3RD QUARTER1998 REPORT

Objectives This report summarizes recent and scheduled worldwidecommercial, civil, and military orbital space launchevents. Scheduled launches listed in this report arevehicle/payload combinations that have been identified inopen sources, including industry references, companymanifests, periodicals, and government documents. Notethat such dates are subject to change.

This report highlights commercial launch activities,classifying commercial launches as one or more of thefollowing:

• Internationally competed launch events (i.e., launchopportunities considered available in principle tocompetitors in the international launch servicesmarket),

• Any launches licensed by the Office of the AssociateAdministrator for Commercial Space Transportation ofthe Federal Aviation Administration under U.S. CodeTitle 49, Section 701, Subsection 9 (previously knownas the Commercial Space Launch Act), and

• Certain European launches of post, telegraph andtelecommunications payloads on Ariane vehicles.

SUMMARY

Second Quarter 1998Launch Events

• In the second quarter of 1998, the United Statesconducted nine launches. Four of these launches werecommercial (three Delta and one Atlas) and five werenon-commercial (two Shuttle, a Titan 2, a Titan 4, and aPegasus). All of these launches were conductedsuccessfully.

• There were eight Russian launches in this period, two ofthem commercial launches on Proton vehicles. Theremaining six non-commercial launches were on oneProton, one Molniya, and one Cyclone 3 launchvehicle, with three more launches on Soyuz launchvehicles. Seven of these launches were successful. Theeighth, a Cyclone 3 launch, put six communicationssatellites in an incorrect (although apparently useable)orbit in an apparent upper-stage failure.

• Europe conducted one successful commercial launch ofan Ariane vehicle with no Ariane failures.

• China launched two Long March vehicles, onecommercial and one not, with both launches successful.

Third and Fourth Quarter 1998Scheduled Launch Events

• The United States plans to make 27 launches in the nexttwo quarters. Of these, 16 launches will be commercial:four Atlas, two Delta 2, two Delta 3, one Sea Launch,three Athena, and four Pegasus launches. Non-commercial launches will consist of three Delta 2, onePegasus, two Shuttle launches, two Taurus, one Titan 2,and two Titan 4 launches.

• Russian launch vehicles are scheduled to make 14launches, eight of which are commercial. Thesecommercial launches are on one Shtil and seven Protonlaunch vehicles. Non-commercial launches will includethree Soyuz, one Proton, one Zenit 2 launch vehicle,and one Molniya launch vehicle.

• Three Ukrainian Zenit launch vehicles are to belaunched from Baikonur on commercial missions.

• Europe plans seven commercial Ariane 4 launches andthe third and final developmental launch of the Ariane 5launch vehicle.

• China intends to launch five Long March vehicles, oneof which will be commercial.

• India will conduct a non-commercial launch of thePSLV.

• Japan is preparing to launch a non-commercial sciencepayload on an M 5 launch vehicle.

Third and Fourth Quarter 1998

Several Launch Vehicles Make TheirCommercial Debut in 1998

In the next two quarters, two launch vehicles will enter thecommercial launch market and two more will move closer tocommercial operations. The first pair, Delta 3 and Zenit, willboth make their commercial debuts before the end of theyear. The Delta 3 extends the Delta franchise into the liftingrange of the Atlas and Ariane launch vehicles. In its firsttwo launches, the Delta 3 will launch the Galaxy 10communications satellite for PanAmSat and the Orion F3communications satellite for Orion Network Systems. TheZenit launch vehicle will enter commercial service with twoseparate launch providers. Boeing Sea Launch will useone Zenit 3 vehicles to launch the Galaxy 11Communications satellite for PanAmSat, and the UkrainianSpace Agency will launch three Ukrainian Zenit 2 vehicleswith Globalstar LEO communications satellites from theRussian launch site at Baikonur.

Also moving towards commercialization are the EuropeanAriane 5 and the Indian PSLV vehicles. The Ariane 5 wasto make its first launch of a commercial satellite on its third(and if successful, final) developmental launch but thecommercial payload, the Eutelsat W1 satellite, wasdamaged and possibly ruined in a testing accident earlierthis year. The PSLV will carry the IRS P-4 as its primarypayload as well as two small secondary satellites. Thesesatellites, the remote sensing Kitsat 3 and the experimentalTubsat C-DLR will be launched as a commercial venture aspart of India’s attempt to commercialize the PSLV. AlthoughIndia has not yet sold a commercial PSLV launch of aprimary payload, this piggyback launch is a step on theroad to greater commercialization of the PSLV.

In the second quarter of 1998, there were 38 payloadslaunched worldwide. These payloads were dividedbetween communications (78.9 percent),intelligence/classified (13.3 percent), meteorological (2.6percent), scientific (2.6 percent), and space station supply(2.6 percent).

Communications payloads constituted all of the 23internationally competed payloads on commercial launches.

In the second quarter, United States launch vehicles madenine of the 20 total launches worldwide. Of these ninelaunches, four were commercial. Delta vehicles madethree commercial launches, orbiting one set of five Iridiumsatellites, a set of four Globalstar satellites, and a GEOcommunications payload. An Atlas launched a GEOcommunications satellite for the fourth commercial launch.United States non-commercial launches included twoShuttle flights, a Pegasus launch with a science payload, aTitan 2 with a meteorological satellite, and the launch of aclassified payload on a Titan 4.

Europe made one successful commercial launch of theAriane 4. Further launches were delayed whenmanifested satellites were not ready for launch onschedule and replacements could not be found.

Russia launched eight vehicles with two of the launchesbeing commercial. The commercial launches were a set ofseven Iridium LEO communications satellites launched onone Proton and a GEO communications satellite launched onanother Proton. A non-commercial Proton and a Molniyaboth carried classified defense payloads to orbit while aCyclone 3 launch placed six military LEO communicationssatellites in a lower-than-intended orbit. Three Soyuzvehicles launched a Progress resupply mission to Mir alongwith two intelligence satellites.

