BOARD WORK SESSION

WEDNESDAY, NOVEMBER 12, 2014

The Cobb County Board of Education met in a Board Work Session at 514 Glover Street on

Wednesday, November 12, 2014, 8:30 a.m. with the following members present: Messrs. Banks,

Morgan, Scamihorn, Stultz, Sweeney, Wheeler, Mrs. Angelucci and Chris Ragsdale, Executive

Secretary.

All official meetings of the Cobb County Board of Education conform to state law and are open to

the public. The minutes of this meeting are available for public review anytime during the regular

PUBLIC HEARING FOR PROPOSED INVESTING IN EDUCATIONAL EXCELLENCE

(IE2) CONTRACT - One speaker addressed the Board.

CALL TO ORDER – Mrs. Angelucci, Board Chair, called the meeting to order at 8:38 a.m. and

led the group in the Pledge of Allegiance.

PUBLIC COMMENT – No speakers.

APPROVAL OF MINUTES – A motion was made by Mr. Sweeney, seconded by Mr. Stultz and

unanimously approved by the Board to approve the minutes of the Thursday, October 23, 2014

Board Meeting. Motion carried 7-0.

BOARD BUSINESS

Office Tower Projects (Mrs. Angelucci) o Presentation by Mr. Bob Voyles, President of Seven Oaks Company, LLC and Mr.

Adams D. Little, III, Manager, Greenstone Properties regarding plans to build two

office buildings in Cobb.

A motion was made by Mr. Sweeney, seconded by Mr. Stultz, and unanimously approved by the

Board to reconvene from Executive Session at 1:11 p.m. Motion carried 7-0.

A motion was made by Mr. Sweeney, seconded by Mr. Banks and unanimously approved by the

Board to accept the Personnel Action Report, Addendum, and Section I, II, and III as presented.

Motion carried 7-0.

ACTION AGENDA ACTION AGENDA ITEM #1 – Recommendation for Approval of the proposed Investing in

Educational Excellence (IE2) Contract

A motion was made by Mr. Stultz, seconded by Mr. Sweeney and unanimously approved by the

Board to approve the proposed Investing in Educational Excellence (IE2) Contract. Motion

carried 7-0.

LEGAL MATTERS

Administration recommended accepting the resignation of Elizabeth Wood and her waiver of any

and all legal claims in exchange for $45,000.00 settlement agreement as discussed in Executive

Session.

A motion was made by Mr. Scamihorn, seconded by Mr. Stultz and unanimously approved by the

Board to accept the recommendation as presented. Motion carried 7-0.

ADMINISTRATIVE RULE MODIFICATIONS

Without objection the Board approved modifications to the following Administrative Rule:

APPROVAL OF AGENDA A motion was made by Mr. Morgan, seconded by Mr. Scamihorn and unanimously approved by the

Board to amend the agenda to include three discussion agenda items related to HB251: 1. Sibling

Consideration; 2. Feeder Patterns, and 3. Waiting List. Motion carried 6-0. Mr. Sweeney was absent

for the vote.

A motion was made by Mr. Morgan, seconded by Mr. Scamihorn and unanimously approved by the

Board to approve the agenda as amended. Motion carried 6-0. Mr. Sweeney was absent for the vote.

BOARD MEMBER REMARKS

Board Members commented on various events happening throughout the district, county, state, and

nation. Board Members acknowledged the service and sacrifice of all Veterans in honor of Veterans

Day, November 11, 2014.

The Cobb County Board of Education met in a Called Board Meeting on Thursday,

November 19, 2014, 3:00 p.m., 514 Glover Street, with the following members present: Mrs.

Angelucci, Messrs. Banks, Morgan, Scamihorn, Stultz, Sweeney, Wheeler, and Chris

Ragsdale, Executive Secretary.

All official meetings of the Cobb County Board of Education conform to state law and are

open to the public. The minutes of this meeting are available for public review anytime

during the regular office hours or on our website at www.cobbk12.org

CALL TO ORDER – Mrs. Angelucci called the meeting to order for to receive the Oral

Exit Report by the SACS/AdvancED Quality Assurance External Review Team for the

purpose of District Re-Accreditation.

