Mark Underwood: Gabrielle has sent out some informa%on about the sustainability policy for theuniversity. Sustainable Concordia has been working on the geXng the university to adopt one since2011. That is when our ini%al research began, and it has been a long process dealing with thebureaucracyandgeXngthemtocreateapolicythatincludesacomprehensivecons%tu%on.

GabrielleCaron:JusttointroduceMark,heworksatSustainableConcordia.Heistheofficecoordinator.Heispresen%ngsomethingthatSustainableConcordiaconhasbeenworkingonforafewyears.

MarkUnderwood: Forabitofhistory, in2011wegotabunchofpeople togetherandpresented thePresidentoftheuniversitywithamanifesttosaythatConcordianeedsasustainabilitypolicynow.Thatis when the university created the sustainable governance framework of three (3) sustainabilitysubcommiQees, but for a really long%mewehave been spinning out heels in those commiQees andideasgotheretodie.ThisyearwehavebeenworkingongeXngconcretethingsputthroughthere.Theconsulta%onprocessispartoftheprocessofbuildingthispolicy.First,theuniversitywasresistanttothiscommunityconsulta%onasthisisnotsomethingthattheydoforapolicy,butwehavebeensuccessfulingeXngthemtodothis.Unfortunately,the%melineisinsanely%ght–thedecisionhappenedthree(3)orfour (4)weeksagoand theconsulta%on ishappening thoughnextweekand theweeka`er,with thehopefuldeadlineforthepolicytobedoneandra%fiedbywhoeverneedstobyJanuary.

GabrielleCaron:Basicallywearehavingtwo(2)publicconsulta%onsrunbytheuniversity.Thesearetheofficialpublicconsulta%ons.OnewillbenextTuesday,October20thfrom14h00to16h00atGreyNuns,andthesecondonOctober29thatLoyola,whichwillbetakingplacefrom14h00to16h00.Thesedatesmaynotnecessarilybeasaccommoda%ngforeveryone,sowearehos%ngtwo(2)othereventsattheHive – one will be downtown and another at Loyola, and those events are taking place later in theevening from 17h00 to 20h00. One will be on October 22nd and then the one at Loyola will be onOctober28th.Wearenotaskinganythingspecificotherthanshowingyourenthusiasm,anditwouldbegreat foryoutocometoat leastoneof theseandseehowthingsaregoing.Theonesrunning in theeveningaredrop-insessionswherewewillbeabletogiveyoumoreinforma%onaswellasjustgeXngreadyforthelastone,accumula%ngeveryone’sthoughts,andhavingadialoguebetweenotherpeopleandwhatwewanttoseeinthepublicconsulta%ons.

MarkUnderwood:Partofthemission,visionandvaluesofSustainableConcordiaistodemocra%zetheuniversity, students, staff and faculty in the way that decisions aremade. For us, this is an insanelyposi%vestepforwardinthatregard.Asstudentleadersandpoli%ciansitisourresponsibilitytoshowupandgiveourtwocentsandshowwhatwearemadeup. Ifpeopledonotshowup,theadministra%onwillhaveammuni%ontosaythattheseconsulta%onsarenotsuccessfulandthatnooneevercomes.Idonotexpectyoutocometoallfour(4),butIwouldreallyloveyoutalkingthisuptopeopleyouspeaktoandsharingitonFacebook.Becausethedeadlineisso%ght,wearerelyingonwordofmouthtohavepeoplemeaningfullycontributetotheforma%onofthispolicy.Itwillaffectallaspectsofcampuslife.Ifyoutalktoourgroup,theyarereallyexcitedthatitwillnowcarryweight.Itwillbetheresponsibilityofthevicepresidentsanddirectorsandpeoplewhohold importantposi%ons intheuniversitytoupholdthesevalues.

MarkUnderwood:Oneofthestrengthsisthatitiden%fiesaccountability,butthataccountabilityliesnotinstudenthands.Somethingwewouldliketoseeishowstudentscangetinvolvedinac%onplansthatcomeoutwiththegovernanceframework.ThereisnootherwaybesidesseatsonthesubcommiQees.Thereisnootherwayforstudentstospeakupiftheintegrityoftheseac%onplansarenotbeingupheld.Some of the language in the principles can be easily interpreted. Given the hype around things likedivestment and other issues that we want the university to move forward on, take a look at thatlanguageandseeifitworksforyouandmakesugges%onsifitdoesnot.

BenjaminPrunty:IwasinvolvedinthesubcommiQee,anddoyoufeelasthoughtherecouldbeaplaceforastatementaboutanupper-levelgovernancemul%-stakeholdermodel?Ibroughtthisupandpeoplewerenotsure.

MarkUnderwood:Iagree,thatcouldbestrengthened,butIhavenoideahowtoworkitintothispolicy.Theframeworkisnowinpolicyform,andbeforeitwasjustonthewebsite.NowitiswriQendownandcannotjustbedisbandedbysomeonewhodoesnotlikeitanymore.Intermsofupper-levelthough,Iamnotreallysure.

AloyseMuller:Howmuchmustbedivested–aroundfive (5)percent?Howmuch implica%ondoyouexpectfrompolicy?

MarkUnderwood:ThatisfromthefolksinEnvironment,HealthandSafetywhodra`edthis.Itisnotanac%onplan,butapolicy,astatementofintentandacalltoac%onabouthowweattheuniversityviewsustainability and how we want to uphold those values. This is outlined through the thirteen (13)principlesadaptedfromthesustainabledevelopmentpack.Intermsofprescribingac%onsfromapolicy,thisismoreaboutsomeonefromtheuniversitysayingthatagivenac%onorinac%ondoesnotalignwithour sustainability policy, which gives up license to push forward. Having student voices on thesubcommiQeeisthewaytodothat.TheCSUandGraduateStudentsAssocia%on(GSA)haveseatsonthesubcommiQee,sothereisstudentvoice.

