INTRODUCTION

M/s Believers Church is a hospital project situated at Survey Nos. 96/1,96/13,

102/6, 102/9,95/4, 236/1 and others at Kuttapuzha village, Thiruvalla Municipality,

Thiruvalla Taluk, Pathanamthitta District, Kerala. The construction project was accorded

Environmental Clearance for 56,919.45 sq.Mtr of build up area on 14-08-2014 vide order

No.142/SEIAA/KL/2743/2013 by State Environment Impact Assessment Authority, Kerala.

The half yearly compl iance report needs to be submitted as part of

general condition No.16 of Environmental Clearance order by the project

proponent. The compl iance report of second half to conditions of the

Environmental Clearance for the period of October 2016 – March 2017 is

being submitted.

5 Salient Features:

a) Of the project

The project involves construction 7 building

blocks for proposed hospital (500 beds). The

hospital building is with ground floor + 4 floors.

The total water requirement is 352.25 KLD and

the source will be Roof Rainwater water,

Ground water, Recycled water from STP and a

large pond located at about 500 meter from the

project site. The quantity of waste water

generated from the project activity will be about

281.80 KLD which will be treated in the STP.

The capacity of STP for hospital is 300 KLD

and for medical College Hospital is 300KLD..

The treated water will be recycled back and

utilized for gardening, flushing and chiller unit

etc. The estimated solid waste generation will

be 815 Kg/day which is segregate and collect

separately as bio degradable and Non – bio

degradable waste as per MSW Rules 2000.

Current status of the Project

The proposed hospital project has 7 building blocks, comprises of teaching hospital,

Medical College building, mortuary block, hostel block, Kitchen and dining building,

services block. The whole work of the hospital has completed. At present, the hospital

has been running and providing modern health services to the public.

SPECIFIC CONDITIONS

01 The stream diversion should be regularized in the revenue records and certificate produced.

As per the direction of Kerala State Environment Impact Assessment Authority (SEIAA),

Kerala, the project proponent has got approval, vide order no. C4-15525/2003 dated 20-

08-2003 from District Collector, Pathanamthitta to re-align the drain.

02 The extent of Bhoosthithi vazhi should also be regularized in the revenue records

Complied

The Bhooshthithi Vazhi (path way) was used by the public to reach their houses 20

years ago. At present the houses are under the ownership of Believers Church so the

pathway became under-used.

03 A buffer distance of 5 meter has to be provided on either side of the internal stream and the land may be provided with riparian vegetation

.

A stream (thodu) is flowing inside the project site. To preserve the stream and its aquatic

life, the project proponent has planted various saplings in the buffer zone area. The

riparian vegetation can provide not only an aesthetic value to the stream but to improve

the quality of water too. The stream is periodically cleaned by the project proponent for

its uninterrupted flow.

04 Tertiary sandstones exposed should not be isolated or covered with non – permeable material

Complied

During the time of field visit of State Expert Appraisal Committee, (SEAC) Kerala spotted

tertiary sandstones in the applied area. To conserve it, the project proponent did not

extent its construction work or stockyard where the tertiary sandstones were spotted not

only that did not cover the tertiary sandstones exposed in the site with any non –

permeable materials. The area remains untouched.

05 Paddy fields in possession of the proponent must be used for paddy cultivation and should not be reclaimed.

The project proponent is having nearly 50 acres of paddy land in possession near to the

hospital building. The paddy field will not be reclaimed.. The photograph of the paddy fields

is provided in Plate No.1

GENERAL CONDITIONS

01 Rain Water Harvesting capacity should be installed as per the prevailing provisions of KMBR / KPBR, unless otherwise specified elsewhere.

Compliance:

As part of rain water harvesting, the project has constructed six Rain Water Harvesting

Tanks in the project site. The total capacity of the water tanks are 2050 KL. The project

has 4,500 sq.m roof top areas for harvesting roof run off to the Rain water harvesting

tank. This water will be used for domestic purposes. The details of Rain water harvesting

tanks are provided in Table No.1. The hospital has also developed a large pond in 7

acres of land as rain water harvesting Pond. The photograph of the pond is attached as

Plate No.2.

02 Environment Monitoring Cell (EMC) as agreed under the affidavit

filed by the proponent should be formed and made functional. complied

Compliance:

The project proponent has constituted an Environmental Monitoring Cell (EMC)

with Rev. Thomas George as head of the monitoring cell, who is also the director of

general administration of hospital. The EMC meeting has been convening regularly to

evaluate and monitor the execution of the conditions stipulated in the Environmental

Clearance (EC) order. The details of the monitoring cell is given in Table No.2. We

have engaged the services of a MoEF accredited consultant for all environmental

matters including the preparation of six monthly compliance reports.

03 Suitable avenue trees should be planted along either side of the tarred road and open parking areas, if any, inclusive of approach road and internal roads.

The avenue trees can reduce air and noise pollution during the time of plying of

vehicle, the project has planted various species as avenue trees at either side of the

road. The vehicles are parking on the shades of trees planted at parking areas. This will

help to enrich vegetation and biodiversity in the site. The photograph of trees planted at

parking area is given in Plate No.3. The details of saplings planted along the road side

are given below in Table No.3.

04 The project shall incorporate devices for solar energy generation and utilization to the maximum possible extent with the possibility of contributing the same to the National grid in future

Compliance:

As part of energy conservation, the project is intending to generate and utilize

renewable energy. Solar panels are installed in the project site. There are four solar

water heaters with the capacity of 200 litters. This solar water heater will reduce energy

consumption from conventional sources.

