Wanna do lunch? The Manitoba RCMP Veterans’ Association Luncheon will be held at the Minne-
dosa Golf & Curling Club on Tuesday, 1st Nov, 2011, at 12:00 Noon. Your smorg
meal will consist of chicken breast, 2 vegetables and salad, dinner roll & butter,
tea, coffee and a choice of either of two desserts. Please advise of any food aller-
gies.
Cost is $17.00 p/p, gratuity included. Pay at the door. A VERY SHORT General
Meeting will take place, followed by a guest speaker, Mr. Ray Orr, Mayor of Min-

Social Notes……………. Jock Forbes is recovering from his broken leg, and has now re-
turned home.
Jack McQuade is responding to chemotherapy, and is at home.
Sammi Hickling continues on the road to recovery. She and Jim
have moved into the Wellington in Charleswood.
Bart Hawkins is recovering at home following spinal surgery.
Joe Dittrick is still in Hosp. following a fire in his apartment. He
is expected to recover from very serious smoke inhalation.
This has been a long and sad summer for
our Veterans. Funeral Services were held 20th Aug., at Brandon for our Life Member George Herbert Stuart, who died 21 June, 2011.
Funeral services were held at Brandon on 21st August, 2011 for our Life Member Henry Newton.
Bob MacQuarrie passed away on 8 Sept. following a long struggle
with cancer. Services are unknown at date of printing.
Bob Corrigan was recovering from knee replacement surgery, but
died suddenly, at home, on 13th Sept., 2011,from an apparent heart
attack. Bob’s services are as follows:

EXECUTIVE DIRECTOR ANNUAL REPORT FOR AGM 2011 -
ST. JOHN'S NEWFOUNDLAND AND LABRADOR
NATIONAL OFFICE Our national office is situated in the RCMP Headquarters Building known as the L.H. Nicholson Building. We have a telephone toll free number
and I receive numerous calls daily from a myriad of people. Sometimes the calls are from members of our Association, and other times from
former members who are not. Also calls from relatives of former members of the Force who are wishing to contact them.....some are friends
who have lost touch, and usually we are able to find whomever is being enquired about. I receive many enquiries about benefits, pensions, and matters regarding indexation, VAC, disability benefits from CPP, GWL, and widows looking for assistance or just someone to talk to about
their new life without their husband/wife. Calls about our dental plan, or sometimes about a retiree having a "marriage" but lives common law
with another, and I receive calls from both "spouses" and this then involves the "division of pension assets" which can lead to both survivors
receiving the deceased member's pension shared between them. I have learned a lot about numerous pension matters in this position, and continue to learn more all of the time. There is also the computer from the RCMP and I receive a great variety of messages from former
members, their spouses and families as well as numerous enquiries from other persons, serving members of the RCMP as well as other police
departments. The role of Executive Director continues to challenge me and makes my own life even more interesting.
ADMINISTRATIVE ASSISTANT For over a year now the National office has had the assistance of Jennifer Elliott, who is a public servant from the RCMP. Jennifer was given
to us by Deputy Commissioner Al Nause's office. Her term was extended with us until 01 April 2012. Jennifer is well known to the persons from inside and outside our Association who contact her daily. We are grateful for this assistance. Jennifer has a bubbly personality and
combined with her hard work ethic and desire to learn goes a long way in her contact with the people who look to her for assistance.
CONCERN IN 2011 Our National Treasurer had to stop his work in late 2010. Our Treasurer was a very industrious person and actually performed a lot of work over and above his heavy duties as National Treasurer for the Veterans' Association as well as the Treasurer for our Quarterly magazine. This
I believed proved too much for him and he could not carry on with all of this due to illness. Our National Office had a difficult time of it for a
while without this valuable person's services; however, we now have a National Treasurer in place appointed by our National President.
THE UNPAID SECOND MAN This project has surfaced close to 300 most deserving candidates. The RCMP will shortly come up with a form of recognition. It looks like the
Force will give each person a broach. It is hoped there may be a prototype available for the Soiree in St. John’s; however, this may not be
possible as the RCMP office tasked with this only had its budget approved 01 April 2011.
