Project Description The Government of Jharkhand (GoJ) sought to strengthen its public health infrastructure by setting up modern diagnostic centers, offering Radio-imaging and Pathology services in all 24 District Hospitals (DHs) and three Medical Colleges (MCs) across the state serving mainly the small towns and rural areas of the state. GoJ adopted a ‘Hub and Spoke’ PPP model to develop Pathology diagnostic centers across the state.

After competitive bidding, the project was awarded to Medall Healthcare Private Limited and SRL Limited, which are some of the most reputed and largest players in the diagnostics sector in India.

Scope of Work for Concessioner

The two diagnostic service chains will be responsible for financing, equipping, operating and maintaining state of the art pathology laboratories across Jharkhand, and providing quality services to its citizens

Scope of Work for Concessioner

The concessionaire will be responsible for financing, equipping, operating and maintaining radiology equipment including MRIs, CT-Scans and digital ultrasound machines across Jharkhand, and providing quality services to its citizens. Based on a verifiable satisfactory performance, the term of the concession can be renewed for another 10 years.

Project Description Government of Jharkhand (GoJ) is providing health care services through a well-connected and distributed network of Primary Health Centres, FRUs, District Hospitals, Medical College Hospitals, other institutions like ESI Clinics / Hospital etc. In order to link GoJ developed a 24x7 health helpline with following activities; Providing information on health care service delivery, health care

facility information etc Providing health guidance/advice on most commonly prevalent

conditions & diseases through a proven & tested triaging system using algorithms

Real-time grievance redressal on matters related to health care service delivery

A 20-seat 24×7 health contact centre where any citizen of the state can dial a 3 digit number ‘104’ and get access to trained paramedics & doctor. The helpline shall provide

providers/institutions, diagnostic services, hospitals etc. in Jharkhand

Counseling by trained psychologists for stress, depression, anxiety, post-trauma recovery, HIV, AIDS, STI etc &

Complaint Registration about person/ institution relating to deficiency of services, negligence corruption, etc.

Project highlights Health Information Helpline (HIHL) is a health contact centre that aims to reduce the minor ailment load on the public health system.

At the cost of a phone call, any citizen can render medical information and advice, avail counseling services, request directory information, or lodge a service complaint against any public health facility.

Qualified and trained paramedics, counselors, and doctors utilize cutting-edge software to triage callers.

Medically validated algorithms and disease summaries provide paramedics and doctors with the support to drive this high level of standardized care forward.

Project Description Jharkhand Mega Food Park Private Limited (JMFPPL) is a Special Purpose Vehicle (JMFPPL) established in 2009 as a Public Private Partnership (PPP) under the aegis of the Mega Food Park Scheme (MFPS) of the Ministry of Food Processing Industries (MFPI), Government of India (GOI). Project Description Government of Jharkhand (GoJ) used ICT to transform its functioning to

provide services to the common man in a cost-effective, transparent,

easily accessible manner at the door step.

Common Service Center (Pragya Kendra) is a one-stop ICT facility for a

number of Government services such as caste certificates, non-

encumbrance certificates, residence proof, land records and others.

CSCs in Jharkhand has received awards and accolades for Digital Financial Inclusion, Awareness and Access (DFIAA) scheme for creating awareness and access through CSCs. DFIAA scheme aims to enable the CSCs to become Digital Financial Hubs, by hosting awareness sessions on government policies and digital finance options available for rural citizens as well as enabling various mechanisms of digital financial services such as IMPS, UPI, Bank PoS machines and others.Jharkhand stood on second place State wise by educating 27 lakh citizens of Jharkhand.

Scope of Work To establish approx. 7000 (4460 Rural + 2600 Urban) CSCs in all 24 districts

of Jharkhand in the panchayat bhawans, if suitable space is available or at

alternate locations near the same. In Jharkhand, 4562 Gram

Panchayats(GP) in 24 districts are there and each GP is mandate to have

one CSC.