China’s Long March was used twice, once commerciallyand once not. The commercial launch placed a pair ofIridium satellites in LEO. The non-commercial launch was ofa government-owned Lockheed Martin-built GEOcommunications satellite. The Chinese experienced nolaunch failures in this period.

Fifty-nine orbital launch events are scheduled in the thirdand fourth quarters of 1998. The United States share ofthese is 27 launches. Four of these launches will be madeon Atlas vehicles each carrying a communications satellite.Of these, three will go to GEO and one to MEO. Five Delta 2vehicles will carry four science satellites, fourcommunications satellites, one remote sensing satellite, andone development satellite. The first two flights of the Delta3 will each launch a GEO communications satellite. TwoAthena 2 vehicles will carry a single remote sensingsatellite each, and an Athena 1 will carry a remote sensingsatellite. Two Taurus flights will have a military and adevelopmental payload respectively. Pegasus vehicles willlaunch five times. Two launches will carry a set of eightOrbcomm LEO communications satellites while the otherthree will carry two communications and two scientificsatellites between them. There will also be two Shuttlemissions. One of these will carry International SpaceStation (ISS) components and a developmental satellite, theother a deployable science satellite and a smallcommunications satellite. There will also be one Titan 2launch with a science satellite and two Titan 4 launchescarrying classified payloads.

Russia plans to launch 14 vehicles. Eight will be Protonrockets, seven with communications satellites and one withan ISS component. Three are Soyuz vehicles lofting onecrewed and two supply flights to Mir. The remaining threelaunches will be of a Molniya carrying a communicationssatellite, a Shtil submarined-launched vehicle with two smallcommunications satellites, and a Zenit with multiple smallsatellites and a Russian remote sensing payload.

Ukraine plans to launch three sets of LEO communicationssatellites on Zenit vehicles from Russia’s Baikonur site.

Europe's Ariane 4 is scheduled to orbit nine GEOcommunications satellites and to make the final Ariane 5developmental launch with a dummy satellite and adevelopmental payload.

China intends to launch five Long March vehicles, four withcommunications payloads and one with two remotesensing payloads.

Japan will launch a scientific payload on an M 5 vehicle.

India is scheduled to launch an IRS remote sensing satelliteand two small foreign satellites on a PSLV.

Excluding small launch vehicles, 48 launches are plannedfor the next two quarters. Of these, 27 will be commerciallaunches. When small launch vehicles are included, thistotal increases to 59, of which 35 are expected to becommercial. The United States plans to conduct one thirdof these with nine commercial launches. These will consistof four Atlas vehicles launching GEO communicationssatellites and the first launch of the Sea Launch Zenit 3from its ocean platform with a GEO communicationssatellite. The first two Delta 3 vehicles will each carry oneGEO communications payload, and two Delta 2 vehicles aremanifested to carry a GEO satellite and a set of LEOcommunications satellites. Commercial small vehiclelaunches will include two launches of Athena 2 vehicles,each of which is to loft a remote sensing satellite, and oneAthena 1 which is to carry an experimental payload. FourPegasus vehicles are to be launched carrying a total of 18communications satellites and a science satellite into orbit.

All but one of Europe’s eight scheduled launches arecommercial. All seven commercial launches will be onAriane 4 vehicles carrying a total of nine GEOcommunications satellites. Arianespace is planning anunusually crowded schedule for the remainder of 1998 tomake up for scheduling problems earlier in the year.

Russia intends to conduct seven commercial Protonlaunches of GEO communications satellites. In addition, aneighth small commercial launch will use a submarine-launched Shtil vehicle (a converted SSN-23 missile) to orbita pair of small German communications satellites.

Ukraine will enter the commercial launch arena with thelaunch of 36 Globalstar LEO communications satellites onthree Zenit launch vehicles.

China’s one commercial launch will carry two Iridiumcommunications satellites to LEO.

One hundred forty-five commercial launch events(excluding small launch vehicles) are projected for theperiod between January 1993 and December 1998. TheUnited States has a 42-percent share, or 60, of theselaunches. In terms of internationally competed payloads oncommercial launches (including small launches), the UnitedStates will have launched 93 of 251 payloads, for a 37-percent share.

Europe’s portion of the total is 52 launches, for a 36-percent share of launches, and 70 payloads or 28 percentof total payloads. China had 13 launches for 9 percent oflaunches, and 17 payloads for 7 percent of the total.Russia will have conducted 17 commercial launches for a12-percent share and deployed 35 internationally competedpayloads or 14 percent of the total. Ukraine will make itsfirst three commercial launches from Russia’s launch siteat Baikonur in the second half of 1998 with 36internationally competed payloads representing 14 percentof payloads and two percent of launches in this period.

In the period covered by this report, April 1998 throughDecember 1998, 35 commercial launches (excluding smalllaunch vehicles) are planned worldwide. It is expectedthat there will be 85 internationally competed payloads(excluding small launch vehicles). The United States plans13 launches for 37 percent of these launches and will loft20 internationally competed payloads for 23 percent ofsuch payloads. Europe plans eight launches (23 percent)and 10 payloads (12 percent). China’s share is twolaunches (6 percent) and four payloads (five percent),while Russia’s plans include 15 payloads on nine vehiclesfor 18 percent of payloads and 26 percent of launches.Ukraine’s three launches will account for eight percent ofcommercial launches and their 36 payloads will constitute42 percent of total internationally competed payloads in thelast three quarters of 1998.

