1 International Conference Competitiveness of the economy in the context of social policy measures 22-24 June 2016, Hotel Windsor in Jachranka, Poland The conference is organized in the framework of Multiannual Research Program 2015–2019 “The Polish and the EU agricultures 2020+. Challenges, chances, threats, proposals”. The aim of this conference is to present research results and share experiences in research on social polarization and economic stability in the broadly understood food economy and the rural areas in the context of the applied measures of the social policy. The conference theme directs the conference to issues including: the regional and local development and the socio-economic cohesion in rural areas; the effectiveness of CAP instruments and other programmes of public intervention; the role of institutions in creation of human capital; the transformations in technical and socio-economic infrastructures of rural areas; the possibilities of development and improvement in competitiveness of agriculture and the food economy; the diversification of sources of livelihood of rural inhabitants; the building of innovative systems of knowledge and information in agriculture; the changes in labour resources in agriculture and the role of human capital in the socio-economic development of rural areas. Competitiveness of the economy in the context of social policy measures

The conference is organized in the framework of Multiannual Research Program 2015–2019 “The Polish and the EU agricultures 2020+. Challenges, chances, threats, proposals”.

The aim of this conference is to present research results and share experiences in research on social polarization and economic stability in the broadly understood food economy and the rural areas in the context of the applied measures of the social policy. The conference theme directs the conference to issues including:

• the regional and local development and the socio-economic cohesion in rural areas;

• the effectiveness of CAP instruments and other programmes of public intervention;

• the role of institutions in creation of human capital; • the transformations in technical and socio-economic infrastructures of

rural areas; • the possibilities of development and improvement in competitiveness of

agriculture and the food economy; • the diversification of sources of livelihood of rural inhabitants; • the building of innovative systems of knowledge and information in

agriculture; • the changes in labour resources in agriculture and the role of human

capital in the socio-economic development of rural areas.

Czesław Siekierski, PhD Member of the European Parliament (Poland)

Main activities: PhD in agricultural economics, university lecturer, author of numerous scientific publications as well as popular science articles at the Warsaw University of Life Sciences (SGGW). As a director at the Foundation of Assistance Programmes for Agriculture (1994-1998) he made a large contribution regarding activities aimed at preparing Polish countryside and agriculture for EU integration. Hans CJ Vrolijk, PhD Dutch Agricultural Economics Research Institute

Main activities: Hans Vrolijk (PhD) is the Head of the Centre of Economic Information CEI. The Centre of Economic Information is responsible for the collection of agricultural information for the Dutch Government, Eurostat and the European Commission, among others FADN. He is the representative in the EU FADN committee and participates in the OECD working group on farm level analysis. He is the chairman of the yearly Pacioli workshop on innovations in farm level data collection and analysis. Main scientific interest: He has conducted research projects on behalf of the Dutch government, national and international organisations, the European Commission and the European Parliament. Prof. Alexandru Stratan National Institute for Economic Research

Main activities: Prof. Alexandru Stratan has been serving at the State Agricultural University and Academy of Economic Studies of Moldova since 1998. Currently, he is the Director of the National Institute for Economic Research, Academy of Sciences. He was a Consultant at National Agency for Investment Promotion (Ministry of Economy) from 2000 - 2001. In addition, he was also the Head of Department at Moldovan Chamber of Licensing (Government of Republic of Moldova). Main scientific interest: He has been honored with the Laureate of the Academy of Sciences Award in 2005 and 2007 and has more than 80 publications, including 6 monographs and 2 textbooks. Prof. Alexandru Stratan has presented at more than 30 national and international scientific forums (Romania, Russian Federation, Belgium, Georgia, France, UK, Turkey, Latvia, etc.) and has conducted research in various scientific applied (TACIS, GEF, NATO, SCSTD, etc.). About the Institute The Institute of Agricultural and Food Economics – National Research