Interim Superintendent Chris Ragsdale introduced Mr. George Griffin, Lead Evaluator of the

AdvancED Accreditation Team, who presented the report.

Mr. Griffin stated that the 20-member team visited 25 schools and interviewed: the

Superintendent; 13 Administrators-Central Office Staff; 159 Principals/Assistant Principals;

346 Instructional Staff; 256 Students; 26 Support Personnel; and 37 Parents/Community

Members for a total of 838 people. Mr. Griffin then reviewed the highlights of a PowerPoint

presentation, which included a focus on the three main areas/domains of their accreditation

review:

1. Impact of teaching and learning

2. Capacity of leadership

3. Use of resources

Mr. Griffin indicated that the Quality Assurance External Review Team recommended to the

AdvancED Accreditation Commission that the Cobb County School District earn the

distinction of accreditation by AdvancED for a five-year term that expires June 30, 2019.

Improvement Priorities must be addressed within two years after receipt of the written report.

The presentation was a brief overview of the initial findings of the review; two findings of

Powerful Practices and four Improvement Priorities regarding teaching and learning and the

use of data. A detailed, written report will be provided to the District within 30 business

days.

On behalf of the team, Mr. Griffin extended appreciation, respect, and congratulations for the

progress toward achieving District Accreditation.

Mr. Ragsdale expressed his appreciation to the team for their hard work during their visit.

On behalf of the Board, Mrs. Angelucci extended appreciation and thanked the Team for

their tireless efforts in reaching the final recommendation.

ADJOURN – A motion was made by Mr. Morgan, seconded by Mr. Wheeler and

unanimously approved by the Board to adjourn the meeting at 3:31 p.m.

TOPIC: CONSENT AGENDA ITEM #1 - Recommendation for Authorization to Dispose of School District Generated Surplus Furnishings and Equipment BACKGROUND: Through normal operations, the district generates surplus furnishings and equipment due to damage and obsolescence on a regular basis. Items that are no longer needed by a school or department but are still in good condition and re-usable are made available to other schools and departments at no charge. Items that are no longer usable in the District are declared surplus. State Law requires School Board approval for District Property to be designated as surplus under §20-2-520 of the Georgia Code of Laws. The need to dispose of these items in an efficient, cost effective and expeditious manner is imperative to the district. Items are currently stored in the District warehouse that have been deemed surplus. A complete list of current surplus items is on file in the Superintendent’s office or on the District’s website under Meeting Agenda Items. All items listed are no longer of use by the District.

Methods available to dispose of surplus items include: Public auction Sealed bid or private sale The State of Georgia Department of Administrative Services on-line and public auction services Sale to other public school districts at costs equal to previous auction results On line auctions Negotiated contracts

Upon Board approval of the attached lists, the Financial Services Division will dispose of this surplus in a manner that is the most cost effective and efficient for the district as outlined in Administrative Rule DO-R. Acceptable methods of disposal will be continually reviewed to maximize our return on investment

ALTERNATIVES:

1. Approve the recommendation for authorization to dispose of school district generated surplus furnishings and equipment as detailed in the list on file in the Superintendent’s office.

2. Do not approve the recommendation for authorization to dispose of school district generated surplus

furnishings and equipment as detailed in the list on file in the Superintendent’s office. SUPERINTENDENT’S RECOMMENDATION: Approve the recommendation for authorization to dispose of school district generated surplus furnishings and equipment as detailed in the lists on file in the Superintendent’s office.

COSTS: The District will receive revenue for the disposal of these items. The revenues received will assist in deferring labor costs for management of the disposal process. RATIONALE: The disposing of surplus in a timely manner will reduce labor costs and maximize return on investment.

December 10, 2014 TOPIC: CONSENT AGENDA ITEM #2 - Recommendation for Approval of Termination of Lease Agreement between Cobb County School District and Cobb County for Public Communications Building and Tower at Bryant Elementary School.

BACKGROUND: Cobb County Board of Education entered into a Lease Agreement with Cobb County Board of Commissioners dated December 19, 1991, for approximately 3,750 square feet of property located at Bryant Elementary School for use as a communications facility and additional equipment for 911 service.

