COMPLIANCE OF CONDITIONS AS STIPULATED BY MoEF LETTER VIDE NO. 3080/SEIAA/13,DATED 20.08.2013, LIMESTONE DEPOSIT OVER 40.236 HECT. AREA IN VILLAGE BANDARAKHA,TEHSIL RAMPUR BAGHELAN, DIST. SATNA (M.P.)

A. Specific Conditions :-

1 If the land belongs to the tribal person theCollector shall ensure that the tribal persongets compensation as per rule 72 of theMineral Concession Rule 1960 and hisinterests are safeguarded as per Statepolicy.

B. GENERAL CONDITIONS:-

1 Any addition of mining area, change ofKhasra numbers, enhancement of capacity,change in mining technology, modernizationand scope of working shall again requireprior environment clearance as per EIAnotification, 2006.

2 All activities / mitigate measures proposedby PP in Environmental Impact Assessmentand approved by SEAC must be ensured.

Protection of dumps againsterosion shall be carried out with geo textilematting or other suitable mineral and thickplantations of native trees and shrubs shallbe carried out at the dump slopes. Dumpsshall be protected by retaining walls.

Soil and waste dumps are stacked asper approved scheme of mining andare protected from erosion by carryingout suitable plantation, construction oftoe drains retaining wall.

15 Trenches/garland drains shall beconstructed at foot of dumps and coco filtersinstalled at regular intervals to arrest slitfrom being carried to water bodies.Adequate number of check dams and gullyplugs shall be constructed acrossseasonal/perennial Nallahs, if any, flowingthrough the ML area and silts arrested. De-silting at regular intervals shall be carriedout.

There is no seasonal/perennial Nallasfollowing through ML area.

16 The project proponent will ensure necessaryprotection measures around the mine pit,waste dumps and garland drain.

18 Over burden(OB)shall be stacked atearmarked dumpsite(s) only and shall not bekept active for long period., The maximumheight of dump shall not exceed 20m, eachstage shall preferably be of maximum 10 mand overall slope of the dump shall notexceed 35º. The OB dump shall bebackfilled and shall be scientificallyvegetated with suitable native species toprevent erosion and surface run off.

The Overburden generated duringmining has been stacked atearmarked dump site only and isbeing stacked in 1 or 2 stages, heightof each stack not exceeding 10m andslope not exceeding 35º. The dumpsshall be backfilled as approved mineplan by IBM

19 Minimum 1000 plants shall be planted in oneyear and 5000 plants shall be planted in firstfive years.

20 Monitoring and management of rehabilitatedareas shall continue until the vegetationbecomes self-sustaining. Compliance statusshall be submitted to the Regional Office,MoEF, Gol, Bhopal and MP PCB on sixmonthly basis.

21 By the end of the lease period 33% of thearea should be brought under plantation.

Details of year wiseafforestation programme includingrehabilitation of mined out area shall besubmitted to the Regional Office, MoEF, Gol,Bhopal and MP PCB every year.

Location of the stations shouldbe decided based on the meteorologicaldata, topographical features andenvironmentally and ecologically sensitivetargets and frequency of monitoring shouldbe undertaken in consultation with StatePollution Control Board. The monitored datafor criteria pollutants shall be regularlyuploaded and displayed on the company’swebsite.

25 Data on ambient air quality (RPM, SPM,SO2, and NOx) should be regularlysubmitted to the Regional Office, MoEF, Gol,Bhopal and state Pollution Control Board /Central pollution control Board once in sixmonths.

26 Ambient air quality at the boundary of minepremises shall confirm to the normsprescribed in MoEF notification No.GSR/826(E) dtd. 16.11.09.

27 Fugitive dust emissions from all sourcesshall be controlled. Water sprayingarrangement on haul, roads, loading andunloading at transfer points shall beprovided and properly maintained. The dustemission shall be monitored regularly as pernorms and records to be submitted to theRegional Office, MoEF, Gol, Bhopal and MPPCB regularly.

28 Measures shall be taken control of noiselevel below 75dBA in the work environment.Workers engaged in operations of HEMM,etc. shall be provided with ear plugs/muffsand health records of workers shall bemaintained.

Ambient Noise level is monitored atdesignated locations and report isbeing submitted to MPPCB onmonthly basis.Noise monitoringreports from April-19 to September-19have been given in Annexure –3

All the workers engaged in miningactivity shall be provided the PPEsincluding ear plugs and muffs andhealth checkup is be ing done andrecords be ingmaintained.

29 Rain water harvesting shall be undertaken torecharge the ground water source. Status ofimplementation shall be submitted to theRegional Office, MoEF, Gol, Bhopal and MPPCB within six months and thereafter everyyear from the next consequent year.

Rainwater harvesting practices havebeen implemented. 6 Nos of rooftoprainwater harvesting system and 6nos of recharge pits have beenconstructed inside plant and township.

