Dear Professor Kitamura,
I am writing this letter to support the designation of Institute of Economic
Research as an Inter-University Research Institute by Ministry of Education,
Culture, Sports, Science and Technology. I am very glad to do it based on the
experience of cooperation between IER and my university - Higher School of
Economics.
I would stress that the number of HSE scholars (including Prof. Engeny
Gavrilenkov, Prof. Alexei Ponomarenko and many others) worked at IER as
visiting researchers and this experience was very beneficial for development
of HSE as new advanced university in the field of economics and social
sciences and leading think tank providing policy advice for Russian
government.
In 2005-2009 together with Prof. Ichiro Iwasaki and other colleagues from IER
we realized very successful project on corporate governance in Russian firms
based on survey of 822 joint-stock companies. This jointly collected unique
dataset gave us the opportunity to write a number of research articles and
finally publish in 2009 in Palgrave MacMillan the book 'Organization and
Development of Russian Business. A Firm-Level Analysis' Following this joint
activity just now together with Prof. Iwasaki we are thinking on organization
of symposium 'Russian firms in comparative perspective' in Moscow in 2016.
I would stress that Institute of Economic Research has provided invaluable
service to the advancement of economic and other social sciences for the past
half century by functioning as a "joint-use and collaboration" facility. IER
historical data archive is unique in both quality and quantity. It has provided a

place for interaction among economists and historians through various
workshops and conferences, covering both empirical work and frontier
econometric theory. This activity of IER have been particularly effective in
nurturing new generation of doctoral students and young scholars.
The institute already functions as a hub of not only national but international
scholarly exchange and collaboration. I really hope that the academic
community will be able to safely rely on the institute in the future to fulfill its
pivotal role for "joint-use and collaboration" by official recognition as an Inter
University Institution.

Hitotsubashi University. I have been acquainted with this research institute for
several years and have been impressed by the research undertaken there and
the attention paid to the collection and use of micro data for economic and legal
analysis (especially in the intellectual property area, my area of interest). I have
visited the Institute for 3 months in 2008 and also have participated in several
conferences there. I have found it a very congenial place to work and to interact

scholar at IER three time, from June 2012 to August 2012, January 2013, and
January 2014. I was deeply impressed by excellent research and living
environments provided by IER. Furthermore, I recognized that IER made an
important contribution to the advancement of economic and other social

Histotsubashi University Institute of Economic Research as an Inter-University
research Institute by the Ministry of Education, Culture, Sports, Science and
Technology. The Institute has provided invaluable service to the advancement
of economic research and other social sciences for more than half a century by
functioning as a "joint-use and collaboration facility". The Institute's historical
data archive is unique in both scope and quality such as the 14 volume
Long term economic statistics of Japan since 1868 and Asian long-term
statistics, etc. The institute has also been instrumental in promoting interactions
among researchers internationally and different fields and organizations. It has
supported research and graduate education on the theory and practice of micro
data analysis. The most recent one I attend was the International penal Data
conference held in July 2014. Leading scholars around the world has presented
their research findings there and they all considered this was one of the most
successful international conference. The Institute will also organize the
symposium of theoretical and applied econometrics conference at the end of
May 2015 which I understand many leading scholars in Asia, Australia and US
will also attend.
The Institute has already functioned as a hub for Japanese and international
scholarly exchange and collaboration. I sincerely hope that the academic
community can continue to rely on the Institute to fulfill its pivotal role as a

I am pleased to confirm that the Institute of Economic Research of Hitotsubashi
University has been most helpful in supporting my academic research and
promoting collaboration between UK and Japanese scholars. I was a visiting
scholar at the Institute in October 2014 to work on topics related to economic
statistics in the USSR and Russia with Prof. Kazuhiro Kumo. While there I
gave a seminar presentation on the topic of "Soviet Industry Statistical Issues:
Structure, Economic Environment, Performance, Hidden Processes". The
feedback I received was most helpful. Over the past six months I have prepared
an academic journal article that was related to my visit to Hitotsubashi
University entitled: "The Ukraine conflict, economic-military power balances,
and economic warfare". It has been submitted to the journal European Security
and there is an acknowledgement of the support provided by Hitotsubashi
University. On the basis of my positive experience I recommend that the
Ministry of Education, Culture, Sports, Science and Technology continue to

develop fruitful research topics including "comparative Asian economic
history" and "mapping and economic development." This would not have been
possible without the support of the institute. I was particularly impressed by
the critical feedbacks from Institute of Economic Research faculty members.
Moreover, the IO/Labor and Development seminar series invited top-notch
international/domestic scholars and I was able to share ideas with those
scholars. Their comments were very helpful in developing my research agenda.

