Regular Meeting October 25, 2012

A. CALL TO ORDER A regular meeting of the Palmer Airport Advisory Commission was held on October 25, 2012 at 7 pm in the council chambers, Palmer, Alaska. B. ROLL CALL Comprising a quorum of the Airport Advisory Commission, the following were present:

F. AUDIENCE PARTICIPATION Mayor Johnson – Thanked Commission for being part of the Airport Advisory Commission, and encouraged the members to start thinking of people that might want

to serve on the AAC to help fill the vacant seat. The member must be a resident of the City of Palmer, and not have an interest at Palmer Municipal Airport. UNFINISHED BUSINESS

1. Fuel Tanks and Trucks (to be addressed in November AAC meeting) Airport Manager Owen introduced Fire Chief McNutt’s interim report on this issue, and a more complete report will be brought to the next meeting. 2. Airport Regulations Revision Commissioner Lee discussed overlapping between the Airport regulations and air regulations, they need to be discussed and reworked Commissioner Gates suggested that AAC members write down any revisions they’d like to see and send them electronically to the recording secretary for distribution in the December meeting packet

G. NEW BUSINESS

1. Reports a. Airport Manager’s Report Airport Manager Owen gave updates on the following topics in a written report to the Commission: Golf course fence, nutrition center land, runway resurfacing/crack sealing, wildlife hazard assessment, tree removal on the south end of RW34, and the Airport Master Plan Airport Manager Owen also responded to Commission member questions b. Airport Advisory Commission Chair Report Chairperson Gates reported on the following items: Attendance to the Mat-Su Borough Aviation Advisory Board meeting, where he gave a 5 minute presentation on marketing for airports Meeting with the City manager, Airport Manager, and Director of Community Development regarding zoning at Palmer Municipal Airport

2. Appearance Requests

a. Tom Cohenour, Director of Public Works Director Cohenour provided the AAC with several handouts regarding

asphalt conditions at Palmer Municipal Airport and trees cut down along Outer Springer Loop

He discussed the handouts and answered questions from AAC members regarding various functions of Public Works staff at Palmer Municipal Airport and other Airport maintenance concerns

3. Marketing Recommendations for 2013 (Alaska Airmen’s Association)

Moved to November 2012 meeting

Resolution 12-008 was discussed by Airport Manager Owen, and then further discussion between AAC members and it was decided to table this resolution until the next meeting to allow time for review of airport insurance requirements

5. Discussion of Staffing Needs at Palmer Municipal Airport This topic came up as a result of the Airport Manager asking for a part time airport technician in the FY13 operating budget. The Commission discussed it at some length, and it was decided to urge the City Council to approve the part time airport technician or part time airport manager to help lighten the load for City staff

6. Airport Advisory Commission Mission and Purpose Airport Manager Owen gave an overview and review of the City code regarding the Airport Commission.

7. Trees at South End of Runway 34 This was discussed during Director Cohenour’s report.

H. COMMISSION MEMBER COMMENTS Commission members Lee and More would like to see an expanded meeting regarding the Airport Regulations revisions. Commissioner Gates encouraged the Commission members to read the regulations and come to the November meeting prepared to discuss and move to City Manager Griffin I. ADJOURNMENT With no further business before the Council, the meeting adjourned at 9:16 pm.
