OverviewThe Ocean Research Institute (ORI), the University of Tokyo has conducted a lot of international research programs of marine science with cooperation of oversea institutes since 1962. The Japan Society for the Promotion of Science (JSPS) launched the Core UniversityProgram in the high-priority field of marine science under cooperative arrangement with 5 South-East Asian countries since 1988. Based on the successful Bilateral Core University Programs, the JSPS Multilateral Core University Program “Coastal Marine Science (previous name in the first phase: Coastal Oceanography)” has been organized by ORI with cooperation of Asian five countries (Indonesia, Malaysia, Thailand, Philippines and Vietnam) and Japan since 2001. The 222 foreign scientists from 24 Institutes/Universities (Indonesia: 4, Malaysia: 7, Thailand: 6, Philippines: 5, Vietnam: 2) and 104 Japanese scientists from 20 Institutes/Universities joined this program and worked together under the common principles for resolving the current marine environmental problems and marine biodiversity issues.

This program covers the following four research subjects; Project 1: Water circulation and the process of material transport in the

coastal areas and marginal seas of the East and Southeast Asia, Project 2: Ecology and oceanography of harmful marine microalgae, Project 3: Biodiversity studies in the coastal waters of the East and

Southeast Asia, Project 4: Pollution of hazardous chemicals in the coastal marine

environment and their ecological effect. Especially, Project 3 is composed of the following 4 subgroups; 1. Fish subgroup, 2. Benthos subgroup, 3. Seagrass subgroup, and 4. Plankton subgroup.

In the first phase (2001-2005), two seminars, five national coordinator meetings, and forty-six workshops (21 in Japan and 25 in the foreign countries) have been organized with cooperation of five Asian countries and Japan. In the workshop, we shared our time for presentation of hot topics, exchange of current information on marine environment and biodiversity, and establishment of research plan. In order to encourage the young scientists, we also had the training course using our original publications such as the field guide of fish and seagrasses, text book “Mankind and the Oceans”, and analytical manual of hazardous chemicals with CD.

As the related manuscripts with this program, we published total 528 original scientific papers (462 papers in English with the peered referee and 66 ones in Japanese), 103 articles in English of the proceedings, 12 books and 17 reports for five years of the first phase (2001-2005). Especially, the field guide book of fish and seagrasses, text book “Mankind and the Oceans”, and the analytical manual of hazardous chemicals are highly evaluated from the scientists and the institutes/universities in the world.

Based on the these scientific activities, this program was evaluated at the highest rank of score “A” in the mid-evaluation committee of JSPS in December, 2005. In the second phase of the program (2006-2010), we continue to enforce this Multilateral Core University Program “Coastal Marine Science” with cooperation of scientists and institutes/universities of these Asian countries, and improve it to the final goal. This program is expected to make contribution to preservation of biodiversity and improvement of environmental conservation of human society.
