Highlights of the Month PROGRAM PROJECT DETAIL COMMUNITY LIFESTYLE

Mackay Makerspace Group

Libraries were fortunate to secure American MakerSpace/HackerSpace guru Daniel Johnsen to deliver sessions to the Mackay Makerspace group. Daniel presented two sessions, one for the teens and the other for the 17+ group. Both sessions were fully booked.

MECC & EVENTS MECC hosted 38 different events in the month of November

The MECC hosted thirty eight different events in the month of November, along with managing two off-site ticketed events, ten off-site catering events and a familiarization.

CORPORATE COMMUNICATIONS & MARKETING

Australia Day Community Grants

As part of Council's Australia Day Community Grants, $8,000 has been awarded to 10 different community groups to host an Australia Day event in 2017.

EMERGENCY MANAGEMENT (EM)

SES Ness Street Upgrade

GHD have provided two concept designs for the new Mackay SES facility. The designs are currently in consultation with Mackay SES volunteers for feedback.

Community Engagement In continuing preparation for the storm season, Emergency Management continues working with community engagement activities working jointly with MRC community events and providing Disaster Management presentations to schools and aged care facilities.

HEALTH & REGULATORY SERVICES

Pest Management

Officers continue to work hard this month responding to wild dog and pig complaints across the region in particular assisting land owners with baiting and trapping. This has helped reduce numbers during this period when wild dogs and pigs are highly mobile.

Animal Management The first combined meeting of regional animal adoption and advocacy groups was held to discuss opportunities for improving animal management and re-homing in the community.

Workplace Health and Safety

Summary Nine incidents were reported during November.

Fire drills were conducted across most of Council’s workplaces in the months of October / November, preparing staff in the case of a real event. The effort given by all involved, especially the Wardens is to be commended.

For 2016-17 year to date, there have been three lost time injuries recorded, with a total of six days lost – one in October.

There were three injuries reported in November:

• An officer received a small hand injury from a dog which jumped up whilst its kennel was being cleaned.

• A library volunteer grazed their fingers while placing books onto shelves. • A worker suffered strains and sprains after they tripped on an uneven pathway.

Council in Community Mackay Regional Councillors visited the Northern Suburbs on 2nd November for their monthly Council in Community day, where the councillors spend the day in the communities around our region.

The visit included:

Community Lifestyle

Community Programs Number of Community Enquiries – 528 Number of Emergency Relief Assistance Packages Provided – 8 Community Development Activities

• Grant Writing workshops were delivered in Mackay and Sarina with 36 people attending. The sessions provided information on how to prepare grant applications, including the use of council’s online grants management system, Smartygrants.

• Members of the Valley District Youth Council are working with the Pioneer Valley Rotary Club to stage a Christmas Fair to be held on between 3:00pm and 9:00pm on 10 December in Mirani. The Fair will include the lighting of the community Christmas tree.

• Sarina Neighbourhood Centre staff in conjunction with community organisations and church groups are working together to deliver a Christmas event between 5:00pm and 7:00pm on 10 December.

• Team members are currently undertaking an audit of programs funded by the Department of Communities, Child Safety and Disability Services to ensure compliance with the Human Services Quality framework. Operating guidelines and processes will be updated as necessary to ensure compliance.

• Planning has commenced for an inaugural Volunteer Expo to be held from 10:00am – 2:00pm on Sunday May 7, 2017 at the Senior Citizen’s Centre. The Expo is intended to showcase to the broader community the many and varied volunteering opportunities that exist in the Mackay region.

Community Meetings / Events / Interagency Meetings. 42 meetings and events were held, highlights included:

• A community leadership forum for young Australian South Sea Islander people was held in Rockhampton on November 12. Feedback from participants was very positive and indicated the Forum was a success. The young people have identified that they would like a further workshop to learn the skills around cultural cooking. The Community Action for a Multicultural Society (CAMS) Officer (whose position is funded to work State-wide) along with representatives of Rockhampton Australian South Sea Islander Committee will support the group of young people to carry out further development activities.

• Seniors Interagency held with 8 local agencies represented. • Sarina Interagency meeting was attended by 15 agency representatives. A member of Sarina

District Chaplaincy Committee was a guest speaker at the meeting.

