A message from the CSWB Advisory Committee
On behalf of the Community Safety and Well-Being (CSWB) Advisory Committee, we would like to extend our sincere thanks to you and your organization for your commitment to facilitate a Community Conversation! These conversations will give the community an opportunity to give their input and help us identify risks in our community. Knowing what matters to Londoners most will help shape London’s first CSWB Plan.
It is important to note that we are not starting from scratch, there is great work already underway in our community. The intent of the CSWB Plan is to leverage existing work and look for ways to support and strengthen initiatives or identify any gaps.
This is just the beginning of this important, ongoing work and there will be additional opportunities for engagement. We are excited to begin this process and appreciate your continued commitment to improving the safety and well-being of all Londoners.

About London’s Community Safety and Well-Being Plan
• The City of London is in the process of developing its Community Safety and Well-Being (CSWB) Plan. The Ontario government requires that all municipalities prepare and adopt a CSWB Plan by January 1, 2021 (Bill 175 - The Safer Ontario Act).
The Goal of the Community Safety and Well-Being Planning Process
• To work towards a community where everyone is safe, has a sense of belonging, and can meet their needs for education, health care, food, housing, income, and social and cultural expression.
• To ensure London is better prepared for the ever-changing community needs and demands.
How the Community Safety and Well-Being Plan will be Developed
Summer – Fall 2019: Identify Risk Factors - The Province has defined risk factors as negative characteristics and/or conditions present in individuals, families, communities, or society that may increase social disorder, crime or fear of crime, or the likelihood of harm or victimization to persons or property in a community. We have used the Provincial Framework’s definition of risks, along with the Ministry’s list of risk and protective factors, to assist with the identification of risks and consulted with local stakeholder organizations to prioritize them.
January – February 2020: Engage the Community
Spring – Summer 2020: Write the CSWB Plan
Fall 2020: Approve the CSWB Plan
Who is Leading this in London
• The City of London has been designated to lead a collaborative planning process with the Advisory Committee. The Advisory Committee brings various sectors’ perspectives together to provide strategic advice and direction to the municipality on the development and implementation of the CSWB Plan.
How to Get Involved
Stakeholders and residents can share their ideas in the following ways:

About this Toolkit
Residents and stakeholders are invited to share their ideas about community safety and well-being.
This Toolkit has been prepared to support hosting a community conversation. All feedback will be compiled and used to help create draft strategies and actions for the CSWB Plan.
Time Required to Facilitate the Community Conversation
• Approximately 60 minutes if all questions are asked (assumes 5 minutes of discussion per question).
Materials Required to Facilitate a Community Conversation
• Facilitation Guide (Section 2 of this Toolkit) • Community Conversation Workbook (Section 3 of this Toolkit) • Paper • Markers or pens
Instructions for Facilitating a Community Conversation The instructions below will assist you to facilitate a community conversation.
Welcome all participants and thank them for being part of the community conversation. Review Section 1: Introduction on page 4 of this Toolkit. This will help make sure everyone participating has the same general understanding.
Determine the questions to ask during the community conversation. There are 13 questions in total. You can ask all questions or only some of the questions during the community conversation. Choose the questions with your group based on their interests and the time you have available.
Ask the group the questions. Please record their responses to each question in the space provided. You can type your notes in the electronic version of the Community Conversation Workbook.

Instructions for Reporting the Feedback from a Community Conversation
1. Please submit the results of your community conversation by Friday, February 14, 2020.
2. Please email results to [email protected] when the workbook is complete.
3. You can also drop off the workbook at: City Hall, 300 Dufferin Ave., London, ON N6B 1Z2. Attention: Cori Dooling.
Facilitation Tips for the Summary Questions:
To determine the top five responses with participants, you could:
a. Use a group voting process. Write each option on a piece of paper. Ask participants to put a checkmark beside their top five. Add up the checkmarks. Report the five options with the most votes.
b. Print out page 9 of this Toolkit and ask each participant to answer the questions. Please remember to send all responses back with the workbook.
c. Ask group members to go to getinvolved.london.ca/cswb using their phones, tablets, or computers and individually select their own top five options.