For the year 1998, revenues from commercial launchevents are projected to be around $3.0 billion. Revenuesfor the five-year period between January 1993 andDecember 1998 are expected to be about $10.5 billion. TheUnited States will have a 41-percent share of theserevenues with about $4.3 billion, and Europe will have 43percent with about $4.5 billion. Russia holds an estimated10-percent share with about $1.0 billion, and China willhave a five-percent share of about $540 million. Ukrainewill gain a one-percent share, about $98 million, incommercial launch revenues in its first year of conductingcommercial launches.

In 1998, the United States has almost half (48 percent) oftotal world launch revenues of $1.4 billion. This positionreflects the strength of the United States’ larger launchvehicles and the growing importance of its small launchvehicles. This year small commercial launch vehicles areprojected to earn $167 million (or 12 percent) of the UnitedStates’ commercial launch revenues, while larger vehiclesare expected to garner $1.2 billion (or 88 percent) of theUnited States total.

AN OVERVIEW OF THE U.S. COMMERCIAL SPACE LAUNCH INFRASTRUCTURE

Unprecedented Growth Seen for U.S.Commercial Space Launch Infrastructure

The commercial space transportation industry haswitnessed unparalleled growth in the number ofcommercial launches over the past few years.Last year witnessed the largest number yet, 35commercial launches worldwide, nearly twice the21 commercial launches of the previous year. TheUnited States, in particular, has experienceddramatic growth in commercial launch activity,with a record 17 commercial launches taking placein 1997 (up from 11 commercial launches in1996). This growth trend is likely to continue,with a very ambitious 29 commercial launchesplanned for U.S. launch sites this year and at leastanother 25 such launches for 1999.

The United States government has, since the1950s, built, operated, and maintained a spacelaunch infrastructure for launching satellites intospace. Most notably, Cape Canaveral Air Stationand Vandenberg Air Force Base have been thebackbone of the U.S. orbital launch infrastructure.Much of the demand for and use of these launchsites has traditionally come from U.S. militaryand civil government agencies. Beginning in theearly 1980s, a number of the government-operated launch sites began providing support forcommercial launch activities as well, with NASAacting as the primary intermediary for providinglaunch services to satellite operators. Followingthe Challenger accident, a White House decision inAugust 1986 ruled that launch customers couldsolicit bids directly from the launch vehiclebuilders who would, in turn, lease launch facilities

from NASA or the U.S. Air Force. This decision,coupled with the 1984 U.S. Commercial SpaceLaunch Act and its 1988 amendments, did muchto foster a true commercial launch business, whichcontinues to grow to this day.

Today, even further commercialization of the U.S.launch infrastructure is evident, with two trendstaking place in the launch industry. First, truecommercially operated launch facilities have madesignificant progress toward realization. Earlierthis year, the very first launch from a U.S.commercial launch site took place at SpaceportFlorida. Second, the U.S. Air Force is takingsteps to accommodate a much greater number ofcommercial launches from the federal ranges aswell. A range modernization and upgradeprogram has been established to help reducelaunch site costs and turn around times as well asto improve range flexibility and responsiveness.Some range organizations are also making businessprocess improvements in a concerted effort toimprove service quality for commercial andgovernment users of the eastern and westernranges.

CURRENT COMMERCIAL LAUNCH SITES

Since September 1996, three organizations havebeen awarded a commercial Launch Site OperatorLicense by the FAA Associate Administrator forCommercial Space Transportation. Theselicenses support three sites – Spaceport Florida,California Spaceport, and the Virginia SpaceFlight Center – which are co-located with federallaunch facilities but are run by non-federalorganizations at these sites.

Up until January 1998, the majority of U.S.commercial launch activity had taken place at thefederal launch ranges. Spaceport Florida's launchof Lunar Prospector on an Athena 2 on January 6,

1998 marked the first ever launch from acommercial site. Sea Launch, a commercialpartnership headed by Boeing Commercial SpaceCompany, will begin operation of its own mobilelaunch facility off shore, in international waters,later this year. Sea Launch's mobility is similar tothat of Orbital Sciences Corporation's Pegasus, anair-launched small launch vehicle deployed froman L-1011 aircraft. Other organizations examiningthe possibility of commercial launch sites includethe Alaska Aerospace Development Corporation,the New Mexico Office of SpaceCommercialization, Beal Aerospace Technology,Inc., and the Texas Aerospace Commission. Adiscussion of each of the current and proposedcommercial launch sites follows.

Spaceport Florida

The Spaceport Florida Authority (SFA) wasestablished in 1989 by the state of Florida tofacilitate the development of the state’s spacerelated industry. A commercial license from theFAA Associate Administrator for CommercialSpace Transportation was awarded to theSpaceport Florida Authority on May 22, 1997.The SFA facility consists of about 70 acres ofland owned by the U.S. Air Force and operatedby the U.S. Navy's Strategic Systems ProgramOffice. The Spaceport Florida Authority chargesapproximately $300,000 per use of the facility.

The cornerstone of SFA’s efforts wasrefurbishing Launch Complex 46, an old Tridentmissile launch site at Cape Canaveral Air Station,to accommodate small commercial launch vehicles.The philosophy behind developing LaunchComplex 46 was not to tailor a facility for a singlelaunch system, but rather to build a publictransportation infrastructure for severalcompeting launch systems. SFA’s LaunchComplex 46 can accommodate a variety of launchvehicle configurations, and payload lift

capabilities up to 4,000 pounds to LEO arepossible. In the future, the complex could evenaccommodate lift capabilities in excess of 4,900pounds to LEO. From its position on CapeCanaveral, Launch Complex 46 can accommodatemission profiles with launch azimuths rangingfrom 47° NE to 110° SE (and any other azimuthsthat the Air Force would approve), and orbitalinclinations from 28.5° to 58°. Launches to LEO,GEO, and interplanetary trajectories can beconducted from this site.