An Amendment to Lease Agreement between the parties was signed on June 24, 2004, providing for an

additional 1,500 s. f., and to upgrade existing facilities. The Cobb County Board of Commissioners is requesting termination of the Lease Agreement with a

Second Amendment to Lease Agreement between Cobb County, Georgia and Cobb County Board of Education, as Cobb County no longer requires use of the public safety communications building and tower located on the property. This Amendment modifies the existing paragraphs 3 and 10 from the previous Amendment, and ends the term on August 1, 2014.

ALTERNATIVES: 1. Approve the recommendation for termination of Lease Agreement between Cobb County School

District and Cobb County for Public Communications Building and Tower at Bryant Elementary School.

2. Do not approve the recommendation for termination of Lease Agreement between Cobb County School District and Cobb County for Public Communications Building and Tower at Bryant Elementary School.

BACKGROUND: Administrative Rule JBCD-R provides guidance regarding School Choice (HB 251) transfers in accordance with O.C.G.A. § 20-2-2131 and the Georgia Department of Education’s Public School Choice Framework. At the request of the Board, administration has drafted language to be incorporated into Administrative Rule JBCD-R that will provide for the establishment of a waiting list and associated procedures for School Choice transfers. A copy of the revised language is included with this agenda item. ALTERNATIVES: 1. Adopt revised language to Administrative Rule JBCD-R providing for the establishment of a waiting

A. SCHOOL CHOICE: 1. Parents/guardians of a student enrolled in a District school may apply for school choice transfer in

accordance with Georgia’s Quality Basic Education Act (also known as HB 251).* In accordance with State Board of Education procedures, These these transfers are will be available during an announced 14 day application period annually. The application procedures, forms and dates will be posted on the District’s Website during the second semester each school year. The specific grade levels and number of seats available at each grade level will be included in the posted information. In the event a particular school has available space and the number of transfer requests exceeds the remaining available capacity, the District will conduct a random lottery (see JBCD-1b [School Choice Lottery Protocol]). Parents/guardians will be notified regarding the approval of school choice transfer requests by July 15 each year. (O.C.G.A. § 20-2-2131)

*NOTE: School choice transfers do not apply to charter schools or newly opened schools (for a period of four years after the school opens).

2. Parents/guardians wishing to apply for a school choice transfer must complete Form JBCD-1 (School Choice Application). Up to three schools may be requested on the application.

3. In the event that the number of applications exceeds the available capacity at a particular grade level of a school, the District will conduct a random lottery. a. Student support staff, along with staff from a second central office department will

conduct the random lottery in phases. 4. If space is still available at a particular school following the lottery process, a second

round lottery will be held for those students who have indicated a second choice. If space is available following the second round, a third round lottery will be held for those student who have indicated a third choice. Finally, remaining non-placed students will be added to a wait-list.

5. For all School Choice transfers the The following provisions apply: a. 1. Students who receive a school choice transfer may attend the school through the highest

grade of the particular school prior to re-applying; b. 2. Transportation must be provided by the parent/guardian; c. 3. School choice transfers are for individual students, not family groups; d. 4. School choice transfer students do not automatically progress into the next school level

(elementary to middle, middle to high) and must seek another transfer in order to be eligible to do so;

e. 5. If the student receives Special Education services, the school selected must have the Special Education services required by the current Individual Education Plan (IEP);

f. 6. If the student transfers at the high school level, he/she must meet Georgia High School Association requirements to participate in competitive interscholastic activities; and

g. 7. No additional staff will be hired to accommodate a transfer. 6. Acceptance of School Choice Transfer:

a. Once a School Choice transfer is approved, the parent/guardian must contact the receiving school by May1 in order to indicate whether the transfer offer will be accepted.

b. The parent/guardian must also submit a school choice transfer enrollment form to the transfer school within one week of the end of the last day of school.

c. Failure to complete either of the above steps will result in the school choice transfer being nullified and forfeiting of the student’s seat. (1) Local schools will use a waiting list generated during the lottery process to fill any

available seats that are vacated. (2) Any student so chosen from the waiting list will be notified by the local school by

July 15.
