In attendance were Board members Robert Bianchetta, Jeff Emerson, Mary Gill, Shawn Hamilton, Quint Harmon, Chuck Lander and Ken Miller. Superintendent Kent Bugg, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, Director of Special Populations Sandy Rakes, member of the press Ann Gill and Board Secretary Karen Vota, were also in attendance. PLEDGE OF ALLEGIANCE President Miller led the Board of Education and others present in reciting the Pledge of Allegiance. NOTICES AND COMMUNICATIONS 1. Introduction/acknowledgement of guests. President Miller welcomed those in attendance. 2. Pam Vigna was in attendance to recognize Michelle Painter and Jaime Frazier who both recently achieved their National Board Certification. 3. Secretary Gill read a note from the principal at Mosley High School in Panama City Florida thanking the district for the donation of bookbags and supplies that were sent to them after Hurricane Michael hit in October. CALL TO ORDER Board President Ken Miller called the meeting to order at 6:00 p.m. in the Coal City Community Unit School District #1 District Office Board Room. Mrs. Frazier was named a National Board Certified Teacher! Congratulations to Mrs. Frazier!

Thank you to Miss Duris! Miss Duris has been a maternity leave substitute teacher at the ECC since the beginning of the school year. Miss Duris was the maternity leave substitute for Julie Brncich at the beginning of the school year and is finishing up as the substitute teacher for Lindsey Watters. Mrs. Watters will not return until Tuesday, January 22nd. After Christmas break, Brittany Conrad will be finishing the maternity leave for Mrs. Watters.

Month-in-Review: December is a very busy month at the ECC! The ECC was awarded the $100 reward for

winning the district-wide toy drive.

On December 14th, the students enjoyed a Christmas sock hop and had fun dancing and singing Christmas carols!

On December 21st, the December Super Ticket winners were awarded a lighted ornament necklace to wear on Friday at school.

On December 21st, students enjoyed Christmas activities and a special visit from Santa!

Recognition: Congratulations to Mrs. Frazier on becoming a National Board Certified Teacher!

Congratulations to the entire ECC staff on a successful first half of the school year!

Women’s Club Students of the Month. Miley and Demi were recognized for their kindness to other students, teachers and friends.

CCES held a December Reading Challenge. Student winners will participate in a January assembly. Congratulations to our 3rd grade winners, Caiden Giordano, Colton Bailey, Jaiden Leman, Frank Carmen, Amelia Kramer, Natalie Delsasso, and Ryland Clements. Congratulations to our 2nd grade winners David Zimmer, Aidan Middleton, Zander Linder, Max Christensen, Owen Burla, Jillian Whalen, Jackson Hollis, Frank Roehr.

Congratulations to Ms. Steinke and Ms. Carlson for winning the Christmas door decorating contest. All of our teachers went above and beyond to transform. C.

CCIS participated in Heavenly Hats for Childhood Cancer on November 20th. Students and staff were asked to donate $1.00 for the privilege of wearing their favorite hat to school. We were able to donate $129.00 to Heavenly Hats.

From November 26-30th CCIS hosted Grandparents WEEK during each student’s Library and PE time. Students were able to spend an hour with their grandparents reading, playing bingo or completing a crossword puzzle, and playing a game (speed stacking) in the gym. Cookies were also served. We had 433 grandparents attend!

CCIS participated in the District’s Toy Drive Competition sponsored by the Wellness Committee from 11/26 – 12/7.

We practiced our annual Armed Intruder Drill on November 27th. Officers Clark and Onsen were present along with Firefighter Doerfler.

The YMCA Basketball Program began at CCIS on November 28th. Every Wednesday and Saturday we host around 200 students in this youth basketball league.

Our first Beginning Band Concert was held on November 29th at CCHS under the direction of Mrs. Bontrager. The students sounded amazing, and there was even a surprise of snow in the Performing Arts Center!

Middle School Wrestling began on December 3rd. We have 14 fifth grade students participating this year.

Thank you for the holiday lunch for staff on December 5th.

The CCIS Coat Closet was open on December 10th from 4:15-5:30 p.m. for any family to come and shop for winter items at no cost. The Coat Closet is still open by appointment. We serviced 30 adults and 44 children, who came from Coal City, Diamond, Godley, Morris, and Braidwood. Our 10 student volunteers from Mrs. Cowherd’s class escorted shoppers up to the coat closet, had them sign in (hometown and number of family members – no names), gave them bags to put clothing in, carried bags down, and escorted them back to the exit.

