Job Description

Responsible to The Works Project Manager (WPM) and working alongside the Facilities Manager, there is no responsibility for line management of staff.

Important Functional Relationships:

Liaison with all levels of Royal Parks' staff up to and including Board level. Close working with park managers, estates team, procurement and finance.

Important External Relationships:

There can be requirements to communicate and interact with Park Users, Local Authorities, other Government Departments and Agencies, Statutory Undertakers, consultants, contractors and Members of the Public.

Main Purpose of the Job:

To provide surveying and construction support to the Works Team in the day to day management of the Facilities Management (FM) contract which deals mainly with the delivery of a mixture of Hard Services facilities management and minor projects which tend to be either refurbishment or conservation bias. The annual Works budget has been £8M in past years. The post would suit someone looking to develop a career in the conservation or management of historic buildings and structures.

The work undertaken by the Works Team is diverse and involves operational and residential buildings, public toilets, catering outlets, sports pavilions, playgrounds, fountains, statues and monuments, lakes, rivers, roads, bridges, footpaths, utilities, fences, railings, boundary walls, gates and street lighting all set within a historic park setting. With millions of Londoners and tourists visiting the eight Royal Parks each year the there is inevitably pressure on the historic fabric. The ever-increasing need to reconcile competing and often conflicting demands within tight budgetary controls requires skill and imaginative solutions to ensure affordability and best value.

Main Duties/Responsibilities:

Preparation of project briefs and scoping documents on behalf of the customer for maintenance projects.

Undertake building surveying inspections and prepare reports. Ensure that designated projects are prepared and agreed and are delivered on time,

on costs and to the agreed standard. Carry out site inspections to ensure that works are being delivered to the correct

safety and quality standards. Provide technical support in respect of maintenance specifically mechanical,

electrical, building and civil including specialist historic techniques where applicable. To ensure that Operation and Maintenance manuals, Health and Safety Files and As

Built are produced to the correct standards. Support the WPM in the management of the Accumulated Works Maintenance

Liability backlog.

To provide technical support for non Works construction projects on build ability, operability and maintainability for either in-house or external projects.

Take responsibility for the management of the Works Project Prioritisation Listing Register.

Support the WPM in the production of the Biennial Conservation Report. Manage the cyclical programme of condition surveys. Preparation of client documentation, for both compliance with CDM Regulations and

also inclusion with NEC form of contracts Support the WPM in maintaining and enhancing the historic built environment in

accordance with Corporate Plan objectives, policies, statutory requirements and budgetary controls.

To be aware of his/her responsibilities as described in the H&S Manual and summarised in the H&S handbook.

Specific Role Competencies:

Management experience in construction industry or hard services facilities management

Project management or construction management experience in the construction industry

A degree in Surveying/Building/Construction/Project Management Professional qualification RICS/CIOB/APM/AFM but candidates in the later/final

stages of obtaining their qualifications may also be considered. Experience of planning and listed building practise, the roles of English Heritage and

local planning authorities
