Rikers Island Correctional FacilityPerimeter Security Design & Commissioning

Professional Systems Engineering, LLC continues to serve as the perimeter security engineer of record and commissioning partner for; perimeter security electronics and detection monitoring center, and site infrastructure design on the $6.8 million renovation for Rikers Islands West Perimeter. PSE’s involvement with the Rikers Island started with an evaluation of the contract documents related to the a previous perimeter security improvement project at the request of the NY DDC to determine if the equipment provided met contract requirements. As a result of our recommendations this initial project was expanded to include testing of the shaker devices currently used at Rikers Island and investigation of alternative perimeter security systems. The final west perimeter design includes a 1.8 miles perimeter, 1.8 miles of razor ribbon integrated detection system, with dozens of microwave zones, 1.8 miles of duct bank, 40 miles of cables, and 1500 feet of PVC coated rigid conduit.

Our experience in secure

environments, while being sensitive to

humane needs, sets our firm

apart from ordinary

design firms.

Our team provided facility hardening and perimeter security design for the new hospital. This involved working with a single building which would be divided into a secure side requiring a perimeter solution and a non-secure side with no perimeter requirements. Since this was a single connected building, PSE developed plans to separate the building using perimeter fencing and barriers which would span the exterior walls and rooftop to provide the necessary separation.

Our design provided three perimeter types, to include a 12’ high nuisance fence separating a historical public cemetery from the hospital grounds, a 15’ high arched fence which included a fiber optic intrusion detection system, and a taut wire detection barrier. The taut wire detection barrier and arched fence provided the necessary perimeter to deter, detect, and delay any attempt at escape from residents located on the secure side of the facility.

Our perimeter design was integrated into our other electronic security system components including access control, security communications, perimeter lighting and video surveillance providing seamless integration between each of the hospital’s security systems for the perimeter of the building. This allowed security personnel to respond quickly to any disturbance along the perimeter by utilizing automatic call-up of lighting, communication, and video surveillance when either the taut wire or arched perimeter fence had been disturbed.

The Pre-design report serves as a foundation for the next stages of the project and for the design basis of the project. Our staff established the initial, high-level functional security requirements.

Professional Systems Engineering, LLC designed a new fire alarm and life safety system to replace the non-addressable 20-year-old existing system in a prestigious 26-story center-city hotel. PSE provided the one million SF high-rise with digital true-alarm, multiplex fire alarm/smoke detection featuring dual color graphic computers for fire command and maintenance. PSE also provided new high-pressure standpipe flow control. PSE interfaced systems in parking areas of the Wyndham and adjacent building where the two buildings share common areas.

Aesthetics was an important aspect of the fire alarm system removal and installation program at this prestigious facility required PSE to provide both design and commissioning services

Fire Alarm & Fire Suppression System Design/CommissioningRichard Stockton University

Professional Systems Engineering, LLC met the project objective of installing a code-compliant fire suppression system on a tight schedule for theater, student library, media center, student residential facilities and academic buildings. All systems are concealed to reflect the aesthetic nature of the properties. PSE provided significant construction management expertise through full commissioning of all systems.

Cultural, arts, and theater projects were installed and commissioned during full occupancy Housing Unit I consists of 255 garden apartments contained in 16, two-story buildings constructed in 1971 to house 1,020 students. Housing Unit II is a three-story dormitory that provides housing for 525 students. The complex consists of 11 connected modules. Housing Unit III is a three-story dormitory consisting of five modules housing 300 students. Academic buildings are comprised of over 200,000 SF of space that was renovated during full occupancy. This project consisted of three phases:

Planning/Testing: Conducted study to develop conceptual planning document including testing flows for campus’ potable water systems, hydraulic calculations, descriptions and plans for installation of required fire suppression infrastructure with costs and time schedules. Hydrant/supply testing was included.

Phase I: Design and development of contract documents for installation of automatic fire suppression system in Housing Units II and III during a three-month period.

Phase II: Design and development of contract documents for installation of automatic fire suppression system in Housing Unit I. Fire pump deficiencies were corrected.

Commissioning & Authority ServicesAlameda County Juvenile Justice Center

Professional Systems Engineering, LLC provided commissioning and authority services for this new $130 million juvenile justice center. This facility is comprised of a 360-bed detention center, with 180 Medium Security beds, 90 Maximum Security beds, and 90 Special Population beds, as well as court facilities and administration offices.

In order to verify the functionality of the building security systems, a final testing plan was implemented. The methodology of the plan was based upon standard operational activities that would be expected within the building to assure security systems would respond as designed. The commissioning methodology was focused upon functionality of the security system.

Functionality Testing Plans included: ❖ Walk-thru of the facility from exterior entrance through the booking process to placement of a resident in a bedroom ❖ Verification of CCTV and intercom systems ❖ Special condition simulations for resident transfer process and system interlocks ❖ Systems testing performed on wireless and hardwired duress, Watch Tour, video retrieval, unintererruptible power supply (UPS) and alarm reporting systems ❖ Review of system testing documentation and follow-up on failed test items

Final Court Testing Plans included: ❖ Simulation of operational requirements from arrival at sallyport for hearing to holding area, and escort to courtrooms ❖ Simulation of a hearing room duress condition ❖ Review of critical operational punchlists for commissioning ❖ Testing for security systems validation

to achieve LEED Gold

Certification. The commissioning on this project

represented the necessity

to conform the Owner’s original

program, the design/builder’s

solution, and the vendor’s integration.

PSE personnel were in full time

attendance during peak test

and conformance periods.



Professional Systems Engineering, LLC provided advanced technical design and consulting services for a new duress alarm system at the New Jersey Training School, a medium security facility for juvenile offenders. The system covers both internal and external building areas within the perimeter fence, encompassing more than 100 acres and over 50 buildings.

PSE’s specialized services included:

❖ Detailed programmatic study PSE examined various technologies and manufacturers and developed an evaluation matrix as well as a list of recommendations. A total of nine manufacturers’ products were evaluated. ❖ Environmental sub-consultant bidding Due to the large size of the site area and the limited effectiveness of the duress transceivers, PSE conducted a bidding process for asbestos and lead certified environmental consultants/contractors to acquire beneficial pricing for the client. Following design development, PSE provided bid documents, received bids, and prepared recommendations. ❖ Various equipment layouts Three different equipment layouts for three recommended manufacturers were shown on the final permit and bid documents. Although unusual, it was necessary for fair bidding practices due to differences in technology, equipment, and solutions provided among manufacturers. ❖ Dual technology -- fully commissioned A dual technology system was installed, providing infrared interior and RF exterior zones. Full commissioning was provided to ascertain continuity. ❖ User interface A touch screen graphical user interface is being provided for ease and accuracy of operation.

Professional Systems Engineering, LLC provided corrections planning services, systems design for support services/site connectivity study and schematics; construction documents, administration, management; as well as certification testing/inspection and commissioning services for this 60-acre site. PSE spent 7 months meticulously reviewing and verifing/testing system and device functionality.

The security and communications systems are integrated with redundant computers and programmable logic control systems. This allows flexible operation through multiple local and central consoles that may be activated as needed.

Life safety monitoring and evacuations system are fiber connected and computer controlled for meeting Maryland State Fire Marshal and NFPS regulations.

Operator interfacing is through touch control terminals and graphic control panels. Site-wide communication is provided through multi-mode and single-mode fiber optic networks. Communication within buildings is through structured category and specialized cabling.