Institute (IAFE-NRI) is a leading research centre in Poland in the field of sector-specific economic science. It was set up in 1983 by merging the Agricultural Economics Institute, which existed since 1950, and the Food Industry Economics and Organisation Institute, established in 1980. In October 2004, by virtue of a decision of the Council of Ministers, the Institute acquired the status of a national research institute, and since 1 January 2005 it has operated under the present name of the Institute of Agricultural and Food Economics – National Research Institute. The Institute represents an independent research centre supervised by the Minister of Agriculture and Rural Development. The scientific research conducted at the IAFE-NRI is focussed on key issues in the field of economic, production and social situation of rural areas in Poland, agriculture, and broadly-understood food economy, including:

• the status and developmental prospects for food economy and its sectors, • the conditions on the markets of basic agri-food products and means of

production, • the consequences of Poland’s accession to the European Union for its

agriculture, food industry and rural areas, • the status of Polish food economy at the background of the EU, • the competitiveness of the Polish food economy, • the impact of globalisation processes on the development of agriculture

and food industry, • ownership and structural transformations in food economy and on rural

areas, • the regional development of rural areas, • socio-demographic transformations of agricultural and rural populations, • the subsistence level within society and the country’s food security, • the production and economic situation of agricultural holdings and

companies operating in the food industry, • the costs and profitability of producing basic agricultural goods.

The research is conducted under the Institute’s statutory scientific activity,

the Multi-Annual Programme, the FADN (Farm Accountancy Data Network) Liaison Agency, and national and international scientific and research projects. The results of scientific and research studies and expert evaluations produced by the Institute are used in formulating the country’s policies on agriculture and rural areas. They serve as a source of data on the functioning of the whole food economy in the EU environment, while also allowing the current monitoring of integration processes among different economic systems. They also constitute a significant contribution to the theoretical development of agricultural economics and integration.

Multi-Annual Program 2015-2019

By virtue of the Resolution of the Council of Ministers of 10 February 2015, the next Multi-Annual Program entitled “The Polish and the EU agricultures 2020+. Challenges, chances, threats, proposals” will be implemented in the years 2015-2019 by IAFE-NRI. Being both horizontal and strategic in its assumptions, this program will allow us to define the transformation processes within the broadly understood agri-business as well as the advantages and threats connected with further development of agriculture and rural areas. It will constitute a source of rationale for supporting public policies in the decision-making process. The assumptions of the Program cover the strategic aims included in the EU policies and programs as well as the development strategies accepted by the Polish government. The main aim of the Multi-Annual Program of 2015-2019 is to support governmental bodies, especially The Ministry of Agriculture and Rural Development in their monitoring of the socio-economic and organizational situation of the country as well as in planning, negotiating, analyzing, evaluating and implementing of the development policies concerning the Polish agriculture and rural areas. These actions should lead to growing competitiveness of the Polish agri-business until 2020 and beyond. The other aims of the research program are as follows: to define the general trends in the world economy, to define the sources of growth in agriculture, to examine the role of the agri-food sector, to assess chances and threats in development of farms and agricultural enterprises, to determine the mechanisms of overcoming the structural barriers to rural development, to examine the effects of innovations in the food economy, to define the position of farms and agricultural enterprises in meeting the challenges of climate change, to appraise the external effects and public goods in agriculture, to evaluate the efficiency and effectiveness of using financial transfers and the instruments of the CAP in structural transformation, establishing the competitive advantages and improvement of living and working conditions of rural inhabitants. The Multi-Annual Program “The Polish and the EU agricultures 2020+. Challenges, chances, threats, proposals” is divided into 8 topics and 27 research tasks which cover the main socio-economic issues related to agri-business and rural areas at regional, national, EU and global level. It is a continuation of the previous research and analyses conducted by the IAFE-NRI, including also new issues which reflect changing economic environment and the evolution of the CAP.

