Completing your applicationThe Education and Training Foundation (ETF), on behalf of the Department for Education (DfE), has published application guidance for the Taking Teaching Further programme. It provides information on the aims of the programme, assessment criteria and funding available.

Please ensure you have read through the requirements before completing this application form.

Each section of the application form directly relates to an assessment criterion as set out in the guidance.

Please keep within the word limit – any words over the limit will not be taken into consideration. No additional attachments or annexes are permitted other than those specified.

Submitting your application Please email a single Word version of your completed application form to [email protected]

Once submitted, applicants will receive an email response confirming the application has been received.

DeadlineThe Foundation must receive all completed applications by email by 12 noon on 27 July 2018.

Any applications received after this time/date will not be assessed.

The ETF will not consider applications that miss this deadline as to do so would be to unfairly discriminate against those applicants who submitted their application within the allowed timescale.

2. Financial Information

2.1 Subject to section 2.2 below, all applicants are requested to provide one of the items below along with the application and indicate which of the following has been provided:

i) A copy of your last two years’ audited financial statements (not abbreviated)

ii) A statement of your most recent year of trading to include profit and loss account, balance sheet and cash flow (bank letter outlining current cash flow and credit position)

iii) An alternative means of demonstrating financial status if trading for less than one year. For example, profit and loss account, balance sheet and cash flow forecast for the next 12 months (bank letter outlining current cash and credit position)

Strand 1 – Financial support for Initial Teacher Education

Strand 1: Eligibility

We confirm that each individual to be supported will:

be an industry professional – defined as an individual who has worked for a minimum of three years in their area of vocation and is, at the time of applying to become an FE teacher, still working in that same industry, or has been within the last 18 months

be from within one of the four prioritised sector areas: childcare and education; digital; construction; engineering and manufacturing, or another priority STEM subject specialist area where teaching vacancies are hard to fill

not already hold a substantive teaching qualification i.e. a Level 5 Teaching Qualification (DET) or equivalent/higher level teaching qualification

be of suitable quality/calibre as determined by the provider’s own recruitment process

Instructions:

Please complete the table on page 20, taking care to list all costs under the appropriate cost type. Please indicate the estimated level of spend by type per term.

The cost types are:

Delivery: These are costs of people and resources involved in the direct delivery of activities in the supported settings. Wherever possible, we ask bidders to be specific about how funding requested relates to project activities and milestones. Please include anticipated travel and subsistence.

Management and administration: These are the costs relating to anything other than direct delivery and travel and subsistence. This could include the costs of the project manager who is responsible for making sure that the programme of work is delivered as planned and will include costs relating to monitoring the ongoing delivery of activities and achievement of outcomes.

We also ask that bidders remember that we expect:

not to fund capital expenditure; not to fund anything that would be covered within existing funding streams,

although we will consider backfill arrangements to facilitate project delivery on a case by case basis; and,

all funding requests to demonstrate value for money.

A note on funding restrictions: due to government efficiency controls there are restrictions on certain types of activity that can be financed with public funds. This includes marketing, the development of digital services and consultancy.

This means that controls apply to most communications activity including (but not limited to)

• advertising and Marketing (including digital)

• market research, printing and publications;

• events, conferences and exhibitions;

• public relations activities;

• digital communications activities;

• consultation activities including: associated publicity, events, resources and materials, research, analysis and evaluation; and

• communication strategy, planning, concept and proposition testing and development.

Marketing activity

If your proposal requests funding for marketing and advertising which fall under the efficiency controls, approval from DfE will be required before the funding could be granted and you may need to provide further information that might result in a delay in clearing funding.

Digital activity

The process will also apply to digital activity, for proposals including expenditure on websites, mobile apps or domain names. Any exemption required, and funding, will need to be agreed beforehand by the DfE, and you may need to provide further information that might result in a delay in clearing funding.

Bids should therefore consider such activity for which funding is requested. This does not preclude this activity being considered for funding. But if there are proposals where a significant part of the grant being applied for will be used in these areas, they can only be considered if there is an overwhelming case for the proposed product or service.

In some exceptional instances it will be preferable to use a service contract to award funding to providers, but in all other cases we will be using grant funding arrangements. Please notify us if you have a strong preference to use a service contract. If a service contract is used the total spend across all cost types should equal the total amount applied for including any VAT.

Costs and expenses

You will not be entitled to claim from the Foundation any costs or expenses which you may incur in preparing your proposal whether or not your proposal is successful.

Feedback

We will be able to offer formal feedback on your proposal on request.

Inducements

Offering an inducement of any kind in relation to obtaining this or any other grant with the DfE or the ETF will disqualify your application from being considered and may constitute a criminal offence.

Freedom of information

The DfE and ETF are committed to open government and to meeting their responsibilities under the Freedom of Information Act 2000. Accordingly, all information submitted may need to be disclosed in response to a request under the Act. If you consider that any of the information included in your proposal is commercially sensitive, please identify it and explain (in broad terms) what harm may result from disclosure if a request is received, and the time period applicable to that sensitivity. You should be aware that, even where you have indicated that information is commercially sensitive, we may still be required to disclose it under the Act if a request is received. Please also note that the receipt of any material marked ‘confidential’ or equivalent by the Department should not be taken to mean that we accept any duty of confidence by virtue of that marking. If a request is received, we may also be required to disclose details of unsuccessful proposals.

In applying to the Taking Teaching Further programme applicants will be agreeing to the grant funding agreement terms and conditions.

Any content produced on either strand will be covered by the Open Government Licence. This means that the DfE will retain copyright and intellectual property rights (IPR), but the ETF could use/reuse the material without payment.