INSURANCE COMMITTEE On the 01 December 2010 I met with officials from Treasury Board, RCMP National Pension Compensation Section and Staff Rela-
tions Representatives from the RCMP are on this Insurance Committee. This was the first meeting since Treasury Board took over the insur-
ance policy from Great West Life Assurance Company. As I had been directed by our Veterans Board of Directors I brought up the subject of
increasing our life insurance coverage which currently is $10,000.00 for the member and no coverage after age 70 years of age for the spouse. I said we required an increase for the member and a similar amount of life insurance coverage for the spouse. The NCS and SRRs
agreed with me on this.
It was agreed that I would contact funeral homes in the Ottawa region and ascertain the costs of a decent funeral. One of the SRR's has re-
cently completed this as well in his city. I contacted several funeral homes in Ottawa and sent the lead SRR on this file my collected informa-
tion. A decent traditional funeral today in Ottawa would cost approximately $12,000.00 to $13,000.00. I recommended we request Treasury
Board for $15,000.00 for both the member and spouse to end of life. The SRR member concerned will take his information and together with mine has now submitted a report to NCS who in turn will have this costed out and sent to Treasury Board.
DENTAL BOARD I attend regular meetings of the Public Service Health Care Dental Board deliberations at the T.B. office in Ottawa. There are 800 to 1000
new members joining our pensioners' dental plan each month. The PDSP is competitive in rates and premiums with 117 other dental plans.
PDSP is one of the few that have dental care for survivors. Only 4 provinces have a dental plan paid 100% by their provincial government and they are Newfoundland, Manitoba, New Brunswick and Nova Scotia. Currently T.B. subsidizes our premiums by 60%. The deliberations I
noted refer to dental cases that are being grieved by dental clients. Each meeting day is different however; our Dental Board does up-
hold numerous cases in favour of the dental customer.
MARRIAGE AFTER AGE 60 I have discussed with the Director of the RCMP's National Compensation Services (NCS)....and as the representative of the RCMP on this mat-
ter the Force is not in favour of this taking place. There has been more than one costing taking place which I requested at RCMP Pension
Advisory Committee meetings. If the pension plan was amended to remove the Marriage after age 60 (MAS) provisions from the Superannua-tion Act, (SA) the normal cost of the plan would increase by 0.05% from 22.40% to 22.45% for plan year 2010. This works out to 11 million
dollars. The provisions that are in place now for a person in this scenario can opt for beginning another pension plan's contributions for his/
her new spouse. This pension is called Optional Survivor Benefit (OSB) election. In this regard I discussed this with the originator of the reso-
lution for AGM 2011 and he feels these OSB provisions are double dipping on the part of the government as the government already collected the member's contributions over the years while he/she was a serving member and would do so again for a different partner.

It is felt by RCMP Compensation people that if this was done for RCMP - this would also have to be considered for members of the Canadian
Forces as well as the retirees from the Canadian Public Service. Perhaps this could be done in isolation for RCMP personnel only, this is an unknown factor. The person whom I discussed this with from New Brunswick states that only legal means will make a change, meaning the
RCMP Veterans Association would have to hire a lawyer and take this to court. Furthermore this RCMP retiree felt we should have a "legal
fund" similar to the serving RCMP - as they had no choice either but to do this some years ago.
This member also said we have not had an increase in our Veterans Association membership dues for over 10 years and he felt for problems
such as this one there should be no concern in a raise in our dues for such items. As a matter of interest the Treasurer for the RCMP serving
members is a retired member of Ottawa Division Veterans Association.
New Brunswick Division wishes this resolution to be presented to the AGM 2011 in St. John's with the entire truth of the matter coming out especially about the "legal" process it looks like would have to occur for any movement on this subject.
My own personal feelings on this is if the current provisions were changed to make this a reality it would have to be done in isolation from the
Canadian Forces - or possibly in tandem with them. This item should continue to be pursued by our Association.
RCMP Pension Continuation Act (PCA) and Canadian Pension Plan (CPP) Here is some background which may help.
Prior to the existence of specific pension legislation, the RCMP pension plan resided in the RCMP Act. In 1959 it was decided that the pension plan should be separate legislation consequently the RCMPSA and RCMPPCA were enacted.