Mrs. Rink’s class sponsored Cocoa Candy Christmas for a Cause from December 10-14th. CCIS raised $1100.00! We were able to donate $565.00 to Heifer International and $550.00 to Help for Hope.

We held our Perfect Attendance Social on December 17th for students who had perfect attendance during Trimester 1. Students enjoyed a 30-minute indoor recess with games and music. They were given a certificate and a coupon from Burger King for an Icee. One hundred twelve students had perfect attendance during the first 12 weeks of school!

During the last two weeks of school the CCIS staff displayed a childhood Christmas picture of themselves in the cafeteria for the students to play “Guess Who?!?”. Students enjoyed seeing us as little kids and guessing who everyone was.

We had a PBS celebration on December 21st. Students, who had positive behavior at least 80% of the time during the last 9 weeks, played Bingo and were given hot chocolate and a candy cane. Students used their Coaler Cash for a chance at several raffle prizes, as well as, for a chance to have a “snowball fight” (with marshmallows) against some teachers.

We currently have 13 students in ASAP (After School Assistance Program); five in 4th grade and eight in 5th grade. Recommended students receive help from 3:00-4:00 three days a week from Mrs. Cowherd or Mrs. Rink.

The G-Force Program continues to be very helpful at CCIS. It is exciting to see the grandparents from our community greet the students with a smile every morning as they arrive at school. We currently have 12 active members at CCIS; three to five members are on site each day.

Student Council sponsored the following spirit days this past month: CCIS T-shirt Day, Ugly Holiday Sweater Day, Holiday PJ Day, Holiday Hat Day.

Student Recognition:

The following students volunteered their time after school to work at the CCIS Coat Closet: Lorelai Erhard, Ethan Tidball, Liz Nadess, Maxx Kramer, Brody D'Orazio, Claire Mohler, Caroline Childers, Maddie Mae Hutchings, Carter Nichloson, and Ellary Wills.

Students observed Thanksgiving Break from November 21-25.

Our two final Winter Sports Volleyball and Wrestling have started at CCMS. Volleyball coaches are Kerry Yedinak (8th), Pam McMurtrey (7th) and Gina Horrie(6th). Wrestling coaches are Branden Petersen, Chris Carlson and Vince Piatak. Best of luck to all of the coaches and athletes and wishing them a successful season.

The 5th/6th Band Concert was held on November 29. Mrs. Bontrager did an outstanding job with his students and the students played very well for their first middle school concert. The 7th/8th Grade MS Band Concert was then held on December 4. Both the CCMS Concert Band and Jazz Band performed at the concert. Once again, congratulations to Mrs. Bontrager and all of the band students who participated in the concert.

Coal City Schools held a Staff Development Day on December 5 at CCHS/CCMS. CCMS teachers and staff members attended various trainings facilitated by Coal City District staff.

The 8th Grade Chorus Concert was held on December 18. Congratulations to Mrs. McDowell and the 8th graders on their performance. There were some very impressive soloists at the concert.

December 21 marked the end of 2nd Quarter for CCMS students. Students will move into the 3rd quarter when they return from winter break. Students will also move to a new Encore class on January 8.

CCMS held a First Semester Awards Assembly for students on Friday, December 21. At the assembly, students were recognized for Perfect Attendance and Grade Level Awards voted on by their teachers. Grade Level Awards presented were for the following categories: Most Improved, Most Considerate, Hard Worker, Positive Attitude, Positive Leader. CCMS has a couple of groups that have been raising funds to help different agencies this holiday season. The CCMS Student Council recently held a Candy Cane Sale to help raise money for Help for Hope to help families in our community. In addition, CCMS had a group of 6th graders put together a Cocoa for Charity. These students started this activity last year at Coal City Intermediate School and have continued it on this year. Funds raised from Cocoa for Charity were donated to Jacob Zickefoose and his family as he prepares to go back into treatment for cancer. Thanks to Kathy Walsh (Student Council Sponsor) and Jackie Larson (6th Grade Teacher) for their help with the students who are helping out this holiday season.

E. HIGH SCHOOL REPORT Principal Hamann reported: Calendar of Events: January 7 Teacher Institute January 8 Semester 2 classes begin January 21 NO SCHOOL (MLK day) January 17-25 I-8 Girls Basketball Tournament (We are hosting) January 18-25 I-8 Boys Basketball Tournament (We are hosting) Recognition:

Grundy Area Vocational Center Director Award Winners for November were: Katelyn Guthrie, Early Childhood, Austin Berglund, Automotive and Kyle Goad, Computer Graphics & Multimedia Design.

