COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS AND INTELLIGENCE (C 4 I) SYSTEMS Critical U.S. Army C 4 I capabilities are provided through U.S. Army offices like the Program Executive Office for Com- mand Control Communications-Tactical, Program Executive Office for Intelli- gence, Electronic Warfare and Sensors, and Program Executive Office for Enter- prise Information Systems. In addition, current and next-generation warfighter support is also being delivered through the Joint Program Executive Office for Joint Tactical Radio System. The U.S. Army Program Executive Of- fice for Command Control Communica- tions-Tactical (PEO C 3 T) designs, acquires, fields and supports fully integrated and cost-effective command, control, communi- cations, computers, intelligence, surveil- lance and reconnaissance (C 4 ISR) solutions that meet warfighter capability needs while sustaining a world-class workforce. To con- nect soldiers on the battlefield, PEO C 3 T rapidly develops, fields and supports lead- ing-edge, survivable, secure and interopera- ble tactical, theater, and strategic command- and-control and communications systems that result in providing the right system at the best value at the right time to the warfighter. PEO C 3 T project management offices in- clude: Battle Command; Force XXI Battle Command Brigade and Below; Mobile Electric Power; and Warfighter Information Network-Tactical. The PEO C 3 T organiza- tion also encompasses subordinate product directors and special project offices. The following representative program sampling reflects how PEO C 3 T continues to improve and support current systems and develop future systems to support the developing Army vision of an informa- tion-enabled force. Global Command and Control System- Army (GCCS-A) is the Army’s strategic, theater and tactical command, control, com- munications (C 3 ) system. It provides a seam- less link of operational information and critical data from the strategic Global Com- mand and Control System-Joint (GCCS-J) to Army theater elements and below. GCCS-A assists in mission planning, de- ployment support, operations in theater and redeployment. It provides a common pic- ture of Army tactical operations to the joint and coalition communities and delivers joint asset visibility to the Army to facilitate operations. GCCS-A is the commander’s battle command asset for force planning and projection, readiness and situational awareness, and is the system of record for theater Army headquarters worldwide. Net-Enabled Command Capability (NECC) is the DoD principal joint com- mand-and-control (C 2 ) capability that will be accessible in a netcentric environment and is focused on providing the comman- der and the warfighter with the data and information support infrastructure re- quired to make timely, effective and in- formed decisions. Strategic Battle Command (SBC) is the Army battle command systems (ABCS) component providing Army, joint and coalition commanders with critical plan- ning and situational awareness capabili- ties. Readiness reporting, force projection and situational awareness capabilities are provided through the GCCS-A and the De- fense Readiness Reporting System-Army (DRRS-A). SBC serves as the Army’s com- ponent program office for Net-Enabled Capability (NECC). SBC capabilities en- able the Army to bring the right forces to the right fight at the right time. Tactical Battle Command (TBC) pro- vides a mission-critical suite of command- and-control products deployed in today’s fight, while evolving to meet the needs of tomorrow’s mission. TBC is a critical ele- ment of Army battle command systems, which combine multiple, complex capabil- ities into an integrated tool set, allowing warfighters to visualize the battlespace and synchronize the elements of combat power while simultaneously collaborating and sharing data in near-real time. Nuclear (CBRN); and a joint convergenceeffort with the Marine Corps.Tactical Battle Command-Command

Post of the Future (TBC-CPOF) serves asthe Army’s mission-critical C2 system thatprovides collaborative and situationalawareness tools to support decision mak-ing, planning, rehearsal and executionmanagement. This capability is the pri-mary tool used throughout the Army tomanage operations, brief commanders andprovide the fused common operationalpicture. TBC is a critical element of theArmy’s battle command systems, whichcombine multiple complex capabilitiesinto an integrated tool set deployed in theIraq and Afghanistan theaters, as well as inKosovo. The TBC capabilities provide theprimary C2 information and common op-erational picture as well as SharePoint,business intelligence, and joint and coa-lition interoperability. CPOF serves as theArmy’s mission-critical C2 system that pro-vides collaborative and situational aware-ness tools to support decision making,planning, rehearsal and execution man-agement.Tactical Battle Command-Battle Com-

mand Common Services (TBC-BCCS) Tac-tical Battle Command (TBC)/ManeuverControl System (MCS) provides the tacticalcore environment and common servicesbaseline for collaborative command-and-

control executive decision-making capabili-ties, maneuver functional and battle stafftools, and enterprise services. TBC/MCS isa suite of products and services that includethe Command Post of the Future (CPOF),Battle Command Common Services (BCCS),Maneuver Control System (MCS), joint con-vergence effort with the Marine Corps, tacti-cal SharePoint web portal, coalition interop-erability and integration of other Armybattle command systems. BCCS providesthe enabling infrastructure for ABCS andtactical battle command and for migrationto a netcentric enterprise services (NCES)environment and also net-enabled com-mand capability (NECC). The battle com-mand server provides interoperability ser-vices including the publish and subscribeservice (PASS) and data dissemination ser-vice (DDS). The server also supports jointconvergence with the Marine Corps by pro-viding a data exchange gateway that allowsthe direct exchange of common operatingpicture data between the joint services.SharePoint portal services are also providedfor asynchronous collaboration, managingbusiness and operational processes andleveraging business intelligence tools fordata analysis.Joint Capabilities Release (JCR)/Joint

Battle Command-Platform (JBC-P) FBCB2provides a singular command-and-controlinformation solution to soldiers at the

brigade-and-below level across the entireforce. JCR will be the next step in this holis-tic approach toward battle command mod-ernization. The JBC-P will provide im-provements in information sharing amongservices and coalition partners. The resultwill be increased effectiveness in conduct-ing joint, interagency and multinationaloperations.Common Hardware Systems (CHS) pro-

vide the warfighter with a suite of common,standardized, state-of-the-art, ruggedizedautomation and network devices that meettactical requirements of multiple C4ISR,ABCS and other weapon systems. The CHSprogram benefits the warfighter by enablingcommanders, staff and soldiers to incorpo-rate emerging technologies into commandand control and other systems. CHS consoli-dates procurement quantities from individ-ual users, DoD components and federalagencies to leverage economy-of-scale effi-ciencies to achieve cost benefits that are notavailable to individual acquisition pro-grams. In addition, CHS manages world-wide repair, maintenance and logisticssupport through contractor-operated CHSrepair centers and management of a com-prehensive warranty program.Joint Network Management Systems

