Meeting called to order by Mr. Hartman at 6:30 p.m.

Motion made by Mrs. Masciello, seconded by Mr. Behar and carried unanimously to adjourn into executive session for the purpose of the following:

• Discuss negotiations conducted pursuant to the Taylor Law involving the CTA and CASA • Discuss matters leading to the appointment of a particular person to a particular coordinator • Consider appeals involving two particular students • Seek legal advice from the Board’s Attorney

CHARGING OF FEES

District instruments shall be provided to students at an annual maintenance fee cost of $71.00. District instruments used for summer programs shall be provided to students at a seasonal cost of $ $16.00. If in the best judgment of the Superintendent of Schools, the waiver of this fee is in the best interests of the student or the program, the Superintendent may waive this fee. Students who apply to college and require transcripts and reference materials will have these requests honored free of charge for the first eight (8) applications. Requests for applications in excess of the first eight (8) shall incur a charge of $10.00 each. Students who have left the District shall receive transcripts free of charge for a period of five (5) calendar years after their date of graduation or their last date of enrollment. After that time, transcripts shall be released upon payment of a new fee of $7.00. Students who have demonstrated financial need or hardship may request a waiver of fees from the Superintendent of Schools. Students who are eligible for free or reduced price meals shall have all fees waived automatically. District-owned cameras shall be provided to students at an annual maintenance fee cost of $35.00. If in the best judgment of the Superintendent of Schools, the waiver of this fee is in the best interest of the student or the program, the Superintendent may waive this fee. Commack Board of Education Goals for 2015/2016 and Beyond Curriculum, Instruction and Assessment: The Commack BOE continues to have significant concerns with the proliferation of mandated, high-stakes tests and what they represent:

• The loss of valuable instructional time; • The loss of local control; • The over emphasis on high stakes, standardized tests; and • The mandated testing calendar, which forces schools to administer standardized tests to

children every year in Grades 3 to 8 whether they plan, or are willing to, provide information on the tests or not; teachers and parents need to make informed decisions about how best to support student achievement.

• The concept that student assessment must support learning by providing students, parents, and teachers with instructional data and assessment reports that identify each student's strengths and areas where further development is needed. These reports and data would be available to students, parents, and teachers timely in order for appropriate and meaningful targeted instruction and intervention to occur;

• Assessment protocols for students that are developmentally appropriate, scheduled at instructionally appropriate intervals and that are designed to support student learning and enhanced classroom practice.

The Commack BOE continues to oppose:

• The over-testing of students at all grade levels with a focus on over-testing in grades three (3) to eight (8);

• The use of data from ill-conceived assessments to evaluate teacher and administrator performance; and

• The imposition of tests and other mandates that circumvent local control.

Budget, Finance, and Facilities:

• Budget: Develop a fiscally-conservative budget that maintains the integrity of Commack’s programs and aligns with the community’s fiscal and academic expectations; and

o Continue to use long-term planning to assure fiscal stability. • Legislative and Political Advocacy: Working collaboratively with local and state officials and

related organizations, the Board will: o Seek to increase revenues (i.e. legislative grants, elimination of the Gap Elimination

Adjustment); o Advocate for legislation that supports long-term fiscal stability (i.e. creation of

additional reserves such as a special education reserve); and o Advocate for the mitigation of unfunded mandates both current and future.

• Capital Improvements: Continue to maintain and improve the facilities of the District through energy efficiency programs and other capital improvement funds.
