Dear Heavenly Father, we ask that You give them the wisdom and the foresight in order to make those decisions. Finally, Dear Heavenly Father, we ask that You be with all of the people in our communities in this Commonwealth, in our nation, and around the world, and ask that You give them com- fort, that you give them peace, that you give them good health, and that you give them hope for the future that we know is yet to come. All people deserve the opportunity to live among their family and peers in integrated, supportive homes. Quality home and commu- nity-based care should be the priority for the individuals we serve. Community care results in better outcomes for individuals with disabilities. Individuals with disabilities should be offered an everyday life as fully integrated members of our communities. My goal is to serve more individuals in the community, reduce reliance on institutional care, and improve access to home and community-based services. This legislation does not promote this investment and transition to community-based care for individuals with a disability. Instead, this legislation continues the reliance on institutionalization and is a barrier to community living. Specifically, this legislation is in response to the recent announce- ment of the closures of two state-operated centers: Polk State Center and White Haven State Center. These centers are large institutions that are costly to maintain and do not promote community living. As indi- viduals have transitioned to the community, the need for state-operated centers has declined. It should be acknowledged that closures of state centers have always been controversial. The process that the Depart- ment of Human Services has followed for state center closure an- nouncements was established to provide for the planful transition of residents and staff and to honor agreements with the employee unions.

Pursuant to Article IV, Section 15 of the Pennsylvania Constitution,I am returning herewith, without my approval, Senate Bill 906, Printer'sNumber 1447.

All people deserve the opportunity to live among their family andpeers in integrated, supportive homes. Quality home and commu-nity-based care should be the priority for the individuals we serve.

Community care results in better outcomes for individuals withdisabilities. Individuals with disabilities should be offered an everydaylife as fully integrated members of our communities. The department has followed this announcement procedure for the lasttwo decades. The Department fully understands the gravity of the deci-sion to close a center and has extensive procedures in place for suchclosures.

As previously announced, my administration will continue to workwith residents, their families and the employees of the state centers toprovide a smooth and safe transition over the next few years. No resi-dent will leave these state-operated centers without a destination of theresident's and the family's choosing, including the option to remain ina state center setting. Further, no resident will leave without a fullydeveloped individualized plan for the physical, emotional, developmen-tal, social and mental health needs of the resident.

The debate around this closure has been polarizing. I look forwardto the parties coming together and shifting our focus to ensuring athoughtful and successful transition for each resident and each em-ployee.

For the reasons set forth above, I must withhold my signature fromSenate Bill 906, Printer's Number 1447.

Senator CORMAN. Mr. President, let me begin by first thank-ing all the Members who made it in here today so that we couldhold Session. I also thank all the Members who did not make itin today and stayed home and practiced social distancing, as ourPresident and our Governor has asked us to do. We are in un-precedented times, at least certainly in my career and my life-time. Unfortunately, unprecedented times call for unprecedentedreactions, and today we are setting up an opportunity for theSenate to convene remotely. Not remotely from the Capitol, aswe already have plans in place that if, for some reason, theCapitol was uninhabitable and we had to move elsewhere, wehave those plans, but this will allow us to meet remotely as far asthrough technology so we can continue to practice the socialdistancing that has been requested. It is something that we do notdo lightly. Clearly, the process of governing is an open process,a process where we come and exchange ideas and we are able to

be accountable for those ideas by members of the public andmembers of the media being here live to watch us operate. Butwith the challenges that we are facing today, we felt it necessaryto give us this opportunity to meet remotely if we deem it appro-priate to do. I can tell you that my pledge, that if we do exercisethis option that we are voting on today, we will only, at least inthe near term, vote on bills and resolutions dealing with the cri-sis, dealing with the pandemic that we are facing today. It wouldnot be an opportunity to go through the normal policy discus-sions, as we will certainly have opportunities to do down theroad. That is the near term, but we do not know where we arewith this. Every day there seems to be a new news story, a newissue coming up that we have to deal with. We are not too faraway from a primary here in Pennsylvania, which we will haveto take a look at the ability to operate that primary in April. Weare not too far away from having to do a State budget. Constitu-tionally, we need to have a budget concluded by June 30. Hope-fully, we will be back here and be able to operate in a normalcircumstance, but, if not, that may be something that we willhave to come back in and begin policy discussions outside thepandemic crisis that we are dealing with today.

It is also my pledge to be as transparent as absolutely possiblethrough this process, that if we meet remotely, we will certainlynot only give the members of the media an opportunity to wit-ness it and be part of it, but also members of the public as well.We are still working through the bugs of that. To be honest, wedo not have it all figured out at this point in time, but that is mypledge today, that as we all try to be part of this new normal, thatwe still continue to operate under the same spirit and the sameguidelines that have always governed us, which allows everyMember to have an opportunity to have their say, to be part ofthe democratic process that they are elected to do by their con-stituents, and just because we are meeting remotely, we wouldnot in any way deter their ability to govern and to represent theirconstituents in a fashion which their constituents asked them todo.

That is my pledge here today. Hopefully, we will not have tomeet remotely, that would be ideal, but we needed to put this inplace today, and I thank all the Members for coming in to passthis rule change so that if it is necessary, which may likely be thecase, that we can continue to govern. People look to their gov-ernment during these times for help, and it is time for us all towork together with our administration, our colleagues on theother side of the aisle, and with our colleagues in the House.They are looking for us to lead and to answer questions of a verynervous time. We are looking to Washington for whatever assis-tance as we go down this road and deal with all of these ramifi-cations of what is being asked of us at this period of time. So, itis a time for us to step up together and it is a time for us to lead.This is one step for us to go and be able to vote remotely, but atthe same time we want to make sure that people have confidencein what we are doing and that we are acting in their best interest,which I know every man and woman in this Chamber - Republi-can, Democrat, urban, suburban, rural - all want to work togetherto try to ease this process through so we can get through thispandemic and get back to normal. So it is our pledge to do that,and I ask for a positive vote on this resolution.

Senator COSTA. Mr. President, I rise also to encourage theMembers to support Senate Resolution No. 318, and I echo thecomments of my colleague and friend, the gentleman from Cen-tre County, as it relates to, first and foremost, thanking the Mem-bers who are here today to participate in today's events to makecertain that we are in a position to be able to do what needs to bedone to allow us to govern in this Commonwealth. As was indi-cated, we are in extraordinary times and it takes extraordinarymeasures, but measures that we do not take lightly, and I thinkit is totally appropriate for us to be able to exercise this SenateResolution to be able to allow us to get together and conduct thebusiness that needs to be done as we fight and address thisCOVID-19 virus. That is what is most important. I also appreci-ate the gentleman's comments with respect to his pledge that wework forward remotely dealing with the issues related to thevirus and, if necessary, the steps we have to take to be able togovern in a variety of different matters, whether it be dealingwith the election, or the State budget, or other matters that maycome before us and need to come before us as a collective bodyfor us to address. I think that is important.

At the end of the day, Mr. President, the public, our constitu-encies, are looking at us to see how we are going to lead, and itis important that we continue to lead in this fashion; the fashionthat we are working together, reaching compromise, and under-standing that we need to do the people's business first and fore-most. Other things can take a back seat for right now as we moveforward, but the cooperative effort among the Leadership of theSenate, along with the House, the Governor's Office, and othersis what is extremely important right now. I think, today, that is what we are demonstrating here and we will continue to demon-strate as we move forward. So I, too, encourage an affirmativevote on Senate Resolution No. 318.