As Spaceport Florida is located on the CapeCanaveral Air Station, the commercial launch sitecan offer all necessary support services by relyingon existing range infrastructure. Payloadprocessing facilities, including cleanroomenvironments are available from off-sitecommercial providers, in addition to rangetracking and telemetry equipment required toconduct launch operations.

Currently, the launch complex is configured tolaunch vehicles that use the Castor 120 or similarsolid motor as a first stage. Examples includeLockheed Martin’s Athena launch vehicle andOrbital Sciences Corporation’s Taurus vehicle.Infrastructure can support launch vehicles with amaximum height of 120 feet and diameters rangingfrom 50 to 120 inches. The first launch fromLaunch Complex 46 was of the Lockheed MartinAthena 2 launch vehicle, which deployed theLunar Prospector mission for NASA in January,1998. The next launch planned from SpaceportFlorida will be of the Athena 1 vehicle thisDecember, when it will deploy the Rocsatsatellite for Taiwan.

The next major effort by the SFA is to convertformer Titan 1, Titan 2, and suborbital pads toservice a variety of small launch vehicles for bothorbital and suborbital launches. In September1997, the SFA announced plans to develop

Launch Complex 20, which includes three launchpads, a launch control blockhouse, and an on-sitefacility for small payload preparation and storage.The SFA hopes to take advantage of thesefacilities to provide a rapid response capabilityfor the LEO communications satellite replacementmarket or for scientific payloads. By refurbishingthe blockhouse, the SFA hopes to offer a multi-user launch control and data monitoring systemthat will serve several types of vehicle andpayload systems. Development of LaunchComplex 20 is expected to cost about $3 million.The Air Force will provide about $2.5 million infunding, and the State of Florida has appropriated$125,000 for the project, according to theSpaceport Florida Authority.

Other current SFA activities include thedevelopment of a new $16 million SpaceOperations Support Complex to provide a singleoperations facility for visiting launch and payloadteams.

The Spaceport Florida Authority has alsoattracted several launch industry supportproviders to the state, including a $27 millionliquid hydrogen rocket fuel production facility, a$27 million rocket motor storage facility, and a $5million university-based satellite technologydevelopment center.

California Spaceport

While the Spaceport Florida is operated by apublic transportation authority, the CaliforniaSpaceport is a commercially operated launchservices company, utilizing leased property onVandenberg Air Force Base. The CaliforniaSpaceport is operated and managed by SpaceportSystems International, L.P. (SSI), a limitedpartnership between ITT Federal ServicesCorporation and California CommercialSpaceport, Inc.

The California Spaceport was the first commerciallaunch site to be licensed by the AssociateAdministrator for Commercial SpaceTransportation (September 19, 1996). From itsposition on Vandenberg, the launch site is situatedto support a variety of mission profiles to lowpolar orbit inclinations, with possible launchazimuths ranging from 220° to 150°.

The focus of the California Spaceport’s payloadprocessing services was originally on therefurbishment of the Payload Preparation Room,which was a cleanroom facility designed toprocess three Space Shuttle payloadssimultaneously. The Payload Preparation Room,located near Space Launch Complex 6 (SLC-6), isnow leased by SSI as their Integrated ProcessingFacility (IPF). SSI will be a provider of payloadprocessing services and orbital launch supportservices for both commercial and governmentusers. California Spaceport provided payloadprocessing services for the NASA Lewis satelliteand has contracts to provide payload processingfor two Earth Observation System (EOS)satellites.

California Spaceport’s new launch complex, whencomplete, will be equipped to accommodateseveral configurations of small launch vehicles,based on either Castor 120 or Minuteman solid

motor first stages. SSI also has plans to providefacilities to service launch vehicles using a varietyof liquid and cryogenic fuels. Additionally, thecompleted launch complex will provide two Stack& Checkout Facilities for preparing launchvehicles. Rail-mounted Mobile Launch Platforms(MLP’s) will transport the stacked vehicle andpayload to the launch site.

Phase I construction at California Spaceport’slaunch complex began in 1995. Currently in placeare the concrete flame ducts, communication,electrical, and water infrastructure. Phase IIconstruction in preparation for the Minotaurlaunch will commence in the fall of 1998, to becompleted by May 1999. Further constructionwill depend on requirements provided by theCalifornia Spaceport’s next orbital launchcustomer.

In September 1999, California Spaceport willsupport the launch of an orbital payload underthe Air Force’s Orbital/Sub-orbital Program(OSP) intended to use surplus ballistic missileassets to deploy government payloads. Thelaunch will be carried out by the new Minotaurlaunch vehicle, which consists of a modifiedMinuteman II first stage and second stage, withan Orbital Sciences Corporation Pegasus upperstage. The Minotaur will deploy JAWSAT, a

Virginia Space Flight Center

The Virginia Space Flight Center (VSFC) isoperated by the Virginia Commercial Space FlightAuthority in cooperation with NASA at theWallops Flight Facility on Wallops Island,Virginia.

The origins of this commercial launch site began atVirginia's Old Dominion University in 1992.That year, the Center for Commercial SpaceInfrastructure was created to establish commercialspace research and operations facilities in thestate of Virginia. The Center worked incooperation with Wallops Flight Facility todevelop a commercial launch infrastructure there.Three years later, Virginia Governor George Allensigned a bill into law creating the VirginiaCommercial Space Flight Authority (VCSFA) as apublic organization specifically to develop aVirginia commercial launch capability. TheCenter for Commercial Space Infrastructure iscurrently the Executive Directorate for theVCSFA.

