welcome to orlando and the nISH national Training & achievement Conference.

On behalf of everyone at NISH, welcome to the 2011 conference! We are especially pleased to welcome members of Workability International who, for the first time, are holding their conference in conjunction with the NISH conference.

Members of the AbilityOne family have grown to expect an exceptional conference experience. This year will be no different. From the opening session through the awards banquet, you will have the opportunity for networking with your colleagues and to choose among sixty training sessions. What an incredible time to learn and share.

Orlando is the perfect place and 2011 is the perfect time to introduce this year’s conference theme, Extraordinary Actions, Extraordinary Results. Everyone attending the conference has a shared interest in employing people with disabilities. This is our common bond. With millions of people with disabilities in the U.S. without jobs, we have a great challenge before us. With that challenge and opportunity in mind, NISH is in the first year of a five year strategic plan that has as its first goal – doubling the number of jobs for people with disabilities. Extraordinary actions will indeed be required if we are to achieve these extraordinary results.

This conference is a time for everyone in the AbilityOne Program – the Federal government, community rehabilitation programs, the Committee for Purchase,

NISH and other partners and friends – to learn from each other and address how we can achieve extraordinary results for those we serve.

In closing we would like to thank this year’s conference host, Goodwill Industries of Central Florida, for their outstanding conference support. And speaking of support, the NISH team is here to assist you in any way we can to make this conference both enjoyable and productive. So please call on us if we can be of assistance. It’s good to have you with us. We hope you have an extraordinary experience here in Orlando!

workability Internationalwelcome Letter

Extraordinary Actions, Extraordinary Results are witnessed each and every day in those organizations which exist primarily to provide employment opportunities for people with disability the world over.

Workability International members, not unlike AbilityOne producing organizations, achieve extraordinary things. Whether it is through the Rehab Groups’ International Disability Employment Fund which created over 400 sustainable jobs for people with disability in Nepal, India, Panama and Mauritius; the support given to Workability Asia in representations to the International Labor Office (ILO) addressing Japan’s violation of ILO Convention 159; assisting National Disability Services (NDS) in Australia to get the Federal Government as well as every state government to implement a Procurement Program; or participating in the development of the UN Convention—the role of Non-governmental Organizations (NGOs) from across the world working together under the banner of Workability International truly does change the lives of people with disability. Extraordinary Actions, Extraordinary Results!

But we have just scratched the surface of our potential.

Partnering with NISH and their National Conference provides the Workability International World Conference with its biggest platform ever to give more NGO’s the opportunity to share their wisdom with each other, to learn from each other and to look outwards and see what can be achieved.

Workability International is ready for its next big step forward and it is appropriate that discussions and planning in this regard should occur in the USA.

The last two international meetings of Workability International held in the US were in Washington DC in 2007 and prior to that in San Diego in 2002. Both of these meetings were at a time when Workability International needed to take a stand on issues of concern to NGO’s across the world.

This year we welcome NGO’s from all employment models and we celebrate the expansion of the “open employment” model throughout the world. People with disability must be given employment opportunities in all types of work settings. Dignity through employment is a common bond that draws us together. NISH is at the forefront in helping its producing organizations to empower people with disability and provide opportunity, options and choice.

I welcome all of the Workability International Delegates from many countries and encourage you to meet with and share your experiences with the more than 1000 other delegates who, from my experience, love to share and to learn.

Let’s together make Orlando the place for Extraordinary Actions to deliver Extraordinary Results in the evolution of Workability International and AbilityOne to the benefit of people with a disability all over the world.

Dean Kamen is an inventor, an entrepreneur and a tireless advocate for science and technology. His roles as inventor and advocate are intertwined — his own passion for technology and its practical uses has driven his personal determination to spread the word about technology’s virtues and by so doing to change the culture of the United States.