In 1959 twins were born, the RCMPSA and the PCA. Enrolment in the plans was dependant upon date of engagement. All members engaged
1949or later were automatically enrolled in the RCMPSA. Back in those days there was 10 years of service required until you were vested
(entitled to an annuity). All members engaged to 1949 were vested and given the option of enrolling in the PCA or the RCMPSA.
The reason two plans were enacted at the same time was that the PCA mirrored the old plan contained in the RCMP Act while the
RCMPSA was a different scheme.
The main differences between the plans were:
1. The PCA was a free plan while the RCMPSA plan required member contributions.
2. Under the PCA if an NCO wanted to provide survivor benefit they had to contribute for it under "Part 1V" while the RCMPSA provided one
to all of it's contributors.
3. PCA was not integrated with CPP while the RCMP SA was, consequently any service under the PCA post 1965 was not recognized as eligi-ble CPP service. For reasons unknown, when CPP was established in 1966 the RCMPSA was amended to integrate while the PCA was not.
The overriding factor in all of this is that both of these plans are Acts of Parliament. Any changes to the PCA to integrate with CPP would re-
quire significant Act amendments.
I have been informed by the RCMP National Compensation Services (NCS) the retiree writing NCS on this subject has been advised that he
has claimed he has suffered financial loss as there is no entitlement to CPP for the years he was under the PCA. The redress sought by him is
for the RCMP to pursue the matter in order to allow for CPP entitlement for his years of PCA service. In September of 2009, NCS replied to this retiree on this question and the RCMP position remains unchanged. The PCA would require substantial amendments to provide the au-
thority necessary to accept CPP contributions; consequently NCS is unable to entertain the possibility of resolving this issue. At the time
RCMP members were given the choice to participate in the PCA or the RCMPSA, for reasons this gentleman chose to participate in the
PCA. Additionally, this person is 84 years of age, the retroactive nature of collecting, and remitting contributions and paying the ensuring attributable benefits would be prohibitive. The only recourse open to the RCMP Veterans Association is a "legal" process, and would require
us to have a "legal" fund account to assist with all the nuances related to this matter.
Montreal Badge On 11 April 2011 a committee met on this subject. Attendees were from the RCMP Intellectual Property Office, Spiro Hadjis, L.L.B. and Sgt.
Larry Burden. Attending from the veterans was Cal Small and Gaston Desormeaux and I. A decision was made to write the Commissioner as
he is the only authority over this badge.
A draft letter was subsequently written by the Veterans and is currently with the Intellectual Property representatives Spiro and Larry for any
comments prior to us sending to the Commissioner. The Commissioner may likely involve his Senior Executive Committee (SEC) in making the decision whether or not the RCMP Veterans Association can continue to produce this badge. I am writing this report on 04 May 2011 and
as of today have not received a response from the Intellectual Property Office as of this date.
VETERANS INDEPENDENCE PROGRAM (VIP) Recently I received the following from the Chief Human Resources Office (CHRO) - Deputy Commissioner Allen Nause:
There have been a number of discussions with our Minister (Minister of Public Service) relating to the Independence Program and Long Term Care Services. Our Minister is supportive of the RCMP seeking to obtain the required legislative authority to provide these disability benefits
and services to eligible members of the RCMP. The file remains active; however, as worthy an initiative that this is, it is subject to the overall
priority setting of Government and the Parliamentary Calendar.
I have been asked by some members of our Association for our members to write their MPs regarding this matter. Something like this could
be written to the MPs....Quote “I am writing to you today to express my deep concern over the non-availability of VIP like benefits and treat-

ments for retired RCMP members like myself. For years we have been promised that the matter was being looked after. It's now been almost
a decade and there still does not seem to be any resolve to the matter. I am truly dismayed at the fact that this does not appear to be a pri-ority for the government" Unquote
I was asked if there were terms of reference for VIP for the RCMP and the answer is no, as VIP does not exist as yet for us.
