    Over the years, there has been significant telecom infrastructure development in the country. Since 2007, the tower industry has more than

    quadrupled in size and the optic fibre network has doubled in terms of coverage.

    However, the 2G spectrum controversy, which has impacted the telecom industry, has slowed down growth in the infrastructure segment overthe past year. Infrastructure providers have pulled back their tower roll-out plans and the valuation of tower companies, which had peaked in

    2009-10, dipped significantly in 2011.

    Rural telecom infrastructure development has also taken a hit owing to the high costs incurred by operators in acquiring 3G and BWA spectrum.

    In 2011-12, growth of passive infrastructure has been primarily driven by 3G and BWA network roll-out. All 3G licensees, except S Tel, have

    launched services and upgraded their 2G networks to support 3G.

    Significant investments are also being made in rolling out broadband networks, especially on BWA technology. The eight BWA licensees have

    spent about Rs 400 billion on spectrum and are making further investments in rolling out wireless broadband networks.

    Given the huge investments in 3G and BWA, passive infrastructure sharing will play a critical role in telecom network growth. In fact, the tower

    industrys focus has already shifted from new roll-outs to increasing tenancies. However, for the infrastructure segment to sustain high levels of growth, several issues and challenges need to be addressed. These include

    shortage of spectrum, high energy and rural network roll-out costs, multiple levies and right-of-way issues.

    The Telecom Regulatory Authority of India has already given its recommendations on the Telecom Infrastructure Policy, which would provide a

    fillip to the industrys growth. Moreover, going forward, the revised National Telecom Policy (NTP) is expected to resolve most issues plaguing

    the sector apart from providing clarity on spectrum pricing, allocation and sharing, which will have significant implications on the growth of

    telecom infrastructure in the country.
