Twenty-five years experience with the National Forest planning process. This includes attending and

conducting training on the National Forest Management Act (NFMA), the National Environmental Policy Act

(NEPA), the Endangered Species Act (ESA) and other federal resource and environmental statutes and

regulations.

Fifteen years as commissioner on New Mexico’s Water Quality Control Commission responsible for

promulgation and enforcement of New Mexico water quality standards and regulations.

b. Any professional licenses, certifications, or affiliations held that are relevant to your qualifications to testify

on or knowledge of the subject matter of the hearing.

c. Any employment, occupation, ownership in a firm or business, or work-related experiences that relate to

your qualifications to testify on or knowledge of the subject matter of the hearing.

My duties as Executive Director include preparation of comments on proposed federal actions, appeal of

agency decisions and assisting in related litigation on behalf of the Coalition and its member counties.

2008 - Coalition of Arizona/New Mexico Counties, et al. v. USFWS. Suit filed to contest the designation of

critical habitat for the Spikedace and Loach Minnow in Arizona and New Mexico. Filed under the

Endangered Species Act, 16 U.S.C. Â 153 1, et seq. and the Administrative Procedure Act, 5 U.S.C. 5 551, et

seq.