VETERAN In this regard I have contacted the RCMP official who is the liaison member with Veterans Affairs Canada (VAC). He said to me that the
RCMP is not referenced in the Department of Veterans Affairs Act therefore nothing within that Act applies to the RCMP. The term "Veteran"
is used in a cosmetic, respectful fashion in any dealings between former/still active RCMP members and VAC. We are a client group of VAC within our own legislation (RCMP Act and RCMP Superannuation Act). VAC has entered into an administrative agreement to assess, adjudi-
cate and compensate for work attributed to disabilities pursuant to the Pension Act. The Pension Act deals with the payment of either a lump
sum or a life time annuity in recognition of the loss of quality of life caused by an approved work-related disability.
I also contacted an official from Veterans Affairs Canada in PEI, enquiring about the term "Veteran". The following is exactly my response
from this VAC representative.
Quote "I write to confirm our earlier discussion and my advice to the effect that:
1. The adoption of the term "Veteran" in reference to former members of the RCMP would not in itself convey a right to benefits and services
not otherwise provided under existing authorities and
2. That any discussion in this regard between the RCMP and Veterans Affairs Canada would have to be initiated by the RCMP itself.
As I suggested you might wish to follow up with Rich Boughen with a view of determining the official position on the issue." Unquote
As I mentioned previously in this report the RCMP VAC liaison representative works with the OIC Health Services Supt. Rich Boughen, and he told me the official position of the RCMP is to leave this alone. It has been proven that the RCMP members/former members are better off
financially under the Pension Act. Myself and serving members Staff Relations Representatives (SRRs) of the appropriate committee at the
time opted to remain with the Pension Act and not become part of the New Veterans Charter (NVC) that the Canadian Forces adopted 01
April 2006. This has proved to be a wise decision.
Spousal Pension In regard to our survivor’s pensions the term in the RCMP Superannuation Act is that the survivor is entitled to one half of the unreduced pension. Some time ago I had several veterans of Newfoundland and Labrador Division supply me with their names and dates of service and
I requested National Compensation Services (NCS) to calculate their pensions as if they passed on as of a certain date. This was done and
the results sent to the veterans in St. John’s as agreed. In every case (6) the pension amount for the widow was considerably more that
what is commonly believed to be 50% of the member’s pension. The percentages due the widows were 62%, 64%, two 65% 66% and one as high as 68%. These increases are due in large part to the indexation of our pensions.
I have tried several times through NCS for Morneau Sobeco to actually give us a surviving widow’s exact dollar figure pension so we would be
aware of the pension due our spouses each January when we receive our Annual Benefit Statement. The most recent Annual Benefit state-
ment in January 2011 did include a good scenario of the circumstances of a calculation of a widow’s pension. This example works out as
62%. Based on this example I took my own case and figured out if I were to pass away in a certain month in 2011 my wife would receive 64% of my actual pension prior to my death.
I have been told by NCS that when Public Works Government Services (PWGSC) takes over from Morneau Sobeco they will be able to supply us with an exact dollar figure for a survivor pension, as it stands now NCS says it is too expensive to request Morneau to perform this func-
tion.
OTHER COMMITTEES
I meet on regular basis with the 2 committees that are in charge of the migration of our Pension Administration from Morneau Sobeco to
Public Works of Canada. This migration is planned to take effect 01 June 2014, however, the date could fluctuate earlier or later. I also meet
with officials from the Royal Canadian Legion, Federal Superannuates National Association and other ad hoc committees usually within the
Force. I have had the honour of laying the RCMP Veterans Association Wreath at the Ottawa downtown cenotaph for several years on 11 November of each Remembrance Day.

THE JAMES LYLE JOHNSTON MEMORIAL TRUST FUND
The RCMP Veterans’ Association (Manitoba Division) Scholarship Fund was established on
October 13th, 1981 with a $25,000.00 GIC; the intent being to provide an annual bursary of
$1,000.00 to a deserving student from one of the three major universities in Manitoba. The
fund’s name was changed in December 2000 to the James Lyle Johnston Memorial Trust
Fund in recognition of and in memorial to Jim who was not only the driving force behind the
fund but a tireless worker and supporter of our association.
Since inception the fund has distributed $30,000.00 to deserving students; the 2010/2011 re-
cipient, Miss Tiffany Smith of Brandon University, graduated this past spring with a Bache-

The original $25,000.00 is still invested in various GIC’s with an additional $2605.62 in the
chequing account as of the end of July. To date in 2011 we have received $600.00 in donations
with tax receipts provided and $348.00 GIC interest.