Grundy Area Vocational Center Director Award Winner for December was: Ali Brancato, Early Childhood Education.

Received a thank you from the Cathy Milne and Help for Hope organization thanking Mrs. McDowell and the CCHS staff for doing their part in donating enough turkey and sides to feed over 400 mouths at Thanksgiving.

A big Thank You to Rodney Mondbrum for organizing the toy drive which collected over 450 toys.

We have been informed on who are 2017-20178 Illinois State Scholars will be. They are: Logan Barrus, Gio Ferara, Cassiday Flatness, Katie Girot, Brooke Hardy, Preston Johnson, David Kovar, Ben Krieger, Alicia LaRouch, Samanthat Lorenz, Luke Manietta, Helen Onsen, Lauren Phillips and Aras Repond.

On December 15th the CCHS Speech Team hosted their annual Speech Tournament. There were 14 schools and approximately 400 participants present for this highly competitive tournament which included many of the big suburban schools. Coal City placed Third overall and had threechampions. They were Lauren Phillips as a Champion in two events and Cody Rogers.

The Coaler Competitive Cheer won their first ever competition by placing first in their division at the Reed-Custer Invitational and placing third in their division at a tournament in Tinley Park.

Month in Review:

The Winter Music Programs were held on the 11th and the 13th. Mr. Vazquez and Mrs. McDowell did a nice job of organizing the concerts. This year the Jazz Band, Percussion Ensemble and Concert band teamed up on one night and The Freshman Show Choir and the Varsity Choir went on another. They all did a great job and put on two awesome shows.

The Madrigals held their Royal Holiday Feaste on the 7th, 8th and 9th. Ms. DiAgostino and Ms. Thayer should be commended for putting on another great show.

On November 28th, Coal City High School had an Armed Intruder Drill led by Mike Imhof, Jason Clark, Matt Dillon and Nick Doerfler. All drills are now done for the year except another fire drill which will be done in the spring.

F. SPECIAL POPULATIONS REPORT

Director Rakes reported: Special Education

The district special education comprehensive plan will have a state site visit on January 30-February 1. It will be a shorter version of the focus monitoring visit that the district had several years ago. The visit will include classroom visits, file reviews, staff interviews and parent surveys.

Preschool The at risk portion of preschool is has 3 openings. These openings are Coal City only. There are 4 out of district preschoolers on the waitlist. We currently have 15 special education openings with 14 pending evaluations.

There have been 78 preschoolers that have gone through the screening process so far this year.

Homeless

CJ Dziuban and I submitted an application for the McKinney-Vento Supply Closet Grant. Extra money has become available to assist families who have been identified as homeless. If awarded the grant the money will be used towards supplies and transportation needs. There are currently 14 students in the district that are identified as homeless. The grant amount is $350.

G. CURRICULUM REPORT

Director Elledge reported: Professional Development: The January institute was held on the 7th. We worked with the administrators from Gardner-South Wilmington HS, Braceville Elementary, Gardner Elementary and South Wilmington Grade School to create a wide array of learning opportunities for teachers, administrators and classroom aides. The main speaker, instructional coach David Ginsburg, shared the opening message and worked individually with math leaders. We use results from the assessment to help determine placement in high school courses. Students and their parents can also use the results to see if they are on track for college and career. The results indicate that we have 72% of our students meeting the benchmarks for ERW (Evidence Based Reading and Writing). The state average is 63%. For mathematics we had 60% of the students meeting or exceeding the benchmark, state average was 44%. We had 53% of the students meeting the benchmark on both indicators but had 22% that didn’t meet either benchmark.

H. SUPERINTENDENT’S REPORT

Dr. Bugg reported:

1. The secured entry/office renovation project at the Intermediate School has been completed. The Board is invited to an Open House on Wednesday, January 30 from 5:00-5:45 p.m. where Mrs. Carlson will be available to show the newly renovated space. This is prior to the January 30 Board Study Session, which will still be held at the District Office at 6:00 p.m.

2. Dr. Bugg announced that Coal City School District #1 has two more teachers who have achieved

the prestigious honor of becoming National Board-Certified Teachers! Congratulations to Jaime Frazier and Michelle Painter on achieving this lofty recognition. The process for achieving National Board Certification is a rigorous, yet rewarding professional development opportunity. Our District is very fortunate to have an onsite facilitator, Pam Vigna, who was able to lead Jaime and Michelle through the process.

