ASSEMBLY COMMITTEE ON HEALTH AND HUMAN SERVICES
February 8, 2017
INTRODUCTION
During the 2015 Legislative Session, 82 measures were referred to the Committee.
A similar number of health and human services issues may come before the Committee during
the 2017 Session.
This committee brief provides background information and summarizes major issues related to
the Assembly Committee on Health and Human Services. The brief includes:
A schedule of session deadlines;
Information on the number of measures the Committee considered during the
2015 Legislative Session;
An outline of legislative subjects that typically fall within the Committee’s jurisdiction;
An overview of potential issues the Committee may consider during the 2017 Legislative
Session;
Information on various publications relevant to the Committee;
Contact information for persons representing State agencies and other entities who may
appear before the Committee; and
A list of common health care acronyms used in the Committee’s subject area.

Following is a list of deadlines during the 2017 Legislative Session that are particularly
important to the Committee’s work, including the dates by which measures must be passed
from one house to the other.

A bill is exempt from these deadlines if it contains an appropriation or if the Fiscal Analysis
Division of the Legislative Counsel Bureau (LCB) determines it authorizes certain expenditures
by State agencies, creates or increases a significant fiscal liability of the State, implements
a budget decision, or significantly decreases a State revenue.
To be exempt, a policy committee must take action by the deadline for first house committee
passage (April 14). The bill must then be rereferred to a money committee by the deadline for
first house passage (April 25).
During the 2015 Legislative Session, the Assembly Committee on Health and Human Services
was referred 82 measures. Of those 82 measures, the Committee approved 68 measures.
There were 57 bills reported to the Governor and one resolution was filed with the Secretary
of State.

The Legislative Counsel Bureau’s Summary of Legislation 2015 provides summaries of all
the measures passed in the last session and is available from the LCB’s Publications Office
at (775) 684-6835.
The Assembly Committee on Health and Human Services generally has jurisdiction over
a wide range of topics relating to public welfare, public health and safety, mental health, and
food and other commodities. Decisions regarding referrals of measures are made on the
Assembly floor at the time the measure is introduced. In past sessions, the Assembly
Committee on Health and Human Services heard bills relating to some of the following topics:
Alcohol and drug abuse;
Cancer;
Cemeteries;
Controlled substances;
Food establishments;
Food, drugs, and cosmetics labeling;
Foster care;
Meat, fish, produce, poultry, eggs, and dairy;

RELEVANT PUBLICATIONS
The subject of health and human services covers a wide range of topics that are studied and
reported upon through various publications. Interim committees produce bulletins that
summarize the committee activities and recommendations. The Research Division, Legislative
Counsel Bureau (LCB), publishes reports including: policy and program reports, research
briefs, issue papers, and fact sheets. In addition, the Audit Division, LCB, provides highlights
and complete audit reports for several State agencies relevant to the Committee. Lastly, the
Nevada Revised Statutes (NRS) mandates the issuance of certain reports.
2015-2016 INTERIM COMMITTEE BULLETINS
Legislative Committee on Health Care (LCHC) (Bulletin No. 17-15)—The LCHC
(NRS 439B.200) oversees a broad spectrum of issues related to the quality, access, and cost
of health care for all Nevadans. The Committee was established in 1987 to provide
continuous oversight of matters relating to health care.
Legislative Committee on Child Welfare and Juvenile Justice (Bulletin No. 17-11)—The
Legislative Committee on Child Welfare and Juvenile Justice (NRS 218E.705) is an
ongoing statutory committee that reviews and evaluates issues relating to the provision of
child welfare services and juvenile justice in the State and recommends legislation
concerning child welfare and juvenile justice to the Legislature.
Legislative Committee on Senior Citizens, Veterans and Adults with Special Needs
(Bulletin No. 17-12)—The Legislative Committee on Senior Citizens, Veterans and Adults
with Special Needs (NRS 218E.750) may review, study, and comment on issues relating
to: financial and physical wellness, abuse, advocacy, home and community-based services,
appointment of guardians, and long-term care.
Subcommittee to Conduct a Study on Postacute Care (Bulletin No. 17-3)—The
Subcommittee to Conduct a Study of Postacute Care (Assembly Bill 242, [Chapter 306,
Statutes of Nevada 2015) is required to conduct a study relating to postacute care in
Nevada, including a review of the quality and cost of postacute care, alternatives to
institutionalization, cost savings of home- and community-based waiver programs, the
impact of alternatives to institutionalization on the quality of life of a person receiving
postacute care services, and State and national quality measures and funding methodologies
for postacute care.
Regionalizing the Mental Health System in Nevada: Considerations and Policy
Options (Bulletin No. 17-6)—At its April 4, 2016, meeting, the Legislative Commission
directed theLCB to study factors that may influence regionalizing the behavioral health
system in Nevada. Commission members requested LCB staff to work with the
Department of Health and Human Services (DHHS), local government entities, and

community advocates to report on: (1) issues the Legislature may wish to consider in
proposing legislation to regionalize mental health in Nevada; and (2) examples of states that
have regionalized their mental health system, including successful and unsuccessful
strategies and the advantages and disadvantages of transitioning to a regionalized behavioral
health system.