(JNMS) is a combatant command, comman-der joint task force, joint communicationsplanning and management tool. JNMS is an

automated software system. It will promoteforce-level situational awareness; provideenhanced flexibility to support the com-mander’s intent; improve management ofscarce spectrum resources; and provide in-creased security of critical systems and net-works. JNMS provides commanders ofcombatant command and joint task forceswith an automated capability to plan/man-age joint C4 networks. This includes themeans for timely decisions and synchro-nization of communication assets; improvessituational awareness, providing a commonnetwork view; better utilizes scarce re-sources to optimize network capacity; andprovides transportable/deployable versionson laptops. Modularity provides specificplanning for site-specific requirements (in-cluding server-based configurations).Battle Command Sustainment Support

System (BCS3) is a logistics command-and-control system that provides a logis-tics decision-making capability that sup-ports U.S. land forces at war and in agarrison. It provides a Microsoft Win-dows-like common operational picture forlogistics that is modular, tailorable andscalable in near-real time to meet the fullspectrum of battlefield log C2 require-ments. The system supports training, mis-sion planning, rehearsal and execution allin one tool, and operates in both an unclas-sified and classified environment. Opera-tionally, it interfaces with other Army andjoint, interagency and multinational C2

and logistics business systems.Data Readiness Reporting System-

Army (DRRS-A) is a computerized, secureWeb-enabled capability that provides com-manders with an accurate representation ofunit readiness to make critical C2 decisions.DRRS-A reports mission-critical informa-tion including personnel levels, trainingstatus, equipment availability and equip-ment serviceability, and is a key enabler ofthe GCCS-A force readiness application.DRRS-A fuses Army training, readinessand equipment data to track detailed infor-mation on unit capabilities under high op-erational tempo conditions that are inherentin wartime. Advanced Field Artillery Tactical Data

System (AFATDS) is a multiservice (U.S.Army, Marine Corps and Navy), joint andcombined forces fire-support command,control and communications (C3) system.AFATDS provides the commander withtools including situational awareness, bat-tle management, target analysis and targetengagement. AFATDS provides a fully au-tomated fire-support system, which mini-mizes the sensor-to-shooter time line andincreases the hit ratio, as well as fully auto-mated support for planning, coordinatingand controlling mortars, field artillery can-nons, rockets, guided missiles, close airsupport, attack helicopter and naval gun-fire, close support, counterfire, interdiction

suppression of enemy air defenses (SEAD)and deep operations. The single versionAFATDS software is used at all echelonsfrom the platoon through echelons abovecorps and on U.S. Navy ships.The Centaur system is a handheld tech-

nical fire direction system for multiservice,joint and combined forces, providing tech-nical solution information to the fire direc-tion centers in cannon field artillery unitsfor field artillery fire missions. The Cen-taur is considered to be the primarybackup system to AFATDS for technicalfire direction solutions.The Gun Display Unit-Replacement

(GDU-R) system is a rugged personal dig-ital assistant (section chief assembly) andtwo remote gunner displays, which pro-vides the critical data link between a gunand the fire detecting center (FDC). TheGDU-R allows firing sections to receiveand display firing data and firing com-mands transmitted by AFATDS at theFDC, and transmits the status of the gun tothe AFATDS as the mission progresses.

The GDU-R is designed to support bothself-propelled and towed cannon weaponsystems. GDU-R is a critical element ofbattle command applications.Joint Automated Deep Operations Co-

ordination System (JADOCS) is a joint andcombined warfighting application. JADOCShas engaged in a “spiral process” developedduring two advanced concept technologydemonstrations (ACTDs) to provide “preci-sion strike” and C2 capabilities. JADOCSprovides warfighters with a combination oftools, services and mission managers tobridge “capability gaps” identified by com-batant commanders (COCOMs) and servicecomponents. JADOCS provides capabilitiesfor rapid system-of-systems integration, vi-sualization, coordination and deconflictionof critical mission information.Lightweight Forward Entry Device

(LFED). Fire support is the effects of lethaland nonlethal weapons (fires) that directlysupport land, maritime, amphibious andspecial operation forces to engage enemyforces, combat formations, and facilities inpursuit of tactical and operational objec-tives. Fire-support coordination is theplanning and execution of fires so that asuitable weapon or group of weapons ade-quately covers targets. Forward entry de-vices are handheld devices used by for-ward observers and fire-support teams totransmit and receive fire-support mes-sages over standard military radios. LFEDprovides a digitized connection betweenthe forward observers and the advancedfield artillery tactical data systems, andprovides a vital sensor-to-shooter link.LFED replaces the much heavier FED,which was fielded during the early 1990s.As technology progressed, the FED be-came obsolete and was unable to run cur-rent fire-support software packages. TheLFED hosts the forward observer system(FOS) software, which enables fire-supportofficers to plan, control and execute fire-support operations at maneuver platoon,company, battalion and brigade levels.Commencing in fiscal year (FY) 2003, com-bat observation lasing teams were fieldedthe stand-alone computer unit (SCU) to re-place the lightweight computer unit (LCU).The Pocket-Sized Forward Entry Device

(PFED) is a handheld forward entry deviceused by forward observers and fire-supportteams to transmit and receive fire-supportmessages over standard military line-of-sight, HF and SATCOM radios. PFED is

Windows CE/Windows Mobile-based; uti-lizes existing single-channel ground and air-borne radio system (SINCGARS) advancedsystem improvement program (ASIP) com-munications to provide the lightest, mostpowerful dismounted system for develop-ing “calls for fire” and is fully interoperablewith both AFATDS and current fire-supportsystems. When coupled with the existingand future laser ranging binoculars, globalpositioning system devices and tacticalcommunications equipment, the PFED sys-tem enables rapid precision sensor-to-shooter and surveillance capabilities. PFEDintegrates these systems, thus improvingtheir function as a whole and increasingtheir performance as a system of systems.PFED provides a digital connection betweenthe forward observers, the lightweight for-ward entry device and AFATDS, thus pro-viding a vital sensor-to-shooter link.Indirect Fires Protection Capability

