Lifeline

Dear FCC Chairman Wheeler

Defau lt

Please vote to expand the Lifeline Program to include affordable broadband services. Currently more than 100 million people live without equal access, and the expansion would deliver an affordable broadband choice to millions of low-income Americans. The Lifeline Program needs to include minimum service standards, an expanded and streamlined eligibility process, and no caps that limit participation in the program.

Comment Requirements to sustain impoverishment for medical coverage qualification mean that individuals with disabilities are required to remain poor enough to qualify for their medical care and therefore do not have vast amounts of cash laying around to support corporations providing basic access to necessary information in this modern era. Providing internet access to the impoverished at reduced prices to accommodate the demands of said poverty is a wise political move for all of you fiscal confabulations sucking America's disabled dry, while blaming them for their poverty, and removing any shot at capital accumulation which might reduce said government dependence

Dear Congressman Jason Chaffetz: As a result of USPS officia ls returning 2117 Atkins Drive. Huntsville. Alabama 35810's mail to its senders. property owner, Ralph Timberlake. files this mail fraud complaint against the USPS. Meanwhile. the USPS officials are fraudulent ly returning his mail to its senders; he submits this letter. for a copy of the evidence used to authorize the returning of his mai l to its senders. According ly, they are repudiating his rights and privileges to receive their mail delivery services. without granting him, his requested hearings. Furthermore, they have illicitly proscribed their mail delivery services to his property for Pecksniffian. Mephistophelian, and demonic intentions. Consequently, he now requests a criminal and a civil investigation into their banning of his USPS' property mail delivery service to 2117 Atkins Drive. Huntsville, Alabama 35810. Does not their actions beg the question; "why are 2117 Atkins Drive. Huntsville. Alabama 35810's, and Ralph Timberlake's Frist-Class Mail subjected to USPS personnel's impeding whims?" Without due process of law. the USPS officials took the aforesaid denial of service. However. such USPS' malfeasances are a blatant illustration. an unashamed example, and a heinous instance of a USPS kakistocracy. Is It not unconscionable. "that kakistocrtaical USPS' officials would decree the perpetual bann ing of all First-Class Mail delivery services to 2117 Atkins Drive. Huntsville, Alabama 35810?" While they deny his entreaties for an impartial hearing, they specifically ignore his requests for evidence. Conversely; the USPS officials' unceasing abridgment of property owner Timberlake's right to receive property mail delivery services is a crime of fraud. Please provide the lawful reasons that USPS officia ls are rebuffing this party's application for a copy of their lawfu l rationalizations and their legitimate justifications. for their denial of property mail delivery services. The USPS officials' decisions. to return Ralph Timberlake's mail to its senders, are, indeed, a gross wrong and a travesty of justice. Low-income children are fighting many barriers to succeeding in school. Removing this barrier as part of addressing our national achievement gap would be a huge benefit to so many families.

The Lifeline program should be modernized and brought into the 21st century to include coverage for affordable internet service. I use the internet every single day; living in a small town. it's how I stay connected - news. weather. friends & family, entertainment, paying bills, managing my bank account. entertainment. knowledge, etc etc. There have been times in my life when I did not have internet service at home, so I had to plan around when I could get access, which usually meant sitting in my car, parked at the public library a~er midnight. because I worked 2nd shift. until my laptop battery died. The Lifeline program could rea lly help people - and it would help the people who need it the most.

I am on HUD & Calfresh (foodstamps) and live in a rural area where dial-up is my on ly option. How does a 26.4 kbps speed grab you? 45 m inutes to open a sma ll photo? 3 HOURS or more to download a pattern or a magazine? I tried to do some online work, but the slow speed leaves me out of many options; I cannot stream video, watch a commercial or hear music. J cannot even do things like take surveys for pay because they all come with things you must view that requ ire faster service. just trying to pay a bill online. the 'connection is reset' comes up all the time because the server times out and I have to start over.

Please help reduce the gap in digital access by expanding this program. I know personally how important increasing this access to the various communities I belong to and to the elders. youth and everybody in between in all of them. It's not a luxury. but a necessity-in fact it is a lifeline.

This is an issue that is only getting more important, yet the standards are only getting more out of date. Lack of broadband access data reasonable cost is an embarrassment to the US - we used to be a world leader in tech, now we're not even in the top 3 when

168. David Dawes WA it comes to broadband access. Please do your duty and help us get back on course to providing these important services to each and every individual in this nation who needs it. rather than allowing corporate profits to turn our country into an ever further behind tech laughing stock.

It's a crime that the inability to access the internet will create another generation of young children who are unable to achieve their potential. Inequality and the wealth disparity will only increase as the gap widens and widens. Internet should be a utility and ava ilable to everyone!

I'm Disabled. I'm on Li feline. I've been on line for decades. l live alone by choice saving the government hundreds of thousands of dollars keeping me barely alive in a nursing home that nobody wants. Without Internet access at a huge expense to me taking a large bite from my income I couldn't do this. Sometimes it's so overwhelming I'm not sure I can or want to go on. Lower cost high speed internet access would help me and other low income people and children alike. Please help and Thank You.

Hight Speed Internet is WAY too expensive. The FCC must do everything it possibly can to make it more affordable.

Internet access, like healthcare, should be a right!

