1. Purpose/ Background
Certification process for KEPIC and ASME is almost the same, but have some differences
Applicant needs much resources to prepare the demonstration of item and documents/ records
When applicants applies for both of KEPIC and ASME Certificate, demonstration for both of KEPIC and ASME shall be prepared separately though the QA Program and design, fabrication requirements are almost the same
There were some argument of the acceptability of the prepared item and documents/ records compare to the certification scope during the survey
Background
To review and compare the certification process of KEPIC/ ASME Nuclear Certification, and to suggest improvement for effective/ efficient certification for both of Committee and Applicants

Typical Certification Process
All the processes such as application, scheduling, survey, review of survey result, final issue of Certificates are very similar between KEPIC and ASME
However, there are some differences between KEPIC and ASME such as payment of survey fee, survey time table etc.

2. Overview of KEPIC/ ASME Certification
ANIS Pre-Survey
Comparison of Certification Fee- KEPIC : about 40,000 USD for all MN, SN, EN Certificates▶ KEPIC is normally half of the ASME Certification fee
- ASME : about 100,000 USD including 11,000 USD of advance deposit for N, NPT, NS, N3, NA, NPT(corporate)*, NA(Corporate)*

Review applicable information for the certification program on KEPIC/ ASME website- KEPIC : www.kepic.org/certification- ASME : www.asme.org/shop/certification-accreditation
Applicable scope of work that is required to be certified Obtain required Codes & Standards of KEPIC/ ASME as applicable Agreement with an Authorized Inspection Agency as required Prepare quality manual and procedures Available and not available dates for survey, and the required issue/ renew date

General requirements for preparation and review of the demonstration between KEPIC and ASME is the same except for some in detail.
Applicants needs much time and resources to prepare demonstration.

Demonstration of applicable documentation and fabrication shall be prepared for each scope of the Certificate
When there is actual project within 3 years- applicable documents, fabrication records etc. of the project could be the demonstration
- Design demonstration according to the latest edition/ addenda of Code is required
When there is no actual project within 3 years- design, fabrication, inspection/ test, preparationof data report etc. for demonstration item shall be prepared in accordance with latest code edition.

Requirements for Preparation of Demonstration for KEPIC
For KEPIC, document and fabrication demonstration is required for most of each items, such as design, procurement, fabrication, inspection/ test, data report etc. although applicant applied for both of Component and Auxiliary items at the same time.
Demonstration for KEPIC and ASME shall be prepared separately though the QA program, material, design, fabrication requirements are almost the same.

Highlighted scope of KEPIC is more required than than ASME though it may be covered by the other items considering the importance and similarity of design, fabrication, inspection/ test for the items.

KEPIC has the EN Certificates for I&C items which is not included in ASME Certificates. Document and fabrication demonstration is required for each scope though all the design
and fabrication process for each component or system is almost the same. It is required to be reviewed if the system/ components could cover the similar items as the
I&C components are very similar in design and fabrication

3. Certification Process _ Survey
Things to do during the survey team closed meeting, closed meeting, and evaluation of survey result, issue of Certificate process is the same between KEPIC and ASME as below.

Exit Meeting Held at applicant’s facilities with applicant’s management
Findings during the survey and the corrective action result are reviewed

Certification Survey reports are reviewed by the Committee for Certification
Only after the applicant successful demonstration of the adequate and effective implementation of quality program
Certificates are valid for three years, and renewal application shall be submitted at least six months prior to the Certificates expiration date.

4. Suggestion for Improvement
Preparation of Demonstration
To reduce the preparation of documents and fabrication demonstration for KEPIC may be simplified referring to the ASME survey.
Especially piping system, storage tank, SC/TC container, Concrete Containment Structure etc. may be covered by Vessel or other demonstrations.
Demonstration items for EN Certificate may be reviewed and simplified considering the features of I&C component/ system.
If there is any process to check and confirm the acceptability of the prepared demonstration, it will be very helpful for applicants.
To make the preparation and implementation of survey process more effective and efficient, the suggestions below is required to be reviewed for improvement.
Mutual Recognitionbetween KEPIC/
ASME
If KEPIC and ASME have an agreement for recognition of the demonstrated documents and fabrication for each survey, it will be very helpful for applicants.
There should be some advance review for acceptability of the demonstration.
Information sharing and application
Submittal of application through the internet website will be helpful for applicants (refer to the ASME CA Connect)
To provide the summarized information for frequent findings and corrective action, issues during the preparation and survey will be very helpful.