(IFPC). As the counter-rocket, artillery andmortar (C-RAM) makes the transition to aprogram of record (PoR), it will be renamedindirect fires protection capability (IFPC)Increment I and become a formal PoR priorto entering the acquisition life cycle in theproduction and deployment phase. It willprovide a “warn” capability to brigadecombat teams (BCTs) for detection of threatrocket, artillery and mortar rounds; trans-mission of the detection data to aC2 element for correlation and de-termination of the point of interest(POI); and passage of the POI information to audio and visualalarms for localized or full-areawarning over the defended area.Because the warn capability can-not exist without the sense and C2

elements, IFPC Increment I will in-tegrate the following systems:Sense—various combinations ofthe AN/TPQ-36 series firefinderradar, enhanced AN/TPQ-36 fire-finder radar, AN/TPQ-37 seriesfirefinder radar, and/or AN/TPQ-48 series lightweight counter-mor-tar radar (LCMR); C2—C-RAM C2,within the air defense airspace manage-ment (ADAM) cell; communications—wireless LAN; and warn—WAVES. Of theequipment required for the IFPC IncrementI capability, the AN/TPQ-36 series fire-finder radar, enhanced AN/TPQ-36 fire-finder radar, AN/TPQ-37 series firefinderradar, AN/TPQ-48 series LCMR, and the C-RAM C2 within the ADAM cell are existingcapabilities that have already been fieldedto, and are included in, the table of organi-zation and equipment (TOE) for BCTs. Newequipment to be fielded to the BCTs for In-crement I is limited to a commercial off-the-shelf (COTS) wireless LAN and WAVES,along with current C-RAM software. Futureincrements will build on Increment I by ac-quiring enhanced sense, C2, intercept, warn,

shape and respond capabilities. Increment 2will primarily provide a new intercept ca-pability. The objective capability will be acomponent of the modular Army and jointforces and will provide an advanced, net-worked IFPC and force protection SoS, ca-pable of both protecting and maneuveringwith the BCT.The Air and Missile Defense Planning

and Control System (AMDPCS) providescommand-and-control capability for air de-fense artillery (ADA) brigades, Army airand missile defense commands (AAMDCs),maneuver brigade combat team and jointforce command-and-control elements, suchas the battlefield coordination detachments(BCDs). Shelter Systems-AMDPCS pro-vides various air defense shelter systemsfor all echelons based on a baseline knownas the air defense and airspace manage-ment shelter.The Air and Missile Defense Worksta-

tion (AMDWS) is a common defense/staffplanning and situational awareness/situa-tional understanding software tool. AMD-WS is deployed with air and missile de-fense units at all echelons and is also acomponent of the ADAM. The AMDWSperforms all aspects of AMD force opera-tions. It assists in the automated develop-ment of the intelligence preparation of thebattlefield, provides situational awareness,

and is capable of planning, coordinating,and synchronizing the air, land and seabattle. AMDWS is the interoperability linkfor AMD forces with the ABCS and pro-vides the air situational input to the com-mon operational picture.Forward Area Air Defense Command

and Control (FAAD C2). The FAAD C2 sys-tem consists of common hardware, soft-ware and communications equipment tomeet the command-and-control and tar-geting needs of C-RAM units and AMDbattalions. FAAD supports the air and mis-sile defense battalion mission by providingC2I information to higher, adjacent andlower units. Computer displays allowcommanders access to databases for the airpicture, situation reports, enemy assess-

ments and friendly forces. The FAAD C2

system can process information classifiedup to secret. The system provides an em-bedded training capability that will repli-cate those situations encountered in actualmission operation. Evolving software ca-pabilities are added with each new versionthroughout the FAAD C2 development cy-cle. The FAAD C2 system also has the ca-pability to interface with joint and NATOC2 systems. To accomplish its mission,FAAD C2 is integrated into and interoper-ates with both the ABCS and AMDWS.The AMDWS is integrated in FAAD C2-equipped battalions at the ADA batteryand battalion command posts, and is aproduct under the AMDPCS program. TheFAAD C2 engagement operations subsys-tem provides the joint air picture via im-plementation of two-way TADIL-A, -B and-J links. The FAAD C2 system is the back-bone for the C-RAM system and assistswith digitization of the battlefield by pro-viding air situational awareness to the sup-ported force, alerting and cueing to C-RAMsystems and FAAD weapons. The FAADC2 system supports C-RAM by receivingand correlating sensor inputs, then alertingthe intercept system and the sense andwarn elements of a mortar, artillery and/orrocket attack. The FAAD C2’s ever-expand-ing mission encompasses the detection, ac-

quisition, and identification of en-emy mortar and rocket projectiles,helicopters, fixed-winged aircraft,and unmanned aerial vehicles; thedistribution and dissemination ofC2I data among the air and missiledefense units and combined armselements; the provision of earlywarning; and alerting the sup-ported forces.Standardized Integrated Com-

mand Post System (SICPS)-basedcommand posts are where com-manders and staffs collaborate,plan and execute netcentric battlecommand, maintain real-time situ-ational awareness of the commonoperational picture (COP) and

make decisions based on objective informa-tion. In addition, CPS&I uses the SICPSprogram as the focal point for the system-of-systems integration, fielding and train-ing of a holistic battle command capabilitythrough the unit set fielding (USF) process.This process takes the various Army battlecommand systems, the network and otherenablers in the command post and movesunits through a complete system-of-sys-tems integration and a training exercise toproduce a holistic, functional digital com-mand post. This integration and training ef-fort has proven absolutely critical to the ef-fective function of the commander andstaff. SICPS standardizes network equip-ment, architecture, data products, trainingand integration of ABCS and, thus, is a

combat enabler. In addition, this commandpost standardization achieves significantcost savings by precluding unit comman-ders from buying non-SICPS equipmentand suffering the added costs associatedwith a nonstandard network integration,data product development and logisticssupport.The Integrated System Controller (ISYS-

CON) V(4) is the lower of a two-tier net-work management system to be deployedArmy-wide. The tactical Internet (TI) net-work is composed of tactical operations cen-ters (TOC), upper tactical Internet (UTI) andlower tactical Internet (LTI) communica-

tions networks. The TI is managed using a combination of managers. ISYSCON (V)4provides a semiautonomous managementcapability to aid in the planning, initiali-zation, monitoring, troubleshooting and re-configuration of the LTI. This highly auto-mated management capability will signifi-cantly reduce the time and effort required toplan, configure, initialize, monitor and re-configure the TOC communications net-works and the LTI. TOCs communicate viaTOC-to-TOC networks, which employ UTIresources such as PM WIN-T Inc 1 or JointNetwork Node (JNN), near-term data ra-dios (NTDR), or portable communications

devices. To support TOC connectivity withthe LTI, ISYSCON (V)4 is designed to be deployed in division, brigade and battalionTOCs. The ISYSCON (V)4 software runs on Panasonic Toughbook computers andcomes in two configurations, AN/GYK-50Band AN/GYK-64. The difference betweenthe two configurations is that the 50B ver-sion consists of one Panasonic laptop andthe 64 consists of two Panasonic laptops.The Warfighter Information Network-