From its position on Virginia’s southeasternAtlantic coast, Wallops Island can accommodateorbital inclinations between 38° and 60°. Launchazimuths available from VSFC range between 90°east and 160° southeast (or any other azimuthapproved by NASA Goddard Space FlightCenter, Wallops Flight Facility, and the FAA).Facilities exist to service a variety of solid-fueledvehicles. The Virginia Commercial Space FlightAuthority was awarded a commercial launch siteoperator license by the FAA on December 19,1997.

In 1997, the VCSFA signed an agreement withNASA to use NASA facilities at Wallops in

support of commercial launches under what isknown as the NASA/Virginia Commercial SpaceFlight Authority Reimbursement Space ActAgreement. The 30-year agreement allows theAuthority access to the NASA facilities on a costreimbursement basis.

The Virginia Space Flight Center is not the firstcommercial venture at Wallops Flight Facility. In1994, EER Systems of Seabrook, Maryland, builtand operated pad LP 0-A, to be used by EER'sConestoga launch vehicle. The Conestoga's firstand only attempted launch from this location tookplace in fall 1995. The launch pad is stillcommercially owned by EER Systems.

Development of the commercial facilities includecompletion of launch pad LP 0-B, which willconsist of a 19,000-square foot pad and a 182-foot service tower, equipped with a 75-ton cranefor vehicle and payload handing. Phase Iconstruction of the pad began in early 1998 and isplanned to be completed by the end of the year.Phase I includes the pad, launch mount, and someadditional supporting infrastructure. The servicetower will be included in subsequent phases. Thenew pad is designed as a “Universal Launch Pad,”capable of supporting a variety of small andmedium launch vehicles. The most likely vehicles

for the facility are the Lockheed Martin Athena orthe Orbital Sciences Corporation Taurus.

A new payload processing and integration facilitywith a class-100,000 cleanroom1 is also planned.Other available facilities include downrangetracking equipment, including a ground station onAntigua and the mobile ground equipment basedout of Wallops.

Sea Launch

In April 1995 it was announced that a newventure called Sea Launch planned to loftUkrainian-built Zenit rockets from a mobile,floating launch platform in international waters inthe east-central equatorial Pacific Ocean. The SeaLaunch partnership is led by Boeing CommercialSpace Company and includes Norwegian shipbuilding company Kvaerner Maritime a.s., theUkrainian rocket builder KB Yuzhnoye, and theRussian space company RKK Energia, whichproduces the vehicle’s upper stage.

The Sea Launch system consists of three mainparts: the Assembly & Command Ship (ACS),the launch platform, and the Zenit 3SL vehicle.The ACS houses the vehicle integration facilitiesand is where the vehicle stages are assembledwhile docked at the Sea Launch home port inLong Beach, CA. Ground breaking began at thehome port in August 1996 and was completed inMarch 1998. Construction of the ACS began inDecember 1995. The ship was later outfittedwith launch systems hardware at St. Petersburg,Russia. The command ship departed Russia inJune 1998 and arrived in Long Beach in mid-July.

The launch platform is a self-propelled semi-submersible ocean vessel converted from an oil-

drilling platform. Installation of the launchsupport hardware began in Russia in April 1997before the platform departed for Long Beach inJune 1998. The launch hardware included thetransporter erector system, fueling systems, andcontrol systems for the highly automated Zenitvehicle.

The Zenit, on which the Sea Launch vehicle isbased, is built by Yuzhnoye of Dnepropetrovsk,Ukraine. Unlike other Soviet heritage launchvehicles, Zenit was not derived from a ballisticmissile. Rather, it was built as a next generationspace launch vehicle in the early 1980’s and hasbeen primarily used to loft heavy LEO satellitesfor the Soviet and Russian military.

Payload processing for Sea Launch is conductedat Astrotech's new Payload Processing Facilitylocated at the Long Beach home port. Theintegrated vehicle is rolled off onto the launchplatform, where an environmentally controlledhanger stores the vehicle until launch. Thecommand ship and the launch platform thendepart for the launch site, located along theequator about 1,400 miles from Hawaii. Thevehicle is rolled out of the hanger and erected onthe launch platform, while launch operations areconducted from the control ship.

Sea Launch has firm commitments for 18launches: thirteen for Hughes and five for Loral.The first launch of the Zenit Sea Launch isplanned for early 1999 and will loft the Galaxy 11satellite for PanAmSat.

Pegasus

A report on the U.S. commercial launchinfrastructure would not be complete withoutsome mention of the Pegasus launch vehiclemanufactured by Orbital Sciences Corporation.Because this vehicle is air-launched fromunderneath an aircraft, the Pegasus launch systemis considered unique from “fixed’ launch systemsin that its launch site is mobile (not unlike the SeaLaunch platform, which can change its ocean-based location to accommodate a variety of launchrequirements).

The Pegasus is primarily used to launch smallpayloads to LEO for U.S. government andcommercial customers. A B-52 aircraft and, now,an L-1011 aircraft have departed from numerouslocations carrying the Pegasus launch vehicle,demonstrating the mobility offered by its air-launched configuration. Pegasus launch sites,from which the aircraft have flown, have includedVandenberg Air Force Base, Edwards Air ForceBase, Kennedy Space Center, Wallops FlightFacility, Cape Canaveral Air Station, as well as

one launch from the Spanish Canary Islands (theonly Pegasus launch from a location outside of theUnited States).

The launch from Spain successfully deployed theMinisat 01 satellite for the Spanish NationalInstitute of Aerospace Technology (INTA) onApril 21, 1997. Officials at Orbital SciencesCorporation have indicated that they would liketo conduct additional launches from satelliteowners’ home countries in the future.

PROPOSED COMMERCIAL LAUNCH SITES

Southwest Regional Spaceport

The Southwest Regional Spaceport (SRS) is aproposed commercial launch site that would belocated adjacent to the White Sands Missile Rangein New Mexico.

