Main acKviKes
• Small weekly meeKngs • Brigade Captain Hangouts (Monthly) • Support Brigade Events – Send mentors to their events – Give advises to them
• Host Civic Tech Workshops – “How to Organize a Civic Hackathon” – “How to Organize a Mapping Party”
But CfJ is sKll unstable!
• Small capital – Need grant!
• Weak brigade support – Just a few brigades are very acKve
• Weak governance – We don’t have much coordinators who can commit to CfJ
About CfN fellowship
• Just started up • One year fellowship • CfJ is running workshop support as well
Fellows
• Takayuki Yoshinaga – Project manager
• Shu Wakasa – Web analyst
• Hiroshi Omata – Developer
Code for Namie project
• Takayuki will explain
IntroducKon
• Takayuki Yoshinaga – 33 years old (born in Tokyo) – I’ve became a Fellow for the Code for Japan in July – I started working with the Namie local government, a town in Fukushima.
Agenda
1. Where is Namie? 2. What did we do for Namie? 3. What will we do for Namie?
11
Where is Namie?
← Namie
← Tokyo 268km
12
Earthquake Destroyed 65 houses Tsunami Destroyed 586 houses
Nuclear Reactor
Namie Town
14 (31 Dec, 2013)
Number of Namie Residents Living in each Prefecture
Namie town decided
• To distribute tablet devices to the residents • Offered to CfJ to create useful applicaKons on the devices
What did we do for Namie?
• A CiKzen-‐Centric Development – face-‐to-‐face Interviews. – Involve ciKzens by holding Ideathons and Hackathons.
7 Ideathons were held, 420 People parKcipated, 770 Ideas were presented
3 Hackathons were held 14 Mock-‐ups were made
What would residents need?
• InformaKon about the town and their own houses. – Know what radiaKon level is around their own houses.
– Know when they can return.
• CommunicaKon – Residents want to talk about their old neighborhood to maintain their regional accent.
What will we do for Namie?
• We will decide development partners • Fellows will manage an agile development process with the partners
• Main funcKons: – Real-‐Kme radiaKon maps – Keep up with local news – Community noKces – Sharing photos of Namie – DistribuKng administraKve informaKon
Further Fellowship Issues
• Residents have a basic level of IT literacy. • Choosing appropriate partners • Developing efficiently
Challenges of next year
• Get enough grant – To build an official support program for CfJ brigades
– To create a community website for brigades • Extend fellowship – Start in other regions – Try corporate fellowship program
• Promote civic tech – Hold ‘Code for Japan Summit’ 10-‐12th October
Main difficulKes for extending the fellowship
Ordinary local governments don’t have enough budget for the fellowship
Japanese labor market is not mobilized to hire high skill fellows
New idea: corporate fellowship
• We are discussing three months fellowship with companies – CfJ defines ‘Scope of Work’ with local governments
– Companies send their employees as a fellow – CfJ arranges teams formed by the fellows – The team works under the CfJ’s governance – Companies pay management fee to CfJ
Issues we want to discuss today
• How should the head office manage/help fellows?
• How can we extend current fellowship to other regions?
• What is the best way of sharing our experiences internaKonally?
Thank you