Tactical Increment 1 (WIN-T Inc 1) JointNetwork Node (JNN) is defined as provid-ing “network at-the-quick-halt” and is fur-ther divided into two sub-increments de-fined as WIN-T Increment 1a, “extendednetworking at-the-halt,” and WIN-T 1b,“enhanced networking at-the-halt.” WIN-TIncrement 1 is a joint compatible communi-cations package that allows the warfighterto use advanced networking capabilities,retain interoperability with current forcesystems, and keep in step with future incre-ments of WIN-T. It also introduces a colorless coresecurity architecture, which meets globalinformation grid information assurance(IA) security compliance requirements.The Warfighter Information Network-

Tactical Increment 2 (WIN-T Inc 2) addswarfighter mobility and provides a com-munication network down to the companylevel. Tactical communication nodes in In-crement 2 are the first step to providingmobile infrastructure on the battlefield.Combined with mobile points of presence,vehicle wireless packages and soldier net-work extensions, Increment 2 enables mo-bile battle command from division to com-pany in a completely ad hoc, self-formingnetwork. The WIN-T Increment 2 additionof embedding communications gear in thecommanders’ vehicles enables secure Inter-net protocol router (SIPR) into the war-fighting platform. Commanders and selectstaff have the ability to maneuver any-where on the battlefield and maintain con-nectivity to the network. The Warfighter Information Network-

Tactical Increment 3 (WIN-T Inc 3) pro-vides full network mobility and introducesthe air tier, providing a three-tiered archi-tecture: traditional line-of-sight, airbornethrough the use of unmanned aerial vehi-cles (UAVs), other airborne platforms andsatellites. Increment 3 introduces embed-ded JC4ISR radios into the FCS platforms.It addresses the size, weight, power andcooling requirements for systems to behosted in future vehicles. Increment 3 Net-Ops delivers full network management,information dissemination management,and information assurance planning, moni-toring, administration and response (PAMR)as well as spectrum planning and manage-ment for all battlefield emitters.The Phoenix Super High Frequency

(SHF) Terminal provides multiband capa-bility in the SHF range and will operate overcommercial and military SHF satellites. Theterminal provides high capacity inter- andintra-theater data range extension supportfor expeditionary signal battalions (ESBs).The terminal is the war-fighter’s primarymeans of reachback communications. TheSHF terminal operates in the commercial Cand Ku bands, and the military X and Kabands, and will support WGS interoperabil-ity. The Phoenix SHF terminal consists of an integrated assemblage of nondevelop-mental items (NDIs), commercial off-the-

shelf (COTS) equipment and governmentfurnished equipment (GFE), and embodiesthe force projection attributes and high-throughput capacity consistent with theArmy’s migration to the objective force. Itcan interface with other strategic networksvia standardized tactical entry points (STEP)or strategic assets.The Secure Mobile Anti-Jam Reliable

Tactical Terminal (SMART-T) providestactical users with secure, survivable, anti-jam satellite communications in a Humveeconfiguration. This equipment communi-cates at extremely high frequency (EHF)and processes data and voice communica-tions at both low and medium EHF datarates. SMART-T provides range extensionto the Army’s current and future tacticalcommunications networks. SMART-T isbeing modified to communicate over theadvanced EHF (AEHF) satellite to providea significant increase in data rates.The Secure Enroute Communications

Package-Improved (SECOMP-I) system isa standardized, secure, interoperable, andintegrated command, control, communica-tions, computers and intelligence (C4I) in-formation system to support force projec-tion operations. The SECOMP-I systemprovides VHF/UHF line-of-sight (LOS)and UHF single-channel tactical satellite(SCTACSAT) beyond line-of-sight (BLOS)data and voice capabilities to the missioncommander and staff, while deploying toan area of operations (AO) aboard USAFC-130 and C-17 aircraft. SECOMP-I alsoprovides initial ground communicationswhen landing in an AO. SECOMP-I is theprogram of record for the Department of

the Army that provides Army, combatantcommand and joint staff users en routemission, planning and rehearsal (EMPR)capabilities to support forced and early en-try forces, Army transformation and digiti-zation efforts. SECOMP-I provides a capa-bility for Army commanders to exercisemission planning and rehearsal; receiveand disseminate updated intelligence; con-duct command and control of forces de-ploying aboard U.S. Air Force aircraft; andprovide initial ground communications inthe area of operations.The Global Broadcasting Service (GBS)

provides joint tactical operations withhigh-speed, multimedia communicationsand information for deployed or gar-risoned forces. GBS takes advantage ofnew technology and information transfersystems to support modern warfare. GBSprovides high-speed, one-way flow ofmultimegabyte video and data productsincluding NTSC video, large data files,map files, web products and so on. GBSoperates as a system of broadcast satellitesunder the UHF follow-on (UFO) Ka-bandsatellite program, augmented as requiredby commercial Ku-band satellites. TheArmy supports the GBS JPO in develop-ment of the transportable ground receiversuites (TGRS). The Army is the technicallead for the theater injection point (TIP)consisting of the theater satellite broadcastmanager (TSBM) and an RF component,which will transmit vital combatant com-mand/joint force command in-theater in-formation directly to the warfighter.The Enhanced Position Location Re-

EPLRS mobile networks areused by Army battle command system and Force XXI Battle Command Brigadeand Below host computers for situationalawareness and command and control.EPLRS currently consists of an EPLRS network manager (ENM) and radios thatcan be configured for manpackable, vehicu-lar and airborne use. EPLRS uses a time-division, multiple-access communications architecture to avoid transmission con-tention along with frequency hopping, error detection and correction with inter-leaving. It also uses spread spectrum tech-nology to provide jamming resistance. Im-provements to EPLRS include automatednet planning with ENM and field-program-mable software upgrades that provide im-proved message reliability, increased capac-ity and more efficient use of availablebandwidth.The Single-Channel Ground and Air-

borne Radio System (SINCGARS), withthe Internet controller, provides the com-

munications link for the digitized force.SINCGARS configurations include man-packable, vehicular (both low and highpower) and airborne models. Communica-tions security (COMSEC) is integrated incurrently produced versions of the groundand airborne radios. The system improve-ment program (SIP) models provide up-

grades to enhance operational capabilityin the tactical Internet (TI) environment.The advanced system improvement pro-gram (ASIP) models—of a reduced sizeand weight—provide further enhance-ments to operational capability in the TIenvironment.The Combat Survivor Evader Locator