I have visited the Institute of Economic Research of the Hitotsubashi
University as a Visiting Foreign Researcher in May 2014. The Institute
provided the most congenial environment for my research. In particular, during
my stay, I had the opportunity to work with Prof Reiko Gotoh whose research
expertise lies at the intersection of economics and philosophy and with whom
I share an interest in issues of respect for the rights and opportunities of
minorities. The interaction with prof Gotoh has proved particularly fruitful and
has led to the formulation of a joint research project for the mobility of young
researchers that has now been funded by the Japan Society for the Promotion
of Science (involving also the universities of Oxford and Princeton alongside
Hitotsubashi and Pavia). As a part of this program, a junior colleague of mine
has visited Hitotsubashi in March 2015 to take part in an international
conference related to the themes of the project.

The IER has been uniquely successful in promoting interaction among
researchers in related but different fields and organizations.
I visited the institute for 3 months in 2010. During that period I was able to
pursue research in the very rich environment centered around the IER. This
environment also included extensive interaction with other parts of the
university, especially the Institute of Innovation Research. In addition, it
extended to a fruitful interaction with top-flight researchers who were also
visiting researchers at the time. I commend the range and reach of the
workshops and seminars held at the university.
I am thankful for the opportunity to have been a part on this fertile
environment. It extended the reach of my work at the time; among other things,
it gave the unique chance to interview a number of Japanese companies. More
lastingly, it provided the bases to extend the reach of research network ever
since. This positive experience would not have been possible without the
support of the institute. The administration of all aspects of the visit by the IER
was also very professional and made it possible to get the most out of my visit.
I have since then come into contact with a surprisingly large number of
researchers (in Europe and Australia) who share this impression of the IER as
a unique hub of research activity. It helps to emphasize the place of
Hitotsubashi University and Japan more generally on the research map in a
constantly more crowded world.

The conferences, workshops and seminars which I have participated in during
these visits have provided fruitful meeting places for inter-disciplinary
exchange of intellectual ideas between Japanese scholars and the international
visitors, leading to important academic advances. In particular in relation to
theories of intergenerational equity and the importance of such theories for the
evaluation of climate policies, these activities have been of outmost
importance.

I have the pleasure to have been working since more than twenty years closely
with the IER, Hitotsubashi University, several times as visiting professor,
supported by the Japan Society for the Promotion of Science and the Japan Fdt.
in 2004-2005 I was a full professor, where I organized an international
symposium. The outcome of which was amongst others the book 'Corporate
Social Responsibility in the EU and Japan'. In the meantime I have become
editor-in-chief of the Asian Journal of German and European Studies
<www.ajges.com> and intend to intend in this capacity to continue the high-
level cooperation with this leading economic research institute in Japan and
one of the leading ones in the world.

Since I first have been at Hitotsubashi University in December 2004 to attend
the conference 'Carl Menger and the Historical Aspects of Liberalism' I have
come to know the Institute of Economic Research as an excellent research
institution which is widely recognized internationally as an outstanding place
in economics. This holds for the history of economics, as for example,
Professor Shionoya's work on Schumpeter, Weber et al., or Professor
Nishizawa's work on Fukuda, Marshall and Brentano, as well as in particular
for the collection and provision of large-scale research data. Thus the Institute
has been a major force in empirical research work. The Institute's collection of
long-term data for Southeast Asia is remarkable as is its collection of Soviet
Union Statistics. The more recent work on poverty reduction, institutions,
markets and policies in developing countries is a very topical issue as is the
project on real estate, financial crisis, and economic dynamics. As a scholar
who repeatedly has come to Japan and gave lectures and seminars at various
Japanese universities I strongly support the Institute of Economic Research at
Hitotsubashi University to be designated an Inter University Institution for
"Joint-use, collaborative Research" by the Council for Science and
Technology.