TerryWilkings:DoyouknowhowmanypointstheuniisgeXngforthistypeofpolicy?

MarkUnderwood: Therewill bemany points,which is probablywhywe are seeing such a deadline.Therearedefinitelypoli%calendstowhythisishappening.

Benjamin Prunty: There is a pe%%on that will be circula%ng to start conversa%on about a solidarityeconomyincubator.ThisisnottheCSUworkingonthisattheexecu%velevel,butIamworkingonthiswithagroupofstudents,bothgraduateandundergraduate, tocreateasolidarityeconomy incubator.We want student input in the by-elec%ons to see the conversa%on that starts surrounding this. Wean%cipate that thiswill beenthusias%c.Goodexamplesof theseorganiza%ons are thePUSHfind, theHive, Burritoville, – these are projects that are democra%c and have a public mandates other thanexclusivelyprivateprofit.ThebylawsstatethatwehavetocometoCouncilbeforecircula%ngape%%on,sothisiscomingtoCouncilwiththat.Thisismoreofaconversa%ononamembershiplevelratherthanataCouncillevel.

MarionMiller: BE IT RESOLVED THAT that Council sign onto amemoof support for the co-curricularrecord changes, and implement mechanisms to encourage the use of the co-curricular record by itssubsidiaries.SecondedbyChloëWilliams.

MarionMiller: This is for thoseof youwhohaveever tried tofileoneof yourac%vi%esonto the co-curricular record, which is a digital record which exists onmyconcordia.ca somewhere in SIS. This issupposedtodocumentyourengagementoncampusoutsideyourofficialclasswork. It isquitetediousandcomplicated,andkindofdifficulttoseewherethebenefitswillcome.Itisunfortunatebecausethiscouldbeaninteres%ngtool,butitdoesnothavethesupportthatitneedsaroundit.TheGSAhasbeenworkingoverthepastyearontryingtoputstrategicpressureondifferentpartsoftheuniversity.Three

If it is notrecognizedwithinConcordia,whyarewedoingit?Wehavedocumenta%onfromKerolesRiadoftheGSAwhotalkedtousaboutthemainissuesandthatnowhisprojectandpersonalmissionhasbeengeXngallofthefacultyassocia%ons,theDeanofStudentsofficeandtheschoolofgraduatestudiestosignontopar%cipa%ng in this ini%a%ve. The Dean of Students said yes and the School of Graduate StudiessubmiQed an internalmemo saying yes. TheGSA, the Engineering andComputer ScienceAssocia%on(ECA)alongwiththeEngineeringandComputerScience(ENCS)council,andtheTeachingandLearningsubcommiQeeframeworkhavesignedontothis.Kerolespresentedtousandaskedifwewoulddra`aCSUmemo for this. The Policy CommiQee recommends to adopt this memo and, as we said in ourreport, we look forward to siXng downwith the Clubs & Space CommiQee to bring changes to thestructureoftheCSUtomakesurethatweintegratetheuseoftheco-curricularrecord.

Marcus Peters: Will any of this process become mandatory? I mean this in the sense that a directconnec%ontotheDeanofStudentsisgood,especiallyforpeoplewhowanttoapplyforgradschool,butwillthisbemandatorywhenapplyingforfundingfromtheCSU?

MarionMiller:That isenvisioned forgrouppar%cipa%ng,andwhat theyare lookingat is tying this tofunding.Wedonotnecessarilyhaveto%eittofinding,butmaybehaveitjustbeanincen%veprocess.One thing to understand is that we are signing on to work with the three (3) en%%es previouslymen%oned.TherewillbenostringentpolicyiftheDeanofStudentsdoesnotmakeitsimpler,andtheSchool of Graduate Studies does not recognize it.Wewill sit downwith Lori and the Clubs& SpaceCommiQeeto%ethistopolicy.

MarcusPeters: Iaminfavourofallofthis,but Iamjustskep%calofhavingmandatoryaffilia%onwithany kind of Concordia’s administra%on, especially since they have a lot of ability to poli%cally profilepeople,thoughthathasbeentakenintoconsidera%on.

Lori Dimaria: I just wanted to men%on that it is important to have an inflow of informa%on. It isimportanttotalktodifferentclubsandseehowwecanfavourthecommunity.Wehavetolookattheholis%capproach.Universityacademiaisveryimportant,butitisalsoimportanttogetinvolvedandfeellikeweareapartof a community, and that iswhat clubsdo. WHEREAS ar%cle 26 of the Universal Declara%on of Human Rights states that, highereduca%onshallbeequallyaccessibletoallonthebasisofmerit;WHEREAS accessible postsecondary educa%on is a fundamental pillar for a moreequitableanddemocra%csociety;BEITRESOLVEDTHATthefollowingques%onbeaddedonthe2015by-elec%on:

“Do you as amember of the Concordia StudentUnion (CSU) agree to adopt anaccessibleeduca6onposi6on,asoutlinedinthesuppor6ngdocumentprovidedatthe ballot sta6on, which opposes any increase in tui6on fees and obligatoryins6tu6onalfees(FIOs)forallstudents,whetherQuebecresident,outofprovince,orInterna6onal,andsupportsuniversallyaccessiblepostsecondaryeduca6onfreeofallfinancialbarriers.”
