Combined Task Force 150 (CTF- 150) A multinational coalition naval task force with logistics facilities at Djibouti established to monitor, inspect, board, and stop suspect shipping to pursue the "War on Terrorism " and in the Horn of Africa region (HOA) (includes operations in the North Arabia Sea to support Operation Iraqi Freedom (OIF), and operations in the Indian Ocean ) to support Operation Enduring Freedom - Horn of Africa (OEF-HOA). These activities are referred to as Maritime Security Operations (MSO). The CTF-150 has been engaged in anti-piracy operations in Somalia in parallel to other independent anti-piracy operations by countries such as China , India and Russia . The CTF-150 established the Maritime Security Patrol Area on 22 August 2008, through a narrow corridor within the Gulf of Aden aimed at deterring attack and hijacking of ships seeking safe passage through the zone

Combined Task Force 150 (CTF-150)

• A multinational coalition naval task force with logistics facilities at Djibouti established to monitor, inspect, board, and stop suspect shipping to pursue the "War on Terrorism" and in the Horn of Africa region (HOA) (includes operations in the North Arabia Sea to support Operation Iraqi Freedom (OIF), and operations in the Indian Ocean) to support Operation Enduring Freedom - Horn of Africa (OEF-HOA). Combined Task Force 151• CTF-151 or Combined Task Force One Five One is an international naval

task force, set up in response to piracy attacks in shipping lanes off the coast of Somalia, established in January 2009 under a mission-based mandate throughout the Combined Maritime Forces (CMF) area of responsibility to actively deter, disrupt and suppress piracy in order to protect global maritime security and secure freedom of navigation for the benefit of all nations.

• CTF 151 operates in the Gulf of Aden and off the eastern coast of Somalia covering an area of approximately 1.1 M square miles.

• CTF 151 has previously been commanded by members of the the United States Navy, the Republic of Korea Navy, the Republic of Singapore Navy, the Turkish Navy and the Royal New Zealand Navy. The command staff is composed of personnel from a number of coalition countries, and it manages daily operations from on board the ROKS Kang Gamchan

ATALANTA• EU Council on 8 December, 2008 adopted the decision to activate

EU NAVFOR ATALANTA operation, and subsequently, in February, 2010 set off the non-executive mission EUTM-Somalia to train Somali Security Forces.

• EU has launched European Naval Force Somalia / Operation ATALANTA (EU NAVFOR / ATALANTA) within the framework of the European Common Security and Defence Policy (CSDP) and in accordance with relevant UN Security Council Resolutions (UNSCR) and International Law.

• ATALANTA has been the first EU Air and sea operation and was launched to support several UN Security Council Resolutions, as the UN is the organization which leads and controls the fight against piracy.

ATALANTA, cont’d• The operation continues to successfully perform its mission and

contributes to improving maritime security off the coast of Somalia and in the Indian Ocean until 2012. – the protection of vessels of the World Food Programme (WFP) delivering food aid to

displaced persons in Somalia; the protection of African Union Mission on Somalia (AMISOM) shipping;

– the deterrence, prevention and repression of acts of piracy and armed robbery off the Somali coast;

– the protection of vulnerable shipping off the Somali coast on a case by case basis;– in addition, ATALANTA shall also contribute to the monitoring of fishing activities off the

coast of Somalia.

• EU NAVFOR- Operation ATALANTA's participation goes beyond EU Member States. – Norway was the first non-EU country to contribute to the Operation with one warship, in

2009.– Furthermore, Croatia and Ukraine have provided staff officers to the OHQ. – Finally, Montenegro's offer to contribute has been accepted and a Participation

Agreement has been concluded to this effect, allowing the contribution of naval officers.

Operation Ocean Shield • This operation was launched by the North Atlantic Council on 17

August 2009 and is currently being undertaken by the Standing NATO Maritime Group 1 (SNMG1).– it is offering, to regional states that request it, assistance in

developing their own capacity (e.g. local coast guard) to combat piracy activities in full complementarity with existing international efforts as coordinated with the Contact Group on Piracy off the Coast of Somalia

• For Operation Ocean Shield, SNMG1 comes under the overall responsibility of Joint Command Lisbon, Portugal, and the day-to-day tactical control of the operation is under the Allied Maritime Component Command (CC-Mar) Northwood, UK. The commander of SNMG1 is currently Admiral Matesi (Italy).

• Area of operations: 1 million square kilometres in the Gulf of Aden and Somali Basin

Contact Group on Piracy off the Coast of Somalia (CGPCS)

• Pursuant to United Nations Security Council Resolution 1851, the CGPCS was established on January 14, 2009 to facilitate discussion and coordination of actions among states and organizations to suppress piracy off the coast of Somalia.

• As an international cooperation mechanism created pursuant to Security Council resolution 1851 to act as a point of contact between and among states, regional and international organizations on aspects of combating piracy and armed robbery at sea off Somalia’s coast

• The CGPCS emphasizes the primary role of Somalia itself in rooting out piracy and armed robbery at sea and the importance of assisting Somalia in strengthening its own operational capacity to fight piracy and bring to justice those involved in piracy.

disrupt the pirate business ashore.

MSCHOA

• The Maritime Security Centre – Horn of Africa (MSC-HOA) is an initiative established by EU NAVFOR with close co-operation from industry. The MSC-HOA centre provides 24 hour manned monitoring of vessels transiting through the Gulf of Aden whilst the provision of an interactive website enables the Centre to communicate the latest anti-piracy guidance to industry and for Shipping Companies and operators to register their movements through the region.

ICRT International

• In cooperation with European Union Naval Force (EUNAVFOR) ATALANTA and the United Kingdom Maritime Trade Operations (UKMTO), Combined Maritime Forces (CMF) is revising the Internationally Recommended Transit Corridor (IRTC) through the GOA in response to feedback from the international maritime community.

• This revision is intended to reduce the risk of collision between vessels utilizing the corridor, provide a measure of traffic separation, and allow maritime forces to conduct deterrent operations in the GOA with a greater degree of flexibility.

UKMTO Dubai• The UK Maritime Trade Operations (UKMTO) office in Dubai acts as the

primary point of contact for merchant vessels and liaison with military forces in the region.

• UKMTO Dubai also administers the Voluntary Reporting Scheme, under which merchant vessels are encouraged to send regular reports, providing their position/course/speed and ETA at their next port whilst transiting the region bound by Suez, 78°E and 10°S.

• UKMTO Dubai subsequently tracks vessels and the positional information is passed to CMF and EU headquarters.

• Emerging and relevant information affecting commercial traffic can then be passed directly to ships, rather than by company offices, improving responsiveness to any incident and saving time.

Combined Maritime Forces • The Combined Maritime Forces (CMF), including CTF 151is a United

States-led international naval coalition of 25 nations that conducts integrated and coordinated operations in the Gulf of Aden, the Gulf of Oman, the Arabian Sea, the Arabian Gulf, the Red Sea and parts of the Indian Ocean. CTF 151 operates in the Gulf of Aden and off the eastern coast of Somalia. It is a multinational task force established in January 2009 to conduct counter-piracy operations under a mission-based mandate throughout the Combined Maritime Forces area of responsibility to actively deter, disrupt and suppress piracy. The Maritime Liaison Office (MARLO) in Bahrain facilitates the exchange of information between the United States Navy, the Combined Maritime Forces and the commercial maritime community in the United States Central Command's (CENTCOM) Area of Responsibility.
