December 2016 Dear Applicant As Head of Estates for GEP Academies, I would like to thank you for your interest in the post of Premises Manager across two of our Guildford-based schools. We hope that you will find the information in the pack helpful and look forward to receiving your application for this post. GEP Academies has formed a partnership of schools in and around the Guildford area with a common vision for collaborating in order to improve outcomes for our children. The following schools therefore provide a support network for each other and work closely together: Fullbrook, George Abbot, Kings College Boxgrove Primary School, Guildford Grove and Loseley Fields, Sandfield Primary School

Kings College, Guildford Alastair McKenzie is the Principal of Kings College, a co-educational academy for children aged 11-18, with over 400 pupils on roll. Kings is a mixed and completely comprehensive school situated near to Surrey University and Surrey Sports Park. The school has spacious grounds, including an astroturf, playgrounds, 2 sports halls and a community room. The buildings include: a student café with kitchen; Science, DT and Food Tech labs; Physical Disability Centre; a main hall with stage, and a Performing Arts Centre. Lettings of various facilities within the school happen throughout the year. Sandfield Primary School, Guildford Jonathan Kirkham is the Headteacher of Sandfield Primary School, a co-educational school for children aged 4-11 years, for 210 pupils. Sandfield is a popular and heavily oversubscribed primary school, situated in Guildford town-centre. The site comprises of two delightful Victorian buildings (housing 7 classrooms), in a good state of repair and a main Hall built in 2001. Whilst the grounds are compact, there is a sports pitch, pond, roof terrace, two trim trails and an outdoor classroom. Morning and after school club lettings operate most weekdays, with community users having site access over the weekend. You will see from the person specification the key skills, qualities and experience that we seek in our Premises Manager. Job Purpose

Within a portfolio of schools, to be responsible to the Headteacher(s) and GEP Head of Estates for a high level of maintenance of the buildings and site, (including certain technical, health and safety and administration duties), to ensure their most cost effective use, and to contribute towards the GEP and Governing Body’s objectives of achieving greater value for money.

Principle Accountabilities

The principle accountabilities are as set out in 1 - 5 below. The Premises Manager will work across a portfolio of schools in the GEP, reporting to the Headteachers (or School Business Managers), and be line managed by the GEP Head of Estates. The tasks under each accountability serve to indicate the range of duties involved, but are not exhaustive. A guide as to the approximate % time likely to be spent in each area of accountability is given, although this will vary according to the requirements of each school.

1. Site Maintenance - 30%

Plan for and supervise the maintenance of the buildings and site to agreed standards and cost, such that each school is a safe and pleasant environment for the school community, which lends itself to learning.

Develop a costed strategic premises development plan for each school, within input from respective School Development Plans, school improvement needs, condition surveys, and rolling maintenance schedules, understanding how this can be funded from the Schools Capital Allowance held by the GEP, Devolved Formula Capital and/or other funding streams.

Lead project management for each school, overseeing all major premises projects from initial development of requirements to conclusion and hand-over of completed works to the end of the snagging period. This will include the selection of contractors in compliance with finance and health & safety policies and the fulfilment of CDM responsibilities when managing risk.

Manage effective repairs and improvements, and operation of the First Aid Repair Scheme. Liaise with private contractors, other Premises Managers, GEP Head of Estates and the Headteacher and

School Business Manager of each designated school in order to fulfil the school’s specific responsibilities under the academies’ funding agreements.

Report to management on resourcing needs in respect of maintenance, security and enhancement of premises to ensure that annual budgetary provision is made.

Liaise with the Headteacher/School Business Manager as appropriate to maintain long and short term maintenance schedules and where appropriate decide which repairs require outside contractors.

2. Monitoring - 20%

Manage the premises team in each school and establish and monitor procedures to ensure that each school site is kept in a good state of repair, clean, safe and stocked with all necessary supplies.

Line manage and quality assure the work, methods and training of any school-based premises staff (local caretakers and groundsmen), to ensure effective use of resources and site standards are met.

Develop a cover plan for scheduled and unscheduled absences of the multi-site premises team, ensuring that arrangements are in place for term-time in each school and during holiday works periods. Multi-Site Premises Managers’ holiday is to be negotiated, ensuring coverage during critical project periods.

Engage, liaise with and monitor the work of contractors working in each school to ensure specified standards are achieved.

Monitor standards of cleaning provided by the school’s cleaning staff or contract cleaning staff and raise these initially with the staff concerned or with the contractor as appropriate to achieve improved performance.

Provide monitoring reports to local governors and exception reports to the GEP Head of Estates on relevant premises matters.

3. Cost Effectiveness - 20%

Contribute to the GEP and Local Governing Body’s objectives of achieving greater value for money in the maintenance of the buildings and site.

