(Santiago, Chile, November 2007))

- As proposed by SEGIB, approves the “Ibero-American Water Initiative”, in line with the agreements of the VII Iberoamerican Conference of Water Directors (CODIA).

(Lima, December 2007)

- Approves the “Iberoamerican Training Program on Water”, in fulfillment of the VII Ibero-American Forum of Ministers of Environment.- Under the support received, it was agreed to integrate the Program in the training line of action of the “Ibero-American Water Initiative”, as well as to promote the transformation of the Initiative into “Ibero-Americam Water Program” in the next Ibero-American Summit.- More countries showed their intention of formally supporting the “Ibero-American Water.

- Constitution of the Technical Committee (document signed by the ambassadors of the participating countries).- Signing of the Agreement between DGA-MARM (Spain) and DINASA-MVOTMA (Uruguay) for the construction of the Research, Testing and Training Centre for non conventional technologies of water purification, one of the four action lines of the Initiative.

(Zaragoza, June 2008)

- The countries of the Region introduced the advances and training propositions in each one of the thematic areas of the Training.- The Coordination Responsibilities Document was approved, which establishes the work to be carried out.- The proposals of the CODIA to raise at the VIII Iberoamerican Forum of Ministers of Environment were approved.

- Endorses in its Final Declaration the proposals made by the CODIA in relation :transformation of the Water Initiative into an Iberoamerican Water Program.

Creation of the “Water and Sanitation Cooperation Fund Office”, which will deal with the management of the “Water Fund Office (2008-2012)” , announced by Spain in the XVII Ibero-American Summit of Heads of State and Government.

- Likewise, it highlights and promotes the work done by the Conference.

Lines of action for the achievement of the MDGs:

• Capacity building on the basis of IWRM at basin level throughout Latin America bydeveloping a Training Program at political, technical and managerial levels.

• Technical transfer by the establishment of a Research and Testing Centre for non conventional water treatment technologies in Uruguay, which will cover the proposals of the whole Region.

• Institutional strengthening of local, regional and national Authorities, in order to facilitate better planning and governance of water.

• Support the Ibero-American Conference of Water General Directors (CODIA) and the duties of its Technical Permanent Secretariat (STP).

• In Ibero-America: – 80 million people have no access to safe drinking water . – 100 million people lack adequate sanitation .

• Millennium Development Goals (MDGs): halve, by 2015, theproportion of the population without sustainable access to safedrinking water and basic sanitation.

• Until mid eighties, prevailed projects of infrastructures of thechnologies yhatnot always concerned local reality, necessities and availabilities.

• From mid eighties, the model of communal management is adopted. It´sbasic principles are: participation, control in decision making, property ofsystems, cost recovery, mantainance and conservation.

• Communal management is the current model of intervention on water andsanitation in rural and peripheric sectors in developing countries.

• The Research, testing and training Centre for non conventional technoloigiesof water purification expects to make communal management proposals.
