A New Studio
A General Station grant contributed towards a new broadcast console. Since installation, around 100 4ZZZ volunteers have presented programs from a new studio facility, and 20 new trainees have used it.
4ZZZ had been limping along without any new studio equipment for the past 15 years. With our help the station set up a new studio, as an alternate on air studio and a training facility for the station.
"It can't be overstated just how broken the old studio was. Not being able to adjust the mic faders while on air without causing crackle or dropouts meant that we had to awkwardly and furiously use hand gestures. Combined with mics with dodgy connectors and rusty microphone arms, there were so many landmines that every announcer had to dodge each session that it was impossible to disguise this on air,” said Ray Morgan, (Zed Games).
With no technical faults reported to date, 4ZZZ are making the most of their new studio.
Indigi-Briz keeps the fire burning
Indigi-Briz is 4ZZZ’s only Aboriginal and Torres Strait Islander program and features music from up and coming Indigenous talent, traditional vibes, interviews and yarns, deadly discussions, community announcements and alternative news.
The program team used the Indigenous grant to support production costs for a range of interviews including:
• 18 year old brotherboy Kai Clancy, an Indigenous transgender person;
• Patrick McGee from the Aboriginal Disability Justice Campaign; and
• Deadly Funny winner Stephanie Tisdell.
The grant also paid for graphic design for program promotions and covered travel costs for presenter Kristy McMahon to attend the Apology Concert for the Stolen Generations in Melbourne.
A highlight of the Indigi-Briz calendar was an outside broadcast at the New
Globe Theatre. The event was supported by CBF grant funds to raise money for the station and the Indigenous Reading Project – an organisation that strives to boost the literacy levels of Aboriginal and Torres Strait Islander youth. It was a huge success and featured live performances from hip hop groups.
“When Indigi-Briz first started in 2010 it had been about 20 years since there had been a First Nations radio program on 4ZZZ and it was much needed,” said Michelle Brown, Station Manager.
4ZZZ was established to provide a radical alternative to mainstream news, to promote a sense of engagement and activism in community life and to promote local and Australian music.

Station Stories
Ethnic programs at 3WYNLocated on the Victoria University campus in Werribee, 3WYN has been serving listeners in the City of Wyndham since 1995. Wyndham is the fastest growing of metropolitan Melbourne’s growth corridors, and the station prides itself on presenting a range of programs meeting the changing needs of the community. This includes 28 hours of programming for seven ethnic communities.
We supported these communities to broadcast at this station:
• Vietnamese
• Macedonian
• Malayalam
• Samoan
• Spanish
• Tamil
• Harari - Ethiopian
Our Ethnic Program grants help the program groups to purchase portable recorders, program materials and program promotional materials to help them produce dynamic, interesting and relevant programs. The grant helps ethnic programmers to connect with the communities both locally and overseas.
When you have access to a portable recorder you can get out and interview people in the community, it adds to the diversity of voices in the program and helps you to tell important stories and share significant events.
I have found that it is a great tool as it gives you access to grants that otherwise we would not know about. Top marks to CBF for funding the first year subscription, we will definitely be renewing.– Rod Boyd, 3WRB

Free access to funding resource at 3WRBTo help stations become more self-sustaining, this year the CBF paid for an introductory membership to Our Community’s Funding Centre for 37 community broadcasting organisations. Stations primarily used the Funding Centre resources to gain information about non-CBF grant opportunities and sponsorship resources. Most of the recipient organisations planned to renew their membership at their own expense in 2015 having benefited from the tools and information available on the Funding Centre website.

CAAMA – Central Australian Aboriginal Media Association
The trainees gained skills which will strengthen their programs and gained confidence to be more adventurous when broadcasting within and outside their communities.
Showcasing Indigenous artists at TamworthCBF Indigenous Special Projects grant helped a team of broadcasters to travel from Alice Springs to the Tamworth Country Music Festival and broadcast interviews and live-to-air performances to a large network of remote listeners around the country.
The Central Australian Aboriginal Media Association (CAAMA) focus was to showcase the Indigenous artists for listeners who love country music but were unable to attend the event in person.
The broadcast provided an unparalleled training opportunity for broadcasters from Central Australia who would not otherwise have the opportunity to engage with a broad spectrum of talent from young buskers to international artists, developing their skills, networks and contacts.

It gave Indigenous media the opportunity to cover the event from our own perspective, giving Indigenous musicians recognition that is often marginalised by mainstream media– CAAMA

Hands on skills development in remote communitiesEight broadcasters from the remote communities of Ntaria, Ltyentye Apurte and Titjikala in the Northern Territory successfully completed radio interview skills training, including hands on activities to learn how to use portable recorders and audio editing software.
A CBF Training Delivery grant supported the training workshop which was delivered in partnership with Radio Adelaide.
The training group included two teenage girls and three more experienced broadcasters. The trainees also participated in a live broadcast where they interviewed each other about their radio work.
The workshop was a great example of how the Central Australian Aboriginal Media Association (CAAMA) combines many levels of expertise, mutual respect, and flexibility to adapt to changing circumstances and achieve good learning outcomes.