(CSEL) system is a handheld survivor ra-dio that provides downed aircrew mem-bers and special operations forces person-nel multiple communications capabilitiesand precision location. The radio deter-mines the survivor’s location through anembedded global positioning system (GPS)capability. The survivor transmits posi-tion/location and situational informationvia two-way voice line-of-sight, beacon orover-the-horizon (OTH) communicationpaths. The Joint Search and Rescue Center(JSRC) receives the OTH information andconducts a handoff to operational forcesthat carry out the combat search and res-cue (CSAR) mission. The two-way voicecommunication ensures single-pass pickupby enabling the survivor to communicatewith the inbound CSAR aircraft. The products to support this impor-tant mission not only power, cool and dehu-midify nearly every system on the battle-field, they are critical to the informationtechnology modernization efforts of all theservices. Hospitals, air bases, port facilities,air defense operations, field services, C4I,and myriad weapon systems critical towarfighters and commanders all depend onavailable, reliable electric power and envi-ronmental control. PM MEP programs andproducts include: small generator sets (2kilowatt to 3 kilowatt); hybrid intelligentpower management (HI-POWER); mediumgenerator sets (5 kilowatt to 60 kilowatt);large generator sets (100 kilowatt and 200kilowatt); prime power systems; deployablepower generation and distribution system(DPGDS) (840kW); power units and powerplants (PU/PP); power distribution illumi-nation system, electrical (PDISE); environ-mental control units and improved environ-mental control units (IECU).

PEO Intelligence, Electronic Warfareand SensorsThe mission of the Program Executive

Office for Intelligence, Electronic War-fare and Sensors (PEO IEW&S) is to de-velop, acquire, field and provide for life-cycle support of intelligence, electronicwarfare, and target acquisition capabilitiesintegrated in the layers of the network, op-erationally relevant to understanding thebattlefield and enabling persistent surveil-lance.Subordinate program areas include the

aerial common sensor, distributed com-mon ground system-Army, navigation sys-tems, night vision/reconnaissance, sur-veillance and target acquisition, aircraftsurvivability equipment, space programoffice/tactical exploitation of national ca-pabilities and signals warfare. The following representative program

sampling reflects just some of the waysthat these offices are working to deliverand refine capabilities essential to setting

the conditions for the joint warfighter tocontrol time, space and the environment,while greatly enhancing survivability andlethality.The Aerial Common Sensor (ACS) pro-

vides actionable intelligence directly toground commanders with the timelinessand accuracy they require. ACS is a multi-intelligence, manned, fixed-wing, reconnais-sance, surveillance and target acquisition(RSTA)/intelligence, surveillance and recon-naissance (ISR) system that carries multiple,highly accurate intelligence sensors, process-ing tools, air/ground/satellite communica-tions and onboard operators/analysts. Ca-pable of worldwide deployment, ACSprovides dedicated, persistent RSTA/ISRcoverage over the depth and breadth of atactical commander’s battlespace. ACS is integrated in the greater distributed com-mon ground system-Army (DCGS-A). Thisunique combination of attributes (multiin-telligence sensing, persistence, wide-areacoverage, reach, manned/unmanned team-ing, DCGS-A connectivity and battle com-mand) provides the ground tactical com-mander a near-real-time operational view ofunprecedented clarity, enabling tacticalground forces to operate at their highest po-tential in future joint operations. ACS will re-place the airborne reconnaissance low (ARL)and guardrail common sensor (GR/CS) air-borne surveillance systems and will befielded to the Army’s aerial exploitation bat-talions (AEB).The Distributed Common Ground Sys-

tem-Army (DCGS-A) provides an inte-grated intelligence, surveillance and re-connaissance ground processing system,operating in a secure distributed and col-laborative environment, enabled by net-works. DCGS-A will serve as the primaryground system-of-systems for airborneand ground sensor platforms. DCGS-A en-ables the commander to achieve situa-tional understanding by leveraging multi-ple sources of data, information andintelligence, and to synchronize the ele-ments of joint and combined arms combatpower to “see first, understand first, actfirst and finish decisively.” DCGS-A con-solidates/replaces nine systems. The corefunctions of DCGS-A are receipt and pro-

cessing of select ISR sensor data, control ofselect Army sensor systems, intelligencesynchronization, ISR planning, reconnais-sance and surveillance integration, fusionof sensor information, and direction anddistribution of relevant threat, nonaligned,friendly and environmental (weather andgeospatial) information. DCGS-A empha-sizes the use of reach- and split-based op-erations to improve data access, reduceforward footprint, and increase interoper-ability via a network-enabled modular, tai-lorable system in fixed, mobile and em-bedded configurations. DCGS-A will support three primary

roles. As an analyst tool set, DCGS-A en-ables the user to collaborate, synchronize,and integrate organic and nonorganic directand general-support collection elementswith operations. As the ISR component ofthe Army battle command, DCGS-A candiscover and use all relevant threat, non-combatant, weather and geospatial data,and evaluate technical data and informa-tion on behalf of a commander. DCGS-Aprovides organizational elements the abilityto control select sensor platforms/payloadsand process the collected data.The Global Positioning System (GPS)

is a space-based joint-service navigationprogram, led by the Air Force, which dis-tributes position, velocity and timing (PVT)data. The GPS has three segments: a spacesegment (nominally 24 satellites), a groundcontrol segment and a user equipment seg-ment. User equipment consists of receiversconfigured for handheld, ground, aircraftand watercraft applications. Military GPSreceivers use the precise positioning ser-vice (PPS) signal to gain enhanced accu-racy and signal protection not available tocommercial equipment. GPS receivers inthe Army today are the precision light-weight GPS receiver (PLGR)—with morethan 100,000 in handheld, installed and in-tegrated applications—and the defense ad-vanced GPS receiver (DAGR)—with morethan 92,200 as handheld receivers and62,000 distributed for platform installationsto date for a total of 154,200 DAGRs field-ed. In addition, GPS user equipment in-cludes a ground-based GPS receiver appli-cations module (GB–GRAM). More than78,000 GB–GRAMs have been procuredand provide an embedded PPS capabilityto a variety of weapon systems. The Armyrepresents more than 80 percent of the re-quirement for user equipment.Prophet is a ground-based tactical signals

intelligence/electronic warfare sensor thatcreates a near-real-time electronic picture ofthe brigade combat team, Stryker BCT, ar-mored cavalry regiment and battlefield sur-veillance brigade battlespace. Prophet pro-vides intelligence support by reporting thelocation, tracking and identity of threatemitters. A secondary mission is electronicattack (EA) against enemy emitters.

