Summary of Results • The Community Survey was administered by the Department of Public Safety (DPS) during February and

March 2014. • The overall response rate of known populations was approximately 18%.

• Just over half of the respondents had an interaction with DPS in the previous two years, primarily for service

requests or in-person contact with personnel.

• Responding officer(s) were seen as professional and knowledgeable.

• The overall service of DPS was rated as excellent by 66%.

• Participation in DPS programs varied widely with 49% responding that they had not participated in any programs. Most participation was reported in Safewalk (21%) and Operation ID Property Registration (13%); participants found these programs to be useful and informative.

• There was a reported desire to have more programs devoted to crime prevention and personal safety, as well as

more safety information and media campaigns.

• Crime advisories were found to be very useful and informative by 49%; the preferred method of communication was through email (83%)

• Feelings of safety vary widely depending upon the situation. Walking with a Safewalker was evaluated as the

safest activity (2% unsafe/somewhat unsafe), while walking back to an off-campus residence was seen as the most unsafe (36% unsafe/somewhat unsafe).

Introduction and Methodology The Department of Public Safety (DPS) periodically surveys the Brown University community as part of the Department’s reaccreditation with the Commission on Accreditation for Law Enforcement Agencies. The web-based Community Survey was most recently administered in February and March of 2014, providing faculty, staff, students, and others to provide feedback to DPS on the following topics:

Services Rendered and Performance Rating – nature of the respondent’s most recent contact with DPS and satisfaction with the response Crime Prevention and Community Relations – respondent’s participation in and rating of DPS programs; interest in safety topics; rating of crime advisories and notifications Perception – ratings of competency and behavior of DPS officers; safety at Brown

The community was invited to participate via Morning Mail and the DPS website. As an added incentive for completing the survey, active members of the Brown community were eligible to win an iPad.

Due to the survey being open to anyone with access to Morning Mail or the DPS website, it is not possible to determine the exact number of individuals in the survey population. However, the population of faculty, staff, and students were estimated using Brown’s official fall semester census counts, which were provided to the U.S. Department of Education through the Integrated Postsecondary Educations Data System (IPEDS). The breakdown of population, respondents, and response rates are found below.

Total n/a 2,467 n/a A total of 2,645 people entered the survey. However, 178 individuals were excluded from analysis due to only providing an affiliation or not answering any questions. This report provides overall results of the 2,467 responses listed above, not taking into account a person’s affiliation. Responses by affiliation are found in the Appendix. Respondents who identified as “other affiliation” provided an additional description, which commonly included post-docs, medical residents or fellows, and alumni. In the appendix, responses from faculty and staff were aggregated into one group and visitors, parents, and other affiliates were grouped together as "other." In addition to providing an affiliation, respondents were asked to self-identify by race/ethnicity and gender. The table below shows the racial and gender identity distributions of those who provided an answer.

Services Rendered and Performance Rating The survey first asked respondents if, in the past two years, they had personally had an interaction with a member of the Department of Public Safety (DPS). Just over half (56%) answered that they had interacted with DPS. Among those who had an interaction, 94% were satisfied with the response and/or service rendered. In person contact with personnel and service calls were the most likely reasons cited for having had an interaction with DPS. Respondents who marked "service" were asked to further clarify the type of service they received. Gaining access to a building, either because of a lock out or after hours, was the service request most often cited (59%).

Ratings of the responding officer's or staff's courtesy, professionalism, or knowledge were generally high. Most people who had had an interaction with DPS were "very satisfied" with the level of courtesy (92%). Over half responded that DPS had been "very professional" (67%) and "very knowledgeable" (55%). The overall service was rated "excellent" by 66% of respondents.

Crime Prevention and Community Relations DPS provides a number of educational programs and services to the Brown community. The survey asked respondents if they had participated in any of these programs and, if so, to rate its usefulness. Nearly half indicated that they had not participated in any programs, Safewalk service was used by 21%, and Operation ID Property Registration was used by 13%.

Initiatives or programs that people would like to see more of on campus included crime prevention and personal safety sessions and safety information and media campaigns. Topics of most interest included personal safety, theft prevention, building security, and burglary prevention.

The survey noted that "the Department of Public Safety will send out Crime Advisories and Notifications in an effort to inform community members about crime trends." It then asked respondents to rate the usefulness of the updates and to indicate how they preferred to receive communications from DPS. In general, people found crime advisories to be useful and informative. Most preferred email as a way to receive updates. Among the 2% who marked "other communication," text messages were commonly specified.

Perception The final section of the survey asked participants to consider the competency, attitudes, behaviors, and visibility of DPS officers and staff. Additionally, questions about safety in various scenarios were presented. DPS and its personnel were seen by most participants as competent (59%) or extremely competent (40%) and were rated as being very respectful (38%).

Satisfaction with the visibility of uniformed police and public safety officers was generally high – 54% were satisfied, while 40% were very satisfied. DPS also contracts the services of an external security group, otherwise known around campus as "Yellow Jackets." Most respondents were aware of Yellow Jackets (80%) and were either made to feel somewhat safe (46%) or very safe (33%) by their presence.

While there was general satisfaction with the visibility of uniformed DPS officers, there were hours of the day where respondents indicated they would like to see increased visibility. Between midnight and 3:00 a.m. was a common timeframe for more visibility. There were also areas around the Brown campus where an increased officer presence was desired, particularly around Thayer Street. Among those who marked "other" area, the Jewelry District/Downtown was the most common response (21% of the write-in answers).

Finally, respondents were asked to indicate how safe they felt during various situations, most of them labeled on the survey as being "after dark" or "at night". These situations included walking to an off-campus residence, which was deemed the most unsafe, and walking with a Safewalker, which was evaluated as the safest.