Our YearThe Foundation provided $17,607,547 million in funding support to 236 community broadcasting organisations and 842 program production groups in 2014.15. The projects we fund range in size and scope: from nation-wide projects that enhance the impact of community broadcasting, to grants for equipment or capacity building on a local level. Many of the projects we fund support the production of content that is shared with audiences on air or on demand – programs, series and segments that share information in community languages, foster discussions about issues and raise the profile of musicians, artists and story-tellers. Community broadcasting involves participation in not-for-profit media which is committed to access, diversity, independence, localism, multiculturalism and social justice.
The structures, practices and values of community broadcasting are increasingly important to Australian society, particularly given the disruptive impact on all media of the digital revolution and globalisation. Recognising this, the Foundation is open to broad operational change to ensure
that our funding processes can assist the community broadcasting sector to adapt and thrive within a rapidly evolving media landscape.
CBF Structure & Governance ReviewThe Foundation promotes an open dialogue with stakeholders within the sector and with government but operates at arms-length from both - our independence is essential for fair, equitable and transparent grants processes. Recognising the important role we play in supporting the development, creativity and sustainability of community broadcasting, the Foundation is considering significant reform to its structure and governance to better meet the needs of the sector now and in the future. The Foundation has reflected on its grant processes and governance structure and has consulted stakeholders extensively during the past year. How can we help the sector to respond, adapt and transform to meet the changing expectations of our audiences? Is it possible for CBF funds to have a bigger impact while simplifying the process for everyone?
Fundraising Development ProjectThis year we began our Fundraising Development Project to increase sector funding levels and diversify funding sources. The Project is funded entirely from CBF reserves and will complement, extend and amplify the Australian Government’s ongoing investment in community broadcasting. Early efforts in building long-term relationships with trusts, foundations and potential donors
have begun and we continue to work to secure Deductible Gift Recipient status.

Thanks and farewellsOur funding decisions use peer review processes: the voluntary involvement of experienced community broadcasters and industry experts is at the heart of how we operate. Our thanks to the 40 volunteers who make the Foundation’s operation possible through many hours of work on our grants advisory committees and on the CBF Board. Particular thanks are offered to two very creative and dynamic Board members who were farewelled from their roles this year: former CBF Vice President David Melzer and change -maker Bryce Ives. Thanks also to Ellie Rennie for taking up the mantle of Vice President and undertaking the position's duties so ably.

About the CBF
The community broadcasting sector contributes to, and is an active expression of, an Australia that is an open society, a strong democracy and a vibrant culture.
The Community Broadcasting Foundation is an independent not-for-profit organisation that seeks, secures, administers and distributes funding to support the development, creativity and sustainability of community broadcasting in Australia. We also undertake projects that support the maintenance and development of community broadcasting.
We actively engage in funding policy formulation and contribute to debates about issues concerning the development of Australian community radio and television. The Foundation works closely with sector representative organisations to inform and influence key decision-makers to support the further development of community broadcasting. We are also committed to supporting research on Australian community broadcasting.

About the CBF > Our Volunteers
GrantsOur grant programs assist community broadcasting organisations in urban, regional, rural and remote Australia to produce media by and for communities.
Community broadcasting involves participation in not-for-profit media which is committed to access, diversity, independence, localism, multiculturalism and social justice.
Our funds support program and content production, the distribution and exchange of content, station infrastructure and operational support, training, national infrastructure development projects, sector coordination and research.

Ethnic Grants
Connecting people to their ancestry, language and culture – and each other Our Ethnic grants contribute to media diversity by supporting community radio activities that benefit people of culturally and linguistically diverse backgrounds.
We support the production of ethnic programs for local communities, establishment of new program groups, and the development of innovative projects.
Programs at regional stations, programs for emerging communities and new programs receive additional support.
Funding also supports the National Ethnic and Multicultural Broadcasters’ Council (NEMBC) which promotes multiculturalism through community radio. Their services and events support ethnic broadcasters to work together to address racism and intolerance while providing opportunities for volunteers to develop skills and networks.

We support the operations and development of community radio stations through equipment, salary subsidies and other projects.
Helping community broadcasting to thrive A significant proportion of our General grant pool supports the leadership and advocacy of the Community Broadcasting Association of Australia (CBAA). As the sector’s peak body, it champions community broadcasting, builds stations’ capability and works toward a healthy environment in which the sector can thrive. Our funding helps the CBAA to:
• Promote the success of the sector and the value of community broadcasting initiatives
• Nurture a supportive political environment, influence public policy through leadership and research, and develop and maintain relationships and networks
• Provide advice to stations about their technical development
• Operate the Community Radio Network – a satellite service that boosts the volume and diversity of programming broadcast at stations
At community radio stations, our general grants assist with local promotional and marketing activities, employing key station personnel and support the purchase of studio, outside broadcast and administrative equipment. General grants also help resource conferences and other projects that have a broad sector benefit.