Work with School Business Managers, GEP Premises Managers and GEP Head of Estates to maximise cost savings of joint procurement across the multi-academy trust.

Manage, schedule, and monitor the use of heating, lighting and other mains services to all areas of the site and produce reports as agreed advising management in order to ensure the most economical use of fuel and water.

Where appropriate to the nature and organisation of the school, write reports on fault finding, cost of vandalism, suggestions for increased efficiency of the service inspections/fault finding etc.

Ensure staffing, site security and site maintenance is set to maximise lettings income; manage lettings, where appropriate.

4. Health, Safety and Safeguarding - 20%

Fulfil the schools’ health, safety and safeguarding responsibilities as delegated by the Headteacher in each school. Help develop, regularly review and ensure adherence to schools’ health & safety policies, site-related risk assessments, emergency plans and business continuity plans.

Comply with policies and procedures relating to child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person.

Identify, organise and report on all statutory inspections, follow-up actions and recommended maintenance for the site facilities and equipment.

Ensure that each school has a fire risk assessment and that relevant follow-up works and procedures are in place to minimise risks.

Have responsibility for the management of asbestos within each school, ensuring that procedures are adhered to for all staff, visitors and contractors.

Ensure that there is a clear system in place to identify, prioritise, resolve and/or mitigate any raised H&S or premises issues.

Ensure that staff, visitors and contractors are aware of relevant legislation which is fed into health & safety policies and procedures and are appropriately trained for their roles within school.

Promote and safeguard the welfare of children and young people who you have responsibility for or come in to contact with, including ensuring that premises staff and contractors are aware of procedures and appropriate DBS checks and training in place.

Manage provision of a portering and furniture moving service to ensure supplies are in place and school activities can proceed.

5. Security - 10%

Manage and, as required, operate appropriate site security systems, including opening and closing at the beginning and end of the school day if required, lettings outside school hours and responding to call-outs as necessary, in order to provide satisfactory security arrangements.

Work Context

Job holder is responsible for the general safety and overall appearance of each site in their portfolio. Involves some outdoor working. Day-to-day decision making on site and building matters by job holder. Line management of premises staff engaged by each school. Budgetary responsibility: revenue and capital.

Dimensions

Job holder manages all premises staff on a day to day basis ensuring workload is fairly distributed and checked, and all staffing issues are properly addressed.

Job holder directly responsible for capital budget expenditure on premises and makes a significant contribution to cost effectiveness in the maintenance budget of the buildings, site and utilities.

Remuneration

Grade S7 Surrey Pay = £23,573 - £27,814 FTE; pay review April 2017.

Terms & Conditions of Employment

The Premises Manager will be appointed under Surrey Pay Terms & Conditions of Employment. The post is full-time and permanent. The successful candidate will work 36 hours per week over 52 weeks per year. The annual leave entitlement will be 24 days per annum (employees with five or more years’ continuous service (with GEP Academies) are entitled to receive an annual entitlement of 28 days per annum).

The Local Area

Surrounded by the rolling Surrey Hills (an area of outstanding natural beauty), Guildford has all the charms of a country town. With its picturesque pedestrianised cobbled high street, the town centre has arguably the best shopping in the South East, together with a great selection of restaurants and pubs, many found beside the River Wey. There is a monthly Farmers’ Market offering food, plant and local crafts, and a weekly traditional market. Guildford is also a very modern town; its impressive cathedral was built at the beginning of the sixties and the nearby University of Surrey arrived not long afterwards.

The Yvonne Arnaud Theatre enjoys a riverside location, while the Electric Theatre, near the station, puts on film festivals, plays, music events and comedy. G Live, a £26 million venue for music and the arts, is in the town centre at the top of the high street. The Guildford International Music Festival and the Guildford Fringe Festival run each year, and Guildford Shakespeare Company is an award-winning professional theatre company producing bi-annual performances, drama clubs and school workshops.

For sport, The Guildford Spectrum (one of the largest sports complexes in the country), The Lido and Surrey Sports Park provide a wide selection of opportunities, including a full sized ice rink, ten pin bowling and 50m swimming pools. Surrey Cricket Club have a training facility on the George Abbot School site. The Surrey Hills provides plenty of cycling challenges, with the annual Ride London-Surrey 100 which follows the Olympic cycle route.

The town is well serviced for transport links, with the main line into Waterloo Station taking only 35 minutes, and fast access to Heathrow Airport (29 miles) and Gatwick Airport (36 miles). Additionally Junction 10 off the A3 to the M25 is just 11 miles away and, with the opening of the Hindhead tunnel, access to the coast has improved
