TUGONA Statement on the PSG Rape Incident

TUGON calls the public’s attention to the rape complaint filed by a 15-year-old girl last June 19, 2011. (Her name remains unpublished for her protection)

The girl claims to have been arrested one evening, at around 11:00pm, by Barangay 637 Zone 65 Chairman Angelo Murillo for violating the city-imposed curfew for

minors, and then taken to the Barangay Hall of San Miguel. After being told that the chairman will introduce her to people who will help her earn money, she was made to ride a

car which immediately drove off when she got inside and proceeded to the Presidential Security Group (PSG) barracks, where she was allegedly molested and raped by PSG Sgt.

Walter Candelaria and his two other companions.            As part of an agency whose sole duty is to protect, the members of the Presidential

Security Group should be the ones acting against injustice and abuse of the defenseless.  The violation of the raped teenager’s rights as a child and as a human being is highly unacceptable as it is likewise a violation of the Anti-Trafficking in Persons Act of

2003 (Republic Act 9208).            Tugon, as an organization that addresses the plight of the survivors of

abandonment and abuse, and works towards its awareness, healingand prevention, supports the movements that push for the thorough investigation and immense

attention to be given to this incident as a violation of human rights and a criminal act. Through these, may justice be upheld and courage, possessed by other victims of

abuse and violence.-------

The Sector-Based Cluster supports Tugon's stand on the issue. We are hoping that the other clusters will find this issue relevant as well. May justice be served.
