Plan Summary

Mission Statement: The mission of the “Mayor’s Community-Based Council on Substance Abuse, Howard County’s Local Coordinating Council,” is to coordinate substance abuse activities for Howard County. We serve the community by educating the public on all facets of substance abuse problems by creating and funding programs that prevent and reduce drug abuse in our county. History: The Mayor’s Community Based Substance Abuse Council was organized in December 1989 to address substance abuse in Kokomo and Howard County. The Council is sponsored by the Office of the Mayor, City of Kokomo and all of the members are appointed to the Council by the Mayor. The Council is divided into three operational committees; Treatment and Intervention, Criminal Justice, and Education and Prevention. These committees do much of the work of the Council and meet on a monthly basis. They propose and conduct projects related to their specific areas of expertise. Each committee is headed by a chairperson.

The major projects of the Council include the organization of the annual Turnaround Breakfast where youth from every middle and high school in the county are honored for making significant changes in their lives. The Council also engages in several youth sponsored prevention activities throughout the fiscal year, such as the Orange Crush Tour Event where focus is placed on substance abuse and resistance including alcohol, tobacco and other addictive and harmful substances, National Kick Butts Day, Great American Smokeout, Relay for Life and other events. The Council is also very active with the Red Ribbon campaign. Summary of the Comprehensive Community Plan: Problem Statement #1: “Abuse of alcohol, tobacco and other substances by adolescents in Howard County continues to be a concern.” Problem Statement #2: “Abuse of alcohol, tobacco and other substances by adults in Howard County continues to be a concern.” Problem Statement #3: “The relationship between domestic violence and substance abuse in Howard County continues to be a concern.”

The Comprehensive Community Plan was created out of evaluating the broad substance abuse needs of Howard County. This information was

gathered from numerous sources within our community, Schools, Law Enforcement, Treatment Professional, Members of our LCC and other resources were accessed. A committee was formed comprised of members of the LCC to formulate the “Problem Statements.” Once the “Problem Statements” were created they were brought to the full LCC for discussion and editorial changes. Once all changes were complete the full LCC voted to accept the “Problem Statements” as we have submitted them. The problem statements were then created to address a broader need within our community. In years past, the LCC has had difficulty obtaining “renewable data sources.” So data has been obtained that should be much easier to retrieve and obtain. The LCC has constructed this CCP with the attitude of accessing it as a true “roadmap” to give direction and leadership to the LCC and to offer a clear path to substance abuse prevention.

The process of our LCC distributing the Grant dollars remains basically the same with the exception that we have now reduced our Grant cycles to “three” times per year, January- February 28, 2019, June 1-30, 2019 and September 1-30, 2019. Grants are submitted to the Executive Director, who then passes them on to each committee chairperson who then distributes them to the committee (Education/ Prevention, Treatment /Intervention and Criminal Justice) for approval/ disapproval and a vote. The Chair of each committee comprises the Executive Committee. The Executive Committee receives the recommendation of each grant from the appropriate committee chairperson and then votes upon it as an Executive Committee. The recommendation of the Executive Committee is then brought to the full council for a vote.

Problem Identification

A. Problem Statement #1: “Abuse of alcohol, tobacco and other substances by adolescents in Howard County continues to be a concern.”

B. Supportive Data 1. According to the Howard County Juvenile Probation Department, law enforcement records, there were a total of 9 juvenile alcohol charges in Howard County in 2018. There were also 0 Juvenile OWI charges and 0 Public Intoxication custodies in 2018. Howard County Juvenile Probation Department also reports 41 juvenile drug arrests in Howard County in 2018. According to the Howard County Juvenile Probation Department, law enforcement there was 1 Juveniles arrested for “Intent to deal.” 2. There were __ Adolescents in Treatment for Substance Abuse in the Trinity House Program of St. Joseph Hospital in 2018. No data reported in 2018. 3. There were 23 Adolescents in Treatment for Substance Abuse in Community Howard Regional Hospital in 2018. 4. There were __ Adolescents in Treatment for Substance Abuse in the Four County Counseling program in 2018. No data reported in 2018. 5. Turning Point reported 114 intakes for substance abuse, giving 3 referrals to adolescents for treatment and fielded 3 calls regarding adolescents who were involved in substance abuse. 6. Western High School of Howard County reported 27 student suspended and 4 student expelled for Substance Abuse issues during their 2018-19 academic year. 7. Eastern High School of Howard County reported 17 students suspended and 0 student expelled for Substance Abuse issues during their 2018-19 academic year. 8. C. Goals

1. Reduce the rate of adolescent alcohol/ tobacco and other substance abuse as reported by treatment providers, schools and law enforcement officials.

2. Reduce the rate of adolescent alcohol/ tobacco and other substance abuse as reported by the justice court system.

End of Year 1 Annual Benchmarks:

1. Due to the lack of information provided by our substance abuse treatment

providers, it is hard to deduce any progress or regress. Howard County does have

more providers than ever previously noted so we hope that adolescents are

receiving greater amounts of treatment numerically. The numbers of adolescents

who have been expelled and suspended from our school systems continues to be

rather constant neither increasing nor decreasing.

2. The number of adolescent arrested for Alcohol and other drug charges does appear

to have decreased for 2018 in comparison to 2017 numbers. Additional

Alternatives to detention are being offered by Howard County Juvenile Probation

Department and hopefully we will see their effects in the 2019 numbers.

D. Objectives

1. Promote and support organizations that use evidenced -based, approved prevention programs for children and adolescents. 2. Support programs that provide alcohol/drug treatment services to Howard county adolescents. 3. Survey Howard county junior and senior high school students regarding alcohol, tobacco and other substance abuse. 4. Continue to build a strong collaboration with Howard county schools, educators and administrators to provide drug identification, prevention and intervention efforts. 5. Encourage and support community-wide underage drinking/ drug education & prevention and awareness programs (e.g. Red Ribbon Week, Orange Crush Tour, Alcohol Awareness Month, “The Great American Smokeout,” “Kick Butts Day”) that address the negative impact of alcohol/ tobacco and other substance use. 6. Continue to develop, support and encourage the activities of the “Mayor’s Youth Council for Substance Abuse Prevention of Howard County.” 7. To continue to support community Mentoring Programs and after School programs that use effective substance abuse prevention methodologies and practices.

End of Year 1 Update: 1. A number of the proposals our Council has funded support evidenced programs. Bridges Outreach and Western High School SADD club come to mind as examples. 2. Turning Point which was funded by the LCC does provide alcohol/drug treatment services to Adolescents. Bridges Outreach Mentoring Program, Reach and Rise Mentoring Program, Four County Counseling all provide services that are directly offered to Adolescents. 3. The current Executive Director of the Howard County LCC speaks to numerous schools throughout the school year bringing a substance abuse prevention message. He is also very engaged in all 5 high school SADD clubs. He also facilitates the “Mayor’s Youth Council on Substance Abuse Prevention comprised of students from all fiver county high schools. 4. Same response as the content for #3. 5. Yes the “MYC” participates in the County-Wide Red Ribbon Activities sponsored by this LCC, Kick Butts Day, The Great American Smokeout, Orange Crush Tour and other

events sponsored by individual schools such as the “Every 15 Minute” event at Western High School. 6. The current Executive Director of the Howard County LCC facilitates monthly meetings and activities for the Mayors Youth Council (MYC). The MYC is quite active year-around within our community. 7. The LCC has in the past and will continue to fund programs such as Bridges Outreach, New Leaf Mentoring and Reach and Rise Mentoring. The current Executive Director of the Howard County LCC is often asked to speak and provide trainings for these organizations. End of Year 2 Update: 1. 1. Final Update (end of Year 3): 1.

1. From the most recent data statistics from County Rankings indicates that Howard County adult smoking rate is 24% which is higher than the Indiana rate of 21%. 2. The Howard County Coroner reported 33 individuals died due to Drug/ Alcohol overdose in 2018. 3. There were __ Adults in Treatment for Substance Abuse in the Trinity House Program of St. Joseph Hospital in 2018. 4. There were 650 Adults in Treatment for Substance Abuse in Community Howard Regional Hospital in 2018. 5. There were __ Adults in Treatment for Substance Abuse in the Four County Counseling program in 2018. No data reported in 2018. 6. According to the Howard County Sheriff’s Department law enforcement records, there were a total of 78 adult alcohol charges in Howard County in 2018. 7. According to the Howard County Sheriff’s Department law enforcement records, there were a total of 180 adult drug charges in Howard County in 2018. 8. The Kokomo Police Department reported 537 adult alcohol arrests and 156 drug-related arrests for 2018.

9. The Howard County Health Department reported distributing 69 (4mg) doses of Narcan in Howard County in 2018. 10. Howard County Adult Probation Department reported administering 17,835 Urine Drug Screens with 4,221 showing positive in 2018. That is a 23.6% positive Urine Drug Screen rate in 2018. Howard County Adult Probation Department reported administering 14,414 Urine Drug Screens with 3,460 showing positive in 2017. That is a 24.0% positive Urine Drug Screen rate in 2018. 11. Turning Point reported 114 intakes for substance abuse, giving 111 referrals to adults for treatment and fielded 140 calls regarding adults who were involved in substance abuse. 13. In 2018, the Gilead House provided drug and alcohol treatment and case management to 41 clients at their facility and 980 Women multiple times and 720 men multiple times at the Howard County Jail. They provided group substance abuse therapy for 440 women and 89 men. 14. Celebrate Recovery at Crossroads Community Church reports 150 weekly participants in 2018. 15. Celebrate Recovery at Woodland Church of God Church reports 30 of participants in 2018. 16. Celebrate Recovery at Zion Tabernacle Church reports __ of participants in 2018. No data reported in 2018. 17. Celebrate Recovery at South Creek Church reports __ of participants in 2018. No data reported in 2018. 18. Open Arms Women’s Transitional Living Center numbers from September 2017 thru December 2017- There were 24 children with homeless mothers residing at the Open Arms shelter, due to head of household being addicted (14 households). 25. Public Housing and Section Voucher programs have strict regulations regarding substance abuse. Since 2016, 19 families with children were evicted from KHA PH due to substance abuse and related behaviors. 26. The Howard County Coroner reported 44 overdose deaths in 2017. He reported 33 overdose deaths in 2018.

C. Goals: 1. Reduce the rate of adult alcohol/ tobacco and other substance abuse as reported by treatment providers, law enforcement officials. 2. Reduce the rate of adult alcohol/ tobacco and other substance abuse as reported by the justice system. End of Year 1 Annual Benchmarks: 1. Our treatment numbers in Howard County remain somewhat consistent over the years. Our Overdose deaths did sharply decline from 2017-18. Dr. Steven Seele the Howard County Coroner attributes that to greater use of Narcan by first responders. Law enforcement continues to provide somewhat consistent data year to year. We are seeing an increase in treatment providers as Howard County now has 4 MAT providers who are all functioning and quite busy within our community. Unfortunately I could not acquire exact numbers regarding the number of individuals they are treating. 2. As stated previously, the number of individuals arrested for substance abuse in Howard County does appear to be consistent. The Court system in working much more diligently regarding this problem and in cooperation with other treatment providers. The advent of “Turning Point” a community collaboration to educate, support, and to navigate services to youth, families and those impacted by mental health and substance use disorders opened its’ doors May of 2018 has been a great addition to our community. As stated in the data section they have facilitated treatment for 114 individual in the first 8 months of 2018. I believe we are making great progress in connecting individuals with substance use disorder with services for treatment.

D. Objectives: 1. Support law enforcement with training and equipment to address drug/alcohol related criminal activity. 2. Support programs that provide alcohol/drug treatment services to Howard County adolescents. 3. To continue to educate the public regarding all of the substance abuse Treatment options that are available in Howard County. 4. To continue to raise public awareness and provide information through workshops, community events, seminars and other activities to educate adults on substance abuse issues. 5. To continue to support the “Drug Court” initiative and law enforcement and justice personnel in ongoing efforts of training regarding substance abuse issues. 6. To support law enforcement with the equipment to address alcohol and other substance related criminal activity. End of Year 1 Update: 1. The Howard County LCC has provided significant funding to the Superior Court I, “Drug Court Training Program. This training keeps the “Drug Court” “certified.” Other Grants will be considered as they are submitted. 2. The “Turning Point proposal was the only proposal submitted to the “Treatment/ Intervention category. It was fully funded as requested. Due to the Indiana Code definition of “Treatment/ Intervention” category, a great number of these proposals are moved over into the Education/ Prevention category. 3. The Howard County LCC participated in multiple Health Fairs making available free information regarding substance abuse and substance abuse prevention. The LCC collaborated with the Tobacco Prevention Cessation Organization and the Minority Health Alliance of Howard County to help facilitate these events. These Health Fairs were held at one community Church, the community Head Start facility and the annual Howard County Health Fair that saw over 1,000 citizens participate. The Executive Director has also engaged in providing numerous trainings to civic educational and other community-based organizations regarding substance abuse prevention, trends and treatment. The LCC is also very active in both the Minority Health Alliance of Howard County and the Howard County Tobacco Coalition. 4. The Howard County LCC has partnered with the Howard County Recycling District and Community Howard Regional Hospital and in a collaboration facilitated three Prescription Drug Drop-Off events in Howard County in 2018. The Executive Director has also engaged in providing numerous trainings to civic educational and other community-based organizations regarding substance abuse prevention, trends and treatment. 5. In 2018 the Howard County LCC funded the Howard Superior Court I in its’ ongoing training efforts by facilitating their participation in the National Drug Court Training. A good representation from Howard County was able to attend that training based upon the

funds granted them through the Howard County LCC. This allows the “Drug Court” to maintain its’ certification. 6. The Howard County LCC purchased new equipment for the Russiaville Police Department Drug Dog in 2018. This was the only request for equipment to address alcohol and other substance related criminal activity presented to the Howard County LCC in 2018. End of Year 2 Update: 1. Final Update (end of Year 3): 1.

A. Problem Statement #3: “The relationship between domestic violence and substance abuse in Howard County continues to be a concern.” B. Supportive Data: 1. 157 of the women stayed at the local domestic violence shelter during 2018. 25% of the women who entered the local domestic violence shelter during 2018 indicated they had substance abuse issues. 2. The local domestic violence shelter served 108 children in 2018 (an 111% increase from 2017). 3. A survey was done on men and women involved in the Non-violence Education Group (the Batterer) during the month of June, 2019, 51.5% of the respondents reported that alcohol or drugs were involved in their domestic violence arrest. The batterers are court ordered into the program and whether they are attending Substance Abuse Treatment is unknown. Each Client is treated on a “case by case” basis. 4. In the same survey on men and women involved in the Non-violence Education Group (the Batterer) during the month of June, 2019, 35.3% of the respondents reported that they do use alcohol or other drugs. 5. 172 individuals participated in the Non-Violence Education Group in 2018. End of Year 1 Update: 1. The number of individuals who received care from the Domestic Violence shelter did increase from 2017 to 2018. However only 25% of the women served in 2018 stated that substance abuse was involved in the abuse episode compared to 75% in 2017. 2. As noted in the above data point the number of Children served dramatically increased. 3. The 51.5% of respondents in 2018 who stated that substance abuse was involved in the domestic violence incident almost doubled from 2017 as the respondents in the same survey reported only 28.5% involvement with substances for their domestic violence episode. This is a significant increase and peculiar since the individuals who reported receiving services at the domestic violence shelter reported a decrease.

4. The 25.3% of 2019 reporting using substance decreased from the reported 47.6% of 2018 reporting in the same survey. That accounts for an 88.1% decrease of those participants who self-report substance use. 5. 269 individuals participated in the Court ordered Domestic Violence Education group in 2017. In 2018 172 individuals participated in the Court ordered Domestic Violence Education group. End of Year 2 Update:

By the data supplied, we have contradicting statements provided. The individuals who received services from the Domestic Violence Shelter report a significant decrease in the use of Substances. However, individuals in the Domestic Violence Education Group reported a significant increase in the use of substances. The number of individuals who participated in the Court ordered Domestic Violence Education Group decreased dramatically from 201 to 2018. I believe it is important to note that these numbers are both based upon “self-reporting” data. So, art this point, I believe any conclusion is very hard to achieve.

A component of that program is dealing with the issue of substance abuse. 5. As in years past, the Howard County LCC partners with the Howard County Domestic Violence Shelter to raise awareness and participate in the “Take Back The Night/ Angel Walk.” This walk is an event which remembers those who have lost their lives to domestic violence and honors survivors. Our Grant Cycles run January 1- February 28, 2018, May 1-31, 2018 and September 1-30, 2018. Grants are submitted to the Executive Directors office of the LCC who then forwards them to the appropriate subcommittee (Prevention/ Education, Treatment/ Intervention or Criminal Justice) for discussion and recommendation. The Executive Committee (comprised of Chairman of LCC, three Subcommittee heads and Executive Director (who is non-voting)) meet to discuss and make decisions on subcommittees recommendations. The recommendations of the Subcommittee and Executive Committee are presented to the full Council for discussion and then a final vote of approval or disapproval.
