Constraints in cultivation • Being the second largest state with longer
coastal line, extremely vulnerable to cyclones, storm surges, floods and drought due to its peculiar geographical location.

• Even though Andhra Pradesh is having a comfortable level in productivity, fetching low price for coconut and coconut products.

Constraints in cultivation –Contd.
� AP’s total coastal area is spread over 92,906 sq. Kms in 9 coastal districts- Nellore, Prakasam , Guntur, Krishna, West Godavari, East Godavari, Visakhapatnam , Vizianagaram and Srikakulam .
� Every two to three years, AP experiences a moderate to severe intensity cyclone or landfall.
� Drought is one of the most crippling hazards that impact the state. AP is the third most drought prone State after Rajasthan and Karnataka.
� Delta areas of the Godavari and the Krishna rivers, experience floods.

Delay in Getting Administrative Approval from State Governments.
Even after Approval, delay in release of State share of fund to AIC.
Currently AIC insists that all applications should include Sketch map of the plot with locations of th e palms marked on it, which is not at all a farmer frien dly and should be avoided.
Lack of awareness among farmers.
Apathy in implementation, among State Govt. official s.

Concerns – Phailin cyclone in AndhraPhailin cyclone hit Andhra coast on 12/10/2013.
AD, Horticulture, Govt. of AP submitted the details of list of beneficiaries covered under the scheme and the dama ge assessment report with palms insured and number of palms lost.
224 no. of farmers, who insured their coconut garde ns, lost 5725 of their palms and they are eligible for sum a ssured of Rs.65,83,750/-.
AIC declined the claim stating that the farmer’s pa lms were not covered under insurance when cyclone happened.
AIC progress report for 2011-12 is nil.
AICs claim is that even though the state share of pr emium was received in Nov 2012, since Board’s share and F armers share of premium was received in full in March 2012 , they were insured from March,2012 for one year upto March 2013. As such insurance was not in force in October, 2013 !
Due to this denial of insurance benefits, farmers a re unwilling to enroll in CPIS.