Executive Meeting
16 AUGUST 2011
Present: Bob Wass, Ray Strokon, Murray McNeill, Trevor Lawless, Dave Dunford, Bob Wiebe, Scotty
Davison, Jack Lawson, Jan Wolynski, George Dobson, Wayne Mirrlees, Don Fleetwood and Dave Roach.
Order: Jan called the meeting to order at 10:35 am.
Acceptance of Minutes of Previous Meeting: The date noted for the Corn Roast was corrected and should read
10 Sept. 2011. Remainder of the minutes were accepted as reported. M/S Dave Dunford/Jack Lawson.
Correspondence Received: Four Dues. Correspondence from Hong Kong Veterans’ Association inviting us to
their annual parade and celebration on Sunday Aug 21, 2011 at 1:00 PM. Thank you letter from the SPOF golf
tournament committee. Correspondence form A Port in the Storm. E-Mail of news letters fro Toronto Div and Ot-
tawa Divs. Correspondence from NHQ re: Pension Fund, board of directors news letters , NHQ’s treasurers re-
port and info on their scholarship fund.
Unfinished Business: We will put something in KIT and ask if there is anyone who would like to be responsible
for Quarterly Submissions, all submissions would be edited by the executive.
AGM 2012: Trevor went over AGM expenses for the past years and made a submission for the AGM 2012 ex-
penses. There was considerable discussion as to what we pay for our representative to go to the 2012 AGM due to
the fact there is a cruise involved and the expenses will be for 7 days as opposed to 3 days. Motion by Dave Dun-
ford : That we contribute to our President or his delegate up to a maximum of $3000.00 to get to and from the
AGM’s. Seconded by George Dobson. Carried.
Accounts: Trevor supplied a handout of his latest budget report and went over same.
Committee Reports: -Trust Fund: George Dobson advised Ross Wood has turned over and taken the necessary steps to transfer the chair
of this committee over to him. He also advised the 2011/2012 recipient of the bursary will be from the University of

Winnipeg.
-Credentials and Membership: Dave spoke on behalf of Len and advised the transfer of the chairmanship from Gary
Carr to Len Morgan is completed.
-Welfare and Benefits: Scotty Davison reports that Jock Forbes is still in the Grace hospital and is on the mend and
his leg is getting better. Bob Corrigan is recovering from knee surgery. Bart Hawkins is at home recovering from a
spine vertebrae operation. Joe Dittrick is still in the hospital and Bob Wiebe will keep us informed. Jack McQuade
is also on the mend and back home. Bob Granger
There is a memorial service for George Stuart coming up at the Brandon Cemetery on the 20 AUG 2011.
There will be a memorial service held for Bill Ramsay at the RCMP chapel in Regina on 25 AUG 2011.
George Dobson advised there will be a memorial service for Shirley Devries on Sept 10th. @ 2pm at Bruce United
Church.
-Entertainment:
Corn Roast on the 10 Sept 2011, time and location has been published and distributed to the membership.
Golf tournament at the Assiniboine Golf Course on 23 Sept 2011.
Out of town general meeting to be held 1st of Nov.2011 at Minnedosa. More information will be forthcoming and
published.
Wayne also advised there will be a general meeting in conjunction with our Christmas Party at HQ on 6 DEC 2011.
-Awards and Recognition: No report.
-Communication: Don advised the next KIT will be sent out on the 15th of Sept. Don solicited a backup for sending
out immediate messages in his absence. Murray McNeil stepped up to the plate.
-Book of Memory Committee: Don advised there is some opposition to our latest amendment to the rules regarding
the book of memories. If we include civilian members we might have to include all the public service. After discus-
sion Scotty Davison made a motion: That Civilian Members be included into the book of memories, seconded by
Trevor Lawless. Motion was passed.
New Business: Nothing.
Good of the Association: Scotty advised our cabinet for the tourist building in Emerson will be delayed due to
the fact that the glass had to be re-ordered.
Wayne advised Ian Hall would be interested in helping out with our grave inspection program.
Wayne also requested, we have an updated version of our “Upon Your Demise” handout done up and sent out to the
membership.
The Presidents book is being updated.