The Prophet Spiral I Electronic Support(ES) system is being fielded to active andReserve units in support of Operation En-during Freedom and Operation Iraqi Free-dom. The Prophet Spiral 1 ES system pro-vides an increase in capability over theexisting Prophet Block I system. Prophetconsists of ground collection sensors capa-ble of early entry and airborne insertion.The base dismounted Prophet capabilityprovides force protection information froma manpackable system. Mounted Prophetsensors have an on-the-move collectionand reporting capability; they enableProphet to keep pace with supported unitsand reposition collection capability easilyon the battlefield. Prophet will cross-cueother battlefield sensors and provide addi-tional information that may confirm intel-ligence from other manned/unmannedbattlefield sensors. Prophet ES is packagedin a Humvee trailer and towed behind theES systems, providing both stationary andon-the-move capabilities. The Prophet Enhanced System will pro-

vide an increase in capability over the exist-

ing Prophet Spiral 1 ES sensor. The ProphetEnhanced production contract was awardedon February 25, 2009. Prophet employs anopen systems architecture, modular designand nonproprietary industry standards,supporting evolutionary growth and ex-pansion via circuit card assemblies andsoftware upgrades. This capability will beused to maintain relevancy on the battle-field and keep pace with technology ad-vancements via a product improvementprogram to insert planned improvementsand new unplanned capabilities into theSpiral 1 ES Sensor and Prophet EnhancedSystem.The AN/TMQ-52 Meteorological Mea-

suring Set-Profiler (MMS-P) uses a suiteof meteorological sensors, meteorologicaldata from communications satellites andan advanced weather model to providehighly accurate meteorological data for in-direct-fire field artillery systems. The sys-tem uses common hardware, software andoperating systems and is housed in a com-mand post platform shelter and trans-ported on an M1152A Humvee. Profiler

measures and transmits meteorologicalconditions to indirect-fire direction cen-ters, such as wind speed, wind direction,temperature, pressure and humidity, rateof precipitation, visibility, cloud heightand cloud ceiling, all of which are neces-sary for precise targeting and terminalguidance of various munitions. Profileruses this information to create a four-di-mensional meteorological model (height,width, depth and time) that includes ter-rain effects. This new capability increasesthe lethality of all field artillery platformssuch as the multiple launch rocket system(MLRS), Paladin, and self-propelled ortowed howitzers by increasing the proba-bility of a first-round hit, resulting in sig-nificant ammunition cost savings for theArmy. The current Profiler provides mete-orological coverage throughout a 60-kilo-meter radius, while the follow-on Block IIvariant extends coverage to 500 kilome-ters. For the first time, Army field artillerysystems can apply meteorological dataalong the trajectory from the firing plat-form to the target area.

PEO Enterprise Information SystemsThe Program Executive Office for Enter-

prise Information Systems (PEO EIS) sup-ports C4I capabilities by providing infra-structure and information managementsystems to the Army, enabling it to achievevictory through total information domi-nance. PEO EIS develops, acquires and de-ploys tactical and management informationtechnology systems and products. Repre-sentative programs include the following.Acquisition Business Systems (Acq-

These capabilitiesenable the consistent, effective and effi-cient conduct of the acquisition business.Planning and development of additionalcapabilities are ongoing with rapid proto-typing, user involvement and rapid capa-bility distribution as core elements of theprogram strategy. The acquisition businessprogram consists of a continuing series ofindependent software projects managed tocost, schedule and user requirements. Thisprogram strategy is modeled after best in-dustry practices for rapid developmentand distribution of enterprise software so-lutions. The initial service-oriented envi-ronment has been deployed and providesan initial set of capabilities.The Army Enterprise Systems Integra-

tion Program (AESIP) is the means bywhich the Army will integrate businessfunctions by providing a single source forenterprise hub services, centralized masterdata management and business intelligenceand analytics. The mission of AESIP (for-merly known as Product Lifecycle Manage-ment Plus) has been expanded to providecross-domain integration services for theArmy’s business mission area. The AESIPhas delivered a web-based solution for thecreation and management of customer andvendor master data, implemented an opti-mized messaging and hub services capabil-ity in support of the Global Combat Sup-

port System-Army (GCSS-Army) supplyfunctionality and distribution of masterdata to Army and non-Army trading part-ners. The program has also stood up andaccredited a fully operational productiondata center to enable these capabilities.The Army Human Resource System

(AHRS) provides tools to locate, manageand serve the soldier—anywhere in theworld. The AHRS is a human-resources so-lution that supports strategic and tacticalmanagement of soldiers to ensure war-fighter accountability and enhance person-nel services.Army Knowledge Online/Defense

Knowledge Online (AKO/DKO) is a sin-gle point of entry into a robust knowledgemanagement system within the Army.AKO is available to active Army, Army Re-serve, Army National Guard, Departmentof the Army civilians, Army retirees andArmy-sponsored guests. Defense Knowl-edge Online serves the broader Depart-ment of Defense community and willleverage the AKO infrastructure to pro-vide DoD and joint users with access to agrowing network of defense/joint enter-prise services. Under phase one of the De-fense Department’s launch of DefenseKnowledge Online, servicemembers fromthe Defense Information Systems Agency,the Air Force, the Navy, the Marine Corpsand the Joint Forces Command are eligible

FMS is the Army’s system to sup-port the DoD J-8 global force managementdata initiative (GFM DI). FMS is the appli-cation to implement the Army’s single or-ganizational document effort. The project

consists of replacement of four current sys-tems used by the force management com-munity (requirements documentation sys-tem, client-server), the Army authorizationdocumentation system family (TAADS,WINTAADS, WEBTAADS), force builder/SACS, and structure and manpower allo-cation system, client-server (SAMAScs).The development of RDScs and SAMAScsrepresents an interim step in the integrationprocess; these systems have been removedfrom expensive and manpower-intensivemainframe operations and relocated toclient-server platforms, providing cost andmanpower savings to the Army. The FMSincorporates common software develop-ment tools and design and developmentstandards, complying with DoD and Armyarchitecture standards. It provides forbrowser-based Web accessibility, onlinetransaction processing and online analysisprocessing capability to users in the com-munity with approved access. The inte-grated system will provide consistent andstandardized data, incorporating govern-ment and industry standards for security.The design also provides for online datawarehousing of archive data and stream-lined system maintenance.Global Combat Support System-Army