The Southwest Regional Spaceport has beenpromoted by the New Mexico Office of SpaceCommercialization (NMOSC), a division of theEconomic Development Department of the Stateof New Mexico. Support for developing aspaceport comes from the U.S. Air Force and theNew Mexico State government. TheEnvironmental Impact Study for this site wasfunded with $1.3 million in state funds.

Unlike the other commercial launch sites, theSouthwest Regional Spaceport would be able toservice the next generation of reusable launchvehicles (RLVs) due to its inland location. Previously McDonnell Douglas had used WhiteSands for testing and development of the ClipperGraham (or DC-XA), a precursor to a verticaltake-off and landing reusable launch vehicle. TheNew Mexico site was a strong contender as a sitefor continued DC-XA development under theNASA X-33 program, as well as the furtherdevelopment of an operational RLV based on that

design. Lockheed Martin’s lifting bodyconfiguration was chosen for the X-33 programover the McDonnell Douglas proposal.Nevertheless, attracting an RLV launch providerremains a priority for the New Mexico site.

Several studies related to building a commerciallaunch site in New Mexico have been conducted.In April 1995, an 18-month study was completedby New Mexico State University’s PhysicalSciences Lab and McDonnell Douglas outliningrequirements for a site to conduct commercial andgovernment launches. Environmental impactstudies are also progressing. A commercial launchfacility at the New Mexico site would initially usetracking facilities from neighboring White Sands.Plans also call for construction of launch pads, anaircraft runway, and payload processing facilities.The cost of establishing a commercial launch siteat the New Mexico site has been estimated to bebetween $80 and $120 million.

Kodiak Launch Complex

Narrow Cape, on Kodiak Island off the southerncoast of Alaska, is the Alaska AerospaceDevelopment Corporation’s site for the state’sfirst commercial launch site. From this location,the launch site can accommodate a variety oforbital and sub-orbital mission profiles. Thelocation’s wide launch-azimuth range allows for

launches between 64° posigrade and 64°retrograde. This feature would allow a variety ofremote sensing, communication, and scientificpayloads to be launched into LEO and highlyelliptical orbits.

The Alaska Aerospace Development Corporation(AADC) is a public corporation founded by theAlaskan state government in 1991 to support thedevelopment of the aerospace industry in Alaska.In 1993, the agency was awarded $1.1 millionfrom the U.S. Air Force to develop plans for alaunch complex in Alaska that would be capableof launching payloads of about 3,500 pounds to ahigh inclination orbit. In 1994, the AADCrejected a proposal to build a launch site at thePoker Flat Research Range, a university-ownedfacility for launching sounding rockets near thecity of Fairbanks, in favor of the Kodiak facility.In 1996, the Air Force awarded the AADC $6million to support launches of Minuteman IIderivative vehicles, with launches commencing in1998 under the Orbital/Sub-orbital Program(OSP).

A commercial launch site license application wasfiled by AADC with the FAA on January 22,1997 for the Kodiak Launch Complex.

January 1998, and AADC plans to conduct itsfirst launch from Kodiak Launch Complex inSeptember 1998. The first launch will be asuborbital launch for the U.S. Air Force Space andMissile Systems Center, Launch Test ProgramsDivision (SMC/TEB) at Kirtland AFB, NM. Theprimary goal of the flight will be to simulate aballistic missile attack profile and evaluate theperformance of early warning radar systems. Theait-1 (atmospheric interceptor technology)mission will use a vehicle supplied by OrbitalSciences Corporation.

The vehicle’s first and second stages will be amodified second and third stage Minuteman II,without the Minuteman II first stage.

The fully operational commercial launch sitewould include facilities for payload processing,including a class-100,000 cleanroom. The payloadprocessing facility will include a 40-foot by 60-foot airlock and a 40-foot by 60-foot processingbay, each with 2,400 sq. ft. of floor space.Detailed designs have also been completed for thepad service structure and a facility fortransporting the completed vehicle to the pad.No firm orbital launch customers have yet beenfound for the Kodiak site.

The AADC is also supporting the developmentof ground station facilities near Fairbanks, Alaskain cooperation with several commercial remotesensing companies. The high latitude locationmakes the Fairbanks site favorable for polarorbiting satellites, which typically pass aboveFairbanks several times daily. Also underconsideration is the use of Wallops FlightFacility's mobile tracking stations.

Other Proposed Commercial Launch Sites

Beal Aerospace Technology, Inc. has selectedSombrero Island in the Caribbean to be the launch

site for its BA-2 launch vehicle. From thislocation, the BA-2 will be able to address avariety of orbital destinations, and the lowlatitude of the site will allow the BA-2 to delivermore than 11,000 pounds to geosynchronoustransfer orbit. The Caribbean nation of Anguillahas leased Sombrero Island to Beal Aerospaceunder a 98-year exclusive use agreement. Theisland is a dependent territory of the UnitedKingdom and is located about 35 miles northwestof Anguilla. Sombrero Island is approximatelyone mile long and three-eighths of a mile across,comprising 100 acres. Sombrero Island isuninhabited, except for a lighthouse located at oneend of the island. Beal Aerospace plans toconstruct a launch pad for its BA-2 vehicle at oneend of the island and a horizontal vehicleintegration building at the other. Additionalplanned infrastructure includes an aircraftrunway, a heavy-load roadway between thevehicle integration building and the launch pad,and a port area near the vehicle integrationbuilding to allow barge access for vehicle stagesand other equipment. Beal AerospaceTechnology, Inc. is unique in that it is developinga new vehicle and launch site as a whollycommercial venture.

