1.BACKGROUND

A successful city is one where all ci�zens live produc�ve, healthy, and dignified lives in an environment free from fecal contamina�on. Citywide inclusive sanita�on means that: everybody benefits from adequate sanita�on service delivery outcomes; human waste is safely managed along the whole sanita�on service chain; effec�ve resource recovery and re-use are considered; a diversity of technical solu�ons is embraced for adap�ve, mixed and incremental approaches; and onsite and sewerage solu�ons are combined, in either centralized or decentralized systems, to be�er respond to the reali�es found in developing country ci�es.

The TA Hub is an ini�a�ve by the BMGF to put into prac�ce and mainstream the CWIS principles. It is a partnership of experts that will support mul�lateral banks and governments by providing grant-financed technical assistance for the adop�on of CWIS principles in large-scale flagship investments in key countries and ci�es in Africa. This will include TA at iden�fica�on, design, prepara�on, implementa�on and evalua�on of urban sanita�on investments.

2.OBJECTIVES

The objec�ves of this workshop are:

• To present the TA Hub, its func�ons, and the different types of TA to WASH/CWIS/FSM experts; • To formally create the TA Hub’s ini�al pool of experts and explain its func�ons; • To gather the experts’ first impressions on the TA Hub and its ini�al projects and ac�vi�es.

Danielle Pedi is a Senior Program Officer in the Water, Sanita�on and Hygiene Strategy for the Bill & Melinda Gates Founda�on, based in Sea�le, where she helps develop and deliver a strategy to shi� sanita�on sector priori�es towards inclusive, safely managed services. She currently manages a large, complex por�olio of investments and strategic partnerships with financing partners, na�onal governments, u�li�es, municipali�es and private sector operators. Danielle is a social and poli�cal scien�st by training with experience

leading and managing WASH country programs, implementa�on and research teams in both development and emergency contexts.

Ndeye Awa DiagneNdeye Awa Diagne is a Water Supply and Sanita�on (WSS) Specialist at the World Bank working primarily on WSS investment projects in Ethiopia, Nigeria, Liberia, Sierra Leone and eSwa�ni and on the citywide inclusive sanita�on agenda. Previous assignments include suppor�ng the prepara�on and implementa�on of WSS investment projects in Hai�, Brazil, the Dominican Republic, Ecuador and Costa Rica. She also worked for the Senegalese Na�onal Water Company (SONES) on urban water supply infrastructure projects. She holds a bachelor’s in Environmental Engineering from Georgia Ins�tute of Technology and a master’s in Civil and Environmental Engineering with a focus on Water Quality Engineering from MIT.

Grégoire DioufGregoire Diouf is a Hydraulic Engineer, specialized in water and sanita�on with more than 30 years of relevant interna�onal experience in water and sanita�on, in urban and rural areas as well as in the design and management of flagship hydro-agricultural development projects mainly in the Africa Region. Gregoire Diouf joined the Islamic Development Bank (IsDB) in 2010. He is currently working as Opera�ons Team Leader (Water & Urban Development) based at the Regional Hub of Abuja in Nigeria which covers 8-member countries of the Bank in West and Central Africa. Mr Diouf holds a State Hydraulic Engineering degree coupled with a

Master of Business Administra�on (MBA) in Management and Finance. He prepared several knowledge and policy papers in the water and sanita�on sector published on the Linkedin website and in the Water Network by AquaSPE and in the Bank’s project documents and reports.

Mouhamadou GueyeMr Mouhamadou Gueye is the Director of Non-Sewered Sanita�on at the Na�onal Sanita�on Office of Senegal (ONAS). In 2017, he worked on the Program for Structuring the Faecal Sludge Market (PSMBV) for poor households in Dakar, a pilot program funded by the Bill and Melinda Gates Founda�on to support the crea�on of a large scale, sustainable sanita�on value chain in Dakar. In 2019, this led to the adop�on of a 5-year-long program for scaling up inclusive sanita�on na�onwide: the Na�onal Program for the Sustainable Development of Non-Sewered Sanita�on (PNDDAA). Mouhamadou’s missions include iden�fying, designing and implemen�ng investment projects in the NSS sub-sector and working with NGOs and the private sector. As a project manager, he has worked with KOICA in hydraulics and sanita�on. Previously, he served as Director of the Promo�on of agricultural products at the Ministry of Mines and Industry, as well as technical advisor on industries and food processing at the

Presidency. He received his engineer degree in agricultural and food industries from ENSIA, Montpellier.

Dr Kouame Andre Nguessan

Dr Kouame Andre Nguessan has been working at the Na�onal Sanita�on and Sewerage Office (ONAD) since 2014. He is currently Director of Planning and Fundraising. He was Assistant Director of Environment, Sanita�on and Water in the Yamoussoukro Na�onal Autonomous District from 2003 to 2011 before joining the Office of Technical Studies and Development (BNETD) as a Senior Sanita�on Project Manager from 2012 to 2013. He holds a PhD in Environmental Sciences and Management, an Interna�onal Execu�ve Master’s in Water and Sanita�on Services Management and a specialized degree in Environment and Water Quality. He just completed a Program Management Degree with MDE Business School.

Deepa KarthykeyanCo-founder & Director of Athena Infonomics. Deepa works closely with governments and founda�ons to provide advisory support on urban sanita�on and finance. She has been instrumental in developing and leading a number of mul�-disciplinary programs to address the challenges of “service-delivery” in changing urban contexts. Her core interests include urban infrastructure and governance. She also sits on the Technical Advisory Group for the Global Partnership for Development Data (Data4SDGs). Deepa holds a master’s degree in economics from the Na�onal University of Singapore. She also holds a bachelor’s degree in economics from Bangalore University.

Malick Madeira As a Program Coordinator, Malick leads all ac�vi�es under the TA Hub, organizing opera�ons, planning, monitoring and repor�ng of all CWIS-related projects. He ensures alignment and overall compliance of projects with the CWIS principles. He is the main focal point between countries, private sector partners, financial ins�tu�ons and mul�lateral organiza�ons, cura�ng project missions to fulfill SDG 6. Malick’s previous experience in investment banking at the Islamic Development Bank group in Southeast Asia and West Africa allows him to adequately balance project equitability and sustainability. He holds a PhD in Islamic Finance from INCEIF, Malaysia, and

previously served as a por�olio fund manager in CGF Senegal.

Pap Talla A graduate of the Paris School of Interna�onal Affairs (SciencesPo), Saint-Cyr and the University of Cambridge, Pap worked at the Strategy Direc�on of the French Development Agency on both project coordina�on and policy support. He then joined AFD’s office to the EU, working on joint opera�ons with the European Commission and suppor�ng the Presidency of the Prac��oners Network for Development Coopera�on. He con�nued working on the SDGs at the United Na�ons as an associate economic affairs officer. He is a member of the TA Hub Secretariat where he brings in overall experience from both public and private, na�onal and interna�onal sectors.