(GCSS-Army). Project Manager GCSS-Army oversees the implementation of thefield ERP component of a single Army logis-tics enterprise (SALE) to execute end-to-end(E2E) logistics, and integrate/interface withapplicable C2 and joint systems. GCSS-Army is the primary tactical logistics en-abler and combat multiplier to achieveArmy transformation and the logistics com-

bat support/combat service support (CS/CSS) transformation vision for the logisticsdomain. GCSS-Army will permit logisticscommanders and staffs at the tactical levelto anticipate, allocate and synchronize theflow of resources across the area of opera-tions in support of the Army service compo-nent commander (ASCC) and joint forcecommander (JFC). As a system for near-real-time logistics management, the Web-basedsystem, supported by lightweight mobileapplications, provides essential functional-ity for limited disconnected operations androbust deployable communications con-nected to a centralized data repository forall users at all echelons. It will replace 13Army logistics systems and interface or in-tegrate with applicable Army command-and-control systems and joint systems as afollow-on initiative. Future increments ofGCSS-Army will provide additional maneu-ver sustainment automation including, butnot limited to, legal affairs, ministry, bulkfuel, tactical financial operations, water sup-ply and distribution; field services; armsroom operations; tool room operations; andclothing issue points. These future incre-ments will also rationalize capabilities andservices across domain architectures usingArmy integrated architecture standards,processes and transition planning for futureintegrated solution opportunities.General Fund Enterprise Business Sys-

tem (GFEBS) is a web-enabled enterpriseresource planning (ERP) system that willallow the Army to share financial, assetand accounting data across the service.The system will standardize transactionalinput and business processes across theArmy to enable cost-management activi-ties; provide accurate, reliable and real-time data; and tie budgets to execution.For the first time, the Army will have a sin-gle authoritative source for financial andrelated, nonfinancial data for its entiregeneral fund (system of record).Installation Management Systems-Army

(IMS-A) provides the Army with informa-tion technology solutions that improve effi-ciency and provide standardization for day-to-day functional processes associated withmanaging Army installations. The productsand services of the installation support mod-ules system and the range facility manage-ment support system provide informationmanagement technology to Army comman-ders to process, train, equip, mobilize, de-ploy, sustain and separate the Army’swarfighting force. The Project Office Installa-tion Management Systems-Army designed,developed and fielded the installation sup-port modules system to facilitate the execu-tion and operation of specific installation-level functional business processes and toprovide standardized software applicationsfor use throughout the Army.Information Technology Systems (ITS).

renovate and modernize all Pentagon voice,data and video systems in support of themilitary services, the Office of the Secre-tary of Defense, and Department of De-fense command-and-control and opera-tions centers.Product Manager Joint-Automatic Iden-

tification Technology (PM J-AIT) managesthe web-based radio frequency in-transitvisibility (RF-ITV) system for DoD, NATOand coalition partners in support of expedi-tionary logistics and the joint warfight. RF-ITV is a fielded system that uses wirelesstechnology to capture and pass informationabout resources at rest or in motion through-out the global supply chain. This worldwidenetwork of more than 5,000 read-and-writestations is used for tracking active radio fre-quency identification (RFID) tagged ship-ments, providing soldiers with the confi-dence of knowing where their supplies areand ensuring materiel arrives on time at thecorrect destination.Logistics Modernization Program (LMP).

The U.S. Army’s LMP provides a compre-hensive, modernized logistics solution thatallows Army Materiel Command (AMC) toprovide world-class logistics readiness tothe warfighter. Operational since July 2003,LMP delivers a fully integrated suite of soft-ware and business processes that streamlinethe maintenance, repair and overhaul, plan-ning, finance, acquisition and supply ofweapon systems, spare parts, services andmateriel to warfighters deployed aroundthe world. It manages a multibillion-dollarinventory with tens of thousands of ven-dors, and it is integrated with more than 70Department of Defense systems.Medical Communications for Combat

Casualty Care (MC4) is a comprehensivemedical information system, enabling life-long electronic medical records, stream-lined medical logistics and enhanced situ-ational awareness for Army tactical forces.MC4 integrates various software products,including the joint government software,

onto a variety of ruggedized Army hard-ware devices, including ruggedized hand-helds, laptops, servers, printers and pe-ripherals. When integrated, the MC4

system of systems enables the digitizationof inpatient and outpatient care, patienttracking and reporting, medical logisticsautomation and medical situational aware-ness. The system is engineered to work inaustere communications environments,providing the necessary store-and-forwardcapability to the deployed medical work-force, thus ensuring no gaps in patientdata recording. In addition, MC4 integratesa number of commercial and Army-uniqueapplications to support user requirements,such as blood management, post-deploy-ment health assessment and voice recogni-tion software capabilities. Following ex-tensive testing and integration, MC4

provides comprehensive customer servicesto ensure user success with the system, in-cluding fielding, training and supportingMC4 systems in the United States and onthe battlefield. Deployed, mobile MC4

technical support teams provide a unique,frontline service to the customer that hasproven to improve system use and profi-ciency, leading to better data integrity andthe formation of electronic medical record(EMR) best business practices.The Movement Tracking System (MTS)

is the keystone to bringing logistics into thedigitized battlefield of the 21st century. Thesystem provides the technology necessaryto communicate with and track tacticalwheeled vehicles (TWV) and other selectcombat service/combat service support(CS&CSS) assets and cargo in near-realtime, enabling safe and timely completionof distribution missions. MTS is used tosupport missions through the full spec-trum of military operations from peacetimeto war. Through the use of positioningtechnology and commercial communica-tion satellites, MTS provides the means forlogistics commanders, transportation move-

ment control and CS&CSS operations sec-tions to exercise assured positive control ofassets anywhere in the world. MTS is alow-cost solution designed for the Armyand its logistics vehicle operators to iden-tify the position and track the progress ofvehicles, personnel and cargo, and commu-nicate with the operators of TWVs whileon and off the road during war or peace-time. MTS is a mobile satellite two-waymessaging system that is totally wirelessfrom the MTS-equipped vehicles to thecontrol station. The mobile configuration ofthe system is mounted on a unit’s vehicles,and the control station configuration, in afixed location, monitors vehicle locations.Communication between the two is pro-vided via commercial satellite that enablesunits to send and receive traffic over thehorizon, anytime, anywhere.The Network Service Center (NSC) op-