I am writing this letter to support the designation of Institute of Economic

by Ministry of Education, Culture, Sports, Science and Technology. I do so
with great enthusiasm. The institute has provided valuable service to the
advancement of economics in Korea by functioning as a "joint-use and
collaboration" facility.
Many Korean economic historians, including me, have been very impressed
that the Institute has compiled and made available to the historical long term
data of Asia, which includes the 14 volume Estimate of Long-Term Economic
Statistics of Japan since 1868. Its historical data archive is unique in both
quality and quantity. So Korean economic historians has compiled the
historical long term data of Korea, and published a book in 2006, Economic
Growth in Korea, 1910-1945, which was translated in Japanese and published
by University of Tokyo Press in 2008.
I participated in the conference which formed a part of the "Asian Historical
Statistics Project." It aimed to compile and made available to the historical
long term data of Korea. It has provided a constructive place for interaction
between Japanese scholars and Korean scholars.
I visited the institute for five months from October 2006 to February 2007.
During that period I participated in various workshops and conferences which
provided a place for interaction among economists and historians of not only
Japanese but also foreigners. I see that the institute functions as a hub of not
only national but international scholarly exchange and collaboration.
I wrote two working papers during my visiting period, "When and how did
Japan catch up with Korea?: A comparative study of the pre-industrial
economies of Korea and Japan," and "The Political Economy of Pre-industrial
Trade in Northeast Asia." This was possible with the support of the Institute

such as very convenient access to the library, participation in various
workshops and conferences, and conversation and discussion with the faculty
members of Institute.
After I returned to Korea, I have kept contact with Professors of the Institute
including Konoscke Odaka, Osamu Saito, and Kyoji. Fukao. Since 2008
Korea University's Institute for Economic Research has been awarded for the
Focused Research Grant from the National Research Foundation, regarding
'Studies on the population dynamics, socio-economic changes, and the
construction of a socio-economic system in aging society.' I, as a director of
Korea University's Institute for Economic Research, organized achieved a joint
conference with Hitotsubashi University's Institute of Economic Research. The
main theme was "COMPARATIVE STUDY ON AGING BETWEEN KOREA
AND JAPAN: TREND, ECONOMIC AND SOCIAL IMPACTS, AND
POLICY IMPLICATIONS." It was held at Korea University on August 29-
30, 2013. Korea Institute for Health and Social Affairs, Korea National Pension
Research Institute and LG Economic Research Institute also joined in the
conference. Our faculty members think that this joint conference was a big
success. And Korea University's Institute for Economic Research wants to
have joint conference with Institute of Economic Research of Hitotsubashi
University.
Therefore I dearly hope that the academic community will be able to safely
rely on the institute in the future to fulfill its pivotal role for "joint-use and
collaboration" by official recognition as an Inter University Institution.

The Hitotsubashi IER is a priceless jewel within Japanese higher education.
It has had a long history of absolutely first-rate economic and econometric
research, and has made enormous contributions to economic study. My own
field is "law & economics," and my position is within the Harvard Law School.
Over the years, I have found IER publications enormously useful. I have
given seminars on my own research at IER, and the responses have been
priceless. It's been a wonderful experience.
Here at the Law & Economics Program of the Harvard Law School, we are
hoping that we will be able to work with the IER to assemble a dataset on
litigation and settlement in the Japanese courts. I would find such a dataset
massively helpful, and I can think of no place better than IER to house such a
project. I very much hope that the joint Hitotsubashi-Harvard project on
Japanese litigation can come to fruition.

enthusiasm. The institute has provided invaluable service to the advancement
of economic and other social sciences for the past half century by functioning
as a "joint-use and collaboration" facility. Its historical data archive is
unique in both quality and quantity. It has provided a place for interaction
among economists and historians through various workshops and conferences,
covering both empirical work and frontier econometric theory. The workshops
have been particularly effective in nurturing new generation of doctoral
students and young scholars.
I visited the institute for 9 days in March of 2015. During that period, I served
as visiting professor and gave a lecture titled, "Health Capability Profile." This
would not have been possible without the support of the institute. I was
particularly impressed by the gracious hospitality I received from the institute
and the attentiveness of the audience to whom I gave my lecture. Particularly,
I would like to thank Reiko Gotoh and Hiroyuki Kuribayashi, who were most
helpful to me and my staff before, during, and after my visit.