30 Regular monitoring of ground and surfacewater sources for level and quality shall becarried out by establishing a network ofexisting wells and constructing newpiezometers during the mining operation.The monitoring shall be carried four times ayear i.e. pre-monsoon (April-May) ,Monsoon(August), Post monsoon(November) andwinter(January) and the data thus collectedshall be regularly sent to the RegionalOffice, MoEF, Gol, Bhopal and MP PCB,Central Ground Water Authority andRegional Director , Central Ground WaterBoard.

Piezometers have been constructed tomonitor ground level. Waterlevel andquality is analyzed in Pre - Monsoon,Monsoon,Post Monsoon, and winterseasons. Report of monitoring isgenerated and submitted to MoEF-&CC Bhopal, MPPCB, CGWA &CGWB

31 The waste water from the mine if any shallbe treated to confirm to the standardsprescribed under GSR 422(E) dated 19th

May, 1993 and 31st December, 1993 or asamended from time to time. The oil andgrease trap shall be installed for theeffluents generated from the workshop, ifany, before discharging into the naturalstream. The discharged water from tailingdam ,if any shall be regularly monitored andreport submitted to the Regional Office,MoEF, Gol, Bhopal ,Central Pollution ControlBoard, the State Pollution Control Board.

No workshop in lease area, we have acommon workshop for all leases.Contaminated water generated due towashing of equipment is passedthough grease and oil trap tank havingseparation chambers and pumpingarrangement. For separation of oil andgrease particles from water, primemover has been provided. The oil andgrease is skimmed and kept in sealedbarrels for further disposal toauthorized vendors.

32 Hydro-geological study of the area shall bereviewed by project proponent annually .Incase adverse effect on ground water qualityand quantity is observed mining shall bestopped and resumed only after mitigatingsteps to contain any adverse impact onground water is implemented.

Will be complied.Excavation oflimestone is proposed upto only 16mand currently we are working at adepth of 8m to 9m only. Water tablewill not be intersected.

33 Occupational health checkup for workersincluding identification of work related healthhazards, training on malaria eradication,HIV, and health effects on exposure tomineral dust etc. shall be carried out.Periodic monitoring for exposure torespirable mineral dust on the workers shallbe conducted and records maintainedincluding health records of the workers.Awareness programme for workers onimpact of mining on their health andprecautionary measures like use of personalequipment etc. shall be carried outperiodically. Review of impact of varioushealth measures shall be conductedfollowed by follow up action whereverrequired. It should be made available forinspection whenever asked. Necessaryfunds for this also should be earmarked.

Periodical Medical Examinations areconducted for each employeebyoutside specialists once in every 5years. Under this schemeeachemployee undergoesPathological tests, bloodgroup test,chest X-Rays, Audiometry tests, eyetest etc. once every 5 years. Properrecords of such tests are maintained.Personal protective equipment isprovided to persons as per jobrequirement.

34 Project proponent shall ensure appropriatearrangement for shelter and drinking waterfor the mine workers.

Centralized shelter and Drinking waterfacility with Molded watercontainershave been provided to allmine workers.

35 Person working in dusty areas shall beprovided with protective respiratory devicesand they shall also be imported adequatetraining and information on safety and healthaspects.

PPE‘s are provided to eachemployees

Respiratory devices are being used bythe persons working in dusty areas.

Adequate training on safety andhealth awareness shall be given byexperts at VT center.

36 Commitment towards CSR has to befollowed strictly.

37 Special measures shall be adopted toprevent the nearby settlements from theimpacts of mining activities.

All measures shall be adopted whilemining as per guidelines of MMR 1961and Mines Act 1952.

38 The project proponent shall inform to the tothe Regional Office, MoEF, Gol, Bhopal andMP PCB regarding date of financial closuresand final approval of the project by theconcerned authorities and the date of startof land development work.

39 The necessary funds as per mandate shallkept for environmental protective measureswhich should be kept in separate accountand shall not be diverted for other purpose.Year wise expenditure shall be reported tothe Regional Office, MoEF, Gol, Bhopal andMP PCB.

The capital cost and recurring costannum earmarked for environmentalprotection is common for PCL.

40 The Regional Office, MoEF, Gol, Bhopal andMP PCB shall monitor compliance of thestipulated conditions. A complete set ofdocuments including Environment impactAssessment Report, EnvironmentalManagement Plan, public Hearing and otherrelevant documents should be given to theRegional Office, MoEF, Gol, Bhopal and MPPCB.

41 A copy of the environmental clearance shallbe submitted by the project proponent to theHeads of the local Bodies, Panchayat andMunicipal Bodies, as applicable, in additionto the relevant officers of the Governmentwho in turn has to display the same for 30days from the date of receipt.