Content DevelopmentGrants
Creative, compelling content is criticalOur Content Development grants support the development, production and distribution of radio content, both locally and nationally.
These grants help stations to engage with community services such as local councils, cultural organisations, community groups, schools, migrant services and sporting organisations to produce programming that is community-connected and relevant.
The grants can support the production of local programs, special broadcast events and short series, or programs distributed and broadcast at other community stations across the nation. Content Development grants also support stations to employ staff to oversee and support the development of content.

Reaching audiences loud and clearTransmission Support grants help stations to improve their transmission infrastructure and provide partial reimbursement of transmission-related expenses.
These grants contribute to the cost of new equipment or activities that upgrade transmission facilities allowing stations to improve their signal quality and reliability.
They also subsidise transmission site, electricity and linking costs. Support is also available for projects and local partnerships that increase the sustainability and self-sufficiency of community radio transmission infrastructure and to trial and develop innovative solutions to community radio transmission issues.

Celebrating the strength, pride and uniqueness of Indigenous culture Our Indigenous grants support Aboriginal and Torres Strait Islander peoples to broadcast regular radio programs on their local community station, remote service or network. These programs help keep languages and cultural traditions alive by empowering Indigenous peoples and providing a platform to share their stories, music and culture.
The issues and voices broadcast support progress towards reconciliation and recognition for First Australians.
We also support special broadcasts and events, Indigenous resource projects and opportunities that bring Aboriginal and Torres Strait Islander broadcasters together to learn new skills, and to create and strengthen connections.

This program is essential so that people who can’t access print due to vision impairment or other disabilities can access the information they need to be connected with their local community. – 3GCR
The voice of print media across AustraliaThe RPH Radio Reading Network offers ‘alternate format’ (spoken word) access to a wide range of print media for people who have some form of print disability.
Almost 5 million Australians (22% of the population) live with a print disability. A print disability means that a person is affected by a condition which limits their ability to access print. Causes include dyslexia, literacy impairment, attention deficit, arthritis, and vision impairment. Whatever the cause, listening to the RPH Radio Reading Network helps people to participate in the community’s political, cultural and social life.
RPH grant funding supports the operation of RPH stations and the creation of RPH programming content as well as leadership and advocacy activities through RPH Australia who champion the rights for all Australians to access published material.

It was good to have three different communities in one room and to learn from each other.
TrainingGrants
Working together to learn new skills The community broadcasting sector’s National Training Project is managed by the Community Media Training Organisation (CMTO). As the Project Manager, the CMTO promotes a positive training culture and encourages innovation in training in the sector. It identifies and addresses skills shortages and gaps in training delivery, undertakes resource development and delivers professional development tor trainers.
Training grants assist broadcasters, staff and volunteers at community radio and television stations or community broadcasting sector organisations to build broadcasting and media skills and management and leadership skills. Funds also support technicians and trainers to undertake accredited courses and contribute to the capacity building of community broadcasting sector Registered Training Organisations (RTOs).
This year we supported the delivery of:
• 1031 training places, with 992 training places within our priority areas of regional, rural, remote, Indigenous, ethnic and RPH broadcasting
• 200 accredited units totaling 4,650 hours of training
• 104 days of Pathways training

This opens the doors to many other wonderful opportunities and will create an edge for aspiring film-makers like myself in one of Australia's fastest growing industries. – Wavely Morta, winner of the Excellence in Community Television Award 2014.
Supporting Indigenous television productionsOur TV Content Grants support productions encouraging greater participation, creativity and innovation in Australian community television productions.
This year these grants targeted programs, series and events broadcast on Indigenous Community Television (ICTV).
Indigenous TV Content grants totaling $109,200 were allocated to 8 organisations to support:
• 6 documentaries
• 1 short drama series
• 1 poetry reading series
• An Excellence in Community Television Award
Community TV’s transition to onlineAt the request of the Department of Communications, we allocated $450,000 over two years to support the five licensed community television stations to transition to online-only distribution.
The Foundation allocated further funds from reserves to support the Australian Community Television Alliance to bring together metropolitan community TV station representatives to discuss platform options and collaborative efforts to manage the transition.

