Your Assignment

• Gavilan IC assigns you and two other NCF Type 1 engines to investigate the reported new fire and give an initial radio report – Due to the time of year, no fixed wing aircraft

are available and CAL FIRE resources are at drawdown levels

• You have been asked by the Incident Commander to recon and report back

Page 27: Command 1C Final Activity

Give Initial Radio Report

1. Declare arrival on-scene and confirm incident location

2. Recommend Level of Delegation/Supervision: e.g., Branch, Division, Group, Task Force, or maintain your single resource identifiers

3. Confirm jurisdiction (if applicable)

4. Identify/confirm incident type

Page 28: Command 1C Final Activity

Questions Affecting your Size-up

1. Where is the fire burning?

2. What are the fuels?

3. How will the weather affect the fire?

4. What is the topography in that area?

5. Will the topography or weather require/allow for specialized resources?

6. What does the smoke column tell you?

Page 31: Command 1C Final Activity

Give Follow-up Report

• Estimate size of the fire• Define wind speed and

direction• Identify fuel type involved• Define the topography• Define rate and direction of

spread• Identify hazards and special

conditions• Provide instructions to

incoming resources• Identify additional resources

needed• Describe incident potential

Plan of Action

• Consider Incident Priorities– Life Safety, Incident Stabilization, Property/Environmental

Preservation/Conservation

• Determine Objectives– Management, Control “Build the Box”

– Is there a Pre-Incident Plan?

– What’s your fire behavior forecast?

• Formulate Strategy (Mode of Operation)

– Offensive, Defensive, Combination

• Develop Tactics– Structure Defense, Perimeter Control

Continue to Evaluate Your Plan

• Has your strategy or mode of operation changed?

• Are your tactical actions still correct?• What are your structure defense tactics?• What are your perimeter control tactics?• Is the plan working, are your objectives being

met?

Page 54: Command 1C Final Activity

Incident Potential

• How big do you think this incident will become?

• How many resources will this incident take to contain and control?

• What is the predominant factor spreading the fire: Weather, Topography, Fuels?

Transfer Command

• Complete a ICS Form 201, Incident Briefing

• Determine what information you will provide during a briefing for a transfer of command

• Provide a briefing and a completed ICS Form 201 to an incoming officer

Gavilan Fire• The origin from an escaped burn pile on February 10, 2002

• It burned 5,763 acres, and 45 homes. 145 homes along the canyon rims were ultimately saved by firefighting efforts.

• There were approximately 900 firefighters, 12 helicopters, 100 fire engines and 37 state handcrews assigned to the incident.

• This fire was driven by 35-55 mph NE winds, a 4% RH and higher than normal temperatures for the season.

• At least seven spot fires occurred across the west side of the Santa Margarita drainage.

• The fire was controlled on February 15, 2002