timizes information delivery through theacquisition and integration of informationtechnology infrastructure that provides asynchronized, seamless information capa-bility in support of the Army’s transforma-tion to a modular, netcentric, expeditionaryforce. Project Manager NSC provides coreLandWarNet data backbone and telecom-munications infrastructure upgrades andmodernizations to worldwide Army instal-lations in support of reachback, global in-formation grid (GIG), GIG bandwidth ex-pansion (GIG-BE) and netcentricity. PMNSC is responsible for providing enterprisesolutions in support of the Army knowl-edge management (AKM) goal to “managethe infrastructure as enterprise to enhanceefficiencies and capabilities.”Reserve Component Automation Sys-

tems (RCAS) support the Army NationalGuard and the Army Reserve by provid-ing standardized, sustainable, supportedand secure automated information solu-tions that contribute to the increased readi-ness of the reserve components. RCAS isan integrated suite of software productsand automated information systems thatsignificantly improve the ability of RC sol-diers and units to accomplish day-to-dayunit administration. RCAS has been serv-ing the soldier since the 1990s through thedevelopment and sustainment of infra-structure, hardware and readiness soft-ware products and solutions.Transportation Information Systems

(TIS). Project Manager TIS supports thejoint logistics (distribution) process throughimproving efficiency and interoperabilitywithin the Army transportation informationsystems for deployment, sustainment andredeployment activities during peace andwar.

Joint PEO Joint Tracked Radio SystemIn addition to the Army PEOs, the fu-

ture of U.S. Army warfighter C4I capabili-ties is also being crafted within the JointProgram Executive Office for the JointTactical Radio System (JPEO JTRS). TheJTRS program was initiated in 1997 to con-solidate what had been multiservicesearches for separate solutions to replacetheir existing legacy radios. The programwas restructured under a joint program ex-ecutive office in 2005. JTRS is developing an “open architec-

ture” of radio waveform technology thatallows multiple radio types to communi-cate with each other. The stated goal is toproduce a family of interoperable, modu-lar, software-defined radios that operate asnodes in a network and to ensure securewireless communication and networkingservices for mobile and fixed sites. More-over, these goals extend to U.S. allies,coalition partners and, in time, to disasterresponse personnel.The program currently encompasses six

ACAT 1D programs: airborne, maritime/fixed station; ground mobile radios; consoli-dated single-channel handheld radios; mul-tifunctional information distribution sys-tem; handheld, manpack and small form-fit;and network enterprise domain.Airborne, Maritime/Fixed Station (AMF).

AMF JTRS consists of a two-channel smallairborne (SA) joint tactical radio, a four-channel maritime/fixed (M/F) JTR, andcommon ancillaries to support platform in-tegration. Increment I AMF JTRS-SA willprovide the mobile user objective system(MUOS); wideband networking waveform(WNW); soldier radio waveform (SRW);Link-16, SINCGARS ESIP; Have Quick II(HQ II); VHF FM military tactical; andUHF AM/FM PSK military tactical wave-forms. It will also be integrated into a vari-ety of airborne platforms including Armyrotary-wing, UAV aircraft and Air Force C-130s. Increment 1 AMF-M/F will supportthe UHF SATCOM and MUOS waveformsand be integrated into maritime and fixedstation platforms such as Navy ships andsubmarines, Air Force command-and-con-trol (C2) centers and Navy shore C2 installa-tions.Ground Mobile Radios (GMR). JTRS

GMR, a software-defined, multichannel,multimode communications system, canbe reconfigured to emulate and interoper-ate with current force radios as well as op-erate new, advanced waveforms that haveenhanced performance capabilities. GMRprovides secure communications and en-ables simultaneous multimedia communi-cations over independent channels toground vehicle platforms such as: systemintegrated command post system carrier,Abrams tank, Bradley fighting vehicle,Humvee, expeditionary fighting vehicleand the light armored vehicle. GMR will

interoperate with current force equipmentin use in civilian and military operations. Consolidated Single-Channel Hand-

held Radios (CSCHR). Currently avail-able are two handheld, single-channel,software-defined radios, with options forvehicle adapter amplifiers (VAAs) and accessories. These handheld radios—theAN/PRC-148 and AN/PRC-152 and theirassociated VAAs, the AN/VRC-111 andAN/VRC-110—are interoperable withother military radios and commercial sys-tems through instantiation of legacy wave-forms (for example, SINCGARS, Have-Quick II and ANDVT). NSA-certified andconsidered “JTRS-approved,” these prod-ucts are presently deployed in combat,aiding U.S. warfighters in Iraq and Af-ghanistan.Multifunctional Information Distribu-

tion System (MIDS). JTRS MIDS is a wire-less, jam-resistant and secure informationsystem providing TACAN and Link-16/Voice to Airborne, Ground and Maritimewarfighting platforms. It provides real-time information and situational aware-ness via digital and voice communications.The MIDS program includes MIDS-LowVolume Terminal (MIDS-LVT), which is infull rate production, and MIDS JTRS, anevolutionary development product that iscurrently in limited production. MIDSJTRS is a “form-fit-function (plus)” replace-ment for MIDS-LVT and possesses threeadditional channels for hosting other JTRSwaveforms as requested by platforms. Handheld, Manpack and Small Form-

Fit (HMS). The future of tactical radiocommunications is being defined by theneed for smaller, lightweight and morepowerful devices that are interoperableand flexible. HMS is developing smallform-fit factors that provide tactical net-working for soldier-carried handheld andmanpackable radios, unmanned groundvehicles, munitions and sensors, and un-manned aerial vehicles. These cost-effec-tive radios will enable netcentric opera-tions to move beyond the command centerto battlefield locations previously unreach-able by legacy radios. The Network Enterprise Domain (NED)

develops and delivers portable, interoper-able, transformational networking wave-forms (for example, WNW, SRW, MUOS),legacy waveforms to maintain currentforce interoperability (for example, UHFSATCOM, SINCGARS, EPLRS) and net-work management and enterprise networkservices software to fully enable JTRS’ mo-bile, ad hoc networking capability. NEDproducts will produce the networking capability that allows U.S. warfighters atthe tactical edge from all military servicesto access and share relevant information in real time. This program is the heart ofthe interoperable networking capability ofJTRS.