Sister Cities

• Ten Matsuura Citizens including Mayor Ikuhiro Tomohiro visited Mackay from 12 – 15 November. The team put together a jam-packed itinerary with support from Sister Cities Mackay. A highlight of the visit for the citizens was a tour of Dalrymple Bay Coal Terminal and council’s Waste Recycling Facility. The group was also interested to learn about council’s innovative MyH2O project.

Sport & Recreation 10 events/club meetings were supported. Events coordinated included:

• 50 local sporting groups have submitted an expression of interest to attend the Sports Expo to be held February 12, 2017. Sport and Recreation team have secured Queensland Firebird player Romelda Aitken to attend the Expo and share her netball skills.

• Planning is well advanced for the inaugural Regional Active Travel Conference – “Walking and Cycling: What it means to a regional community”. The Conference will be held in Mackay on 1 - 2June, 2017. A call for papers has been prepared and distributed.

• Team members are currently co-ordinating the implementation of the CQ Rescue Health Screening Project for council staff to be held in various locations across the organisation. These will occur in December 2016. Following the screenings, as well as individual feedback directly to staff, a de-identified report on the health status of the workforce will be prepared to inform future strategies to support staff.

Community Grants and Sponsorships With the introduction of Smartygrants, the online grants management system, responsibility for the coordination of council’s Christmas and Australia Day Grants has been transferred to Community Programs to ensure consistency in the management of grants across the organisation. • The centralised telephone call management project went live during November. All incoming library telephone calls from across the region are received by council’s Call Centre Team. This is designed to assist callers move quickly and minimise handling of calls.

Artspace Mackay

Highlights - Artspace Mackay • Art to Go – Artspace delivered a pilot art outreach program in classrooms at Eimeo State School this

month. An opportunity arose to consider the future use of a large number of carved lino blocks illustrating Australian animals and plants that were created during the 1993 Mackay Horizons Community Art Project. Many of the blocks were still intact and Artspace public programs staff developed a plan to bring these 20 year old lino blocks out of storage and back into the community with a fun outreach program. The program was based around a texture rubbings activity for primary schools. In response to the pilot’s success, Artspace Mackay intends to continue delivering this art outreach program in primary schools throughout the region

• Young Ambassador Program –The goals of the year-long program were to give young participants exclusive ‘behind the scenes’ access to the gallery in four extra-curricular, term-based sessions. Participants were provided with an insight into the key aspects of a successful regional gallery. The final session has now been delivered with positive feedback from the participants and planning is underway for the 2017 program.

Current Exhibitions - Artspace Mackay • Gallery One – Indo Pop Highlights of APT7 touring from the Queensland Gallery of Modern Art

opened on October 21. • Gallery Two A & B - hosts an exhibition Gifted -Ten years of Artspace Mackay Foundation, focusing

specifically on purchases funded by the Foundation • Gallery Three - Very woofy – Noel McKenna - a selection of McKenna’s artists books alongside the

artist’s recent donation of fourteen works on paper.

Mackay Entertainment & Convention Centre and Events Overview • The MECC hosted thirty eight different events in the month of November, along with managing two

off-site ticketed events, ten offsite catering events and a familiarization. This was a complex group of events, however staff did a very good job at coordination of all of this work through the month.

• Commercial entertainment events included Arj Barker, Smokie, The Seven Sopranos and Boy and Bear. The MECC also hosted a large number of school awards, graduation ceremonies and dance school concerts.

Business Events Development

• In partnership with Mackay Tourism, the MECC held two successful Taxi Council Familiarization sessions with excellent feedback

• National promotion in two articles in Business Events Industry magazines • International Bio-energy Delegation coming to Mackay with seven patrons attending • MECC staff attended the Professional Conference Organisation Association annual conference

Festivals and Events

Mackay Festival of Arts • Headline performers for all events in the 2017 Festival program are currently being finalised. • Celebrity chef, Paul West (River Cottage Australia), has been contracted to deliver the Chef’s Bites

sessions at Wine & Food Day. A higher calibre chef has been sourced to improve the food portion of this event, in line with the community’s feedback and expectations.

