ZAHID Aman.Sharma@timesgroup.com New Delhi: Keen to shake off the per- ception that BJP was instigating com- munal violence, a Home Ministry re- port has said that incidents of communal tensions have decreased by nearly 20% after the new government assumed power at the Centre. Home Minister Rajnath Singh too said at an event on Saturday that incidents of com- munal violence had decreased this year. A senior government official told ET that the latest figures compiled in a note for the minister said that inci- dents of communal violence this year have come down by almost 20% from the corresponding period last year. There have been 561 communal skir- mishes in the country till the end of Oc- tober, while there were 694 incidents of communal violence in the same period last year, the official said. The whole of 2013 under UPA rule saw as many as 823 incidents of communal violence across India, a sharp rise from 668 such inci- dents in 2012, the top of- ficial said. A close reading of the figures, however, re- veals there is not much change in the commu- nal violence scenario this year since the BJP government came to power. While there were around 270 incidents of communal violence in the first five months of 2014 when the country was un- der UPA rule, the first five months of the Narendra Modi government have also saw nearly 290 incidents. “It’s the opposi- tion ruled states - Uttar Pradesh, Bihar, Karnataka and Maharashtra (under Congress rule till October) – that are un- able to control communal tensions. These four states are biggest contrib- utors, nearly 60% in all, to these figures,” a Home Ministry official said. The Samajwadi Party and the Janata Dal (United) in UP and Bihar, respec- tively, have blamed BJP leaders for in- stigating communal flare-ups. A senior Uttar Pradesh government official pointed out that the high figures of communal incidents in 2013 – which the Centre was now citing as a refer- ence point to exhibit its ‘performance’ this year – was primarily due to the Muzzafarnagar riots that broke out in the district in 2013. “A number of BJP leaders, including their MLAs like Sangeet Som stand accused in the Muz- zafarnagar riot cases,” the UP govern- ment official said. The bill seeking changes in the existing act for local body elections will be called the Karnataka Gram Swaraj Panchayat Raj Act and if passed would see Karnataka become the first state in India where voters would be bestowed with such a right. A draft bill drawn up by a committee of panchayat raj ex- perts under senior Congress MLA KR Ramesh Kumar proposes that the gram sabha to have the option to recall a member or the gram pan- chayat president. The conditions are that 50% of the full-strength of the gram sabha has to meet and two-thirds of them have to opt for recalling the member. “The right is basically there to ensure that the gram panchayat member visits his ward, conducts gram sabhas regularly and follow the decisions taken there,” Ramesh Kumar told ET. “There will be clear evi- dence if any of this is not followed. The en- tire recall process will be monitored by the State Election Commission,” he added. The state Cabinet has to clear this bill drafted by the committee at the behest of Chief Minister Siddaramaiah, who has expressed keenness to strength- en the panchayat raj system in the state. The committee expects that this bill, which also proposes other far-reac- hing reforms, will be tabled in the assembly session be- ginning in Belgaum on December 9. Hitting out at the Tri- namool Congress led government, BJP state president Rahul Sinha said returning black money is the BJP’s headache and Mamata Banerjee should try to recover money of the Saradha chit fund because its owner Sudipta Sen in con- nivance with some of her leaders had siphoned off poor people’s money. “Our government has submitted a list before the Supreme Court containing names of those who have stacked their money in foreign banks. New Delhi: Keen to shake off the per-ception that BJP was instigating com-munal violence, a Home Ministry re-port has said that incidents ofcommunal tensions have decreased bynearly 20% after the new governmentassumed power at the Centre.
