CONSTRUCTION PROGRESS REPORT – 2017 Minor Construction Works

The following description of work includes construction progress from September 18th – 21st, 2017 onsite at the Cobble Hill Landfill. Additionally, work tasks scheduled for the following week is outlined. A photo log of construction activities is provided in Appendix A along with description of the work. Construction Activities: September 18th, 2017:
Allterra Construction completed detailed site orientation / safety meeting with all personnel, operators and laborers.
3x loads (approx. 20m3/load) of contact water was withdrawn from the Contact Water Pond and hauled away to a licensed facility for disposal. Chain of Custody to be provided by Allterra for record files.
Allterra Construction determine a suitable location for new Leachate Storage Facility approximately 65-70m north of the PEA. Excavation for the new facility was completed.
September 19th, 2017:
Subgrade for Leachate Storage Facility was completed with compacted lifts consisting of a 100mm of 5-12.5mm layer of clear crush drain rock overtop of a 150mm layer of 2-3” clear crush drain rock.
Lock block installation for new Leachate Storage Facility was initiated.
Chain Link perimeter fencing around Contact Water Pond was removed.

Clean Fill material stockpiled adjacent to Contact Water Pond for backfill.
Waste bins onsite for Contact Water Pond Liner removal.
100mm HDPE DR 17 leachate / leak detection piping arrived onsite and was inspected for approval.
PEA Liner inspection was completed by SHA. 4 small holes were identified and location noted on the attached Figure-1 for future repair work.
September 20th, 2017:
3x loads (approx. 2x 20m3/load and 1x 10m3/load) of contact water was withdrawn from the Contact Water Pond and hauled away to a licensed facility for disposal. Chain of Custody to be provided by Allterra for record files. All contact water now removed from pond.
A small amount of silty sediment on the liner base was removed and stockpiled in the SMA facility for containment and tarping along with the other existing soil in the SMA.
The existing liner in the Contact Water Pond was cut and folded and disposed of into the refuse bins for disposal at an offsite facility.
Contact Water Pond was subsequently backfilled with clean fill and compacted in lifts.
Lock Block enclosure at new Leachate Storage facility was completed to 4 lock blocks high and backfilled around the outside perimeter with 6” clear crush drain rock.
Photos of Construction Activities are presented in Appendix A, attached. Schedule of Upcoming Works: Construction is on schedule and completion of all 2017 Minor Construction Works is anticipated for the end of next week. Below is an outline of the remaining works to be completed.
Lock Block enclosure to be completed this week including protective layers for secondary liner containment. 4 rows of lock blocks are in place with the additional 2 rows (6 rows total) scheduled early next week.
SMA soil management works is scheduled to commence this week and be completed by mid next week.
Trenching of leachate / leak detection piping will commence early next week. Subsequent piping install will follow.
Installation of secondary liner in lock block enclosure and installation of tanks will commence early next week.
Removal of existing leachate / leak detection tanks will begin mid next week.
Roof structure and alarm system for new Leachate / Leak Detection Tanks will commence mid next week.

Test pitting and PEA secondary clay liner investigation will take place next week.
3x shallow monitoring wells north of PEA toe will be completed next week.
PEA liner repairs are schedule for next week.
PEA ditch liner ballasting is scheduled for next week.
