Zadco comments as below after reviewing and scrutinizing of the EPC/TSI latest submission vis-à-vis the

Project specs and supporting block diagram

1. VHF Marine Radio System: commented below please

1.1. IP Based Radio System required because: -

1.1.1. Main Radio can be installed in the Radio Shelter Room and all the antennas on the tower

above

1.1.2. Remote Controller and Network Diagnostic/Management Terminals can be in the Harbour

building, duly interfaced with the interconnecting copper/fiber cables

1.1.3. IP based Radio will comply with following as per Specs Section 8.4

a. Dual watch feature (CH16 and a working channel)

b. DSC watch

c. Radio in Main and Standby configuration ensuring change-over and radio availability

in event of failure of the operating radio

d. Shall able to communicate (viz Transmit and Receive) on assigned channels and also

be able to perform Dual watch reception and DSC operation

1.2. Standard / Conventional non IP based VHF Marine Radio: Solution as proposed not acceptable

due to reasons below (and compliance of these are required for these as per Project Specs

Section 8.4):-

1.2.1. Non Compliance of 1.1.1

1.2.2. Non Compliance of 1.1.2

1.2.3. Non Compliance of 1.1.3.c

1.2.4. Non Compliance of 1.1.3.d

2. MF/HF Radio System: For the Radio to operate at 150 watts;

2.1. We want to relocate the Main MF/HF Radio to Radio Shelter Room

2.2. IP Solution preferred as with the radio in Radio Shelter Room, the Remote Controller can be in

the Harbour building in compliance with ZADCO Specs and requirements. The antennas (Tx/Rx)

and DSC antennas to be installed around 40 meters away from the Antenna Tower. Please ask

for the recommendations of the RF Report Study for this covering the Inadvertent Ignition hazard

and let us review this for our confirmation.

2.3. IP Based solution ensures compliance of Specs Section 8.8.1 for the Sea Area A2

range/performance and Section 8.8.1.3 for the power rating of 150 watts

2.4. Note MF/HF Radio to operate at 20 watts power output is not acceptable due to non-compliance

if IMO/SOLAS/GMDSS Regulation and Resolutions A801(19) and ITU-R M.2027 Standards Section

4.3.4.2

3. VHF Aero Radio: These to be mounted on 11 meters height poles for both Harbour and IFCC/LCR

buildings due to omni coverage requirements and 1st Fresnel signal obstruction issue.