As an inventor, he holds more than 440 U.S. and foreign patents, many of them for innovative medical devices that have expanded the frontiers of health care worldwide. While still a college undergraduate, he invented the first wearable infusion pump, which rapidly gained acceptance from such diverse medical specialties as chemotherapy, neonatology and endocrinology. In 1976 he founded his first medical device company, AutoSyringe, Inc., to manufacture and market the pumps. At age 30, he sold that company to Baxter International Corporation. By then, he had

added a number of other infusion devices, including the first insulin pump for diabetics. Following the sale of AutoSyringe, Inc., he founded DEKA Research & Development Corporation to develop internally generated inventions as well as to provide R&D for major corporate clients.

In the year 2000, Dean was awarded the National Medal of Technology. Presented by President Clinton, this award was in recognition for inventions that have advanced medical care worldwide, and for innovative and imaginative leadership in awakening America to the excitement of science and technology. He was also awarded the Lemelson-MIT Prize in 2002, and was inducted into the National Inventors Hall of Fame in May 2005.

In addition to DEKA, one of Dean's proudest accomplishments is founding FIRST (For Inspiration and Recognition of Science and Technology), an organization dedicated to motivating the next generation to understand, use and enjoy science and technology.

Dan Clark is the primary contributing author to the Chicken Soup for the Soul series and author of twenty of his own best selling books, including the life changing business management book, Best or Right. His story Puppies for Sale was made into a film at Paramount Studios starring the late Jack Lemmon. Dan Clark’s inspiring life includes fighting his way back from a paralyzing injury that cut short his football career, flying in fighter jets twice the speed of sound, carrying the Olympic Torch in the 2002 Winter Games, and speaking for Fortune 500 companies, NASA, Super Bowl champions, Mayo Clinic, the United Nations and to our combat troops in Iraq and Afghanistan.

This terrifying encounter consisted of over 45 minutes of direct, unarmed confrontation with one of nature's most feared predators.

As Joe went on with his life and faced additional significant challenges, he realized his exceptional ability to survive hardship stemmed directly from the lessons he learned through his encounter with the bear. That ability to bounce back from adversity is a critical attribute of successful organizations, as well as for individuals. One company will weather the storm of disaster and emerge stronger than ever, while another firm facing the same challenges will fail. The difference between the two can be summarized in one word – resilience.

CrP BuSIneSS STraTegIeSmanaging relationships with Contracting PartnersIn this session, this speaker brings his nearly 40 years of experience and unique perspectives in dealing effectively with both legal and practical challenges of managing relationships with contracting partners. These include Federal Government contracts from prime contractor to government, between prime contractor and subcontractor and among teaming partners. This session presents common pitfalls in such relationships and strategies for avoiding problems and for minimizing them when they arise. The presentation summarizes key ethics rules that can trap the unsuspecting on government contracts; including how violations of government rules and statutes flow down to subcontractors and how prime contractors can be responsible for the acts and omissions of subcontractors. This is true even when the prime contractor knows nothing about the subcontractor’s conduct at the time and even if the conduct is actually prohibited under the terms of the subcontract.

How does one “invest” in a nonprofit, and what are the “returns”? REDF, a California venture philanthropy organization, pioneered the concept of SROI over 10 years ago. Since then, REDF has refined a framework that identifies cost savings and revenue contributions associated with an individual’s employment in a social purpose enterprise. feDeraLTrends in Procurement, Part 1Acquisition reform has been on every administration’s agenda for the last 30 years, yet government programs consistently run over budget, deliver past deadline, and fall short of expectations. Over the past 2 years, a spate of new mandates and guidelines, the passage of GPRA Reform, and the CIO’s IT Procurement Reform Plan have all put the spotlight on the performance of programs, projects, and their acquisitions. These developments signal a major shift in the acquisition environment: from a focus on regulations to a focus on results. With every dollar out of six spent by the Federal Government

going to contractors, minimizing waste and maximizing value for the taxpayer have become a priority across all levels of government. The question is, what can and should acquisition professionals do to prepare for the changes ahead? This interactive seminar walks you through key guidelines and mandates, their implications for agencies, and the actions acquisition professionals need to take.
