MESSAGE FROM THECHAIRMAN OF THE BOARD

OF DIRECTORS2011

The Council of Owners and Construction Associates, Incorporated (COCA, Inc.) is a localConstruction Users Council serving the Metro-East area of Southwestern Illinois.

The primary objectives of COCA, Inc. are to achieve a more cost effective construction industrywhich yields "more construction and maintenance for the money" and at the same time develophighly technical programs to effectuate a safer workplace through education.

COCA's members feel, when all segments of the construction industry; Owner/Users,Contractors, and Labor; are well informed and working in harmony, cost effective constructionand maintenance projects can be realized. This will help assure the survival of our existingbusinesses, and make the entire Metro-East area of Southwestern Illinois more attractive and asafer environment for economic development.

During 2010, we experienced a high level of participation for all our activities. We now haveover 1690 people who have completed our OSHA 30-Hour Construction Safety and HealthCourse, and we continue to offer the Competent Person Trenching & Shoring training course.Our bi-annual conferences continue to keep the entire industry up-to-date on critical issues whichaffect our businesses.

We continue to attract new Construction Associate members who understand the value weprovide to the construction industry.

I would like to invite all those who are interested in becoming better informed on matters withinthe Construction Industry to participate in our various programs and become members of COCA.

SUMMARY OF COCA PROGRAMS AND EVENTS2010

FEBRUARY 18/19 & 25/26: COCA's ongoing 30-Hour OSHA Construction Safety and HealthTraining Course was held at the Ramada Inn in Fairview Heights, Illinois.

MARCH 3: A joint meeting of COCA's Board of Directors and Construction Associates washeld at Southern Illinos University at Edwardsville, Illinois. The speaker was Mr. BlockAndrews, Director, Strategic Environmental Solutions for Burns & McDonnell. He spoke about“Carbon Cap & Trade and the Green House Legislation – How could this affect your business”.?

APRIL 21: A conference was conducted at the Gateway Center, Collinsville Illinois entitled,"Contemporary Issues in Construction: Confronting Challenges in the Workplace.” Localindustry leaders provided an in-depth look at the changing work environment while maintainingcompliance with new and existing OSHA standards. With the many Metro East projects inprogress and on the horizon, local experts answered questions and concerns about how they meetnew challenges while maintaining safety and productivity on their job sites. This was anopportunity to hear first hand from these experts how they were focused on building projects inthe metro area through new and innovative management techniques and completing these majorprojects safely without sacrificing productivity. Our audience had an opportunity to hear howthe most successful companies managed their businesses while maintaining compliance withcurrent rules and regulations and received an “inside look” at what they could do to helpthemselves when an OSHA Compliance Officer visited their job site.

MAY 1: COCA held a Trenching & Shoring Competent Person Safety Training Seminar at theAmerenIP Service Yard in Belleville, Illinois.

MAY 6: A joint meeting of COCA's Board of Directors and Construction Associates was heldat Southern Illinois University at Edwardsville, Illinois. The speaker was Mr. Richard Spurgeon,Managing Supervisor of Safety for Ameren’s Newton Power Plant. He discussed the successAmeren has had in safety through changing the culture of the workforce.

JUNE 17: A 4-Person Golf Scramble was held at the Spencer T. Olin Community Golf Course,the Fox Creek Golf Club, The Lockhaven Country Club and Belk Park Golf Course along with aTrap & Skeet Shoot at the Olin Gun Club. These events were held in conjunction with COCA’sannual after-hours Barbeque Social held under the pavilion at Spencer T. Olin. Owners,Contractors, Labor Leaders, and invited guests had an opportunity to get together in an informalsetting to enjoy some food, beverages, and fellowship. More than 650 people participated.

SEPTEMBER 9: A joint meeting of COCA's Board of Directors and Construction Associateswas held at Southern Illinois University at Edwardsville, Illinois. The speaker was Mr. PatrickMcKeehan, Executive Director, Leadership Council Southwestern Illinois. Patrick discussed theprogress of the proposed levee reconstruction project and the legislation recently passed delayingthe mandatory insurance requirements and the nationwide redistricting maps for the AmericanBottoms flood plain in our region.

OCTOBER 6: A conference was conducted at The Gateway Center in Collinsville, Illinois,entitled "Contemporary Issues in Construction Safety.” The first speaker was Mr. Dale Kuhn,Damage Prevention Manager from JULIE, Inc. He spoke about “The Illinois UndergroundUtility Facilities Damage Prevention Act” which requires anyone digging in the State of Illinoisto notify the state-wide one-call notice system (JULIE) prior to beginning their excavation. Thispresentation answered the questions of why and how JULIE promotes excavation safety inIllinois. Mr. Kuhn also discussed recent changes in Illinois state law as well as current issueswith regard to the locating and marking of underground facilities. Excavation safety and damageprevention are in everybody’s best interests, and the process begins with a call to JULIE.

The following speakers were Mr. John Langford, Corporate Safety Director for McHughConstruction and Mr. Patrick Wineburner, Vice President of Safety and Risk Management forBudrovich, Inc. They shared pertinent information and spoke in-depth about the new Crane &Derrick standard as finalized by OSHA. Our audience learned about the changes that couldaffect them and their subcontractors. It offered them an opportunity to hear first hand from theexperts in the field of Safety about the changes occurring in Washington with OSHA and how itcan impact their company. They learned the latest information about proposed changes in theConstruction Standard and what to expect in the coming months. This conference offered detailsabout what companies must do to stay in compliance with CFR 1926, the Construction IndustryStandard.

OCTOBER 7/8 & 14/15: COCA's ongoing 30-Hour OSHA Construction Safety and HealthTraining Course was held at the Ramada Inn in Fairview Heights, Illinois.

DECEMBER 9: A joint meeting of COCA's Board of Directors and Construction Associateswas held at the Southern Illinois University at Edwardsville, Illinois. The COCA Ownerspresented an overview of their upcoming major construction and maintenance projects as well astheir progress on their current projects. Additionally, they described their current levels of plantoperations and employment, and their safety experiences with contractor employees.