issues in Economics. The COE Project on Intergenerational Equity and
earlier related projects have helped provide the foundation for formulating
government policy objectives on important policy issues, such as climate
change and pensions. Hitotsubashi's President, Koichi Tadeuma, has himself
made important research contributions to this branch of Economics. The
funding provided by the Japanese government has enabled Hitotsubashi to
bring prominent scholars from around the world to Tokyo for conferences and

I first visited the Institute for Economic Research in 1983 when I was writing
a dissertation on the history of the energy industries in Japan. The
combination of learned scholars, excellent library resources, and original long-
term data sets has made it a "must-go" location ever since. I highly value the
IER for subsequent projects: for example, the papers of Tsuru Shigeto and
Nakayama Ichiro. The institute fosters cooperative work that combines
qualitative and quantitative methodologies and is always of very high quality.
Most of the top overseas scholars who work on Japan count it as an essential

he was a visiting professor at the Royal Institute of Technology, Stockholm
Sweden in 2010. After the visit he invited me to Hitotsubashi University and

During this time I had the opportunity both to give a seminar and give a short
lecture series for the advanced Ph.D. students. From the contacts of Professor
Kitamura I also received invitations to give seminars at University of Tokyo
and MITI in Tokyo. The stay was productive and generating new contacts
with the researchers at the Institute, and the faculty proved most hospitable. It
is my impression that the Institute is proving to be an important piece in the
international network of research departments and has a very high quality of

I was invited to give a seminar in the Institute of Economic Research. The

I was a visiting reserach fellow at the IER from March 16 to April 30 this year.
I greatly appreciated the perfect research facilities which helped my research
on the Japanese labor markets a lot. Besides of that I had plenty opportunity to
meet Professors from the IER which not only taught me a lot of things about
the Japanese economy but also had many discussions to various topics of the
economy in general which raised ideas for future research. These new ideas on
future research led to concrete projects that will be done in the near future as

result they contributed to addressing an important gap in the pensions
literature.
I have also been fortunate to be associated with other faculty of the IER,
including you, in various conferences organized by Asian Development Bank
Institute, the World Bank and other organisations. The World Bank's
conference in Tokyo on closing the coverage gap in pensions across the world
has had significant influence on pension reforms in many countries.

I visited the Institute for three months in 2010. During that period I was able
to pursue research on civil service and military pension reforms in selected

to say that it is functioning as the center of research in the East Asia.
In 2013, Korea University's Institute of Economic Research and Hitotsubashi
University's Institute of Economic Research jointly held a conference on Aging
issues. Our main interest was on the aging society. The conference was a huge
success, and we find the results very precious and also instructive, and
Hitotsubashi University's Institute of Economic Research has compiled
research capacity in this area.

Myself and my institue in Vienna (wiiw) have been for a long time engaged in

being a part of its robust intellectual life as a participant in a seminar recently
hosted by Professor Reiko Gotoh.
Hitotsubashi Dai's stellar reputation precedes it; I was, however, nonetheless
surprised by the rich and deeply inter-disciplinary nature of the intellectual
conversation that brought economists, philosophers and historians together in
the seminar I was part of. The faculty at IER were equally impressive, as were
the students and administrative staff I met.
Most strikingly, however, and key to IER's reputation as a world class
institution, is the cosmopolitan environment nurtured at the Institute,
represented in the nationalities, languages, cultures and intellectual interests of

In spring 2014, during my sabbatical, I was kindly invited as a guest researcher
by Hitotsubashi university for a period of approximately 2 months. The
pleasant interaction with the university's academics, the research facilities, and
the support by staff made this a very productive and worthwhile event.
Especially the intensive interaction at the seminars I have and the activities
with the professorial staff were stimulating and helpful in accomplishing the
academic projects I was working on at the moment, in particular the creation
and analysis of a large scale database on patented technology in technological