These include: I. Impact of the general trends in the world economy on the development trends in the EU agriculture: � quantitative changes in the world economy; � knowledge-based economy – challenges to the Polish agri-food sector and

its adjustments. II. Social polarization versus economic stability in the development

processes of agriculture and rural areas: � forming of socio-economic cohesion at the local and regional level; � mechanisms leading to overcoming structural barriers in the development

of family farms and rural areas; � defining the rural and agricultural policies in the conditions of

transformation of the rural economy. III. Factors determining the innovative activity in the agri-food sector:

� evaluation of the innovations in the Polish agri-food sector; � organizational conditions of the innovations in the Polish agri-food sector; � regional strategies to encourage innovations in agriculture, food industry

and rural areas. IV. Financial and fiscal factors in the improvement of efficiency,

sustainability and competitiveness of the Polish agriculture: � fiscal mechanisms and stimuli having their influence on the rural

development, returnable financing and quasi-marketable instruments for internalization of external effects in agriculture, the provision of public goods;

� subsidies versus economics, finances and incomes of farms; � taxes, quasi-taxes, transfers and social and farm insurance, instruments of

risk management in ensuring competitiveness, financial stability and social security in agriculture and rural areas.

V. Dilemmas of the development of sustainable agriculture in Poland: � global and national conditions of the sustainable development of

agriculture; � economic assessment of external effects and public goods in agriculture; � sustainable agriculture and food security.

VI. Farms and agricultural enterprises in the face of climatic change and the changes in the agricultural policy:

� challenges of globalization versus competitiveness of farms and agricultural enterprises in Poland;

� economic effects of adjustments and mitigating actions on farms and in agricultural enterprises in different natural and organizational conditions;

country against their competitiveness. VII. Development and the economic outlook for the agri-food markets:

� developments in the world markets and their consequences for the domestic agri-food market;

� evaluations of the current situation in the basic agri-food markets in Poland against the background of the EU markets;

� competitiveness of the Polish food producers and its determining factors; � structural transformations of the food industry in Poland and in the EU in

the changing market environment. VIII. Sources of growth and the expected evolution of structures and the

role of the agri-food sector until the year 2020 and beyond: � investments, efficiency and new technologies as the sources of economic

growth in agriculture until and after 2020; � market structures and prices in the food chain in the light of margin levels,

its transparency, competitiveness and regulations; � functioning and the role of the agri-food sector within the national

economy (the model approach); � developing the methodology for evaluation and monitoring of changes in

the index of result for RDP 2014-2020, which is measured by a relation of gross value added to the annual work unit (GVA/AWU).

The programme’s results are addressed to administrative bodies and government agencies, voivodeship and marshal offices, agricultural advisory centres, agricultural chambers, farmers’ and processors’ industry organisations, academic and university circles, agricultural schools, as well as all entities interested in the analysed issues. The results are included in the analysis of the Programme available free of charge on www.ierigz.waw.pl and presented during the IAFE’s conferences and seminars.

The publications of the IAFE-NRI The results of research and scientific studies are presented primarily in the IAFE’s own publications. They are prepared in printed and electronic form under the following publishing series: Studies and Monographs – periodical publications comprising syntheses of completed research, monographs, and scientific studies. Market Analyses – reports which are published once or twice a year. They present an analysis of the condition of and development forecasts for, the basic markets for agricultural and food products (milk, meat, cereals, potatoes, sugar, rape, fruit and vegetables, fish, poultry and eggs, fodder, tobacco and alcoholic beverages), the market for the means of production and services for agriculture, the market for land, foreign trade, and food demand. Publikations of the Multiannual Programme 2015 – 2019 – the results of the work conducted within particular tasks in the programme “The Polish and the EU agricultures 2020+. Challenges, chances, threats, proposals”. The monographs are available free of charge on the website www.ierigz.waw.pl/publikacje. Press Reports Expertise – periodical publications containing initial research findings. The Agricultural Market – a monthly publication presenting the current monitoring of the situation in the basic agricultural markets for cereals, sugar, rape, potatoes, fruit and vegetables, milk, meat (beef, pork, and mutton), poultry and eggs, fish, food product market as a whole, and the market for the means of agricultural production and services. The economic results of selected agricultural products – yearly publications presenting the volume of production and costs in, and income from selected agricultural production activities in a given year. Problems of Agricultural Economics – a quarterly journal, the subject matter of which concerns agricultural economics and food economy.