The Texas Aerospace Commission, an agencyestablished by the Texas state government topromote development of aerospace industries inTexas, has been investigating the possibility ofestablishing a commercial launch site in that state.Currently up to seven sites including five alongthe Texas gulf coast and two in west Texas arebeing evaluated as potential locations for thecommercial launch site. Texas AerospaceCommission officials are continuing discussionswith various government and launch industryrepresentatives concerning Texas as a host for anew launch site.

COMMERCIAL DEVELOPMENTS AT THE

FEDERAL RANGES

The U.S. federal ranges have supportedcommercial launch activity since the mid 1980s.The Eastern range at Cape Canaveral and theWestern range at Vandenberg Air Force Base arewhere the bulk of the nation’s government andcommercial launches are conducted today.Additional orbital launch activities are conductedat the Kennedy Space Center, Wallops FlightFacility, and Edwards Air Force Base. Wallopshas also supported commercial launches ofPegasus from other locations, such as Spain. Anumber of government-operated missile andscientific research sites (e.g., White Sands, thePacific Missile Range Facility) have also beenhome to FAA-licensed suborbital launch activity.Other suborbital facilities, such as Kwajalein andPoker Flat, have considered expanding theirlaunch sites to full-fledged orbital launch facilitiesas well.

The U.S. government, primarily the Air Force, ispreparing to accommodate the continuing increasein the number of commercial launches from thefederal launch sites. This will be accomplishedthrough range modernization programs that willupgrade much of the range's support andcommunications systems. The U.S. Air Forcebegan a complete range modernization program in1987 and in July 1993. The RangeStandardization and Automation (RSA) programis a key effort to modernize and upgrade theEastern range at Cape Canaveral and portions ofthe Western range at Vandenberg.

The RSA program will replace obsolete 1960s and1970s vintage telemetry, tracking, command andcontrol, weather, area surveillance, andcommunications systems with modern andefficient systems. The program is intended to

help reduce range costs and turn around times,and improve range flexibility and responsiveness.

One of the key RSA proposals is the change fromground-based radar tracking to GPS-basedtracking. This will provide highly accurate launchvehicle time, space, and position information.However, it will also require upgrades to bothU.S. range systems and launch vehicles. Oncethese conversions are complete, the U.S. AirForce projects that it will be able to close 12 rangeradars, saving over $300M in operations andsustainment costs.2

Launch pad modifications are also underway toaccommodate the next generation of the Delta andAtlas launch systems, the Delta 3 and the Atlas 3.Work is also progressing to support the newEELV family of launch vehicles, each beingseparately developed by Boeing and LockheedMartin. A more complete discussion on each ofthe federal launch sites and their individual effortsat modernization and upgrades is provided below.

Cape Canaveral Air Station

The two launch complexes at Cape Canaveral AirStation (CCAS) most frequently used forcommercial launch activity are launch complexes17 and 36, used for Delta and Atlas vehiclesrespectively. CCAS also currently supportslaunches of Athena, Titan, and Pegasus vehicles.

The Boeing Delta 2 launch vehicle family hasdeployed a wide variety of commercial andgovernment payloads from CCAS. TheGlobalstar system of LEO communicationsatellites have been launched on Delta 2 vehicles.

The Delta 2 is also used to launch medium-weightclass satellites to GEO from Launch Complex 17pads A and B. Pad B has been modified toaccommodate the larger Delta 3, which will beused to launch intermediate-weight class GEOcommunications satellites. Improvements includenew flame ducts and additional umbilicalconnectors. The first Delta 3 launch will deploythe Galaxy 10 satellite for PanAmSat in August ofthis year.

The Lockheed Martin Atlas 2 launch vehiclefamily primarily uses CCAS to launchintermediate-weight class communicationssatellites to GEO from Launch Complex 36 padsA and B. Pad B is undergoing modifications forthe Atlas 3, which is expected to launch its firstpayload in early 1999. Modifications includeimprovements to the Mobile Service Tower,Umbilical Tower, and Launch Support Building.New flame ducts are also being installed, alongwith a variety of equipment related to fuelingvehicles with liquid propellants. Work on boththe Atlas and Delta pads is being conductedconcurrently on a non-interference basis withexisting Atlas 2 and Delta 2 operations from thesepads.

Modernization of range support equipment,including radar and telemetry facilities, play avital part in the commercial launch providers’ability to conduct launch operations efficientlyand cost effectively. The Range OperationsControl Center (ROCC) began initial services in1995, after an eight-year effort to modernize andconsolidate range safety assets at Cape CanaveralAir Station. Improvements at CCAS allowed forbetter handling of information related to rangecommunications, range safety control systems,scheduling, weather forecasting at the range, andother data processing functions.

Vandenberg Air Force Base

Almost all launch activity to date fromVandenberg Air Force Base (VAFB) has been formissions to low Earth orbit, the majority forgovernment customers. Vandenberg Air ForceBase has supported commercial activity since1989. To date, all 18 commercial launches fromVAFB have been LEO launches.

The Boeing Delta 2 launch vehicle has carried outcommercial missions from Vandenberg as well asfrom Cape Canaveral. The Vandenberg launchsite is situated to accommodate mission profilesto polar LEO orbits and has been used to deploythe Iridium constellation of communicationsatellites. Work was completed on the pad atSpace Launch Complex 2 West (SLC 2W) in 1995to accommodate Delta 2 launches, and can handleup to six launches annually.

The Lockheed Martin Atlas 2 has not flowncommercial missions from Vandenberg, but SpaceLaunch Complex 3 East (SLC 3E) has beenmodified to handle future launches of the Atlas 2.The first mission for the Atlas 2 at Vandenbergwill be to deploy the Earth Observation System(EOS) AM-1 mission for NASA on an Atlas2AS, now set for early 1999. this facility included a new mobile service towerand umbilical tower, for a total project cost ofabout $300 million. At least three additionalclassified launches for the Department of Defensehave been identified for polar Atlas 2 launchesthrough 2002. The Atlas 2 can be used to launchto a variety of polar LEO orbits from thislocation, but no commercial customers are knownto have purchased a polar Atlas 2 launch at thistime.