• Currently waiting for the outcome of the Festivals Australia grant to be finalised, with an announcement as to whether we were successful for this funding to happen in January 2017. Pending the outcome of this grant application we are looking at other options to celebrate the 30 years of the Festival of Arts.

New Year’s Eve • Marketing for the BB Print New Year’s Eve River Party on Bluewater Quay, supported by the Mackay

City Centre, has commenced with social media marketing occurring now. Radio advertising will commence in mid-December.

• New Year’s Eve plans are finalised, with the team now planning the final details for the actual event delivery.

Easter 2017 • Work has commenced on the plans for the 2017 Easter Carnival event, pending the final confirmation

of the plans for the Easter 2017 event.

Corporate Communications and Marketing

Overview It was another productive month for Corporate Communications and Marketing team in November.

The 125-page 2015-16 Annual Report was adopted by council at the monthly Ordinary Meeting.

Australia Day Community Grants were finalised during the month, with ten successful candidates selected from the 20 nominations received. This allows community groups to stage an Australia Day event on January 26.

A campaign has been launched to again encourage residents to nominate a local hero for an Australia Day Award. Nominations close in early January.

With the looming completion of the Dudley Denny City Library, a communication plan is being finalised to publicise the new city centre library.

Assistance continued for Development Services in the promotion of the Draft Mackay Region Planning Scheme.

Council Connect themed publication was produced to showcase the new Planning Scheme and its benefits to the wider community.

Double page feature in PakMag showcased the Christmas events being funded and hosted by Mackay Regional Council. The feature included a story on the 17 groups to receive grant funding such as Bloomsbury, Koumala and Eungella Dam as well as a story to highlight the Xmas in the Gardens event in December.

Continued to record good growth in Facebook engagement with strong organic reach on a number of posts promoting Australia Day awards, announcement of GW3 Chair and National Recycling Week.

The Marketing Officer and a Communications Officer attended a Queensland Tourism Digital media Marketing forum in Brisbane at the invitation of Mackay Tourism. The focus was to collaborate with tourism officials on how we can work together to improve local digital marketing of tourism in our region.

Emergency Management Overview This month the Emergency Management Team continued to work with the Inspector General Emergency Management (IGEM) in finalising the Mackay Disaster Capability Review. Further feedback from the Mackay Local Disaster Management Group (LDMG) on the capability review was provided on 11 November 2016. IGEM presented the outcomes and the process of the review to the Mackay LDMG on 28 November 2016. The Mackay Disaster Capability Review final report was provided to the Mayor on 30 November 2016. All Workplace Health and Safety Audits were completed this month for all the SES Groups in the Mackay Regional SES Unit. Queensland Fire and Emergency Services and council staff (Governance – WH&S) was also involved with the audits. Seasonal Outlook Briefing Disaster Preparedness Seminar was conducted on 4 November 2016 for members of the three LDMG’s (MRC, IRC and WRC) and the Mackay District Disaster Management Group (DDMG). This was well attended and ensures the region is well informed and prepared for the upcoming storm season. Review of the Emergency Action Guide commenced this month for a re-print in 2017. Education and Training Sessions

• Baiting Programs for wild dogs and pigs in November 2016 – 35 hours. • 103 properties have been baited for wild dogs and pigs in 2016. • Surveying and spraying biosecurity risk weeds in November 2016 – 95 hours.

Customer Requests Throughout November 2016, 570 requests for service were received, compared with 649 for November 2015. 78% were completed in nominated timeframes. Health and Regulatory Services aim to complete a minimum of 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed with which compliance can be achieved using compliance processes, timeframes for completion can be affected. Monthly Infringements Activity The graphs below provide a summary of infringement activity for Health & Regulatory Services over the past 13 months from 1 November 2015 to 31 November 2016. There has been an increase in regulated parking infringements issued during the month because repairs and maintenance on the Number Plate Recognition Camera conducted during the end of October and beginning of November were completed, allowing for patrols following the normal process to be undertaken. Officers daily regulate 2,525 on street car parks, off street car parks, loading zones and car parks designated for disabled people.

Illegal dumping continues across the region and councillors are becoming increasingly concerned and have asked for ways to address this. As discussed at the Community Engagement Committee meeting in October, a report will be compiled and presented to council in the new year.