Erin Stuart-Jennings

This is long overdue. Why?, because every time another bill comes down the line, they've found another way to add on a charge here and a charge there with no change in your service or download speed. My costs used to be about $25 pr month, it's now costing me $60 pr month for basic dsl and you should really force them to do away with the monthly rental fee for the modem/router. that is one of the charges I'm referring to, my old modem when I first signed up with AT&T was free with no month ly charge but then they forced us into the next level which required the new modem + $7 rent fee pr month, and it's obvious it's just one more way to make up for the discounts that the Lifeline provides us effectively negating it with extra charges, pay for your own modem?. good luck finding one that will work with AT&T at about $119 if you can. Please help us. my disability limits how much I can get out, so for socializing online and Netflix. which I need due to the same rip off prices for Dish Network with none of the premium channels which I wouldn't pay for even if I could cause it's all the same few movies rotated on all the premium channels all year long .. it's ridiculous & expensive. I have to drop my Dish down to minimum cause I'm tired of being charged for channels I don't watch. the audio "channels" are a joke. they count these as "channels", it ups the total count so that it sounds good, for non channels, they also have fees for rent of the box + "protection" fees in case it needs to be repaired, even that will cost you on top of t he fees should you need it and they have to send someone out, they didn't even want the old box or the dish back when I had to put all of this in my name when my spouse died. why? and I'll bet you anything that if I opt out of those fees something will happen requiring me to pay them big bucks to fix it, why?, cause if they can shut off your service remotely they can also cause a "problem" to happen imo. Sorry for the length and going off topic to make a point but AT&T is now offering Netflix as part of the pkgs cause they've realized they're losing customers to Netflix and Hu lu. Thank you for reading this and I hope I've helped you to grasp the situation us low income people are in and add internet service discounts to the Lifeline program. Thank you and Sincerely, Sean Hanns

The internet has become what the phone was in the 1070's, a necessity. It is also very important that our underserved families have access to it. especially for their children.

Technology shouldn't be limited to those who can't afford to pay. All citizens of the United States no matter where they live need access to reliable cell phone connections and internet connections. You can not look for steady gainful employment without having access to the internet. You can't apply for a part-time without access to the internet. All employers from retail to Fourture 500 companies to government-at all levels use the internet when they have positions available. Also, without internet access at home they can't upgrade their skills. nor continue their education without the internet. Sure the library is a great option but you're limited to a certain amount of time each day on the internet. It varies from library to library, and from county to county. And yes some libraries allow you to check out a laptop but that is only while in the library and is again for a certain amount of time each day. Sure community colleges. colleges and universities have a libraries with internet access but it's only for their students and the times they're open and available vary each semester. IF they have children it also hinders access to communications between parents and their

409. Terri Uravich MN children's teachers. their chidlren's records and it hinders their children from accessing study tools. homework, etc that they need to succeed in school. Also. more and more clinics are available online. More clinics, and doctors, nurse practitioners are encouraging their patients to access their records and any communications from their doctor online. No internet access no access to jobs, school or medical information. And lastly without internet access you can't stay in touch with family or friends. Everyone is on facebook; younger generation-not just teens are using snap chat; instagram. pinterest. etc to stay in touch. It's not just e-mail or texting anymore. Last, more and more retail positions and companies are using the internet to post employees schedules. And not just schedules, time off requests, signing up for benefits. direct deposit of paychecks, but on job training, news, company updates. etc. If you don't have internet access at home or on your cell phone you can't get access to your schedule or anything else you may need to keep your job/s. Some things need to be universal. Meaning access for everyone no matter economic status. This includes cellphone. quality health care, food, and internet access.

Closing the digital divide in Indian Country on Tribal lands is a great need. Working with tribal government and individual tribal citizens should be a priority. Especially in rural areas (AZ. NM, UT, AK, ND, etc.), where a large percentage of tribal populations and lands are located.

No one should be punished with a lack of fiber broadband because they live in wide open areas, with horses.cows, and quiet cricket-filled nights.

This reform is critical to poor children's education. Thanks for supporting them!

Internet access is ESSENTIAL in the 21st century for job searches, diverse/noncorporate news and politica l particiapatoin. MAKE INTERNET ACCESIBLE TO LOWINCOME PEOPLE! Yanira Arias As someone living on Social Security Disability, I have an EXTREMELY limited fixed income. I am grateful for my Lifeline telephone, and am so aware that internet access is fairly equivalent to telephone availability for previous generations. I need more internet access than is available at my local library, with its limited hours, to keep up with my rare disease. thank you Depending on my local library, Starbucks + McDonalds for WiFi, is a very difficult way to access the Internet. That's what I, personally have to do. Trust me, it's not easy nor convenient . Actually, it sucks.

As a disabled person, I have benefited from lifeline phone rates for most of my life. And, it has been a life line. Today, the internet is where survival information resides. It is crucia l that it be available to poor people. Thank you for considering this important issue.

Not only should Lifeline be "modernized" and provide at least 20 mbps, but the 507. Kim Clark eligibility guidelines should be expanded so that low income students (who require

internet to do their work) can access affordable, reliable, internet access.

To: CHAIRMAN TOM WHEELER & MEMBERS OF THE FEDERAL COMMUNICATIONS COMMISSION

Please vote to expand the Lifeline Program to include affordable broadband services. Currently more than 100 million people live without equal access, and the expansion would deliver an affordable broadband choice to millions of lowincome Americans.

Affordable broadband is key to democracy in that it addresses deepening racial and economic disparities. Right now we are facing a 16 to 1 wealth gap between Black and White Americans and a Black unemployment rate that is twice as high as the rest of the country. Modernizing the Lifeline program and extending it to include broadband ensures that our communities can access jobs, education and other essential needs.

By including minimum service standards, an expanded and streamlined eligibi lity process, and no caps that limit participation in the program, we can get families not only connected, but thriving in our ever-expanding digital economy.