Kennedy Space Center

The Kennedy Space Center (KSC) is located onMerritt Island adjacent to the U.S. Air Forcelaunch facilities at the Cape Canaveral Air Station.It was originally created to support the Apollolunar landing program, and all of the crewedApollo flights took place from KSC. Followingthe last Saturn launches from this site it wasmodified to support the Space Shuttle program.In addition to ongoing non-commercial Shuttleflights, between 1982 and 1986, 11 Shuttles werelaunched from the KSC with commercialpayloads. Since that time there have been nocommercial shuttle flights, although United SpaceAlliance has proposed a return to commercialshuttle operations.

In 1985, a commercial Pegasus launch was madefrom the KSC. There have been no Pegasuslaunches from this site since.

Wallops Flight Facility

Wallops Island has operated as a sounding rocketrange since 1945 and conducted its first orbitallaunch in 1961, when a Scout launch vehicledeployed the Explorer 9 balloon that was used tostudy atmospheric density. Since that time,several orbital and suborbital missions have beenconducted at Wallops for NASA. In 1994, EERSystems completed launch pad LP 0-A, whichwas built to support its Conestoga launch vehicle.The first and only flight of Conestoga failed todeploy the METEOR recoverable satellite,designed for microgravity experiments, in 1995.

Other orbital launches from Wallops haveincluded flights of Orbital Sciences Corporation’sPegasus air-launched vehicle, the first of whichdeployed the MSTI 3 satellite in 1996 on acommercially licensed launch. The next twoPegasus flights will deploy 16 Orbcomm LEOcommunication satellites this year. In April 1996,the Air Force designated Wallops Flight Facilityas one of the sites to conduct launches ofconverted Minuteman II missiles under theOrbital/Sub-orbital Program (OSP), along withKodiak Launch Complex and the CaliforniaSpaceport.

At present, a Wallops tracking station located onthe island of Bermuda has not been appropriatedfunds for continued operation. Plans call forusing the TDRS satellites for tracking purposes.

Other Federal Launch Facilities

Several military ranges have also entered thecommercial space market, either launchingcommercial missions or using commercially-available launch vehicles. In one example, twolicensed commercial suborbital flights of a TalosCastor were launched from Barking Sands,Hawaii, in September 1994. These launchescarried the Zest 1 and Zest 2 experiments for theBallistic Missile Defense Organization (BMDO).Between 1989 and 1996, eight commercialsuborbital missions launched from New Mexico’sWhite Sands Missile Range. One of these

launches lofted a Black Brant 9 for EER Systemswhile the remaining seven launches were ofStarfire vehicles. Edwards Air Force Base wasthe site of six non-commercial flights of thecommercially-available Pegasus rocket between1990 and 1994.

In 1997, the Department of Energy granted theNevada Test Site (NTS) DevelopmentCorporation access to the Nevada Test Site forcommercial development. Original plans called inpart for Kistler Aerospace to use the test site asthe development and launch site for its K-1reusable two-stage launch vehicle. Kistler mustfirst obtain approval from the Federal AviationAdministration before beginning operations inNevada. Kistler has also invested $32 million inthe development of a launch site in Woomera,Australia. Construction in Woomera began inMay 1998 and the first test launch is scheduled totake place in the second half of 1998.

The Army first considered offering the KwajaleinMissile Range, located about 2500 milessouthwest of Honolulu, as a commercial spacelaunch site in 1997. According to the U.S. ArmySpace and Missile Defense Command,Kwajalein’s near-equatorial position makes it anideal site for launching larger payloads into ageostationary orbit. As of early July 1998, it isunknown whether plans to develop Kwajalein asa commercial launch site will proceed.

For proper interpretation of the data in this report, the following definitions should beunderstood:

Commercial Launch Events: A commercial launch event is an internationally competedlaunch event, as defined below, and/or any launch licensed by the Department ofTransportation/Office of Commercial Space Transportation (DoT/OCST), under theCommercial Space Launch Act (CSLA), or certain Post, Telegraph andTelecommunications launches.

Commercial Launch Revenue: Commercial launch revenues are generated from launchservices provided by private and government licensed entities. It is understood thatcommercial launch providers of different countries operate within different economic,policy, and procedural contexts which affect the respective prices for a launchcontract, however, this report does not attempt to adjust its data for these factors.

Geosynchronous Orbit (GEO): An orbit approximately 22,300 miles above the equatorin which a payload completes one orbit around the Earth every 24 hours.

Geosynchronous Transfer Orbit (GTO): A temporary orbit used to later place payloadsin a geosynchronous orbit.

Internationally-Competed Launch Events: An internationally competed launch eventresults from a launch opportunity which is available in principle to competitors in theinternational launch services market.

Low Earth Orbit (LEO): An orbit range on the order of 100-1000 nautical miles.Market Share: That segment of a commercial market which is captured by a specified

entity.Microgravity: An environment in which gravitational forces are essentially nonexistent.

Microgravity is used for materials processing, life-sciences, and other experiments.Suborbital flights generally are conducted to expose experimental payloads to a briefmicrogravity environment. Microgravity is also utilized for orbiting payloads.

Orbital Insertion: The point of a launch event at which a payload has attained plannedorbital velocity and finally separates from its launch vehicle.

Payload: Cargo to be jettisoned or released which may include attached kick motors.Payload Mass Class: Payloads are categorized in the following mass classes:
