C OMPUTING R ESEARCH N EWS Computing Research Association, Celebrating 30 Years of Service to the Computing Research Community November 2002 Vol. 14/No. 5 DARPA’s New Cognitive Systems Vision The impact of the Defense Advanced Research Projects Agency (DARPA) on computing over the past 40 years has been profound. Led by the visionary J.C.R. Licklider and his innovative successors in the Information Processing Techniques Office (IPTO), DARPA initiated work that ultimately put personal computers on millions of desktops and made the global Internet a reality. In fact, the original IPTO, which lasted from 1962 to 1985, was in large part responsible for estab- lishing Computer Science as a field. DARPA has recently re-energized IPTO (now the Information Process- ing Technology Office), and has rededicated its attention to modern Computer Science by looking both to its roots and to a dramatic vision of the future. Licklider imagined com- puters and humans working closely together in a form of symbiosis. The new, 21 st century IPTO wants to realize this vision by giving com- puting systems unprecedented abili- ties to reason, to learn, to explain, and to reflect, in order to finally create systems able to cope robustly with unforeseen circumstances. IPTO’s goal is to create a new generation of cognitive systems. Mired in Moore’s Law? One benefit of such cognitive systems would be their help in extracting us from a corner into which our success seems to have painted us. The research that has helped the industry follow Moore’s “Law” has created processors that are remarkably fast and small, and data storage capabilities that are vast and cheap. Unfortunately, these incred- ible developments have cut two ways. While today’s computers are more powerful than ever, we have been lured by processing power and inexpensive memory into creating systems that are enormously large and complex. Many of today’s systems are virtually impossible for humans to understand, use, or maintain. Beyond the resulting maintenance problem, with the total lifetime cost of systems now heavily dominated by after-production costs, this com- plexity has also led to serious vulner- abilities. More complexity means greater opportunity for intruders. More elements mean more ways that things can go wrong; systems crash and software rots. And the training burden and level of expertise required to cope with systems both keep growing. In order to make our systems more reliable, more secure, and more understandable, and to continue making substantial contri- butions to society, we need to do something dramatically different. The Promise of Cognitive Systems IPTO is attacking this problem by driving a fundamental change in computing systems. By giving systems more cognitive capabilities, we believe we can make them more responsible for their own behavior and maintenance. Ideally, in the next generation, a computer system will be cognizant of its role in a larger organization or team (and of the overarching goals of that team), capable of acting autonomously, and able to interact rationally with other systems and humans in real time. It will also be able to take care of itself in a self- aware and knowledgeable way. Ultimately, these new capabilities will be the basis for artificial systems that can respond as robustly to surprise as natural systems can. A cognitive computer system should be able to learn from its experience, as well as by being advised. It should be able to explain what it was doing and why it was doing it, and to recover from mental blind alleys. It should be able to reflect on what goes wrong when an anomaly occurs, and anticipate such occurrences in the future. It should be able to reconfigure itself in response to environmental changes. Today more than 250 Intel-sponsored research engagements are underway at univer- sities throughout the world. Recently we have developed a bold new approach to conducting joint research with universities in an open collaborative environment. We believe this innovative model will accelerate Intel’s exploratory research efforts, while addressing the most pressing concerns of all parties involved in collaborative initiatives between companies and universities. Formation of Intel Research In 1999, David Tennenhouse joined Intel and was charged with launching a new internal organiza- tion, Intel Research, to explore the disruptive and emerging technologies that could advance Intel’s business and create new markets and opportu- nities. Tennenhouse had been chief scientist and director of the informa- tion technology office at the Defense Advanced Research Projects Agency (DARPA), an organization known for its ability to catalyze innovation by funding highly targeted university research projects. The Vision of Proactive Computing Tennenhouse arrived at Intel with a vision of a future world of proactive computing, in which billions of devices embedded throughout the environment will anticipate people’s needs and take action on their behalf. Intel Research set out to translate that vision into reality. The research model developed for this long-term and exploratory program uses Intel funding to sample the broad array of university research. DARPA’s New Cognitive Systems Vision

Berkeley’s “EECS Excellence andDiversity Student Programs” wererecently awarded the 2002 Womenin Engineering Programs Award(WIEP) by WEPAN (Women in Engineering Programs andAdvocacy Network).

At a time when diversityprograms are under attack, such an award validates Berkeley’sprograms for women. The passage of Proposition 209 in California,which prohibits programs that confer educational benefits basedsolely on gender or ethnicity, has ledto a perceived shift away fromvaluing diversity. Further, the con-tinuing economic downturn inCalifornia undermines all academicprograms, but particularly diversityprograms, which lie outside coreinstructional activities.

The WIEP Award recognizesBerkeley’s “sustained nationalimpact” in several areas, including:1) attracting women to electricalengineering and computer science atBerkeley; 2) providing orientationand sustained academic support towomen students in EECS; 3) fos-tering a sense of community forundergraduates and graduate women;4) encouraging undergraduatewomen to apply for graduate pro-grams through research; 5) con-ducting outreach to pre-collegewomen; and 6) developing new poli-cies to serve women students. In thisarticle, we limit the discussion to ourefforts and successes in fostering asense of community and engagingundergraduate women and minoritiesin research.

BackgroundThe box above shows highlights

of the EECS women’s programs, fromthe appointment of Professor SusanGraham in 1971 to the formal cre-ation of a diversity program in 1986by Professor Eugene Wong, and nowthe 25th anniversary of our women’sgraduate group, WICSE, this year. Ourprograms have been greatly enrichedby synergy with all of CRA-W’s pro-grams, including research programsDMP, CREW, and the DistinguishedLecturer Series, as well as theHopper and Tapia Conferences andCRA’s Outstanding UndergraduateAwards and Career MentoringWorkshops.

Fostering Community:WICSE and the AlumnaeConnection

Twenty-five years ago a group ofwomen students founded the grad-uate group WICSE (Women inComputer Science and Engineering),which continues to form the corner-stone of our programs for graduatewomen. The effectiveness of WICSEderives in part from its continuity,departmental support, and mean-ingful contact with CS alumnae andother prominent women in CS. TheEECS Department provides WICSE

with staff assistance, space, facilita-tion of conference travel, a guaran-teed voice at the annual FacultyRetreat, and funding to support its activities.

Since 1977, WICSE has helped toorganize six major conferences forwomen in CS and engineering.WICSE members have been activeat each of the four Grace Hopperconferences, their numbers in-creasing from seven in 1994 to 22who attended the 2002 conferencein Vancouver. WICSE guestspeakers over the past three yearshave brought our students in contactwith women at the forefront of CS.Past speakers include Ruzena Baczsy,Fran Berman, Susan Eggers, DeborahEstrin, Barbara Liskov, Maria Klawe,Valerie Taylor, and Tandy Warnow,among others.

Recently, we followed up on ourwomen CS Ph.D.s for the purpose ofraising our students’ awareness ofthem. Of the 137 alumnae respon-dents, 50 are teaching in researchuniversities. Berkeley CS graduateshold tenured and tenure-trackpositions in most major programs,including Harvard, Carnegie Mellon,MIT, Stanford, UIUC, Washington,Wisconsin, UC Berkeley, UC Davis,UCLA, UC Irvine, University ofIllinois, Georgia Tech, North-western, and UT Austin. Anupdated web page with links to thesealumnae provides a virtual networkfor the Berkeley students aspiring tofollow their path.

WICSE’s core activity is a weeklylunch meeting, which ensures thatwomen students gather on a regularbasis. AUWICSEE, the Associationof Undergraduate Women in Com-puter Science and Engineering, wasestablished 10 years ago. A Mentor-ing Lunch is held once a month forWICSE and AUWICSEE to meettogether. New policies have beenone result of regular gatherings ofwomen students. For example, in the

mid-‘90s a number of women grad-uate students struggled with graduatedegree timelines and expectationswhile dealing with infant care. TheParent Policy, championed byWICSE members at a CS FacultyRetreat, was first adopted by ourfaculty and later by the entireBerkeley campus. This policy providesa safety net for graduate studentswho are parents, allowing them theflexibility of slowing down theirdegree progress without losingfinancial aid or research momentum.

Undergraduate ResearchPrograms

When the Computer ScienceReentry Program was unfortunatelyphased out in 1996 due to Proposition209, alternative means of bringingmore women into graduate study hadto be considered. Thus, we initiatednew programs to encourage under-graduate women to engage inresearch. A series of workshops wascreated to address basic issues of howto find academic-year and summerresearch, approach faculty to ask forresearch, develop a project, andpresent research. We institutedundergraduate research poster ses-sions, now scheduled each semester,and enthusiastically advertised NSFResearch Experiences for Under-graduates Programs, as well as theCRA-W DMP and CREW programs.

Results of CRA Industrial Salary Survey of CS ResearchLabsBy David Waltz

In November 2001, CRA con-ducted its fifth Industrial SalarySurvey of CS Research Laboratories.Eleven organizations representing689 researchers responded. (In 2000, fourteen organizations with 1,189researchers participated.) Of these689 researchers, 72 percent heldPh.Ds, 24 percent M.S. degrees, 4 percent B.S. degrees, and <0.1percent other degrees.

Organizations were asked toprovide data about base salary, totalcash compensation (which includesitems such as bonuses), and total non-cash compensation (e.g., the valueof stock options). Respondents wereasked to report means and mediansfor each category. Companies thatcompleted the survey receiveddetailed results in January 2002. Asummary of the results is presented inTables 1, 2 and 3.

Table 1 (a comparison of basecompensation) is non-problematic,but Tables 2 and 3 need explanation.In both 2000 and 2001, significantamounts of reported income camefrom non-cash compensation, prima-rily stock options. We calculated thevalue of this non-cash compensationassuming stock prices would appre-ciate at 15 percent per year. Thelarge resulting 2001 non-cash com-pensation values raised apparent totalcompensation significantly, eventhough options were granted to fewerthan 10 percent of the researchers(from 3 of 11 reporting organiza-tions). However, it is highly likelythat all options granted in 2001 areworthless today (i.e., far below theoption exercise price), making Table

3 very misleading. Consequently theinterpretive conclusions below aredrawn from Table 2, our best estimateof actual realized income. (Caveat:Clearly the comparison in Table 2isn’t perfect—it is likely that someoptions granted in 2000 also provedworthless, so the total compensationfor 2000 is probably overstated somewhat.)

ObservationsThe main finding of the 2000

survey was that compensation—bothbase and total—had soared across theboard. In 2001, there were somegains in base salaries, but totalcompensation dropped significantlyexcept for new Ph.Ds.

More specifically, I would like tohighlight four year-on-year changesin 2001:

1) total compensation droppedsignificantly—14% to 21%—forresearchers with 1 or more years ofexperience.

2) mean and median base com-pensation rose for researchers with 1 to 15 years of experience, with thelargest increases—6% to 8%—forthose with 6 to 10 years’ experience.

The net effect of these first twotrends is a large shift away from vari-able compensation. Variable compen-sation, which accounted for aboutone-third of total compensation in2000, shrank to less than 10 percentin 2001.

The International Trading Agent Competition: Focus onRoxyBotBy Amy Greenwald

Suppose you want to buy a usedCanon AE-1 SLR camera at anonline auction. It would be quite adaunting task to manually monitorprices and make bidding decisions atall web sites currently offering thecamera—especially if accessories likea flash and tripod are sometimesbundled with the camera, andsometimes auctioned separately. But for the next generation of auto-mated trading agents this will be aroutine task.

Simultaneous auctions, whicharise naturally on Internet sites suchas eBay.com and amazon.com, are achallenge to bidders, particularlywhen complementary and substi-tutable goods are on offer. Com-plementary goods are items such as a

flash, a tripod, and a case that wouldcomplement a camera—but a bidderdesires any of the former only if s/heis certain to acquire the latter.Substitutable goods are goods such asthe Canon AE-1 and the Canon A-1—a bidder desires one or the other,but not both. In combinatorial auc-tions, bidders bid on combinations ofitems, such as “camera and flash for$295’’; in these auctions, the (NP-complete) problem of determininghow to allocate goods so as to maxi-mize revenue falls in the hands of theauctioneer. In simultaneous auctions,however, the complexity burden lieswith the bidders.

The international trading agentcompetition (TAC) challenges itsentrants to design online agentscapable of bidding in simultaneousauctions for substitutable and comple-mentary goods. TAC was conceivedof by Mike Wellman and the AI labo-ratory at the University of Michigan.This year, for the third rendition of

the competition, the TAC softwareplatform was redesigned by theIntelligent Systems Laboratory at theSwedish Institute of ComputerScience, led by Erik Aurell.

RulesThe TAC competition (http://

www.sics.se/tac and http://tac.eecs.umich.edu) consists of a series ofgame instances, each of which pitseight autonomous bidding agentsagainst one another. Each TAC agentsimulates a travel agent with eightclients who were interested in trav-eling from TACtown to Boston andhome again during a five-day period.Each client is characterized by arandom set of preferences for the pos-sible arrival and departure dates,hotel rooms (The Grand Hotel andLe Fleabag Inn), and entertainmenttickets (symphony, theater, and base-ball). A TAC agent’s score in a gameinstance is the difference between thetotal utility it obtains for its clients,

based on its clients’ preferences, and the agent’s expenditures. To min-imize the effects of randomization,agents’ scores are averaged acrossseveral game instances during TAC competitions.

In order to obtain utility for aclient, an agent constructs a completetravel package for that client by pur-chasing airline tickets to and fromTACtown and securing hotel reserva-tions. It is also possible to obtain

This is the fourth in a series of arti-cles on data trends from CRA’s TaulbeeSurvey and its antecedents, whichstretch back to 1970.

The Taulbee Survey tracksdemographic data and salaries atdoctorate-granting computer scienceand computer engineering (CS/CE)departments in the United States andCanada. Earlier articles dealt withfaculty salaries, the proportion ofwomen among degree recipients andfaculty members, and the ethnicity ofPh.D. students and recipients. This article concerns the employ-ment of computer science and com-puter engineering doctorates in the first year after they received their degrees.

The Taulbee Survey, which is con-ducted each fall, asks for the currentemployment status of those whoreceived Ph.D. degrees during theprevious academic year (AY). Due tochanges in the survey, including theaddition of new employment

categories, it is difficult to traceemployment trends beforeAY1984/85.

Table 1 shows the results fromAY1984/85 onward as percentiles,since these are more useful fortracking trends than raw numbers.These figures exclude the approxi-mately 15 to 20 percent of doctorateswhose employment status wasunknown each year, as well as thosewho were listed as unemployed(which average to only 1 percent).

Figure 1 illustrates the proportionof doctorates who were employedoutside of academia (i.e., if self-employed, or in industry or govern-ment), within academia (i.e., inPh.D.- and non-Ph.D.-grantingCS/CE departments, as well as innon-CS/CE departments), andoutside North America.

Two trends in particular are worthnoting. The first is that starting withthe AY1990/91 graduates, a greaterproportion of students found early

employment outside of academiathan in it. This trend increased par-ticularly during the early 1990s,peaking with the AY1996/97 gradu-ates. Since then, however, the shareof doctorate-holders going into non-academic jobs has decreased, whilethe proportion going into academiahas increased.

Another interesting trend is thedecrease since the mid-1990s in the

proportion of doctorates who foundearly employment outside of theUnited States and Canada. This hasoccurred even as the proportion ofdoctorates granted to nonresidentaliens steadily increased over thesame period—45 percent of CS/CEdoctorates granted in AY2000/01were to nonresident aliens, 47percent the year before that.

The Federal Budget Cycle—A PrimerBy Peter Harsha

Part One—Writing thePresident’s Budget

On February 4, 2002, PresidentGeorge W. Bush unveiled his fiscalyear 2003 budget proposal, a plan forspending nearly $2 trillion packagedin a flag-bedecked stack of documentsmore than five inches tall.

The stack—a compendium of jus-tifications and accounting for everydollar of federal spending at everyfederal agency and office—repre-sented the culmination of nearly ayear of work by the executive branchand its agencies, but only the

beginning of the annual cycle ofdebate and legislation necessary tofund the operations of government.

At this writing, the final budgetfor FY 2003 has not yet been decidedand is unlikely to be resolved untilCongress returns to Washington afterthe November 5th Congressionalelections. Work on legislation tocreate a new Department of Home-land Security (still unresolved) anddisagreements among the House lead-ership about a final total spendingnumber—in essence, a decision abouthow much to exceed the President’sbudget request in appropriations—delayed consideration of all 13 of theannual appropriations bills necessaryto fund the federal government in FY2003, and have made the post-elec-tion return necessary. Until Congress

returns, it is impossible to know thefinal disposition of many of the pro-grams important to computingresearch. Instead, this lull in activityprovides an opportunity to examinethe mechanics of the budgetprocess—how the administration pro-duces its plan, and how the Congressdisposes of it.

The President’s BudgetWork began on the President’s FY

2003 budget almost a year prior to itsintroduction last February. Indeed,shortly after the release of the currentFY 2003 budget, analysts at theWhite House’s Office of Managementand Budget (OMB) had alreadyopened the book on the FY 2004budget by producing guidance forfederal agency officials charged with

drafting budgets for their own agen-cies. Although each agency draws upits own budget request, OMB mustapprove all agency budgets beforethey can be included in thePresident’s budget. The process ofcreating an agency budget and havingit vetted by OMB will take the bulkof the year, and will require inputfrom a number of sources.

For federal research and develop-ment agencies, the budget process iscoordinated through the WhiteHouse’s Office of Science andTechnology Policy (OSTP), headedby the President’s Science Advisor(currently Dr. John Marburger), inaddition to the normal vetting byOMB. OSTP runs the coordinating

Homeland security is perhaps themost urgent and immediate issuefacing our nation today.

There are, of course, many issuesfacing us, as there always seem to bein the world in which we live—health care, quality of education,erosion of privacy, economic stability,world peace. While our field con-tributes to addressing all of theseissues, it appears that we in com-puting are in a unique position tocontribute to homeland security in amore direct and immediate way than we can to any other single,compelling issue.

Very simply, this is because in thewar on terrorism in which we arenow engaged, information is at theheart of all efforts to protect us froma usually unknown and oftenunknowable enemy. Obtaining rele-vant information in a timely mannerand then disseminating it to thosewho can act on it to protect us is thecore of all homeland defense efforts,ranging from airport screening todetermining if the spread of an infec-tious disease is actually bio-terrorism.Devising algorithms to process infor-mation and designing the machinesto implement those algorithms (touse a very simple, but not complete,definition of computing research) is,of course, what we do.

Many branches of the U.S.Government are now focused oncontributing to homeland security,and as they work on carrying outtheir missions they are discovering apressing need for new technology,new ideas, and a new set of peoplewho understand cutting-edge scienceand engineering. NSF, for the past

year, has been trying to serve as amiddleman to put agencies with aneed in touch with those in the com-munity whose research and knowl-edge may be able to address thoseneeds. Our near-term strategy is tohighlight the value of basic researchby making linkages between our basicresearch and mission agency needs.This is working successfully and will benefit basic research over thelong term.

On the one hand, researchersoften don’t understand the needs ofthose in operational agencies, butcould make an impact if they did. On the other, the operational agencies need the depth of expertisethat exists in the NSF community.Many CISE researchers have beendelighted at the opportunity to con-tribute, and the mission agencieshave been pleased to have access toleading research.

NSF has been making connectionsin a variety of ways, includingholding workshops that include PI’sand government personnel, bringinggovernment technology managerstogether to discuss their researchneeds so that we and others can startrelevant funding programs, makingpresentations at conferences andworkshops, and having NSF per-sonnel work closely with other agen-cies as they explore new technologyrelevant to their missions. Areasinclude biology, physics, electricalengineering, social science, and manyareas of computer science and engi-neering. Commensurate with myopening comments, an area of highinterest to many agencies is thegeneral area of knowledge discovery

and dissemination; but there is hardlyan area covered by the programs ofCISE that isn’t of interest.

As you might expect, the work ofsome of the agencies requesting assis-tance is heavily classified. NSF doesnot support classified work and doesnot intend to do so, but the organicact that created NSF and providesour basic mission clearly indicates ourresponsibility to support nationaldefense: “To promote the progress ofscience; to advance the nationalhealth, prosperity, and welfare; and tosecure the national defense.”

We have noted an eagerness onthe part of many in the communityto contribute to homeland defense,including in some cases obtainingsecurity clearances so they can be ofmaximum assistance. In a similarmanner, agencies are not only eagerto tap into the great reservoir of ideasand people in the S&E research com-munity, but in some cases are quitewilling to fund unclassified, basicresearch. A certain amount of thisfunding has already taken placethrough supplements to existing NSFgrants using funds supplied by otheragencies. We anticipate more of thisin the coming year.

NSF has also been trying torefocus programs and develop newprograms, where appropriate, that cancontribute to homeland security.Some of these are obvious, such asnetwork security, trusted systems,data mining, and database security.On the whole, however, we are tryingto keep our focus on the long-termresearch that is the hallmark of NSF.This is entirely consistent with theprevailing view that homeland

security is an issue that will be withus for many years and for which manynew and fundamental discoveries are needed.

All of us in computing have anopportunity to contribute to oursociety in a direct and meaningfulway because of the centrality of ourdiscipline to homeland securityefforts. If you are invited to partici-pate in a workshop on the topic orasked to meet with an operationalagency, I encourage you to do so. Ifyou have an idea that you thinkcould contribute to some aspect ofhomeland security, I urge you to bring that to the attention of theappropriate people.

As you might imagine, that maynot be an easy task, but we at NSFmay be able to help. I suggest youfirst talk with your Program Directoror someone else at NSF who knowsyou and your work, or an equivalentperson at DARPA or in other agen-cies. They should be able to help youlocate the right place to take youridea. If they are not able to do this,then feel free to contact Dr. GaryStrong ([email protected]) or me.

Our field, in many ways, is helpingcreate the world of the future. It isfitting that we also have the opportu-nity and responsibility to help makethat world a more secure place. Istrongly encourage you to help dothat through your research andeducational activities.

CRA Forms Grand ChallengesSteering Committee

Following the success of the first CRA Grand Challenges Conference inComputer Science and Computer Engineering held in June 2002, the CRAboard of directors voted to incorporate such conferences as an ongoing CRAactivity. The board has appointed a steering committee to provide direction forfuture conferences.

Chaired by CRA board member David Patterson (UC Berkeley), othercommittee members include Randy Bryant (Carnegie Mellon), Barbara Grosz(Harvard), Mary Jane Irwin (Penn State), Christos Papadimitriou (UC Berkeley),and Bob Sproull (Sun Microsystems).

The steering committee’s mandate is to:• Clarify the objectives of the conferences.• Define a process for soliciting, reviewing, and accepting conference topic

proposals. • Provide policies and guidance for conference organizing committees.• Assure appropriate evaluation of each conference.• Provide institutional memory for Grand Challenges Conferences.CRA’s current plan is to hold a Grand Challenges Conference every other

year, alternating years with the CRA Conference at Snowbird. To start thiscycle, a second conference is planned for late spring/summer 2003, contingentupon funding.

Each Grand Challenges Conference will have its own organizing committee.This group will work with CRA to write the proposal for funding and to runthe conference. The CRA steering committee will help conference organizersto sharpen their ideas, and will provide critical feedback and advice.

The purpose of these conferences is to provoke “out-of-the-box” thinking as a way of articulating the grand challenges in computer science andengineering in a compelling way. Information about the first Grand ChallengesConference, whose theme was systems, is posted on the CRA website at:http://www.cra.org.

Computer Science would fall in this new category. (See relatedstory in this issue “CRA Comments on Proposed NRC Study of U.S.Ph.D. Programs.”) We used the CISE acronym rather than Computingbecause CISE is already well known to the NSF-supported research com-munity. But the spirit is the same—there is a larger discipline thatincludes computer science.

CRA Comments on Proposed NRC Study of U.S. Ph.D.Programs

The National Research Council isonce again undertaking a study ofPh.D. programs at research universi-ties in the United States. The laststudy, commonly referred to as the“NRC Rankings,” was released in1995 (http://bob.nap.edu/html/researchdoc). According to the NRC,the purpose of the current study isprimarily to provide universityadministrators and faculty with a setof common measures, both quantita-tive and reputational. The Computing ResearchAssociation was invited by theNRC’s Committee to Examine theMethodology for the Assessment ofResearch-Doctorate Programs(http://www7.nationalacademies.org/bhew/ResDocs_cmte.html) to providecomments and suggestions on theproposed assessment prior to thecommittee’s meeting on September30. Reprinted below is the text of theletter submitted to the chair of theNRC committee, Dr. Jeremiah P.Ostriker, by CRA board chair, Jim Foley.

The Computing Research Association(CRA) welcomes the opportunity toprovide input to the National ResearchCouncil’s assessment of doctoral pro-grams at research universities. CRA isan association of more than 200 NorthAmerican academic departments, sixcomputing societies (AmericanAssociation for Artificial Intelligence,

Association for Computing Machinery,Canadian Association of ComputerScience, IEEE Computer Society,Society for Industrial and AppliedMathematics, and USENIXAssociation), and twenty-three indus-trial laboratories and institutes allengaging in computing research. CRA’smission focuses on representing andstrengthening research and graduateeducation in the computing fields. CRA’s members are very aware of theNRC rankings and the importance of the results.

Your letter asks “…how might thenext [NRC] study incorporate interdisci-plinary programs [and] identify emergingareas that were not included in the 1995study?” Since 1995, the year the lastNRC rankings were released, computinghas experienced great change. The emer-gence of new research areas, sub-disci-plines, and interdisciplinary fields withinthe computer science and engineeringfields has reached a critical mass andnow requires a new categorization andnew methods of assessment. Forexample, a brief survey of CRA memberdepartments finds computing programshoused in nine different college unitsfrom Arts and Sciences to Engineeringto Information Technology andEngineering. Our IT Deans’ groupincludes Deans from about 40 com-puting units that report directly to aProvost or similar official. The names ofthese units [http://www.cra.org/Activities/itdeans/participants.html]reflect the breadth of computing. Also,the attached article “Computing >Computer Science” [see p. 6 at

http://www.cra.org/CRN/issues/0204.pdf] is my own take on theintellectual breadth of computing.

CRA suggests that the committeeestablish the high-level category“Computer and Information Science andEngineering” under which doctoral pro-grams in computer science, computerengineering, information science, infor-mation technology, human-computerinteraction, computational science, etc.,would be assessed and ranked. In addi-tion, some multidisciplinary programssuch as bio-informatics and other “x”-informatics programs may be appropri-ately housed under this new category.

Our suggestion mirrors the policy ofthe National Science Foundation which,in 1986, reorganized to create CISE—the Directorate for Computer andInformation Science and Engineering—in recognition of computing as an impor-tant cluster of disciplines on a par withthe traditional disciplines housed in theother Directorates of Engineering, Mathand the Physical Sciences, the BiologicalSciences, and the Social, Behavioral andEconomic Sciences.

In response to the question of howthe next NRC study should assess thescholarly reputation of doctoral pro-grams, CRA endorses a rigorous evalua-tion process that takes into account thedifferences between computing and otherresearch disciplines in terms of publica-tion modalities. Attached is the CRAwhite paper “Best Practices inEvaluating Computer Scientists andEngineers for Promotion and Tenure”[http://www.cra.org/reports/tenure_review.html]. As noted in this paper,

although “…standard publication is oneindicator of academic achievement, otherforms of publication, specifically confer-ence publication, and the disseminationof artifacts [such as computer programsand systems] also transmit ideas.Conference publication is both rigorousand prestigious. Assessing artifactsrequires evaluation from knowledgeablepeers. Quantitative measures of impactare possible, but they may not tell theentire story.” CRA strongly recom-mends that the committee take these differences in academic culture and procedure into consideration when judging a program’s “scholarlyreputation.”

In conclusion, CRA recommendsthat the committee:

1. create the new category“Computer and InformationScience and Engineering” toproperly capture and classifyPh.D. programs in the wideningareas of computing education andresearch, and

2. specify a rigorous evaluation ofcomputing programs that takesinto account the assessment prac-tices of computer science andengineering. [end of letter text]

According to the NRC, the firstphase of the NRC study will investi-gate new measures and methodolo-gies so that the second phase, to beconducted in 2003-05, may accu-rately reflect changes in scholarshipand graduate education that haveoccurred over the past 20 years.

Drew received a bachelor’s degree from theUniversity of Virginia in sociology and history. Hiswork experience includes six years as a ResearchAssociate at the American Sociological Associationwhere he was extensively involved with develop-

ment, implementation, and data analysis of all surveys by the ResearchProgram. He also managed a small-grants program co-sponsored by ASA andthe National Science Foundation and was a key member of a team designingimprovements in the overhaul of the master ASA database of individuals andinstitutions.

Focus on MinoritiesSince 1990, EECS has operated a summer research program, SUPERB-IT

(Summer Undergraduate Program in Engineering Research at Berkeley-Information Technology). A minority-serving program, the goal of SUPERB isto develop competitively qualified graduate applicants through undergraduateresearch. Founded by our own African American EECS graduate students,SUPERB has been supported by the NSF REU Program. Ours is one of thevery few REU sites focusing on underrepresented students. Of students in theSUPERB program, 41 percent are women, compared with an 18 percentenrollment of undergraduate women in the EECS Department. AfricanAmericans have comprised almost half of our REU students, and more than 20percent come from underrepresented institutions. Cited by NSF as an “exem-plary program,” SUPERB has brought 113 students to Berkeley since 1990.They joined CS and EE graduate research groups, with mentorship provided byfaculty and graduate student researchers.

Leveraging Summer Research Results are clearly positive: 66 percent of former SUPERB students have

pursued a graduate degree. The positive correlation between undergraduateresearch and the pursuit of graduate degrees in science and engineering is wellknown. Since 1990, 113 students participated in SUPERB and have beenmentored by 56 EECS faculty. Of these students, 78 percent were underrepre-sented ethnic minorities. Four SUPERB alumni have received doctorates aswell as MS degrees, and nine doctorates are pending just at Berkeley.SUPERB has contributed significantly to the diversity of the graduate studentbody both here and elsewhere. SUPERB continues to bring women andminority students to our graduate program. Five of the women entering ourgraduate program in 2001 and 2002 are SUPERB alumnae, including a studentfrom Howard University.

Changing the ClimateA long-standing program like SUPERB has a positive effect on the depart-

mental climate. In 1990, matching students to faculty research groups was dif-ficult; now, after 12 years, CS faculty are receptive to SUPERB students. Fiftypercent of the faculty who have mentored SUPERB students are repeaters,attesting to their enthusiasm for the program. Both graduate students andfaculty have discovered talented students from universities unfamiliar to them.Further, two women students from two other nearby institutions have con-tinued their research with their Berkeley faculty during their senior year.

Giving CS a Context: The Berkeley Virtual DevelopmentCenter

Our newest program for women is the Virtual Development Center (VDC)established by EECS in January 2001 in partnership with the Institute forWomen and Technology. Our VDC focuses on the technology needs of dis-abled women. The motivation to create such a center is to offer to students,especially women, a needed context for understanding the applications of theirtheoretical studies.

The VDC course “User Interface Design and Development” was taught byCS Professor James Landay. About 40 percent of the students enrolled in thisclass in spring 2002 were women, a much higher ratio of women to men thanis customary in CS classes. The students used contextual inquiry methods tosolicit input from a group of disabled women from the community; they brain-stormed with that community about what technology products would be usefulto them. Students commented on the value of directly connecting the special users’needs to the design process, instigated by the VDC’s focus. One student wrote:

I really feel that designing for the disabled teaches a lot moreabout other people, and it really teaches about good user-centereddesign since the designers can’t shoot from the hip and use theirown experience, but rely more upon the user’s feedback.

The Admissions BottleneckContrary to popular opinion, it is not lack of interest in CS by talented

high school women that presents a serious challenge, impeding our efforts todiversify the computer science pipeline. Rather, it is the difficulty they face ingaining admission to UC Berkeley. The table on page 8 shows how the numberof freshmen applicants who are women has hovered around 350 for the pastfive years, with a fairly constant number of women admitted. The selectivity isso high that only 19 percent of freshman applicants were admitted in fall of2002. Our 45 percent yield rate (admitted students who choose to enroll atBerkeley) reflects effective recruitment. Although the percentage of under-graduate women enrolled in EECS has slowly crept to 18 percent, this per-centage will not increase significantly unless more applicants gain admission.The percentage of undergraduate women in CS in our Letters and ScienceProgram is 23 percent (compared with 18 percent in the EECS EngineeringProgram). In seeking to broaden the definition of qualified applicants, a group

of faculty and staff lobbied to remove from consideration the criterion of “priorcomputing experience,” since it affects women applicants disproportionately.Other CS programs, for example at Carnegie Mellon University, haveinvestigated broader admissions criteria with very positive results.

improvements in system capabilityshould help us make a serious dent inthe maintenance and complexityproblems we are facing.

In a nutshell, we want to trans-form computational systems fromthose that are simply reactive tothose that are truly cognitive. Ourultimate goal is to create systems thatknow what they’re doing.

Where We’re GoingNew research in cognitive systems

has the potential to revolutionize theway we design, deploy, and dependon computing systems. A long-termresearch agenda might be structuredin stages. For example, we mightstrive first to consider softwaresystems that were in some measureself-aware. This kind of system couldhelp in its own debugging, and mightbe extensible through a high-level,goal-oriented dialogue with its pro-grammer. Next, we could imaginebuilding cognitive networks that areable to understand their overall goalsand capable of making adaptive,effective use of limited resources.Beyond that, we are interested inbuilding autonomous, perceivingagents, which could explain theirreasoning and engage in naturaldialogues with human partners thatwould allow them to increase theirfunctionality and performance overtime. Finally, we want to build trulyintelligent, multi-component systems whose overall operationwould be more efficient and moreeasily extensible.

The initial focus of our office willbe on “assistant” or “associate”

systems. The idea is to create anartificial system that could be a per-sistent, long-term partner for aperson; this associate system wouldshare experiences with its user andlearn from those experiences. Bybeing cognizant of the experiences ofthe user, the assistant system could bemore effective in its communication.One can imagine an artificial execu-tive assistant that becomes more andmore personalized to its user overtime, or a commander’s associate thatwould become a dedicated partner fora battlefield commander, helping toanticipate his or her needs andremoving the burden of administra-tive overhead.

Our effort will of necessity bemulti-disciplinary, and will need todraw on many aspects of ComputerScience. Despite its high-level focuson cognition, it will need seriousparticipation from the systems, net-working, security, and software com-munities, among others. The notionof architecture will be importantthroughout this work—truly cogni-tive systems are likely to be complexcombinations of reactive processes,more thoughtful, deliberativeprocesses, and reflective processesthat capture self-awareness and helpmake the system robust in the face ofunforeseen circumstances. Core tech-nology will include learning, knowl-edge representation, reasoning,communication, perception, andmulti-agent systems.

Why Now?Many of the goals of our Cog-

nitive Systems initiative are familiar.What makes us think that we are in asubstantially better position toaccomplish them now than we were

before? We see several key factors: 1) improvements in computer hard-ware will soon give us computationalsubstrates with the size and power tomatch the computational capabilityof animal and perhaps human brains;2) the “Decade of the Brain” hasbrought us unprecedented insightsfrom neuroscience, giving us newmodels of how the human brainworks; and 3) there have beennumerous successful deployments of awide variety of artificial intelligencetechnologies, ranging from autono-mous control of deep space missionsto pragmatic machine learningimprovements in speech under-standing and data mining applica-tions. While none of these or otherfactors is individually definitive, webelieve that the convergence of com-puting power, knowledge of the brain,and practical experience in deployingreasoning and learning technology is remarkable.

As in many research endeavors,there is significant risk in this kind ofinitiative, but there is also extraordi-nary opportunity at a time whendramatically different approaches areurgently needed.

A Challenge for ComputingResearchers

Just as the original IPTO owed itssuccess to the energetic and creativetalent in the then-emerging field ofComputer Science, our office mustrely on the brainpower and imagina-tion of research teams across thecountry. While we have issued aBroad Agency Announcement(DARPA BAA 02-21) that lays outour overall vision for CognitiveSystems, that vision cannot be real-ized without the individual and

collaborative breakthroughs thathave been the hallmark of Americaningenuity.

Put simply: we need your goodideas. We encourage you to use ourBAA as a catalyst for breakthroughthinking that might dramaticallyadvance the state of the art.

We also need new ProgramManagers to help us define the pro-grams that will bring our vision to life(and to secure the necessary fund-ing). We’re looking for a few pas-sionate visionaries who want to havean impact on a national scale on ourcountry’s security and defense.

Off and RunningThe revitalized IPTO is off and

running. While our plans are ambi-tious, we believe we have no choicebut to try something dramatically dif-ferent in computing, lest we becomevictims of the complexity we havehelped create. If we succeed, com-puter systems will be able to do sub-stantially more powerful things. Theywill become easier to build and use,and will last longer. They willbecome the cooperative and sup-portive kind of partners that ourpredecessors imagined, and theirnovel capabilities will open newpossibilities for both humans andmachines. We hope you will join usin making cognitive systems a reality.

NSF Doubling Put on HoldA bill that would authorize the doubling of research funding at the

National Science Foundation over the next five years stalled in the Senateafter an anonymous senator placed a “hold” on consideration of the legislation.

H.R. 4664, the “Investing in America’s Future” Act, would provide authori-zation for increases of 15 percent per year to NSF’s core research accounts—including information technology research—for fiscal years 2003-07. Whilenot a guarantee for increased funding, it would provide congressional appropri-ators with the authority to provide the increases should funds be available.The measure passed the House 397 to 25 in early June.

The Senate appeared poised for quick consideration of the bill after twoSenate committees granted their approval. However, after Senate leadersplaced the bill on the Senate calendar for consideration as a “unanimousconsent” request—a special status reserved for bills expected to be non-controversial—staffers learned a hold had been placed on it by an anonymoussenator (later learned to be Sen. Jon Kyl (R-AZ), according to DemocraticSenate staff). Kyl was apparently acting at the behest of the White House’sOffice of Management and Budget, which expressed concerns about the word“doubling” in the bill’s description and the bill’s five-year time span, butapparently no objection to the funding levels in the bill.

It is unclear what effect the hold will have on the measure’s chances forfinal passage. Both the House and Senate have adjourned until after theNovember 5th elections. It is not known whether House and Senate com-mittee members will work to allay OMB’s concerns about the measures whenthey return. bridge the gap between the world ofuniversity ideas and Intel’s R&D. Tosucceed, we would need to create anenvironment in which we couldfocus on some of the most promisingtechnologies, then work on themtogether with universities. In addi-tion, we would need to create aresearch environment within Intelthat could move some of these col-laborative projects downstream,towards products.

Launching a Network ofUniversity Labs

After a year of exploring possibili-ties, we launched a new model ofindustry-university collaboration inthe form of the Intel ResearchNetwork of university labs. Theseproject-focused labs, wholly ownedand funded by Intel, are located nearmajor universities. The universitieswere selected for their expertise inspecific areas of computer science andinformation technology research thatsupport our proactive computingresearch agenda, and for their will-ingness to experiment with an opencollaborative model of joint research.

Currently the network consists offour labs located adjacent to UCBerkeley, the University of Wash-ington, Carnegie Mellon University,and Cambridge University. Each labexplores a different aspect of proac-tive computing, from new technolo-gies for ubiquitous computingenvironments to software for widelydistributed storage systems.

The labs’ directors are topacademic faculty with tenuredappointments in their respectivedepartments. During their tenure asIntel lab directors, they are Intelemployees, on partial leave from theirfaculty positions. Each lab will haveapproximately 20 Intel researchersand an equal number of universityresearchers when fully built out. Theywill collaborate closely in an environ-ment that promotes sharing of knowl-edge, a commitment to timelypublication of results, and broad dif-fusion of research results. Theresearch agenda of each lab willevolve to take advantage of newresearch opportunities. Since most ofthe lab directors are on two- to three-year leaves, the periodic rotation ofdirectors will keep the agenda fresh.

To facilitate technology transferfrom these laboratories, we have setup a bi-directional tech transfer struc-ture that can either take lab tech-nology downstream or infuse Inteltechnology into these labs and theuniversities.

Overcoming the IPObstacle

The sticking point in all univer-sity-industry research relationships isintellectual property rights. Thehistory of university-industry collabo-ration is rife with cases of procrasti-nation on contracts interfering withuseful research and/or resulting insurprising and problematic disputes.In some cases, no collaborationhappens at all.

For the purpose of the network oflaboratories, the four principles wehave established are that: 1) collabo-ration—not just throwing moneyover the wall—should be the norm;2) the IP of the research we collabo-rate on should be non-exclusive; 3) there are many areas of researchwhere, for the sake of collaboration,we favor not filing for IP protectionat all; and 4) proprietary advantageshould be generated when the princi-ples take ideas downstream—forexample, through internal R&D programs.

Not all universities, licensingoffices, and/or professors will be ableto agree to these principles. Someprofessors like to keep their IP exclu-sive so they can use it to start theirown companies. Some licensingoffices strongly believe they canextract value from CS and EEpatents. However, we have found agreat number of researchers whoshare our principles and are very keenon collaboration.

At the CRA Snowbird Conferencein July, the popular argument thatcomputer science IP generates sub-stantial revenue for universities wasdeconstructed by J Strother Moore ofthe University of Texas at Austin.Moore analyzed the licensing incomeof universities and concluded that,while IP is indeed a powerful revenuegenerator for universities, only a frac-tion of the fees come from licensingcomputer science or electrical andcomputer engineering innovations. A similar analysis done by DaveHodges, former Dean at UC Berkeley,led to significant changes in the flexi-bility of UC campuses in negotiatingsponsors’ rights to university intellec-tual property developed in CSEE-based sponsored research.(http://patron.ucop.edu/ottmemos/docs/ott00-02.html)

The vast majority of licensingincome is generated by other fields—most prominently, biotechnology,agriculture, and medical tech-nology—in which each productembodies a single, clearly defined,patentable invention. By contrast,CS/ECE products may rely on hun-dreds or thousands of ideas in variousconfigurations. This makes it difficultto extract royalties, since each patentis a minor contributor and it is oftenpossible to substitute alternativetechnologies. Furthermore,attempting to do so alienates compa-nies that would sponsor universityresearch if it weren’t for all therestrictions. In fact, some companieshave decreased or eliminated theirresearch sponsorships for this reason.

With so little for universities togain from restrictive agreements inCS/ECE and so much to lose interms of industry sponsorship, whynot collaborate openly? Leadershipin the CSEE Departments at UCBerkeley and the University ofWashington reached this same con-clusion a few years ago. UC Berkeleyincorporated it in their CITRISplans and the University of Wash-ington started the process with thePortolano Technology AccessProgram. That, in addition to their

expertise, made them a naturalpartner to help launch our newnetwork of university labs. Togetherwe formulated an Open Colla-borative Research (OCR) Agree-ment. That document serves as atemplate that has been tailored foreach of the labs in the network. Intelhas recently signed an open collabo-rative research agreement with UCBerkeley, University of Washington,and Carnegie Mellon University.

The OCR AgreementThe OCR agreement provides a

framework for Intel and the univer-sity to conduct joint research in theopen. Under the agreement, Inteland principal investigators within theuniversity can propose and initiatecomputer science and informationtechnology research projects theywish to jointly undertake. Eachproject is defined in a project docu-ment that specifies the boundaries ofthe project—specifically, whatresearch is to be conducted in theopen—with the expectation that theresults will be published and madewidely available. The OCR providesthe master agreement that addresseshow these projects are initiated, doc-umented, and approved, includingthe identification of specific facilitiesand researchers involved. Ourintention is to make it fast and easyfor researchers on both sides to col-laborate and move freely betweenIntel and campus to conduct jointresearch projects.

The emphasis of the agreement ison acceleration of research, bringingtogether the combined strengths ofboth Intel and the university, and onthe timely publication of researchresults. Though patents are expectedto be rare, as the focus of the collabo-rations is on openness, the documentdoes spell out the process for han-dling patents when they arise. Asnoted earlier, the focus is on non-exclusive access to IP, both for participants and for parties outsidethe agreement.

The OCR agreement furtherencourages collaboration by allowingfor third parties to participate (we’recurrently talking with one companythat wants to participate in a projectwithin one of our labs). It also canaccommodate larger collaborationsthat form around major projects. Forexample, UC Berkeley’s CITRISprogram may consider using ouragreement as a guide for managingthe IP issues surrounding that project.In short, the OCR agreement isdesigned to make collaborating easy.

Everyone Wins As the foregoing suggests, our

open collaborative model providesbenefits for all participants. It allowsuniversity researchers to amplify theirthinking and their work—and poten-tially see it translated into commer-cial products—without having toleave academia. It enables Intel toaccelerate research in areas we findinteresting and worthy of explorationby conducting research concurrentlyin the labs and within our company.By facilitating synergy and open

exchange of ideas, the model willenable Intel and the participatinguniversities to jointly lead theindustry, to generate breakthroughsthat will continue to advance thestate of the art. Under this newmodel of industry-university research,we believe everyone wins. (It isimportant to note, though, that weapply the model to our long-termengagements in exploratory CS/ITresearch. It is an open questionwhether or not our principles andthis collaboration model can beapplied to other engagements.)

Other companies and industrygroups have expressed interest in ouropen approach, and in developingstandard agreements governingindustry-university collaboration. Webelieve this would be beneficial, bothfor our industry and for universities.We encourage others to build on thefoundation we have laid, and to useour agreement as a starting point forbuilding a set of standard documentscovering a variety of researchrelationships.

CRA Workshop on Post-9/11Research Practices

On September 21, CRAhosted a workshop aimed atdeveloping recommendations tostrengthen research infrastruc-ture in areas that are of criticalimportance to national security.About 25 people from academe,industry, and governmentparticipated.

Held at the NationalConference Center in Arling-ton, Virginia, the workshop wasjointly sponsored by CRA andthe National Science Founda-tion. It was organized by CRAboard members KathleenMcKeown (Columbia Uni-versity), John Stankovic(University of Virginia), andLori Clarke (University ofMassachusetts, Amherst).

The workshop focused onthree general topics, includinginitiation of efforts for setting upbest practices in the areas ofsecurity and information fusion,recommendations on how tofacilitate interaction betweenresearch and practice, and rec-ommendations on strategies forfunding in this area. Theprogram was structured as aseries of working sessions,including short introductionsfollowed by group discussionaimed at identifying key prob-lems and recommendations.

The conclusions of the work-shop will be detailed in a forth-coming report.

additional utility by supplementing a travel package with tickets to entertain-ment events. Each item is sold separately at auction: in total there are 28 goodsand 28 simultaneous auctions. Airline ticket prices follow a biased random-walk—prices are more likely to increase than decrease. Hotel room reservationsare sold in ascending ‘English’ auctions (auctions like those for antiques andart). These auctions clear one per minute, in an unspecified random order.Entertainment tickets are traded in continuous ‘double’ auctions (auctions likethose on the New York Stock Exchange).

Decision-MakingDuring a TAC game, agents are continuously faced with three basic deci-

sions: what goods to bid on, how many to bid for, and what price to bid at.These bidding decisions are complicated by the tradeoffs that result from com-plementary and substitutable goods. For example, a flight to Boston comple-ments a flight back to TACtown, but a one-way ticket is of no utility. Similarly,an entertainment ticket for a given night would complement a travel packagethat included that night, such as a flight arriving that day, a hotel room for thatnight, and a flight departing the next day—but the entertainment ticket is ofvalue only if the complete travel package is obtained. Moreover, multiple enter-tainment tickets on a given night are substitutable (a single client can go to, atmost, one of symphony, theater, and baseball); thus, an agent has to trade offamong its clients’ preferences for the various types of entertainment tickets andthe price differentials of the tickets. Similarly, the good and bad hotel rooms aresubstitutable: an agent has to trade off between its clients’ preferences for thegood hotel and the price differentials between the two hotels.

In competing TAC-agent designs, one strategic dichotomy is seen in the useof greedy vs. optimal decision-making algorithms. Greedy solutions are fast andeasy to implement, but are suboptimal in general. Optimal solutions, on theother hand, repeatedly solve NP-complete problems in real-time. For example,while some agents focus on obtaining complete packages, others make biddingdecisions on travel packages alone (i.e., flights and hotel rooms) without regardfor entertainment tickets, essentially breaking the TAC problem down into twosub-problems. But it is preferable to extend a client’s stay whenever the utilityobtained by assigning that client an additional entertainment ticket exceeds thecost of the ticket and an additional hotel room (plus any travel penaltiesincurred). Similarly, it is sometimes preferable to sell entertainment tickets andshorten a client’s stay accordingly. A second example of this strategic dichotomyis seen in the fact that some agents aim to satisfy each of their clients in turn(greedy), whereas others make global decisions regarding all their clients’interests simultaneously (optimal).

RoxyBot“Roxybot” is short for “ApproximateBot,” a name that represents the goal of

constructing a trading agent whose strategic behavior approximates optimalbehavior. Using AI heuristic search techniques, Roxybot incorporates anoptimal solver for the problem of completion—determining the optimal quantityof each item to buy and sell given current holdings and estimates of auctionclearing prices.

At the heart of Roxybot is an algorithm that generates TAC bidding policiesconsisting of: 1) a set of goods A on which to bid, or ask; and 2) a set of prices,one price corresponding to each good in the set A. During each bidding cycle,Roxybot-00 (see Table 1) pings the server for updated information; estimatesauction clearing prices; solves the completion problem (to generate part 1 of aTAC bidding policy), and computes marginal utilities (to generate part 2 of aTAC bidding policy). (The marginal utility of good x is defined as the utility ofall goods, including good x, less the utility of all goods, excluding good x.)

Roxybot-01 (see Table 2) generalizes Roxybot-00 by computing policies notsimply from price point estimates, but rather from estimated price distributions.Roxybot-01 determines a set of goods that is likely to be of value under many

samples of its estimated price distributions. (This algorithm proceeds by deter-mining an initial set of goods that is desired under many samples, adding thatset to the set of current goods, and repeating. A larger and larger set of goods isbuilt up by conditioning on those goods that were desired in earlier iterations.)Bid and ask prices are computed by averaging marginal utilities across manysamples of the estimated price distributions.

Roxybot-02 (see Table 3), an agent based on Monte Carlo simulations, gen-eralizes both earlier versions of Roxybot. Specifically, this agent: 1) generatescandidate bidding policies a la Roxybot-01, using estimated price distributions,or Roxybot-00, obtaining a set of price point estimates by sampling from esti-mated price distributions; and 2) evaluates each candidate by averaging its scoreacross many samples of estimated price distributions. This search through thespace of bidding policies continues until time expires, at which point Roxybot-02 bids according to the best bidding policy. Roxybot-02 generalizes and outperforms both Roxybot-01 and Roxybot-00.

The trading agent competition is an exciting domain in which to study arti-ficial intelligence (AI) techniques. Some TAC agent designs are based onstraightforward applications of AI: for example, at the heart of \roxybot-00 is abeam search optimization routine. Other TAC agent designs extend state-of-theart techniques in AI: \roxybot-01 and \roxybot-02 both offer solutions to a gen-eralized search problem that is relevant to decision making under uncertainty.

The Future of TACThe travel domain has been the focus of the trading agent competition for

three years running. At TAC-2003, this game will take a back seat, and a newgame based on supply chain management will be introduced. In next year’scompetition, each TAC agent will act as a PC assembler, buying computer partspiecemeal from suppliers, and compiling its inventory into custom-specific prod-ucts for its clients. This game is being designed by Norman Sadeh and RaghuArunachalam at Carnegie Mellon’s eCommerce Institute, in conjunction withthe SICS development team. Game details will be announced in mid-October.

office for several interagency researchinitiatives, including the NationalInformation Technology Researchand Development program (NITRD),which comprises all of the federalgovernment’s IT research programs.OSTP also provides guidance toagencies on the President’s prioritiesfor R&D funding for future budgets,although this guidance is heavilyinfluenced by OMB.

In May 2002, agency directorsreceived a memo entitled “FY 2004Interagency Research and Develop-ment Priorities,” co-signed by OSTPDirector Marburger and OMBDirector Mitch Daniels. The memoset forth the Administration’s posi-tion on R&D priorities (whichinclude continued support forNITRD activities) and spelled outthe tests the Administration willapply to all R&D programs to seewhether they warrant the Adminis-tration’s continued support. The testsare culled from the President’sManagement Agenda, a documentreleased by OMB in August 2001,which spells out the President’s desireto develop R&D performance meas-ures, or “investment criteria,” thatwill “help improve R&D programmanagement, better inform R&Dprogram funding decisions, and ulti-mately increase public understandingof the possible benefits and effective-ness of the federal investment inR&D.” The three tests—relevance,quality, and performance—are to beapplied to all R&D programs agencydirectors hope to include in thePresident’s budget.

Agency directors must also keeppresidential priorities in mind whenputting together their budgets. For FY2004, OSTP and OMB have indi-cated six interagency initiatives to begiven high priority in formulatingagency budgets: Homeland Securityand Antiterrorism; NITRD; Nano-technology; Molecular LevelUnderstanding of Life Processes;Climate Change Science and

Technology; and Education Research.Funding increases in areas beyondthose covered by these initiatives willhave to be well justified, according tothe memo.

In setting research priorities, theAdministration looks to a number ofdifferent groups for recommenda-tions. Among the most prominentare presidential advisory groups such as the President’s Council ofAdvisors for Science and Technology(PCAST) and the President’sInformation Technology AdvisoryCommittee (PITAC). PCAST is themost active of the presidential advi-sory committees for research issues.Made up of members from industryand academia—currently chaired byMarburger and Floyd Kvamme, apartner at a high-tech venture capitalfirm—PCAST is currently chargedwith providing advice to thePresident in four primary areas:research and development priorities;combating terrorism; broadbanddeployment; and energy efficiencyissues. Their recommendationsregarding R&D in the FY 2004budget—they support increasingfunding for the physical sciences, forexample, and vigorous funding of ITR&D—should influence thePresident’s final plan.

PITAC, on the other hand, hasbeen a committee without memberssince January 1, 2002. Last year, thePresident extended the committee’scharter (to evaluate the current stateof the federal information technologyresearch effort) through 2003, but didnot extend any of the committeemembers’ terms. Those terms expiredat midnight on December 31, 2001,and no new members have beenappointed. Although sources atOSTP say that the vacancies will befilled “soon” (as they have beensaying since March), some outside ofOSTP have suggested that thePresident’s lethargy in appointingmembers to PITAC, which had amore academic membership thanPCAST, is indicative of his distrust ofacademia generally. The President,according to this argument, is more

comfortable with the industry pres-ence on the PCAST panel and withtechnology advice from his closefriend and Director of the CommerceDepartment, Don Evans, and thehead of Commerce’s TechnologyAdministration, Phil Bond, than heis from a panel of academicresearchers. Whatever the reason,PITAC will have no influence onbudget deliberations this cycle.

After heeding the guidance ofOMB and OSTP and soliciting feed-back from the communities theysupport, agency directors must com-plete their budgets and submit themto the President by early fall. OMBthen spends several months siftingthrough the budgets, deciding whatprograms to accept and reject. Theprocess is held completely within theexecutive branch, and agency offi-cials are not permitted to discuss withCongress or any other interestedparty what they have submitted tothe President or any feedback theymay have received.

OMB then sends the budgets backto the agencies (called a “passback”)for changes, and to give the agenciesone more opportunity to justify itemsin the proposed budget that OMBmay have changed or eliminatedcompletely. Although this is a confi-dential process, it is not unusual fordetails about disappointing passbacksto find their way to the affected com-munities, and for those communitiesto lobby against those changes even though they have not beenmade public.

Agencies typically have untilDecember to return the budgets toOMB with required alterations, andmany will spend the time until thedeadline arguing against the changes,sometimes appealing to the Presidenthimself. After the final budgets areaccepted and included in the Presi-dent’s budget, all arguments with theadministration typically end, andagency directors present a unifiedfront in defending the budget inCongress in the later stages.

This need—indeed, require-ment—to unite behind the

President’s budget can put agencydirectors in the position of arguingagainst changes beneficial to theiragencies—increases proposed byCongress, for example—that theythemselves may have proposed in thebudget approval process. This year,for example, the President’s budgetcontained only a modest 1.4 percentincrease for the National ScienceFoundation (NSF) for FY 2003 overFY 2002. Congress, which has justcompleted a five-year effort to doublethe budget for the life sciences, nowfinds itself favorably disposed to dothe same for the physical sciences(including computing research) atNSF. The House passed a measureauthorizing the doubling of NSF overfive years in late July.

As this article goes to press, twoSenate committees have approved asimilar plan and the measure is readyto head to the Senate floor. However,because the bill includes an authori-zation for FY 2003 that is signifi-cantly higher than the level requestedby the President, NSF Director RitaColwell has written to the SenateCommerce, Science and Trans-portation Committee asking thatthey oppose the nearly 15 percentincrease already approved for heragency by the committee in favor ofthe significantly smaller increaseproposed by the President.

After the formal introduction ofthe President’s FY 2004 budget onthe first Monday in February 2003,the agency heads will once againunite behind the President’s plan,even as they begin their work on thenext year’s budget (FY 2005). Theirwork on FY 2004 is hardly over—they will be called to testify on behalfof their agencies before Congress indefense of their budgets. But theirinfluence on the process is now sec-ondary compared to the actions ofkey congressional committees andmembers.

CRA-W to HoldCareer/Mentoring Workshop

at SIGCSE 2003CRA’s Committee on the Status of Women in Computing Research will

hold its second daylong career/mentoring workshop for faculty women atundergraduate computer science and engineering institutions at theSIGCSE 2003 Symposium in Reno, Nevada next February.

Like last year’s successful workshop at SIGCSE 2002, this workshop isdirected towards graduate students and faculty members who are interestedin undergraduate education and research. The workshop will provide crit-ical information and tools to build successful academic careers that focuson undergraduate teaching and research. Workshop sessions will offer men-toring activities specifically for women, who face particular challenges inpursuing and maintaining academic careers at primarily undergraduateacademic institutions.

Last year’s participants rated the workshop highly in areas such as “howto build a research career,” “getting federal funding,” and “professional net-working.” Sixty-six percent (66%) of participants reported making “valu-able professional contacts” from among the community of female computerscientists and academics who attended the CRA-W workshop at SIGCSE2002.

Comparing these data with themost recent Taulbee Survey salarydata (see March 2002 issue ofComputing Research News), it is clearthat base (9-month) average facultycompensation is substantially lowerthan industrial compensation at alllevels. However, if we assume thatfaculty actually receive 12 months ofcompensation at the 9-month rate(i.e., 4/3 of 9-month compensation)through a combination of summersalary, consulting, book royalties, andother sources, then full-professorcompensation becomes roughlycomparable to industrial compensa-tion for those with 11+ years ofexperience. However, compensationfor assistant and associate professorsstill lags that of comparably experi-enced industrial researchers by about25 percent.

In September 2002, CRA mailedquestionnaires for the 2002 survey ofindustry lab salaries. Companies thatcomplete the survey should receivethe results in December.