National Training Project
We support the Community Media Training Organisation (CMTO) to manage the National Training Project which promotes a positive training culture and encourages innovation in training in the community broadcasting sector. The CMTO identifies and addresses skills shortages and gaps in training delivery, undertakes resource development and provides professional development for trainers.
A focus this year was on building the organisation’s capacity to deliver training online, including webinars for students, staff and trainers as well as investigating the delivery of accredited training through online learning.
This year, the CMTO delivered 18 accredited courses to stations in 6 states and 74 days of Pathways workshops to over 34 stations. The organisation also expanded its trainer/assessor network to a total of 83 trainers and coaches country-wide, with particular focus on building the number of trainers in WA. Trainers have attended CMTO professional development webinars on online skills for trainers, online course development and more.
The CMTO was also heavily involved in the Innovation & Business Skills Australia review of the Media Training package, as well as the development of new materials in relation to the Certificate III and IV in Media which required widespread trainer and industry consultation.
With our funding support this year the CMTO has coordinated:
• Training at 69 stations
• 126 students in accredited courses
• 402 students in pathway courses
• 1,000 people attending 35 CMTO webinars and online classes
CMTO outside broadcast training at 3NOW North West Community Radio
Digital Radio Project
Digital radio sits alongside AM and FM as an alternative free-to-air radio transmission platform. With CBF funding support 36 community radio stations located in Adelaide, Brisbane, Melbourne, Perth and Sydney operate digital community radio services. This funding supports the shared transmission and program contribution infrastructure for 38 services. The Digital Radio Project is managed by the Community Broadcasting Association of Australia (CBAA).
The data and image capabilities of digital radio provide a further opportunity for innovation and creative development of radio as a medium. Total listenership for digital radio services in the five mainland capital cities each week is 3.16 million or just over 24% of the total listening audience.
The CMTO contributed to our organisation by providing official training to our volunteers to improve their skills for presenting and interviewing, and just overall presentation over the radio.– Gove FM, Northern Territory

The CBOnline program aims to fund information and communication technology initiatives and online resources of benefit to the community broadcasting sector.
CBOnline We support the Community Broadcasting Association of Australia to manage the CBOnline Project which coordinates several initiatives:
• Sector research including the National Listener Survey and Station Census, and
• The Digital Delivery Network that helps stations to access and replay programs, short items and specials distributed on the Community Radio Network (CRN)

Grants 2014.15 > Sector Projects
AmrapWe support the Australian Music Radio Airplay Project (Amrap) which promotes contemporary Australian music through the community radio.
Managed by the Community Broadcasting Association of Australia, Amrap provides tools and support for musicians to distribute their music for airplay and to find stations that are playing their music to help map promotions and tours.
For musicians “Getting all 17 tracks from my latest release Chance To Love played on stations across the country probably wouldn’t have happened without Amrap. I am especially a fan of the playlist reporting online it is the best tool I have at my disposal to easily find out who is playing what and when! I check it most days and get a real energy boost when I see a new station has added one of my songs to its playlist. I love Amrap.” – Ben Mitchell, singer songwriter from Healesville.
Part of Ben’s album launch and touring schedule has included a number of interviews and in-studio performances filmed by 3RRR. Ben made a video featuring in-studio footage and audio grabs from stations.
For broadcastersAll Australian community radio stations, music directors and radio program makers can apply to access music for free. Since 2009, over 2,500 broadcasters from 250 stations have subscribed and have ordered over 250,000 tracks for airplay.
Over 4,000 Australian musicians & 100 labels have been assisted. Works are drawn from all music genres and new music is added every week.

Financial Highlights
The Community Broadcasting Foundation provides a vital contribution to the community broadcasting sector's operational and development costs.
The sector itself is largely self-funded through sponsorship, community support and other fundraising. Many stations operate on a wholly voluntary basis and a very low resource base.
The Foundation’s grant programs provide a critical catalyst for sector development, particularly in the areas of leadership, solutions for addressing sector-wide challenges, creating and sharing content for diverse communities and under-represented groups, and the recapitalisation of essential equipment.
Further investment is essential to support the continued growth of the sector and to assist stations to respond and adapt to the demands of a rapidly evolving media environment. By investing in community broadcasting, the Foundation is supporting the sector to be a key pillar of Australian broadcasting and a valued contributor to Australian society as it contributes to, and is an active expression of, an Australia that is:
• An open society
• A strong democracy
• A vibrant culture.
The Foundation has administered and distributed over $191 million since its establishment in 1984.
The Foundation is a company limited by guarantee and a registered charity. Our financial records comply with Australian Accounting Standards and the Australian Charities and Not-for-profits Commission Act 2012 and associated regulations.
The Foundation manages financial risk in accordance with its Risk Management Plan and associated policies which include a Fraud Control Plan, Financial Management Policy and maintenance of adequate company reserves.
About our finances
This year the Foundation paid and committed over $18.3m in grants and projects.
There was an increase to CBF company reserves from a trading surplus of $160,424 due largely to interest earned on funds held.
Tim Ryan & Co. conducted the annual audit of the CBF’s finances and grant allocations and payments.