I was a student of this institute. I published four international papers. I
participated in the II World Conference of the Spatial Econometrics
Association, New York, USA and 55th Annual North American Meetings of
the Regional Science Association International, New York in 2008. I shared
my research ideas with international experts and received their comments. This
would not have been possible without the support of the institute. Moreover,
I am doing research in the institute as a visiting researcher since December,
2014 and I have written a research paper. I am particularly highly impressed
by faculties’ cooperation as well as research environment and facilities.
The institute already functions as a hub of not only national but international
scholarly exchange and collaboration. I dearly hope that the academic
community will be able to safely rely on the institute in the future to fulfill its

I am particularly familiar with Yukinobu Kitamura, Takashi Kurosaki and
Takashi Oshio at the IER. I visited the institute for 1 month (January) in 2015.
During that period I was able to apply for a joint-use research grant (with Prof.
Yukinobu Kitamura, Prof. Takashi Kurosaki and Prof. Takashi Oshio) and
prepare a working paper. This would not have been possible without the
support of the institute. I was particularly impressed by Prof. Takashi Kurosaki
for his overall guidance and excellent feedback on my research. I was also
impressed by Prof. Yukinobu Kitamura, Prof. Takashi Kurosaki and Prof.
Takashi Oshio for brainstorming over many ideas in topics related to inequality
in Japan. The administrative support during my stay was excellent, particularly
by Akiko Ito.

I visited the IER for a week in Autumn, 2003 where I participated at the
Workshop "Corporate Governance in Transition Economies" (with the
presentation 'Corporate ownership and control in the Russian companies after
the decade of reforms" and established useful and stable contacts with
colleagues from the Institute, especially with Prof. Ichiro Iwasaki. In 2004 a
long-term joint research project "Corporate governance and Integration
Processes in the Russian Economy" based on a large-scaled survey of Russian
companies was launched by the IER and Higher School of Economics (HSE).
I was a project leader from Russian side and Prof. Iwasaki was a leader from
Japanese-side. It was a great pleasure to work with him and his colleagues on
this academic project.
During the project years (2005-2009) two joint monographs were published
(edited by me, Prof. Iwasaki and Prof. Yakovlev from HSE): 1) the book in
Russian (Russian corporation: internal organization, outside interactions and
prospects for development, first edition in 2007 and the second one - in 2009);
2) the monograph in English (Organization and Development of Russian
Business: A Firm-level Analysis; by Palgrave McMillan in 2009). And a
number of working papers (including IER Discussion papers Series (B) and
HSE Working papers) and articles in international and Russian journals were
published by Russian and Japanese participants of the project.
During the project years and later I had a positive experience of participation
in a number of panels organized jointly with colleagues form the IER at various
international conferences (Congresses of ICCEES, Bi-Annual conferences of
EACES, Annual HSE Academic International conferences). And now, we
continue to collaborate with Prof. Iwasaki on empirical studies of Russian firm
behavior and competiveness planning some further joint academic activities as
well.
I would like to support the designation of IER as an Inter-University Research
Institute by Ministry of Education, Culture, Sports, Science and Technology.

Thanks for providing this opportunity to comment on the ongoing work of the
Hitotsubashi University Institute of Economic Research in the area of
compiling and analyzing statistical evidence relating to Asian economic
history. A long succession of IER projects has opened many doors for
researchers worldwide, including myself, my co-authors, and a number of my
students. At the moment, I am working on a long-term analysis of Chinese
industrialization with comparisons to Japan, India and Russia. To this end, I
have on my desk 4 volumes issued by IER: the LTES volumes on Capital Stock
(edited by K. Ohkawa) and Textiles (edited by S. Fujino and others)- volumes
3 and 11 in that endlessly useful series; also the recent China volume, number
3 in the series Ajia chooki keizai tookei (edited by R. Minami et al); and the
volume Kyuu Nihon shokuminchi keizai tookei (edited by T. Mizoguchi).
This is and has been a typical circumstance for me over the past several decades
since the appearance of the LTES series. I use the results of IER's ongoing
research virtually every day; I expect this to continue; I look forward to new
publications from this highly productive and justly famous institute with eager
anticipation. I hope that the Japanese government will continue funding what
I see as a "National Treasure" in the academic sphere.

IER in 2010. It is a unique institution where I had benefitted from meeting
various Professors within and outside of my own field of research. I found this

which were previously disseminated as Hitotsubashi IER working papers.
Subsequently these papers have been published in the Journal of Mathematical