3. The Three Rivers Division will conduct its first-ever, Legislative Breakfast Meeting on Saturday,

January 26, 2019 at 10:00am. The meeting will be held in the Gathering Room at the Jacob Henry Mansion in Joliet. Board members should let Karen know if they would like to attend.

4. Nicolette Krzywanos, a student from Illinois State University, will be completing her student

teaching requirements at the Early Childhood Center with kindergarten teacher Jennifer Muscato during the spring semester of 2019.

5. Morgan Maloney, a student from Illinois State University, will be completing her student

teaching requirements at the Early Childhood Center with kindergarten teacher Kim Haab during the spring semester of 2019.

6. Michael Grommon, a student from Illinois State University, will be completing his student

teaching requirements at the Elementary School with second grade teacher Brandon Petersen during the spring semester of 2019.

7. Shari Moore, a student from Maranatha Baptist University in Wisconsin, will be completing her

student teaching requirements at the Elementary School with third grade teacher Lori Watson during the spring semester of 2019.

8. On Wednesday, December 12, Board President Miller, Board Vice President Hamilton, Dr. Bugg

and Dan Hutchings met with representatives from the Coal City Miners, Coal City Baseball/Softball, and Lil Coalers Wrestling. The Coal City Soccer Club was invited but did not send a representative to the meeting. The group discussed the School District's current building usage policy and discussed the pros and cons of the existing fee structure. Dr. Bugg presented information from neighboring school districts as well. After discussion, the group recommended a flat fee structure be implemented for building usage for practices, which is consistent with some neighboring school districts. Tournament fees will remain unchanged. A recommended policy revision will be sent to the Board Policy Committee for review and a final recommendation to the full Board.

I. GRUNDY AREA VOCATIONAL CENTER REPORT Mr. Lander reported:

1. Director Copes reported that Project House 24 is running about two months ahead of schedule. The home should be ready to put on the market in late May. Tentatively, the April Board of Control meeting will be held at the project house.

2. Director Copes provided an update on the Grundy County Internship Program. He met with the member high schools' counselors recently to encourage them to push students to apply for these opportunities. Shirkey Vet Clinic has been added to the list of participating businesses.

3. Approved the Director to pay any additional bills for the month of December.

4. Approved authorizing the transfer of up to $99,000 from the Interest-Bearing account to the General Fund to complete the sale of the lots in Nettle Creek Subdivision.

5. Approved the resolution as presented for the purchase of Lots 136, 137, and 138 in Nettle Creek Subdivision. The purchase of these three lots will give GAVC 10 buildable lots for future project houses.

A School Site Donation in the amount of $2,364.74 was received from Grundy County. A resolution has been prepared for acceptance of the school site donation. In an effort to capture the neediest students in our district, Director of Special Populations Sandy Rakes has been working with the preschool diagnostics team to make changes to the data collection form that is used to gather information on preschool age students. The rubric is used to determine placement into the district's preschool programs. Director Rakes reviewed the proposed changes. Ms. Gill moved and Mr. Harmon seconded to approve the updated Pre-School Data Collection Sheet as presented. D. DISCUSSION/ACTION ON SHORT-TERM SUBSTITUTE TRAINING AGREEMENT In an effort to address a statewide teacher shortage, the Illinois State Board of Education has implemented a new license called the Short-Term Substitute Teacher's License. In order to obtain the new license, a person must hold an Associate's degree or higher or show completion of 60 semester hours of coursework and must complete a training program provided by the school. The Regional Office of Education has agreed to conduct the required training that provides information on curriculum, classroom management techniques, school safety and district/building operations. Each Board of Education is required to approve the agreement before a training can be provided. Ms. Gill moved and Mr. Harmon seconded to approve the Short-Term Substitute Training Agreement with the Regional Office of Education, in order to provide the required trainings for obtaining the Short-Term Substitute Teacher's License. E. DISCUSSION/ACTION ON LEASE AGREEMENT WITH TRINITY 3 TECHNOLOGY

CSBO Jason Smith made a recommendation to enter into an agreement with Trinity 3 Technology for the lease of 600 chromebooks. The forty-eight (48) month lease will begin July 1, 2019 at a cost of $38,860 per year. This lease affects next year's budget as the first payment is not due until July 1.