05 Safety measures should be implemented as per the Fire and Safety regulations

Compliance:

The safety part is one of the highly priority area of the project proponent therefore as

per the guidelines and norms of Fire and Rescue services of Govt. of Kerala, the project

has implemented all possible safety measures for the safety of patients and employees.

The project has got NOC from the department for the same. A copy of NOC from Fire

and Rescue Department is provided in Annexure No.1. The details of executed safety

measures are follows:

06 STP should be installed and made functional as per KSPCB guidelines including that for solid Waste Management.

Sewage Treatment Plant (STP)

As part of environmental sustainability, the project has installed two Sewage

Treatment Plants (STPs) in the project site for the recycling of used water. One STP with

the capacity of 300 KLD has installed for hospital and second one with the capacity of

300KLD is for Medical College. The two STPs are working properly and the treated water

is used for chilling units as make up water, flushing and horticulture. The supplier of STP

is Green Method Engineering (P) Ltd, ATC Building, Moolepadam Nagar Road, HMTJn,

Kalamassery P.O, Kochi, Kerala. The photograph of the STP is provided in Plate No.4.

The details of existing STP is mentioned in Table No.4

Solid Waste Management

The collection, segregation, treatment and disposal is in accordance with the Municipal

Solid Waste (Management & Handling) Rules, 2016.

For the sustainable disposal of Municipal Solid Waste to be generated from the hospital,

the following measures are proposed and made functional:-

Segregation of Municipal Solid Waste (MSW)

The segregation of Municipal Solid Waste to Bio- Degradable and Non – Degradable is

achieved by providing colour coded bins in the hospital (Green colored bins for Bio

Degradable waste and Blue colored for the Non – Bio degradable waste.). The

photograph of colour coded bins are provided in Plate No. 6. The project proponent has

provided designated area to store the generated waste, the photograph of the designated

place is attached as Plate no.7

Bio- Degradable Municipal Solid Waste

Bio gas plant is installed within the complex for the disposal of bio – degradable

Municipal Solid Waste. Even though biogas plant is there in the project site, the project

proponent is using all the food waste to piggery farm.

Bio Medical Waste

The bio medical waste is an inevitable waste from the hospital. This has been out-

sourced with the help of IMAGE (Indian Medical Association Goes Eco Friendly), an

agency authorized by Kerala Pollution Control Board (KSPCB). The hospital has placed

yellow, Red, white and black colour bins in every wards to collect the bio medical waste

generated from the hospital as per Bio-Medical Waste Management Rules, 2016. The

colour codes as per the said Rules are mentioned below in the Table No. 5

07 The recommendation specified in the Companies Act, 2013 should be observed for Corporate Social Responsibility (CSR).

Compliance:

AS part of CSR (Corporate Social Responsibility), the project proponent spent

amount in the area of health care. The details of the Health care activities performed

from October 2015 to March 2016 are mentioned below in the table. The major activity

under CSR is discount and concession in treatment. The whole beneficiaries are from

economically back ward families. The Table No. 6 shows the activities under Corporate

Social Responsibility of the Project Proponent.

The project proponent has planted many tree saplings, shrubs, climbers, herbs in

the project area as a compensation of loss of trees while the project is clearing the land

for construction. The number of trees existing in the project site was less than 60 before

the construction. As part of its landscape plan the project has planted trees more than

the requirement. The project proponent is planting maximum number of tree saplings in

the project site. The photographs of the vegetation is provided in Plate No. 5. The details

of various planted saplings in the project area are provided in the table given below in

Table No. 7

The project has obtained “Consent for Establishment” from KSPCB under Water

and Air Act(s) before initiating the construction of the project. The project proponent has

effective implementation of the suggested safeguard measures in a time bound and satisfactory manner.

13 The stipulations by Statutory Authorities under different Acts and Notifications should be complied with, including the provisions of Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act 1981, The Environment (Protection) Act, 1986, the public liability (Insurance) Act, 1991 and EIA notification, 2006.

of the Authority at www.seiaakerala.org. The advertisement should be made within 10 days from the date of receipt of the Clearance letter and the copy of the same signed in all pages should be forwarded to the office of this authority as confirmation.

Compliance:

An advertisement in two local daily newspapers (English and Malayalam)

regarding Environmental Clearance accorded to the quarry project was given within the

stipulated period and the copy of the same was submitted at SEIAA Kerala. The copy of

the advertisement given in two local newspapers is provided at Annexure No.7.

15 A copy of the clearance letter shall be sent by the proponent to concerned Gram/District Panchayath / Municipality / Corporation / Urban Local Body and also to the Local NGO, if any from whom suggestions / representations, if any were received while processing the proposal. The compliance report is being submitted to the Directorate of Environment and

Climate Change, Govt. of Kerala and the Regional Office of MoEF&CC, Govt. of India

with the results of monitored of air, water and sound both in hard copy as well as mail.

The result of monitored data is provided in Annexure No. 8, 9 &10.

17 The details of Environmental Clearance should be prominently displayed in a metallic board of 3 ft x 3ft with green background and yellow letters of Times New Roman font of size of not less than 40.

18 The proponent should provide notarized affidavit (indicating the number and date of Environmental Clearance proceedings) that all the conditions stipulated in the EC shall be scrupulously followed.
