing and directing policies. The second oneconcerns the attempts to include design knowledge in policy formationand implementation, which has a view in creating policies more open toparticipation, experimentation, as well as being more responsive to thelocal contexts.

    Our research teams have produced an important piece of research aroundthese topics. They have divided it into 5 different areas: 1) ideal versus realpolicymaking, 2) the concept of co-creation applied to policy-making 3)specificities of co-creation in STI policy-making, 4) introduction ofdesign approaches, and 5) an analysis of the notion of co-creation withinRRI.

    The research has yielded a number of results that cannot be summarised ina single newsletter, but to give you a taste of the results here are the mainfindings:

    Bridging the gap between policy ideation and implementation calls fora combination of top-down and bottom-up approaches.Policy cycles are ideal models of the policy process meant to achieveefficiency and effectiveness but that are far from reality.Context matters! Policies, programmes and measures cannot bemoved from one domain or place freelyCo-creation requires cultural and organisational transformation.Citizens and stakeholders may assume different roles in the co-creation process.We need to establish the credibility and value of public perspectives.The outputs of co-creation need to fit the machinery of policy-making.Policies may be seen as objects of design: design approaches seem tobe particularly apt at handling complex and undefined problems. Effective processes and tools must fit their context.No need to reinvent the wheel: the tool you are looking for is probablyout there.
