CancellationsCancellations received in writing (via fax 608-231-4327) seven or more days before the start of the program are eligible for a refund of the amount paid minus a $50 administrative fee. No refunds will be granted if cancellation is received six days or less before a program begins. Substitutions are accepted anytime prior to the start of the program.

LocationBill HampelBill is senior vice president of the research and policy analysis department and chief economist for Credit Union National Association. He joined the department as an economist in 1978, was promoted to vice president in 1985, then appointed to senior vice president in 1992. Until 1997, Bill was based at CUNA’s Madison offices. Since then he has worked out of CUNA’s Washington D.C. offices. He also writes economic analysis columns for several credit union publications.

Paul RhoadsPaul is an Iowa native and the head coach of the Iowa State Cyclones college football program. Previously, he was the defensive coordinator at Pittsburgh University and Auburn University.

His resume includes a 2004 Big East Conference championship with the Pittsburgh University Panthers. Five of the defenses he coordinated ranked in the nation’s Top 30 for scoring and three in the NCAA’s Top 12 for fewest yards allowed. His aggressive philosophy allowed Pitt to score 10 defensive touchdowns from 2004-06.

Rhoads’ last two defenses (Auburn in 2008 and Pitt in 2007) before coming to Ames ranked 15th nationally in scoring defense and fifth in total defense, respectively. The Sporting News named him the best defensive coordinator in the Big East Conference.

Tonya SweatTonya is the director of consumer compliance policy and outreach in the Office of the Consumer Protection. In her role, Tonya provides leadership and direction to staff responsible for developing, monitoring, evaluating and maintaining NCUA’s consumer protection program. She is a key advisor to the director of the Office of Consumer Protection and NCUA staff on matters involving consumer protection and compliance policy, program and rulemaking. She serves as the agency’s representative within the Federal government on consumer protection and compliance issues. Tonya is also the NCUA Ombudsman and investigates external complaints related to regulatory issues.

Tonya began her career with NCUA in 2005, as a staff attorney in the Operations Division of the Office of General Counsel. Her responsibilities included providing interpretations of the Federal Credit Union Act and NCUA Rules and Regulations; advising the NCUA Board and staff on general legal matters; and drafting regulations designed to ensure the safety and soundness of credit unions. Before joining the legal staff at NCUA, Tonya served in the United States Air Force Judge Advocate General’s Corps for seven years.
